  • In 2006, Korean Government decided to relocate the several Government bodies and public institutes. They include total of 49 central Government agencies, semi-government agencies, and 17 national research institutes. The completion of the relocation program has been set to be final in 2030. The target population for the city plan is set to be 500,000. The goal of MAC is first to complete the first phase of the program by 2014 within the budget. In order to achieve the goal, considerable time has been spent to properly establish the program management system. The success of MAC's Multi-function Program Administration System is too early to determine as it is still in progressive. The success depends on the operations not the development.

  • The construction industry is an industry in which skilled construction workers should be secured and trained because of the quality and productivity of buildings, but the negative image makes it difficult to supply and demand skilled construction workers. In response, this study derived the factors influencing the intention of transferring construction workers to other occupations and investigated ways to improve the prevention of leaving other occupations by age of construction workers. The factors influencing the turnover of construction workers have also been derived, and work overload, salary, workplace stability, and employment competitiveness have a significant impact on the intention of new employees to change jobs. According to a survey on ways to improve the prevention of leaving other jobs, those in their 20s and 30s are "improving working conditions, such as providing holidays, paying overtime, compliance with working hours," and those in their 50s and 60s.

  • The active promotion of construction technology application, aimed at cost reduction, construction time shortening, and performance enhancement during the implementation of Value Engineering (VE) in design, is underway. However, in the process of deriving VE ideas, it is common to simply reuse VE ideas from similar past construction projects, and the application of construction technology is often insufficient. Therefore, in this study, we intend to establish a database linking construction technology information with Building Information Modeling (BIM) models to activate the application of construction technology in the process of deriving VE ideas.

  • This study shows the field of construction which was less developed in the aspect of information system in comparison to other areas needs to introduce construction information system and suggests it can make more value linked with company performance through the system. For the first step, it emphasizes the integrated enterprise approach not optimization of each sector in a company. This paper extracts the current issues of construction information from the core process of construction area and implies a driving plan and the future development plan for construction information. Antecedent studies for this drew the information structure model and the construction information-driving model of a construction company. Hence, case studies with management companies that implemented the construction information system successfully tested validity. This research brings the cases of PMS, the integrated finance system, and CRM system as successful ones.

  • It was found that Korean Standard of Estimate which has been used as the only basis of cost estimate of public construction projects had some side effects such as jerry-build construction and over-estimation because it failed to reflect the current price and the state-of-the-art construction methods in a changing construction environment. Therefore, the government decided to gradually introduce historical construction cost into cost estimate of public construction projects from 2004. This paper presents analytic criteria and a process model for deducing more current and reasonable historical construction cost for contract items from not only previous contract prices but also all of the other bid prices that were not contracted. The procedure of estimating actual unit cost proposed in this paper focuses on the removal of abnormal values including strategically too low or high prices and the time correction. In addition, basic research is conducted for the correction of actual unit cost through the analysis of fluctuation of bid price depending on bidding types and rates of successful bid. It is anticipated that the effective use of the proposed process model for estimating actual unit cost would make the cost estimation more current and reasonable.

A Study on the Situation of Safety Management in Central African Construction Sites - Focusing on DR Congo and Rwanda -

  • The Central African Region is known as one of the most troubled and unsafe regions in Africa. But more recently the Central African Region has been growing and developing, with many projects underway involving huge local and foreign construction companies. Despite this fact, workers in the Central African Region often encounter unsafe working conditions and must confront many kinds of hazards. Therefore, the aim of this study is to identify the safety management situation in Central African construction sites, by focusing on the countries of Rwanda and DR Congo. Through our research, it was found that the two countries studied in the Central African Region are very similar with regard to their safety management systems, with some exceptions. In addition, it was revealed that both these countries in the Central African Region had good safety performance. This study will help to illuminate the situation of safety systems on construction sites in the Central African Region, and can be used by companies advancing into the Central African Region's construction market.

