A Study on the Quantitative Evaluation Method of Small-Scale Environmental Impact Assessment

  • Purpose: The small-scale environmental impact assessment system in Korea was introduced and implemented in August 2000, but it has a problem that it cannot guarantee implementation due to the large proportion of qualitative reduction measures for each evaluation item. Therefore, when preparing a small-scale environmental impact assessment, research was conducted on how to improve the existing simple listing-type reduction measures and qualitative evaluation standards to quantitative reduction measures and evaluation standards reflecting regional characteristics. Research design, data and methodology: The small-scale environmental impact assessment system in Korea was introduced and implemented in August 2000, but it has a problem that it cannot guarantee implementation due to the large proportion of qualitative reduction measures for each evaluation item. Therefore, when preparing a small-scale environmental impact assessment, research was conducted on how to improve the existing simple listing-type reduction measures and qualitative evaluation standards to quantitative reduction measures and evaluation standards reflecting regional characteristics. Results: As a result of the analysis of qualitative and quantitative factors, the arithmetic sum of the qualitative factors of the total six projects is 160, accounting for 80% of the total number of reduction measures, and the quantitative factors are 40, accounting for 20%. Among them, the number of qualitative reduction measures reached 97.4% for animal and plant items, and more than 90% for air quality, noise and vibration, and eco-friendly resource circulation items. Conclusions: Therefore, it is necessary to avoid establishing qualitative reduction measures and set quantitative measures as the basis, but to specify the specifications, size, and installation location related to the reduction measures, and to calculate the numerical reduction efficiency.

  • Evaluation methods are employed in environmental impact assessment to choose between different project site, to determine the required measures to compensate impact and to decide whether the environmental impacts are more important than the social or economic effects of a project. The main obstacles that restrict use of quantitative evaluation method are a Lack of knowledge about the environmental effects (e.g. if impacts on wildlife or landscape amenities are predicted) and the relative importance of economic and social issues compared with nature conservation stability of ecosystem or landscape beauty. In Germany, the most common method for site planning is the "ecological risk analysis". It is a kind of multi-criteria-decision-method based on quantitative and qualitative description and ordinal ranking. The various kinds of "ecological balancing methods" that are more recently developed (within the last decade) to quantify the required amount for compensatory measures instead often use cardinal figures to express the value of ecosystems, the intensity of impacts, the need for additional measures to compensate for long recuperative periods when restoring ecosystems and so on. There are still only a view attempts to quantify decisions between environmental and socio-economic issues. Multicriteria-analysis as well as cost-benifit-analysis was used. Some new approaches which are still in a preliminary status are based on contingent valuation and on calculations for compensatory payments (instead of compensatory measures).

  • The impact sound of the golf club is one of the major factors to purchase it. Sound qualify evaluation techniques are mostly developed for harmonic sounds. Sound quality metrics for the impact sound is proposed in this study. Jury test, one of the typical subjective evaluation scheme, is carried out for evaluating the sound quality of 11 different golf drivers. Above subjective classification results are assumed to be the right answers. Conventional objective evaluation methods such as Zwicker loudness sensory pleasantness are calculated. Wavelet analysis and instantaneous loudness are applied in order to evaluate the transient sounds, which shows better correlation with the results from those by jury test.

Construction of Scientific Impact Evaluation Model Based on Altmetrics

  • Altmetrics is an emergent research area whereby social media is applied as a source of metrics to evaluate scientific impact. Recently, the interest in altmetrics has been growing. Traditional scientific impact evaluation indictors are based on the number of publications, citation counts and peer reviews of a researcher. As research publications were increasingly placed online, usage metrics as well as webometrics appeared. This paper explores the potential benefits of altmetrics and the deep relationship between each metrics. Firstly, we found a weak-to-medium correlation among the 11 altmetrics and visualized such correlation. Secondly, we conducted principal component analysis and exploratory factor analysis on altmetrics of social media, divided the 11 altmetrics into four feature sets, confirming the dispersion and relative concentration of altmetrics groups and developed the altmetrics evaluation model. We can use this model to evaluate the scientific impact of articles on social media.

