  • This study examines the vision/strategies of policy for the public services based ubiquitous-IT. That policy is for searching the ubiquitous based people-friendly public services and promoting the industry related u-IT. This article's purposes are below; first, making the policy for activating the ubiquitous based public services, second, looking for the core subjects focused on practical value, and finally, proposing the system for the cooperation between public and private sector.

  • Because of rapid evolution of software technique, numerous software professionals have been concerned with component based development methodologies. However, it is hard to find out a systematic technique for the selection of COTS (Commercial Off The Shelf) component in consumer position. Up to date, the major of component quality evaluation is object-oriented metric based evaluation methodology. But this paper present four step process and evaluation criteria based on MCDM (Multiple Criteria Decision Making) technique for optimal COTS component selection in consumer position. Weconsidered funtionality, efficiency, usability based on ISO/IEC 9126 for quality measurement and executed practical analysis about commercial EJB component in internet. This paper show that the proposed selection technique is applicable to optimal COTS component selection.

  • In current complex nature of management with task-structures, a method to reach the enterprise's informationalization success is not common. To satisfy these various requirement, improving the usability of information technology (IT) is a key factor which defining the level of organizational requirement first. Imposing an IT-solution which has excess service of the organization's previous task-environment, procedure and scope is not effective to SME-level unit, which unit could not have a formal organization structure and task structure. SME level informationalization will be success if each function realizes easier on the task-employee's viewpoint. Achieving this objective, a solution provider or department must reflect their work characteristics of nature which has least level of work performing resistance. It is most useful system for SME level unit, if a provider develops single programs which based on task activities, and each program can configure network-linking.

An Efficient Vision-based Object Detection and Tracking using Online Learning

  • In this paper, we propose a vision-based object detection and tracking system using online learning. The proposed system adopts a feature point-based method for tracking a series of inter-frame movement of a newly detected object, to estimate rapidly and toughness. At the same time, it trains the detector for the object being tracked online. Temporarily using the result of the failure detector to the object, it initializes the tracker back tracks to enable the robust tracking. In particular, it reduced the processing time by improving the method of updating the appearance models of the objects to increase the tracking performance of the system. Using a data set obtained in a variety of settings, we evaluate the performance of the proposed system in terms of processing time.

  • Including technical device and general information system, the information-technical(IT) system is defined as the technical system for acquiring, processing, storing and transferring information to a person. This paper presents Knowledge-based Heuristic Evolution Model for creating the advanced information-technical system. This Evolution Model is derived from the historical review on definition of evolution, the research on the architecture of the general IT system, history of IT system, technology innovation theory and multi-case study research. The evolution model is applicable to the conceptual creation of the advanced product in R&D organization requiring development methodologies like rapid-prototyping to develop next generation product. For the detailed theoretical construction and practical application of Evolution Model, the case study research based on action research is performed. the object of the case study is mobile device, especially mobile hand-held phone. Thus, we obtain the Evolution Model for creating the advanced information-technical system.

CALS Implementation Policy for Information-based Management of Small and Medium Companies (중소기업의 정보화를 위한 CALS 도입 정책 방안)

