  • Indicators measuring performance and the level of informatization of construction companies have recently been developed. Construction companies' investment in informatization, however, is still relatively low compared to that of other companies in different industries, since it has been difficult in quantifying the effect of informatization on total performance. This study, therefore, conducted an industry survey using indicators provided by previous studies, and used them to calculate performance and informatization indices for construction companies. Finally, it suggested a quantitative analysis of the effect of informatization on these companies' performance.

Economic Performance Anaiysis of Public Support for Technology Innovation-led Enterprises: Focused on World Class 300 Project (기술혁신 강소기업 지원사업의 경제적 성과 분석: World Class 300 프로젝트를 중심으로)

  • This study aims to measure the result of R&D support projects on the beneficiary companies of the World Class 300 project, a representative domestic middle market enterprise incubation project. In particular, beneficiary companies were classified into industry groups(materials, components, equipment, modules, consumer goods) and the empirical study was conducted on how the result of R&D support project was differentiated by each industry group's characteristics. The analysis was performed on 272 companies selected as WC300 project during 2011 to 2017. The result of Panel regression Analysis confirmed that R&D support project had divergent influences on the performance (net profit) of companies depending on which industry group they belong. The samples of materials, components, equipment companies turned out not to have statistical significance. The samples of modules companies showed negative correlations, while those of consumer goods was observed to have positive correlations. This study demonstrates that it is essential to plan and implement policies suited to the characteristics of each industry groups to maximize the effect of R&D support projects henceforward.

The Effect of Startup Support Policy on Entrepreneurship: Focusing on TIPS Support Projects by the Ministry of SMEs and Startups (창업지원정책이 기업가정신에 미치는 영향: 중소벤처기업부 팁스(TIPS) 지원사업을 중심으로)

  • This study studied the effect of the TIPS support project of the Ministry of SMEs and Startups on the entrepreneurship of TIPS start-ups. The Tips start-up company, which is the subject of the study, was selected for the TIPS support project, participated in all commercialization funds, incubation facilities, and capacity building programs, and was selected as a company that received private investment. One-on-one in-depth interviews were conducted for about eight weeks from January 14, 2022 to March 11, 2022. For this study, the TIPS support project was subdivided into four categories: commercialization funds, incubation facilities, capacity building programs, and private investment attraction, and entrepreneurship factors were classified into four categories: innovation, challenge spirit, leadership, and risk-taking. As a result of the in-depth interview, the influence of the TIPS support project on entrepreneurship factors was in the order of challenge spirit, innovation, risk-taking, and leadership. Specifically, it was found that commercialization funds influenced innovation and risk-taking, incubation facilities had a challenge spirit and risk-taking, competency-building programs had a challenge spirit and leadership, and attracting private investment had an influence on innovation and challenge spirit. The implications of this study are that the TIPS support project, a private investment-led technology start-up support program, was introduced in 2013 and as of the end of March 2022, and a report was prepared focusing on visible performance such as private investment performance and employment rate. However, through this study, by analyzing whether the TIPS support project contributed to the cultivation of entrepreneurship for TIPS start-ups, it was found that it had a positive influence not only on quantitative growth but also on qualitative growth.

Effective Analysis Framework for Construction Post Evaluation (건설공사 사후평가 수행결과의 효과적인 분석방법)

  • A construction post evaluation is introduced to provide information that can be used for similar construction projects in the future through the evaluation of the efficiency of a public construction project and the verification of the appropriateness of the project results. However, it is not widely used due to a lack of awareness of the method. For this reason, the aim of this study is to provide a basic frame that can be utilized as a reference for a similar project in the future based on the construction post evaluation. More specifically, a more effective analysis method for the construction post evaluation is proposed and then an exemplary analysis is performed based on the method. The paper analyzes 293 cases stored in construction CALS. Construction cost growth rates of railway projects are tend to be greater than other project types like highway, expressway, and harbour. Then, construction schedule grwoth rates of expressway are greater than others. This is expected to provide useful information for a future project, and serve as a basic frame. Moreover, it is also meaningful that a project can be analyzed from different perspectives through the construction post evaluation.

