한미 FTA 협상전략의 특징 및 시사점 : 기간통신서비스 외자규제 사례를 중심으로 (Main Features and Implications of KORUS FTA Negotiation Strategy : The Case of Foreign Ownership Regulation on Facilities-based Public Telecom Services)

  • Like in other trade negotiations covering comprehensive sectors, it is reported that KOREA-US FTA tried so-called 'package deal' at the last minutes, when telecom services sector was positioned at the forefront and expected to partly play a role in buffering US' market-opening pressure on other sectors. Before everything else, Korean negotiators had to enhance the value of foreign ownership deregulation in telecom services sector as a leverage in the course of KOREA-US FTA negotiations. In addition, since foreign ownership change, if any, is highly sensitive issue either politically or policy-wise, it seems very difficult to find a breakthrough. Focusing on foreign ownership regulation in telecom services sector, this paper seeks how Korea has developed its strategic reasoning for negotiations and evaluates the outcomes of KOREA-US FTA negotiations.

Specificity and Commitment: UX approach to Netflix

  • The strategy that using data collection from Netflix uses for its services is different from traditional human interaction and the communication, and it is represented by the systematic algorithm that rooted from intelligent information system based on the human interaction and communication. These characteristics allowed the study to reflect the influence of 'Asset specificity' which affects the continuous consumption of the media services of Netflix users through economic psychological analysis based on transactional cost economics. The result from the survey on actual Netflix users, three types of specificity (Space specificity, time specificity, relational specificity) reduced perceived searching cost whereas perceived instrumentality has increased, eventually reinforces the commitment to the service. This implies that the service characteristics of Netflix, trying to communicate with the individuals based on intelligent information system are distinct from the existing platform services and it gives the significance of work very effective for user's continuous consumption of the media services.

  • In developing the ubiquitous computing technology based services (ubiquitous services), evaluating how much value of those services is created or added is very crucial. The efforts to evaluate the ubiquitous services have been progressed in two perspectives - technical perspective and behavioral perspective. Despite its importance, however, the methodologies which integrate both perspectives have been still very rare. Hence, this paper aims perspectives have been still very rare. Hence, this paper aims to propose an integrated ubiquitous service valuation methodology based on the multi-layered approach including technical and behavioral perspectives. To do so, we conducted a case study with currently existing location based service (LBS) such as navigation systems by conducting focus group interview (FGI) and field survey.

Using Kano's Theory of Attractive Quality to Better Understand Customer Experiences with E-Services

  • The interest in on-line services has increased during the last couple of years and there are now several models developed to better understand how customers evaluate e-service quality. In this empirical study we combine the use of the theories of attractive quality and technology readiness so as to explain customer experiences of e-services. A survey was conducted with 188 students at three universities in Sweden, asking how they assess an e-service that enables one to reserve and buy cinema tickets on-line. The main contribution of the study is its provision of evidence on how to interpret and improve customer satisfaction when designing e-services. Our belief is that an organization can gain a clearer grasp of how customer satisfaction is created with an e-service by taking into account customers' experiences with new technology.

Disney's Entry into Streaming Services and the Shifting Media Terrain in the U.S.

  • This paper intends to shed light on how the advent of streaming services pioneered by Netflix has been affecting the media landscape in the U.S. by looking at Disney's entry into streaming services and what effects this might have had. The paper first looks at the rise of Netflix, the disruptive impact it had on cable and film businesses, and the challenges this has posed to traditional media conglomerates like Disney. In this context, the paper examines Disney's decision to enter into streaming services as a move to counter both these challenges and Netflix's growing power. Finally, the paper notes the changes Disney's entry is likely to bring about, notably the continued disruption of film and television as streaming business expands, as well as the potential of Disney's streaming services to challenge Netflix and further strengthen its media empire.