  • This study aims to suggest CALS implementation strategies and policies for information-based management of small and medium companies in Korea. At the turning point from traditional document-based management to recent digital-based one, it is well known that implementation of CALS concept is crucial for advancing business management of small and medium enterprises In order to attack the aim, this paper critically analyzes the empirical difficulties and obstacles of the current information-based management of small and medium companies in Korea. On the basis of the above analysis, this paper suggests the strategic plans and policies of CALS implementation for small and medium enterprises in Korea as follows. First, government should provide the supporting policies and proper system so that the large enterprise can be linked with small and medium companies for sharing necessary information. Second, similar enterprises should be integrated on the basis of information and automation evaluation. Third, implementation strategies and plans should be advanced on the basis of the informationalized phases with respect to the technology level of small and medium enterprises. For more efficient CALS implementation, this paper also proposes the following subsidiary policies. First, it is substantially important to publicize the nation-wide spreading of CALS mind. Second, it is strongly recommended to educate and train CALS specialist on a consistant basis. Third, government should support the enterprises by providing sufficient fund for CALS implementation. Fourth, the ideal CALS implementation models for small and medium enterprises should be developed. Fifth, the consulting and training program for CALS implementation should be established through ECRC (Electronic Commerce Resource Center).   • Image Guided Surgery(IGS) system has been developed to provide exquisite and objective information to surgeons for surgical operation process. It is necessary that registration technique is important to match between 3D image model reconstructed from image modalities and the object operated by surgeon. Majority techniques of registration in IGS system have been used by recognizing fiducial markers placed on the object. However, this method has been criticized due to its invasive protocol inserting fiducial markers in patient's bone. Therefore, shape-based registration technique using geometric characteristics of the object has been invested to improve the limitation of IGS system. During Total Knee Replacement(TKR) operation, it is challenge to register with high accuracy by using shape-based registration because the area to acquire sample data from knee is limited. We have developed region-based 3D registration technique based on anatomical landmarks on the object and this registration algorithm was evaluated in femur model. It was found that region-based algorithm can improve the accuracy in 3D registration. We expect that this technique can efficiently improve the IGS system.

  • Recently, the Main Memory DBMS is gradually being expanded by the appearance of a large capacity of a Main Memory System, the increase in business area where it requires a real time process, and the rise of the users' required level. The Main Memory DBMS, which is able to go through a large capacity data process of the disk-based DBMS and guarantees a high efficiency, has domestically developed and has been put to a practical use. This paper presents an examination of the applied technologies and the limits of Altibase system, which is Main Memory DBMS. Moreover, it evaluated and performed a comparative analysis on the performance level of the Main Memory DBMS and the disk-based DBMS based on the same application. After five trials of the experiment based on the operating application, it was confirmed that the performance level of the Main Memory DBMS is enhanced and is higher by 4.13 to 7.89 times than the disk-based DBMS.

A New Face Morphing Method using Texture Feature-based Control Point Selection Algorithm and Parallel Deep Convolutional Neural Network (텍스처 특징 기반 제어점 선택 알고리즘과 병렬 심층 컨볼루션 신경망을 이용한 새로운 얼굴 모핑 방법)

  • In this paper, we propose a compact method for anthropomorphism that uses Deep Convolutional Neural Networks (DCNN) to detect the similarities between a human face and an animal face. We also apply texture feature-based morphing between them. We propose a basic texture feature-based morphing system for morphing between human faces only. The entire anthropomorphism process starts with the creation of an animal face classifier using a parallel DCNN that determines the most similar animal face to a given human face. The significance of our network is that it contains four sets of convolutional functions that run in parallel, allowing it to extract more features than a linear DCNN network. Our employed texture feature algorithm-based automatic morphing system recognizes the facial features of the human face and takes the Control Points automatically, rather than the traditional human aiding manual morphing system, once the similarity was established. The simulation results show that our suggested DCNN surpasses its competitors with a 92.0% accuracy rate. It also ensures that the most similar animal classes are found, and the texture-based morphing technology automatically completes the morphing process, ensuring a smooth transition from one image to another.

  • In recent decades, significant effort has led to risk-informed improvements to regulation. Performance-based approaches also promise significant gains in efficiency (level of safety versus effort). However, significant work remains to be done before performance-based approaches realize their full potential in regulation of nuclear power plants. This paper reviews key concepts related to performance-based regulation, discusses some applications of performance-based approaches, and identifies issues that still need to be addressed. Realistic, experience-based models of licensee performance are still lacking; this makes it difficult to assess the prospective effectiveness of any given regulatory approach, in light of the performance issues that it will actually face. Also, while 'compliance' is an intuitively straightforward concept to apply within a prescriptive implementation, its analog in a performance-based approach remains unclear. An overarching theme of the paper is that formal methods of decision analysis are very helpful in developing appropriate regulatory approaches, especially performance-based ones; this theme is illustrated at several points.
