The new millennium is characterized by an unprecedented breakthrough in knowledge and information and communication technologies, and the challenges of the XXI century require modernized paradigms of interaction in all spheres of life. Education continues to play a key role in national and global growth. The key role of education and its leadership in developing creative potential, as the main paradigm of the countries' stability, have significantly influenced educational centers. The developers of educational programs use information technologies as an incentive to develop creative potential of educational process. Professional training of the educational candidate is enhanced by the use of information technologies, so the educational applicants should develop technological skills to be productive members of society. Using the latest achievements in the field of information technologies for the organization of the educational process helps to form the operational style of education applicants' thinking, which provides the ability to acquire skills of processing information, that is presented in the text, graphic, tabular form, and increase the level of general and informational culture necessary for better orientation in the modern information space. The purpose of the research is to determine the effectiveness of information technologies as an incentive to develop creative potential of educational process on the basis of the survey, to establish advantages and ability to provide high-quality education in the context of using information technologies. Methods of research: comparative analysis; systematization; generalization, survey. Results. Based on the survey conducted among students and teachers, it has been found out that the teachers use the following information technologies for the development of creative potential of the educational process: to provide video and audio communication process (100%), Moodle (95,6%), Duolingo (89,7%), LinguaLeo (89%), Google Forms (88%) and Adobe Captivate Prime (80,6%). It is determined that modular digital learning environments (97,9%), interactive exercises tools (96,3%), ICT for video and audio communication (96%) and interactive exercises tools (95,1%) are most conducive to the development of creative potential of the educational process. As a result of the research, it was revealed that implementation of information technologies for the development of creative potential of educational process in educational institutions is a complex process due to a large number of variables, which should be taken into account both on the educational course and on the individual level. It has been determined that the using the model of implementation information technologies for the development of creative potential in educational process, which is stimulated due to this model, benefits both students and teachers by establishing a reliable bilateral connection between teacher and education applicant.

In 2D-to-3D video conversion process, the virtual left and right view can be generated from 2D video and its corresponding depth map by depth image based rendering (DIBR). The depth map plays an important role in conversion system, so the copyright protection for depth map is necessary. However, the provided virtual views may be distributed illegally and the depth map does not directly expose to viewers. In previous works, the copyright information embedded into the depth map cannot be extracted from virtual views after the DIBR process. In this paper, a new copyright protection scheme for the depth map is proposed, in which the copyright information can be detected from the virtual views even without the depth map. The experimental results have shown that the proposed method has a good robustness against JPEG attacks, filtering and noise.

Information and communication technologies used in the social sphere are born due to the development of computer technologies. The main task of the distance learning process in higher education institutions is not to provide information, but to teach how to obtain and use it. The purpose of the article: to identify innovative approaches in the training of specialists in higher education institutions in the context of distance learning. Various innovative approaches to organizing the work of students of higher educational institutions in the context of distance learning are considered. Based on the conducted research, it is concluded that each of the approaches described by us outlines the study of the phenomenon of professional training of a specialist in the condition of distance learning. All the described approaches significantly contribute to the improvement of professional training of specialists, encourage students to self-improvement, professional development and enrich their professional competence in modern conditions. The emergence and spread of innovative technologies means not only a change in the activity itself and its inherent means and mechanisms of its implementation, but also a significant restructuring of goals, value orientations, specific knowledge, skills and abilities. Therefore, the current stage of the development of civilization, scientific and technological progress requires the emergence of such specialists who would have broad humanitarian thinking, would have good psychological training, would be able to build professional activities according to laws that take into account the relationship between economic productivity and creativity, as well as the desire of the individual for constant renewal, self-realization. Only such qualities will help you master the specifics of innovative technologies well. We see the prospects in the study of innovative approaches to training specialists in higher education institutions in the condition of distance learning in foreign countries.

최근 정보화는 사회전반에 걸쳐 핵심 전략수단이 되었으며, 항만에 있어서도 정보화 및 정보기술의 중요성은 예외 없이 강조되고 있다. 그러나, 이러한 항만 정보화의 중요성에도 불구하고 이에 대한 기반연구가 부족하고, 게다가 항만의 정보화 수준을 제대로 측정할 수 있는 기준과 그 수준을 분석한 연구는 거의 없는 실정이다. 본 논문에서는 이러한 점에 주목하여 항만의 정보화 수준을 파악하기 위한 기준을 수립하고, 정보화 수준 평가지수를 개발하는 것을 연구의 목적으로 한다. 그리고, 수립된 지수모델을 바탕으로 그 적용가능성을 가늠해보고자 한다.