  • Among various risk factors that need managing in large scale complex infrastructure projects, geotechnical risk is one of the most prominent factor particularly for underground works like tunnels. Uncertainties in soil conditions cannot be avoided 100% even after extensive geotechnical investigations. Therefore, underground works face large delays and cost overrun especially for hydropower projects in developing countries. Its uncertainty ex ante and ex post directly cause increased transaction cost in terms of contract administration, claims, variation orders and disputes. It also reduces trust and increases opportunistic behaviors due to asymmetric information between the parties. Subsequently, parties are spending more time on claim management rather than handling the project execution. Traditional project management tools are becoming less effective under these conditions. FIDIC published the Conditions of Contract for Underground Works wherein a Geotechnical Baseline Report (GBR) sets out the allocation of risks between the parties for subsurface physical conditions determining the foreseeable and unforeseeable conditions. At the same time, Building Information Modeling (BIM) is being adopted for efficient design, quality control and cost management. In this study, soil classification along the tunnel alignment for on-going hydropower projects is modelled in the virtual environment of Autodesk Revit (2024). The actual soil encountered along the tunnel during construction stage can be compared with the baseline conditions. In addition, BIM serves as a central source providing symmetric information to the Parties to develop an environment of trust and coordination. It is anticipated that these tools will improve the project management skills for underground works through minimizing the opportunistic behavior and transaction cost.

  • The material lift-up and procurement management for high-rise buildings is complex and critical key to the success of projects. It has been hardly managed by the heuristic or rule-of-thumb techniques which are adapted in usual construction building sites. Especially in downtown high-rise residential building project sites, the limit of heuristic management techniques is critical. It has space constraint for materials loading and site transportation especially in finish work phases in which construction period diverse work trades struggle for their own material and manpower transportation. Hence, it is essential to adapt JIT(Just-In-Time) concept in these particular types of building construction project sites. According to the analysis of the case project sites, the communication and flow of relevant information regarding material lift-up and transportation in project sites is the key factor for successful performance. Therefore, this study analyzes the flow and site transportation of the key materials and provides the system, PLUTO(Procurement & Lift-Up for material Transport Optimizing system). This study also applies the system in the case site and verifies the model validation in actual project.

  • As an interest in the efficiency of public sector expenditures has spread across the world, Korea has operated a self-evaluation system for government projects as a part of the performance-based budget system. However, an evaluation system for public information technology project has been criticized for its lack of validity, which stems from the uniformity of performance management. This study draws insight from knowledge management literature in an attempt to address the problems with the extant performance evaluation system in public agencies. To realize benefits from IT investment, an agency needs to develop its own performance management model for information systems projects, with a focus on the interaction of IT and organizational system. The knowledge management-based framework for IT projects was verified through a case study, with which we discussed the applicability of knowledge management to the evaluation of public information systems projects.

Public Building Value Evaluation Using Contingent Valuation Method Based on Market Value Estimation

  • Building deterioration reflects the degradation of basic building performance including structural performance, energy performance, durability, and safety, and it also includes perceived deterioration, which considers a user-based perspective. More than 50% of the existing buildings in Korea are over 15 years old and public buildings compose 2.5% of all buildings domestically. Therefore, there are several different problems, such as poor energy efficiency, structural performance, and safety. To address the challenges of increasing stock in deteriorated buildings, it is necessary to make decisions about reconstruction or renovation. In this study, we propose a new method to evaluate public building value with a contingent valuation method (CVM). By estimating willing-to-pay (WTP) from users of private buildings in similar situation with the public building, it is possible to compare market prices and calculate a correction factor to adjust the WTP data. Finally, we apply the correction factor to the WTP of a public building and estimate market price, willingness to pay (WTP).   • In order to seek a efficiency of site cooperation and slope stabilization in a rock sloping work, it would rather take into consideration, in its importance, a concurrent performance of civil works and landscaping works than give any part a special priority. It can enable us to achieve an expanded scope of landscaping works and improvement of slope scenery via this sort of cooperation. However, this can not be achieved without assurance on the slope stabilization and scenic view of the project owner, and further via this cooperation, environmentally familiar works can be performed, becoming natural environment and minimizing damages on surrounding scenery and environment. It is foreseeable that improvement of functions of civil equipment, introduction of technology and development of landscaping materials can facilitate an improvement in the betterment of slope scenery. Landscaping related parties need to enhance their understanding of rock sloping and scenic view based on knowledge on the fundermental understanding of slope stabilization and on the base rock characteristics.

  • Korean-Automated Guideway Transit (K-AGT) was successfully developed through Light Rail System Development Project. Since then, the domestic development rate of on-board signalling system of light rail has been improved up to 90% by Practical Utilization Project of Light Rail. After utilization project, furthermore, POSCO ICT has developed the wayside signalling system of CBTC, including wireless communication equipment. KRRI carried out the performance test of the wireless communication, interfacing and using the other CBTC equipments of KyungSan Test Line so as to see whether it conforms IEEE 802.11x, international communication standard in view of operational concept of CBTC. In this paper, we presents analysis results of roaming test while train runs.
