  • 우리나라는 2013년 5월 15일 "북극이사회"의 영구옵서버 자격을 취득하였으며, 2013년 후반기 국적선박을 북극해 항로에 투입 할 예정인 시점에서 한국해양수산연수원은 국내 Ice Navigator 교육시장 선점과 세계적 교육기관으로 도약을 하기 위하여 Ice Navigation Training교육과정을 개설준비 하고 있다. 이를 위하여 북극해 항해기술, 극지 안전훈련, 북극해 최신 동향, 러시아의 북극해 정책, 통과절차 및 외국선박의 운항사례분석 등을 통하고, Ice Navigation Training 교육과정(Familiarization(친숙화), Professional(상급), Practical(직무), Crew Management등)이 이미 개설되어 있는 Russia Admiral Makarov State Maritime Academy측 교수진의 연수원 파견 및 한국적 선박의 북극해항로(North Sea Route, NSR) 통과시 승선실습이 가능할 수 있도록 협조를 요청 할 예정이며, 교육인증을 위한 협력(Makarov Academy측으로부터 교육과정에 대한 인증)도 추진 중이다. 이에 준비한 교육개발을 소개하고자 한다.

북극해 항로현황과 Ice Navigator 교육개발에 대하여

  • 우리나라 현대 글로비스사는 스웨덴의 Stena 해운사 소속인 M/T Stena Polaris호를 용선하여 화물(납사, 43,838톤)을 싣고 2013년 9월 15일 러시아 Ust Luga항을 출항하여 약 8,100마일 북극해 항로(North Sea Route)를 통하여 10월 17일경 여수 사포 1부두에 입항할 예정이다. 이는 금년 5월 15일 "북극해 이사회"의 영구옵서버 자격을 취득과 더블어 새로운 물류 시대의 개막이라고 할 수 있겠다. 이런 시점에서 한국해양수산연수원은 국내 Ice Navigator 교육시장 선점과 세계적 교육기관으로 도약을 하기 위하여 교육과정을 개설준비 하고 있으며, 금번 시범운항 행사를 위하여 방문한 9월 13일 Ice Navigation Training 교육과정이 이미 개설되어 있는 Russia Admiral Makarov State Maritime Academy측 총장 및 관계자와 Russia교수진의 협력 및 NSR 통과 선박의 승선실습을 요청하였으며, 교육인증을 위한 협력도 추진하기로 하였다. 따라서 현재 북극해 항로현황과 Ice Navigator교육과정 개발에 대하여 검토해 보고자 한다.

선박조종시뮬레이터를 이용한 해적 대응훈련에 대하여

  • 2011년 1월 21일 새벽 대한민국 해군 청해부두는 "아던만의 여명"이라는 작전명으로 소말리아 해적에 납치되었던 M/T "삼호주얼리"호를 구출하였으며, 이 작전결과 피납선박 및 선원 21명을 구조하였으며 작전 중 선장이 부상을 입었으며 해적 8명을 사살하고 5명을 생포하는 전과를 올렸다. 한국해양수산연수원은 2011년도 도입한 Full-mission Shiphandling Simulaor(다기능 선박조종시뮬레이터)를 설치하면서 항행, 조종훈련 및 비상, 선교조직훈련 뿐 만 아니라 Offshore훈련과 Dynamic Positioning System Operator훈련, Ice Navigation훈련, 테러방지 훈련(Anti-Terror Training) 및 해적대항 훈련(Anti-Piracy Training) 등 Crisis Management훈련을 할 수 있는 기능을 추가하였으며, 특히, 테러방지 훈련(Anti-Terror Training) 및 해적대항 훈련(Anti-Piracy Training)에 대한 훈련과정을 소개하고자 한다.

  • Interests in the Polar Regions have been growing due to various factors such as depletion of natural resources and advanced resource development technologies, accelerated rate of polar ice melting as a result of global warming, etc. In particular, demand for the workforce related to vessel passage using the Northern Sea Route and polar studies is still expanding. The International Maritime Organization adopted the Polar Code in 2015 for the safety of ship operation in polar waters and it will enter into force from 2017. But education and training section in the code has been prescribed only for the safe navigation in the ice covered waters intended for navigational offices. There is no basic safety training requirement that applies commonly for all personnel exposed to the risk of the polar regions and the relevant study or discussion has not been made so far. Therefore, this study provides basic data for developing safety training courses for crew and other personnel by analyzing relevant regulations on polar safety training and the contents of relevant safety training in offshore industry required by the costal states adjacent to arctic ocean.

