Analysis of Supervisory Report for Performance Measurement in the Private Building Construction Sites (민간 건축현장 성과측정을 위한 감리보고서 활용성 분석)

  • Supervision work deals with important data necessary for the performance management on building construction sites in accordance with the Building Act. Therefore, this study attempts to use the data from supervisory reports to measure the performance of private building projects. Performance measurement is important for systematic management. However, there are only a few cases in which performance measurement is performed because it requires strenuous efforts to collect data for measurement. First, this study derived 6 performance areas and 15 indicators through a few rounds of expert group discussions. Then, we confirmed the performance indicators with high feasibility of data collection through a survey of supervision experts. It is expected that the data of supervisory reports can measure systematically performance and assist in speedy diagnosis of private building construction sites.

  • Integrated project delivery (IPD) is suggested as an alternative to traditional delivery methods such as design-build (DB), design-bid-build (DBB), and construction management at risk (CMR). Many foreign research studies have approached IPD not only in the contractual aspect but also the work implementation method aspect. However, most research projects in Korea have focused on the contractual aspect of IPD for asserting that the characteristics are the critical matter. The Korean institutional and legal system does not permit the multi-party agreement; therefore, it is difficult to adopt IPD in Korea's construction industry. The researchers do not wait the system to be changed, but we do identify the possibility of adopting IPD in Korea in the perspective of work implementation method, except the contractual characteristics. Thus, the goal of this research is to identify one project that does not include IPD agreement but utilizes other IPD characteristics whose contractual results have similar performance to those that utilize all characteristics of IPD including agreement. This research is expected to enhance performance of the construction project in a Korean construction environment by embracing IPD characteristics as overcoming limits and bounds of the traditional delivery method.

  • In this paper, we introduce an integrated performance evaluation model defined by the three indices (evaluation index for each evaluation stage, performance viewpoint, and performance type) and analyze the utilization and satisfaction of the seven public u-IT services implemented from 2008 to 2009 using the proposed model. From the performance results of the public u-IT services, it was found out that most of the research goals initially set by the public u-IT service support projects were satisfied. Furthermore, we suggest improvement directions and promotion strategies of future projects.

  • Overseas expansion of domestic construction over the past 10 years has been fast growing. But as a result of simple construction business practices and a focus on EPC, sales margins was reduced. Domestic construction companies have been trying to redirect business to high-value-added-areas but have faced difficulty because there areas are current monopolized by global leading companies in the field of PMC. They have recently carried out 16 PMC related project in order to expand their experience and increase their competitiveness. Most of these construction companies that do PMC overseas have been focusing on the civil engineering sector. analyzing the important and performance result 50 separate PMC tasks in detail using IPA, it became clear that domestic construction companies should also focus on tasks and were analyzed in order to advance to overseas architecture PMC sector overseas. There are large gaps in the importance and performance result of both the planning and pre-construction phase. Importance compared to the current performance levels in the planning phase gap is largest, pre-construction phase has been analyzed in the following order. In particular, one should strengthen detailed tasks in the planing phase. This study is expected to be used as a basic to determine the performance level and tasks items. It is expected strengthen the capacities of domestic companies in the PMC field, for especially in the high value-aded-areas as indicated in the results of the analysis from this study.

  • This study analyzed the effect of social, economic, and physical improvement in urban regeneration projects using difference in difference method in Busan and Cheongju City, utilizing population, regional economic, and old building data. The results of analysis indicated that the urban regeneration project had no effect on the social, economic, and physical improvement of the project area comparing the neighboring areas. In other words, at the end of the urban regeneration project, the business performance was not evident. Therefore, it is difficult to expect social, economic, and physical improvement if the urban regeneration project does not consider the linkage with the detailed project composition. In particular, it is necessary to carefully select detailed projects that meet the purpose of the project when establishing urban regeneration plans in the future.