본 논문의 목적은 4S와 관련한 시스템들의 안정적인 운영을 촉진하기 위하여 4S의 다양한 기능들의 중요성을 측정하여 보는데 그 목적이 있다. 이러한 조사연구는 4S와 관련한 개발자와 사용자 모두에게 의미있는 일이라고 생각된다. 그럼에도 불구하고 사례를 조사하여 분석하는 연구는 드물게 수행된 것이 사실이다. 본 논문에서는 4S와 관련하여 정보기술 관점에서 기능정의 및 요구사항 반영의 중요성을 분석하고, 4S와 관련한 각각의 주요 기능들에 대한 사용자 및 개발자의 요구사항과 그에 대한 빈도 분석을 수행하였다. 이런 기능조사를 통하여 4S의 활용도를 제고하고 안정적이고 신뢰성 있는 4S 연구를 촉진하고자 한다.

A Technology Roadmap (TRM) is extensively used as a tool to manage activities of researching and developing technologies and products that can help a business achieve its goals. However, most of past studies on TRMs have limited themselves to developing in a single product or a single industry level. Few research studies have examined how TRM are used for convergence products and services for future development. The aim of this chapter is to introduce a TRM development methodology for u-City technologies and to consider its possible application at the R&D program level in Korea. This research suggests ways to develop a TRM in u-City development by segmenting u-City technologies, projecting TRM for each technology and designing TRM templates for evaluating both current and future technologies. In addition, the study further highlights to prioritize which technology is favorable for the implementation based on its economic feasibility and technological maturity.

Technology opportunity discovery (TOD) based on technological capability is a process which identifies new product and technology items that can be developed by utilizing or improving a firm's existing products or technologies. By taking into consideration the investment risk of R&D and its practicality, developing technological capability-based TOD methodology is considered to be important for both business and research. To this end, we propose a technological capability-based TOD method and its system using TOD knowledge base. The method can support four types of TOD cases, which are based on a firm's existing technologies and products, and TOD knowledge base is developed by using function information extracted from patent documents. In this paper, we introduce the overall framework of the method and provide application examples on the four TOD cases using the prototype system.

The article discusses the use of modern technologies in the learning process. It has been determined that the modern period of the development of society is characterized by a strong influence of computer technologies on it, a new education system is being formed, focused on entering the world information and educational space. This process is accompanied by significant changes in the pedagogical theory and practice of the educational process associated with making adjustments to the content of learning technologies, which should be adequate to modern technical capabilities, and contribute to the harmonious entry of a teenager into the information society. 본 연구는 최근 정보화 시대의 확산에 따라 건설분야 역시 다양한 건설IT 및 정보기술의 도입이 확산되고 있다. 그러나 건설분야에서의 IT 및 정보기술은 정보 기술 수요자(사용자)의 요구 및 필요에 따라 사용되지 못하고 정부 및 발주자의 요구에 의해 맹목적으로 받아들여지고 있어 건설IT 기술의 확산의 저해요인으로 작용하고 있다. 이를 개선하기 위해 본 연구는 Davis의 기술수용모형을기초로 건설분야에서 정보화기술을 사용하는 수용자(사용자)의 특성에 따른 건설IT 수용 요인을 분석하기 위한 연구이다. 가설 수립을 통해 건설분야에서 활용되고 있는 정보기술에 대해 정보 수용자(사용자)에게 미치는 영향력을 내 외부 요인별로 제시하였다. 수립한 건설IT 기술수용모형을 통해 새로운 정보화 기술을 도입하기 전 건설IT 기술에 대한 정보 수용자들의 용이성 및 유용성을 극대화 할 수 있는 요인들을 특성에 맞게 도출하였다.

This paper empirically traces out the determinants of Information and Communication Technologies (ICT) progress. Using cross-national evidence, it is found that a country's income level and its distribution affect the ICT progress, through their influences on home market demand pattern. This result holds even when controlling for other variables that affects ICT progress and a sub-sample of less developed countries. Based on the findings, it is possible to conjecture that ICT progress can be a plausible reason for the income polarization in the world. In addition, a country with higher levels of human capital accumulation and financial development is positively associated with the ICT progress, although the effects depend on the sample and model specifications. However, these results are based on crude theoretical backgrounds and estimations, which require for further studies in the future.