Native ATM 서비스 상의 웹 시스템 (Web System over Native ATM Service)

  • 본 논문에서는, native ATM 서비스를 이용한 WWW 시스템을 제안한다. ATM API를 통한 native ATM 서비스의 이용은 IP over ATM이나 LAN Emulation 또는 Multiprotocol over ATM 등의 방법들에 비해 우수한 성능과 기능을 제공하는 것으로 알려져 있다. 우리 가 개발한 WWW 브라우저와 서버는 이러한 native ATM 서비스 이용의 장점을 살려 성능의 우수성은 물론 QoS 보장이 가능한 진보된 WWW 서비스를 제공할 수 있도록 한다. 본 논문에서는 먼저 native ATM 서비스 방법과 ATM 인터넷 서비스 방법의 장단점을 비교한다. 그리고 native ATM 서비스의 제공을 위해서 ATM 포럼에서 표준화 하고 있는 ATM API에 대해서 그 특징 및 개발 추세를 설명한 후, 이를 이용한 WWW 시스템의 구조와 동작에 대한 내용을 기술한다. 시스템의 구조는 연결의 QoS를 보장할 수 있도록 하는 HTTP over ATM API를 근간으로 하며, HTML의 하이퍼 링크 요소 내에서의 속성을 확장 정의하여 UNI 3.1과 Q.2931에서 정의하고 있는 ATM의 QoS 및 트래픽 특성 변수를 나타낼 수 있도록 하고 있다. 개발된 시스템에서의 ATM API는 WinSock 2 API를 사용한다.

Sclerotium rolfsii에 의한 동부 흰비단병 (Sclerotium Rot of Cowpea (Vigna sinensis King) Caused by Sclerotium rolfsii)

  • 2015년 9월 경상남도농업기술원 시험연구 포장에서 재배 중인 동부에 흰비단병 증상이 발생하였다. 병징은 동부의 줄기 지제부위가 수침상으로 물러지고 부패되어 서서히 시들면서 포기 전체가 말라 죽었다. 줄기의 병반부와 토양표면에 흰색의 곰팡이가 발생하며 갈색의 둥글고 작은 균핵이 많이 형성되었다. 감자한천배지에서 균총은 흰색으로 잘 자라며 배양기간이 경과함에 따라 갈색의 둥글고 작은 균핵을 많이 형성하였다. 균핵의 크기는 1~3 mm이며 균사의 폭은 $4{\sim}9{\mu}m$였다. 균사생육과 균핵형성 적온은 $30^{\circ}C$이었다. 담자균 균사특유의 clamp connection이 관찰되었다. 동부에서 발생한 병징과 병원균의 균학적 특징, internal transcribed spacer rDNA 염기서열을 비교 분석한 결과를 토대로, 이 병을 Sclerotium rolfsii에 의한 동부 흰비단병으로 명명하고자 제안한다.

이기종 네트워크 환경에서 개방형 서비스를 위한 텔레매틱스 서비스 프레임워크 설계 및 구현 (Design and Implementation of a Telematics Service Framework for Open Services in the Heterogeneous Network Environment)

  • 최근 위치정보 획득 기술과 무선통신 기술이 발전함에 따라 자동차에서 교통안내, 긴급구난, 인터넷 등과 같은 멀티미디어 서비스를 제공하기 위한 텔레매틱스(Telematics) 관련 기술 및 서비스가 급격히 발전하고 있다. 그러나 현재 제공되는 서비스는 텔레매틱스 서비스 제공자(Telematics Service Provider: TSP)가 선정한 단말기만을 대상으로 하고 있기 때문에 사용자가 다른 TSP의 콘텐츠 제공자(Contents Provider: CP)가 제공하는 서비스를 이용하기 위해서는 해당 단말기를 구매해야만 한다. 이러한 문제를 해결하기 위해 TSP간 또는 TSP와 CP간에 서비스 상호운용성이 이루어져야 한다. 따라서 본 논문에서는 이기종 네트워크 환경에서 개방형 서비스를 위한 텔레매틱스 서비스 프레임워크를 설계 및 구현하였다. 또한, 텔레매틱스 서비스 프레임워크에서 통신을 위해 필요한 개방형 텔레매틱스 프로토콜을 제시하고 다양한 네트워크 환경에서 이를 처리할 수 있는 기술을 개발하였다. 마지막으로 실제 텔레매틱스 환경에서 텔레매틱스 서비스 프레임워크를 구동 및 운영함으로써 다양한 단말기 업체와 TSP, TSP 및 CP 간에 텔레매틱스 서비스의 상호운용성이 가능함을 보여 주었다.