  • In South Korea, there have been attempts to enhance BIM work practices in various aspects. Public Procurement Service(PPS) has recently published 'basic guidelines to improve BIM work practices in construction and facility management'. It defines roles and responsibilities of project members in their application of BIM. It also developed a set of modelling standards and guidelines for effective model creation, management and communication among BIM users. Moreover, numerous construction companies have tried to cultivate BIM specialized manpower throughout entire construction phases. However, there are still challenges faced by firms during BIM adoption. Therefore, this study aims to provide practical counsel for construction companies to help them create optimized facilities and deliver high performance by analyzing BIM-based domestic construction projects in Korea from 2009 and 2015. The study will investigate types of client, project, BIM application range, and application technology.

  • 프로젝트 관리 성숙도(Project Management Maturity Model)란 기업 조직의 프로젝트 관리 관행이나 도구 및 기법 적용의 성숙도 단계를 정의한 것이며, 계량적인 성숙도 측정을 통해 프로젝트 관리의 장단점을 파악하고 개선하여 기업의 성과를 향상시키는데 그 목적이 있다. 본 논문에서는 프로젝트 관리성숙도를 활용하여 첫째, 한국 IT산업의 프로젝트 관리 성숙도를 측정하였고 둘째, 프로젝트 관리영역 중 범위관리와 원가관리의 계획 프로세스와 통제 프로세스간 성숙도를 비교 분석하였다. 연구 결과로 원가관리와 위험관리의 성숙도가 타 영역에 비해 낮아 개선의 노력이 필요하며, 범위정의 프로세스와 범위변경통제 프로세스간 프로젝트 관리 성숙도의 차이가 있는 것으로 나타났다. 본 연구의 성과로는 프로젝트 관리 성숙도 측정과 분석을 통해 기업의 프로젝트 관리 성숙도 향상과 프로젝트 성과 및 기업 성과 향상에 기여하는데 있다.

Environmental Performance Evaluation for Song-do City Constructions by using Green Building Certification Criteria (친환경건축물(親環境建築物) 인증기준(認證基準)을 이용(利用)한 송도국제도시(松島國際都市) 건축물(建築物)의 친환경성(親環境性) 평가(評價))

  • Song-do City is a newly constructed city built on land reclaimed from the seaside and the surrounding area. Its development involved a long process since the basic plans for reclamation of the publicly owned seaside area in Song-do were drawn up in September 1979. However, if we take a look at the overall status of the project as it is carried on at present, it is hard to deny that the project is trapped inside the same legal restrictions as are all other existing cities, which permits Song-do City to meet only very minimum standards. This study intends to analyze and assess the Song-do City's environmentally friendly construction and to rate its current development status, exposing any problems and offering alternative solutions. In this paper, the current state of constructions in Song-do City were reviewed. Then a quantitative analysis and assessment for the Song-do City constructions of apartments, complex buildings, office buildings, and school facilities were conducted by using green building certification criteria. Finally the synthetic results of environmental performance evaluation for Song-do city constructions and follow-up suggestions were described.

  • Incheon Free Economic Zone's Songdo Area is a newly constructed city built on land reclaimed from the seaside and the surrounding area. Yeongjong Area is made after Land reclamation between Yeongjong Island and Yongyou Island began in November 1992. The first phase linking these islands to create the Incheon International Airport (phase 1) and the Airport Town Square community was finished in March 2001. Performance Evaluation of Smart Intersections for Emergency Response Time based on Integration of Geospatial and Incident Data

  • The major objective of this research is to evaluate performance of improved intersections for response time to emergency vehicle preemption. Smart technologies have been introduced to civil infrastructure systems for resilient communities. The technologies need to evaluate their effectiveness and feasibility to confirm their introduction. This research focuses on the performance of emergency vehicle preemption, represented by response time, when smart intersections are introduced in a community. The response time is determined by not only intersections but also a number of factors such as traffic, distance, road conditions, and incident types. However, the evaluation of emergency response has often ignored factors related to emergency vehicle routes. In this respect, this research synthetically analyzes geospatial and incident data using each route of emergency vehicle and conducts before-and-after evaluations. The changes in performance are analyzed by the impact of smart intersections on response time through Bayesian regression models. The result provides measures of the project's performance. This study will contribute to the body of knowledge on modeling the impacts of technology application and integrating heterogeneous data sets. It will provide a way to confirm and prove the effectiveness of introducing smart technologies to our communities.