Performance Assessment of Two-stream Convolutional Long- and Short-term Memory Model for September Arctic Sea Ice Prediction from 2001 to 2021 (Two-stream Convolutional Long- and Short-term Memory 모델의 2001-2021년 9월 북극 해빙 예측 성능 평가)

  • Sea ice, frozen sea water, in the Artic is a primary indicator of global warming. Due to its importance to the climate system, shipping-route navigation, and fisheries, Arctic sea ice prediction has gained increased attention in various disciplines. Recent advances in artificial intelligence (AI), motivated by a desire to develop more autonomous and efficient future predictions, have led to the development of new sea ice prediction models as alternatives to conventional numerical and statistical prediction models. This study aims to evaluate the performance of the two-stream convolutional long-and short-term memory (TS-ConvLSTM) AI model, which is designed for learning both global and local characteristics of the Arctic sea ice changes, for the minimum September Arctic sea ice from 2001 to 2021, and to show the possibility for an operational prediction system. Although the TS-ConvLSTM model generally increased the prediction performance as training data increased, predictability for the marginal ice zone, 5-50% concentration, showed a negative trend due to increasing first-year sea ice and warming. Additionally, a comparison of sea ice extent predicted by the TS-ConvLSTM with the median Sea Ice Outlooks (SIOs) submitted to the Sea Ice Prediction Network has been carried out. Unlike the TS-ConvLSTM, the median SIOs did not show notable improvements as time passed (i.e., the amount of training data increased). Although the TS-ConvLSTM model has shown the potential for the operational sea ice prediction system, learning more spatio-temporal patterns in the difficult-to-predict natural environment for the robust prediction system should be considered in future work.

A Research on the Navigation of Northern Sea Route According to Safety of Vessel and Crews (선박 및 선원의 인명 안전을 고려한 북극해 항로 운항 연구)

  • Arctic Ocean has rapidly melted due to global warming, by this, commercial ship has been operating through the area. Reason to develop the Northern Sea Route(NSR) even in extreme conditions, the distance than the existing route is shortened, which bring economic benefits. For these reason, the International Maritime Organization(IMO) established safety standards of the Arctic navigation(Polar Code) in order to ensure safe operation in the Northern Sea Route. In this study, it has been described ice types and safety standards of Artic vessel what officer needs to know for safe navigation on the Arctic Ocean. And It was verified by simulation the theoretical knowledge for the safe operation of the Arctic vessel. As a result, it was found that ship needs to reduce speed and analyze ice for safe operation before enter into the ice, it is necessary to enter at right angle to break ice safety and efficiently. Also according to the result of the simulation of navigation entering in ice channel(Lead), it was difficult to change course, it is believed that require emergency training for passing Vessel. In the future, It shall be analyzed precisely under various conditions of scenario.

Development Plan of R.O.K. Naval forces to prepare Tasks in the Arctic Ocean: Based on Operational Environment(SWOT) Analysis (한국 해군의 북극해 진출과 발전방안에 대한 고찰: 작전환경(SWOT) 분석을 중심으로)

  • Because of the global warming, the Arctic Ocean is expected to be ice-free by the year 2035. When the Arctic Ocean will be opened, a number of national interests will become more salient as experiencing a shortened sailing distance and decreasing navigation expense, possibility of natural resources transport by sea from Arctic Circle, and indirect-profit making by building a herb port in Asia. To secure the national interests and support the free activities of people in this region, R.O.K government is trying to make advanced policies. In order to carry out the naval tasks in the Arctic Ocean, using the operational characteristics(mobility, flexibility, sustainability, presence of capabilities, projection) is necessary. To this end, ROK Navy should analyze the operational environment (O.E.) by its capability(weakness and strength), opportunity, and threat. R.O.K. Navy should make an effort over the following issues to implement the tasks in the Arctic Ocean: first, Navy needs to map out her own plan (Roadmap) under the direction of government policies and makes crews participate in the education·training programs in home and abroad for future polar experts. Third, to develop the forces and materials for the tasks in cold, far operations area, Navy should use domestic well-experienced shipbuilding skills and techniques of the fourth industrial revolution. Next, improving the combined operations capabilities and military trust with other countries in the Arctic region to cover the large area with lack of forces' number and to resolve the ports of call issues. Lastly, preparation in advance to execute a variety of missions against military and non-traditional threats such as epidemics, HA/DR, SOLAS, in the future operation area is required.