  • In recent, Information Technology(IT) is the biggest issue on the world at large including construction industry as core strategic means for reinforcing competitive power of company and nation and raising its effectiveness. However, CEO of each finn is deferring IT investment decision because there's no case to measure real value of IT and confidence to economic effect of information system. IT Evaluation will be so helpful that most construction finns make a plan of IT investment. and it is necessary to achieve their management goal and have the maximum of firm's value with the usage of IT system. Therefore, The purpose of this research is to promote the increase of IT investment and the improvement of the standard in IT with the development of IT evaluation system to be monitoring IT level continually.

  • Design for Safety(DfS) at the design stage is introduced and executed in order to fundamentally reduce the occurrence of construction safety accidents in Korea. Therefore, in this study, the construction method selected by Design for Safety can reduce safety accidents, but the effects on construction duration and costs were examined to confirm the effectiveness of various aspects. The construction method of the structural frame for the exterior wall cladding of the building, which have the factors for the fall accident, was selected for construction safety and compared and analyzed in terms of construction duration and costs. As a result, it was found to be effective not only in terms of safety, but also in terms of construction duration and costs. Therefore, it is considered that the construction method selected by the Design for Safety at the design stage will have a positive effect on the entire construction project.

Safety Management Information System in Construction Work;Focus on Tunnel Work (건설공사의 안전관리정보시스템 개발;터널공사 중심으로)

  • In any form of construction work, it is essential that accidents be prevented at every stage from foundation preparation to build completion. For this, it is necessary to use models that can assess risk and provide instruction for safe work processes so that the risk of accidents is reduced. Currently, however, very few models can perform these tasks. In this paper, we presents a model that assesses risk quantitatively by analyzing risk factors involved in stage of construction such as foundation work, erection work, structural work, equipment work, finishing work and etc work. The model performs assessment based on examples of accidents and by investing actual conditions during construction. In addition, we presents in this paper a safety management system was developed to assess risk during construction and to effectively train laborers.

Reconsideration on the construction process of the Sacheonwangsa Temple in Silla (신라사천왕사(新羅四天王寺) 건립과정(建立過程) 재고(再考))

  • The Sacheonwangsa temple in Silla was completed in 679, just after the unification of the Three Kingdoms. In recent years, we have been critically considering the history of the chronology based on the existence of 'Geumdang of the previous generation', which has emerged through the research report of the Sacheonwangsa temple. It is the one to reconsider the construction process of the Sacheonwangsa temple centering on the re-interpretation of the construction time and the character of the first stage of the foundation which was confirmed from within the Geumdang site. The results of this study are as follows : 1)The "Chang(創) of Sacheonwangsa temple" in [Three Affairs that Queen Seondeok had already known] that it is presumed that the construction of the Sacheonwangsa temple, which was designed by Anham before 640 years ago, will convey the fact that the first of the King Munmu's reign (661 ~) has been finalized after the initial discussion. 2)Although the theories after excavations are predicated on the existence of 'Geumdang of the previous generation', there is no reason to believe that a lasting predecessor building with roof and pillar walls on predecessor buildings is considered to have been built. The foundation was associated with the "build a temple out of coloured silk(以彩帛營寺)" i.e. 'Jochang(祖創)' in 670 years before the construction plan was formally finalized. However, it is presumed that the remains of the platform construction on the premise that it will be used on the construction of Geumdang. 3)The decision to 'rebuilding( ??)' based on a formal construction plan is determined to be from 670 to 672 years. The maintaining of the original cathedral axis line, to the north on the boundary of the southern limit of the foundation flat portion, the result of developing and embodied the relative position of the Geumdang in the newly determined cathedral unfold and embody, the center of the building base and Geumdang, it is presumed that the centers of them are divided into North and south. 4)The completion of the Sacheonwangsa temple in 679 is understood as the conclusion of 'rebuilding' to "build a temple out of coloured silk" i.e. 'Jochang' in 670 years. The pent roof of the Geumdang was initially considered not to be in the plan, but it is judged to be before the completion of the Sacheonwangsa temple.
