The objective of this study is to provide direction for agricultural extension services in an age of localization. Agricultural extension services has carried out most of its activities by central direction and control. The central planning and management resulted in disappointment, inflexibility, and lack of responsiveness of the central bureaucracy. Facing localization in recent years, the extension system has not been satisfactorily developed to meet local demands. Korea has to choose to decentralize its extension services. The decentralization of extension services involves the transfer of planning, decision making, and management from the central government to the local level.

Recently, FTA is quickly spreading out all over the world. In Korea, roles of trade in the economy are significantly important. Therefore, in order to adapt quickly to changed international trade environment, FTA negotiation and its agreements have been accelerated. In Korea, the trade deficit is expected to continue in telecommunications services sector. Meanwhile, pressures to open the market have been intensified in telecommunications services at WTO and FTA negotiations. Therefore, in the middle of opening the market, the expansion plans to increase the competitiveness of our telecommunications services are required to be searched. Thus, in this paper, we reviewed the Korea trade policy status related to telecommunications services based on realistic situation. Also, after reviewing the trade issues which are raised in the WTO and FTA negotiations, the major issues in WTO and FTA were driven to the lessons.

Our platform introduced in this paper is based on DAVIC specifications which define high quality multimedia services with some extensions to provide user friendly and uniform interface to its users. We designed and implemented an integrated service platform for high quality interactive multimedia services, swithed digital broadcasting, and Internet services. The integration in terms of a service provider system, a delivery system, and a service user system is taken into account. Our research results in the development of integrated high quality interactive and digital broadcasting multimedia services with web-based common user interface and its experience will be feedback to the field trial service which will be launched from next year.

The subject of this study is to review the practical approaches of Home Care Services. Included is a brief overview of its nature, providers of Home Care Services, recent history of Home Care Services, and the impact of the national movement toward cost containment in health care. The data used in this study are obtained from the Elderly Program of the Medical Services and other data on the Home Care Services in Japan. With the growing elderly population in Japan, it is to be expected that the medical care expenditure for this sector will continue to increase. With the aim of keeping expenditure for medical care within reasonable bounds, it is essential that this increasing expenditure on the elderly be used effectively. With the Health and Medical Services Law for the Aged was enforced, therefore, remuneration for medical treatment of the elderly and what is known as the staff placement standard at hospital for the elderly were rationalized. In addition to rationalization from the point of view of medical care supply, it is necessary to guarantee the appropriate treatment within the community and at home for those elderly who are bedridden but not in need of hospital care. For this it is required that Home Care Services, such as health services like visiting guidance by public health nurse in hospital of Health Center. So that the elderly can feel secure in receiving treatment within the community and at home, allowances for guidance on leaving hospital and for intermittent nursing and guidance thereafter are to be newly introduced. Home care Services in one aspect of comprehensive health care, it is comprised of health services provided to individuals and families in their homes. Its purposes include promoting, maintaining and restoring health, specifically maximazing independent functioning and minimizing the disabling effects of illness, including terminal illness. Services appropriate to the needs of clients and their families are planned, coordinated, and delivered by providers organized for the delivery of home health care through the use of contractual arrangement, employed staff, or a combination of the two.

ITS (Intelligent Transportation System) has been more popular but ITS project managements remain complex because of diverse stakeholders and multidisciplinary processes of ITS. The multidisciplinary process enforces specialized competencies on ITS project managers comparing to other system integration project managers. In this paper, we derived core competencies of ITS projects from previous researches, built the hierarchy of the competencies, and employed AHP (Analytic Hierarchy Process) surveying ITS project managers and auditors with the hierarchy. Finally, we analyzed the difference of evaluation model on ITS project manager between project managers and auditors using Mann-Whitney U test. Additionally we suggest a method of building MECE (Mutually Exclusive and Collectively Exhaustive) structure for AHP using the HoQ (House of Quality). We expect our model to give some inspirations for raising capable ITS project managers and selecting a proper project manager for an ITS project.

