  • President Park Geun-hye Administration has established the Ministry of Science, ICT and Future Planning (MSIP) to build a creative economy using Information and Communication Technology (ICT). July 2, 2013, The National Assembly has legislated the special act on the ICT promotion and convergence so called special ICT Act. This special ICT Act has reduced the legal basis through legislative process and departmental agreement. Therefore many experts worried that since the MSIP's key functions and roles are being reduced, there will be a limit to the MSIP's endeavor for the advancement of science technology and the ICT promotion and convergence. The establishment of the Agency, together with the formation of 'IT Strategy Committee', is considered to be one of the core items of the Special Act on ICT. MSIP originally planned to integrate the ICT R&D functions scattered across many governmental organizations, including Korea Communications Agency (KCA), KEIT and Korea Creative Contents Agency (KOCCA), into the Agency to separate the national ICT R&D from private R&D and streamline the process of 'discovery-selection-evaluation-commercialization'. The analytical results in this study are supposed to the establishment of efficient ICT governance systems as the practical strategies to actively cope with the changes of ICT convergence environment. It is also expected to the revision on the special ICT Act in the ICT budget and governance. Therefore, MSIP should cover research and development (R&D) as well as major ICT promotion functions to a creative economy.

  • This study analyzed the policy dilemma for ICT SMEs venture companies that changed after COVID-19 based on the results of the cognitive map analysis for ICT SMEs venture policies. First, as a result of analyzing the cognitive map of ICT SMEs venture companies that have changed since COVID-19, ICT venture companies are expanding support for ICT venture companies due to the threat of COVID-19. However, in order to convert COVID-19 into an opportunity factor, it also shows a policy direction to achieve innovative growth by creating a new market through non-face-to-face industry revitalization based on digital transformation (digital new deal). As a result of the study, the policy measures of supporting DNA-centered convergence innovation technology, digital transformation (digital new deal), fostering ICT startups (K-Global project), and expanding support for ICT SMEs did not have a policy dilemma. However, although many support has been expanded for ICT SMEs due to COVID-19, it is difficult to find and foster ICT start-up companies, and globalization problems are occurring due to the decrease in exports to COVID-19, making it difficult to create new markets. There is a negative (-) perception of causality that ICT SMEs venture companies may face risks as jobs decrease and innovative growth cannot be led to the revitalization of the non-face-to-face industry. Therefore, it was found that both the flow of causal relationship between the expansion of support for ICT SMEs and the high growth of ICT SMEs is not + and has a policy dilemma in part.

In this study, we tried to prepare the strategy for efficient use of ICT in search of theoretical level on use of ICT as an alternative plan for these problems. First, we defined the concept of efficient use of ICT and fixed high thinking of human as basic authority cited for deduction of strategy and analyzed Integrated Thinking Model of Iowa State Dept. of Education. We categorized synthetic thinking for efficient use of ICT through these works. In addition, we classified ICT for efficient use into software area, hardware area, and use skill area, and observed each concepts and interrelationship. And we argued 'Decision Authority of Relation between Thinking Area and ICT Area' to examine relation between synthetic thinking category and each area of ICT, and we established concretization of that, 'Analysis Matrix for Deduction of ICE-EUS'. We tried to guarantee the propriety of deduction process and the clearness of deduction result through this works. Through this process we finally deduct the ICT-EUS(Efficient-Use Strategy of ICT) about learning resources, learning tools, tutee, searching, communication, production and presentation of ICT area. ICT-EUS is expected to provide possibility of being able to enhance the efficiency and effectiveness of achievement of learning goals through cognitive analysis about learning resources, tools and use skills beyond simple use of ICT.