일본의 농촌지도사업 현황과 우리에게 주는 시사점 (Current Status of Cooperative Agricultural Extension Services in Japan and Its Implication for Korean Extension System)

  • The objectives of this study were 1) to review the current status of cooperative extension services in Japan, and 2) to draw implications for improving Korean agricultural extension system. Faced with various problems since its localization of extension services in 1997, Korean agricultural extension needs to be improved and strengthened in order to continually achieve the national goals of food production, balanced national development and preservation of environment, at the same time to meet increasing needs of farmers. The results of the study revealed the major characteristics of agricultural extension services in Japan as follows; 1) Each agricultural extension centers were administratively and technically coordinated by the prefectural (provincial) government, 2) There were 11 public corporations with agricultural extension functions under the MAFF(Ministry of Agricultural Forestry and Fisheries) financed by government subsidies 3) Agricultural experiment stations at provincial level were responsible for developing agricultural innovations for farmers' adoption, 4) The functions and operation of the agricultural extension centers were independent from the local agricultural administration. Some of the implications drawn from the study were as follows; 1) In order to accomplish major objectives of agricultural extension services in Korea legal status of agricultural extension centers should be changed from city/county to provincial government, 2) It would be desirable to establish public corporations concerned with agricultural extension under the Rural Development Administration, 3) Provincial Rural Development Administration should be reinforced in terms of applied farming research and diffusion of new technology, 4) Agricultural extension centers should be independent from administrative function and be separated from administration at the city/county level.

보건관리대행기관 산업보건간호사의 업무에 관한 조사 (A Study on the Activity of Occupational Health Nurses in Occupational Group Health Service)

  • This study was aimed to investigate the actual condition of the performance of the occupational health nursing services, and to analyze a main cause which affects on the execution of its duties for occupational health nurses in occupational group health service. It had been surveyed by responsed data from the 105 respondents out of 180 persons. The results were as follows : 1. In performance of occupational health nursing services by the number of assigned plant, participation rate of health examination tended to significantly increase with decreasing the number of assigned and it was observed that the visiting rate of every month was also significantly higher on touring inspection of work plant, recommendation of facility improvement for work environment, understanding the modification of manufacturing process, and inspection of welfare and sanitation facilities. 2. While they executed their nursing services according to duration of service, the more, their duration of service was, the higher, participation rate of health examination, health check in returning to work for injured workers, talk with other health managers on promoting welfare, service evaluation for a year plan, record of health statistic, and experience of first aid service were. And it was found out that the visiting rate of every month was also significantly higher on touring inspection of work plant. 3. In regard to occupational health nursing services by age, the participation rate of health examination and the experience of first aid service were significantly higher as the age increased. And also the visiting rate of every month was significantly higher on touring inspection of work plant, compared with young ones. 4. In performance of occupational health nursing services by the time required visiting plant, The shorter, the time required visiting plant was, the higher, the visiting rate of every month was, on time of health consultation for diseased workers, and inspection of welfare and sanitation facilities. 5. The subjects of health education were mostly liver disease and occupational hearing loss and video tape was used mostly in health education, monthly health education was the highest in 1-3 times(74.5%) and its duration was the highest in about 60 minutes(33.3%). 6. Vaccination of hepatitis among the specific health services was the highest accounting for 64.7%.