The walnut (Juglans regia L.), a member of the Juglandaceae, is native to the mountain ranges of central Asia. This species of walnut is valued commercially for its nuts and in some areas for its timber. The seeds of walnut are recalcitrant and it has strong integument dormancy and their germination is irregular, making its natural propagation difficult. Low percentage of seed germination and long propagation cycle are the main problems of propagation. This study was conducted medium composition on in vitro plantlet regeneration from axillary buds of walnut. It has proved to be the most generally applicable and reliable method of in vitro propagation. Micropropagation culture that axillary buds are excised aseptically enables faster multiplication of plants. The axillary buds of walnut new cultivar "Sinlyeong" were cultured on two basal media which contained the different plant growth regulators depending on the respective shooting and rooting stage. After 12 weeks, the shoot generation rate was 85.3%, the shoot number and its length were 1.9/explant and 2.7 cm in the most favorable medium composition. The percentage of rooting was 25.4%. From these results, it was found the optimum basal medium and plant growth regulator for in vitro plant regeneration from axillary buds of walnut new cultivar "Sinlyeong". However, we have continued to search the other medium additives to enhance the rate of walnut root.

Allium ochotense and Allium microdictyon are commonly known as 'Mountain garlic' and are popular, economically important species in many countries such as Korea, China, and Mongolia. Their leaves are used as culinary side dishes and in traditional medicines. In Korea, these two species are at risk of extinction due to damage to their natural habitat and thus, conservation and breeding programs are needed. However, their identification relies mostly on morphological data, which is limited and until recently, led to classifying these two species under A. victorialis. In the present study, a simple and reliable method of molecular identification was developed to distinguish A. ochotense from A. microdictyon that targets four barcoding regions: the internal transcribed spacer (ITS), the maturase K gene (matK), the chloroplast psbA-trnH intergenic region, and the ribulose-bisphosphate carboxylase large subunit gene (rbcL). Single nucleotide polymorphisms (SNPs) were found in ITS and matK regions, and species-specific primers were designed based solely on the SNP at position 680 of the ITS region that could differentiate A. ochotense from A. microdictyon. Using these primers in amplification refractory mutation system (ARMS)-PCR, A. ochotense, and A. microdictyon could be simultaneously and efficiently distinguished. This study is the first to report a simple, rapid, and efficient method for discriminating A. ochotense and A. microdictyon, indicating the utility of species-specific markers in the development of conservation and breeding programs.

This study analyzed the outcomes of the Healthy Family Support Center's 2011 Pilot Project to support grandparent-grandchild families. This paper applied Frank Fisher's multidimensional evaluation methodology, which includes 4 steps: program verification, situational validation, system vindication and social choice. The major findings and their implications are as follows: the strong points of the pilot project are the characteristics of its services, i.e. sending services, customized services, family-unit services and integrated services. Therefore, it is necessary to train human resources to deliver these services more professionally and to provide comprehensive life-planning. The weak point of the pilot project is its lack of services relating to the self-reliance of the clients. Thus it is necessary to revise the service subsystems to include programs that promote self-support measures.

현재의 서비스들은 각기 독립적으로 운영되고 있으며 서비스레벨 측면에서 상호 동작은 없다. 이는 각 인터넷서비스의 특성이 다양하고, 개별적인 특성을 가지고 있음 의미한다. 그러나 앞으로 다가올 NGN환경에서 현재의 다양한 네트워크 기반으로 동작하는 각기 독립적으로 동작하는 응용들 사이에서 상호연계성을 갖는 통합된 서비스 기능이 필요하게 된다. 이를 위해서는 각 응용들이 같이 사용할 수 있는 응용 측면에서의 통합과 기능을 수행하는 함수가 필요하다. 또한 NGN에서는 현재의 E-business에 웹 서비스 등의 기능과 융합된 고부가가치의 응용이 필요하다. 본 논문에서는 이러한 여러 이종간 서비스의 가능한 서비스 융합 방법을 보인다