Real-time Impact Evaluation of a Capacity-Building Health Project in Lao PDR

  • This study presents a real-time impact evaluation of a human capacity-building health project in Laos, financed by a Korean aid agency and executed jointly by Laotian and Korean higher educational agencies. The project aims to improve the health status of Laotians by enhancing practicing doctors' clinical performance capacity, to be attained by advancing academic achievement at the University of Health Sciences (UHS) in Laos. Therefore, this real-time impact evaluation adopted the difference-in-differences regression analysis method, showing that the project improved the academic achievement of the UHS students who were taught by the project fellowship awardees more, compared to the UHS students who were taught by non-fellowship faculty members. It remains to be evaluated whether these UHS students taught by the project fellowship recipients would also perform better clinically in public hospitals in the future.

  • Social-impact is getting more emphasized for the R&D program evaluation. Qualitative indicators such as 'Productive-interactions' and 'Social-impact of R&D' have been included for the evaluation criteria in USA, UK and Netherlands. Recently, Korean government also realizes importance of the social-impact, so 'Follow-up evalution' is launched in order to evaluate not only technical-impact but also social-impact. In this paper, possibilities and challenges of social-impact analysis are reviewed. Furthermore, successful cases from the leading overseas countries are benchmarked to have policy implications.

  • In this study, evaluation system of impact resistance performance is proposed. Compressive strength of concrete is 40, 60 and 80MPa. It evaluate impact resistance performance to use projectile 6, 7 and 8mm size. As a result, safety performance is more higher when the compressive strength is increased in. Compared with Hughes's formula, evaluation system of impact resistance performance is appropriated.

  • The purpose of this study was to present the possible use of a new standard impactor, the rubber ball (so-called, impact ball), and to assess its evaluation method as fur heavy-weight impact in multi-story residential buildings. Several experiments were carried out to investigate the effect of the impactor on noise propagation in reinforced concrete buildings.   • Purpose: The small-scale environmental impact assessment has been in operation since its implementation in August 2000, and is a system that meets the purpose of sustainable development in consideration of the environment in areas requiring conservation. However, when preparing a small environmental impact assessment report, the contents of the reduction measures are too qualitative, or reports are prepared to simply list the compliance stipulated by individual laws, and the contents of consultations prepared by consultative agencies and review agencies are not much different. In addition, the direction of consultation on development projects for similar locations of the same project type is frequently changed by reflecting the subjective judgment of the consultative officer of the Ministry of Environment (Environment Agency). Therefore, this study attempted to improve the establishment of measures to reduce the existing simple listing of qualitative contents and the inconsistent presentation of review opinions by consultative agencies and review agencies. Research design, data and methodology: The research method extracted absolute evaluation items and relative evaluation items among small environmental impact assessment items, analyzed and presented detailed items, and prepared a distribution table for each section according to the details of the relative evaluation items, and presented them as a table. Results: This study was conducted to derive uniform results with objective indicators in the preparation and consultation process of a small-scale environmental impact assessment. Conclusions: Once a quantitative evaluation is established, the consultant can objectively determine and process the environmental impact.

  • This study investigated the difference in the influence of shopping orientations, attributes evaluation, and benefits sought on brand loyalty between Korean and American consumers within a clothing purchase context. Questionnaires were administered to 237 Korean consumers and 184 American college students who had purchase experience of casual wear in recent six months through off-line. The results were as follows. First, the hedonic shopping orientation had a positive impact on brand loyalty in both groups, whereas efficient shopping orientation had a positive impact on brand loyalty in American group. Second, the aesthetic attribute had a positive impact on brand loyalty in both groups, whereas utilitarian attribute had a positive impact on brand loyalty in Korean group. Third, brand value benefit sought had a positive impact on brand loyalty in Korean group and body expression/complement had a positive impact on brand loyalty and economic benefit sought had a negative impact on brand loyalty in American group.
