  • Due to the widespread availability of the internet, large-scale and dynamic distributed projects in industry are becoming popular. We present a distributed, collaborative, and adaptive control approach for decentralized multiple projects, which is one of representative project environments in modern e-enterprises. In this paper we deal with short term scheduling and rescheduling of resources, which are shared by multiple projects. We in specific, address the dynamic nature of the situation. We model this as a dynamic economy, where the multiple local markets are established and cleared over time trading resource time slots(goods). Local markets are modeled using a combinatorial auction mechanism. Due to the dynamic and distributed nature of economy, through our approach we can achieve higher levels of flexibility, scalability and adaptability.

  • The system is defined as groups which are operative, dependentive, configurational of all each others. In oner to develop the AGT system efficiently, the system engineering process has to be organized It will be started by the configuration of WBS and PBS. A WBS is a method of naming and organizing all of the wok elements to be done for a projects. It completely defines the projects, is normally prepared in an hierarchical during design and project execution. A number, or alpha-numeric identification, is assigned to every WBS elements. Also a hierachy of system physical components should be established. It named to PBS, which is a method of naming and organizing all of the physicals elements to be done far a projects. Therefore we will propose the WBS and PBS to fit for AGT system in this reports.

  • The Ministry of Information and Communication announced "The Guideline for Management of Software Project" in October 2006. The public employees(acquirer) have to manage software projects with this guideline. The guideline was based on the International standard(ISO/IEC 12207) and IEEE standard(IEEE/EIA 12207), and was developed by considering the domestic software industry environment. The guideline can help to establish a software acquisition process for appropriate management of software projects, and the process can increase the management productivity of software projects. This study provides the explanation about the guideline with terms of 5W1H(who(user), what(summary), when(time to apply), where(domain of application), why(objective), how(method of use)) for understanding of the guideline.

  • SI(System Integration) Projects need more efficient project processes. Having efficient contracting laws and regulations is one of the critical success factors for SI industry growth. Former researches developed a framework for efficient contracting laws and regulations for SI industry based on the characteristics of SI business and SI industry. However, the effectiveness of the proposed framework has not been analyzed. This paper tests the validity and effectiveness of the proposed framework. Emprical analysis has been performed to show consensus of each interested parties. Developers and outsourcers have some conflicts in several critical issues of SI project processes. However, comprehensive analysis shows overall consensus among interested parties.

  • As a recent global trend, the majority of mega-size plant projects are delivered through EPC (Engineering, Procurement and Construction) contracts, where a single contract is awarded for engineering, procurement, and construction. Under this contracting mechanism, it is challenging for contractors to carry out the projects under traditional project management processes used in design-bid-build projects. A new EPC Plant, the POSCO Special Steel Plant in Changwon, was built successfully at the beginning of 2012 and it is currently in full-scale production. The project has encountered a number of major difficulties however, with some technical and managerial issues through its development process. As summarized in this paper, the authors (as project participants with the contractor) investigated it as a post construction analysis and recorded the Lessons-learned for future project management improvement.

Quantity Surveyors' Perception of Cost Impact Factors in Hong Kong Civil Engineering Projects

  • Project cost is an important concern in any construction project. Although there has been a lot of studies on factors affecting the cost of construction projects, there seems no consensus as what cost factors have direct influence on the cost of civil engineering projects. This study therefore aims to bridge the current knowledge gap by examining quantity surveyors' perception of the factor structure among nineteen costing attributes identified based on literature review. Questionnaire was used to elicit responses from quantity surveyors working in the Hong Kong construction industry. Principal component analysis is conducted to extract the factor structure of the cost attributes and the attributes are grouped into three factor components, namely the contract management factor, the project management factor and the monetary value factor. Understanding these cost impact factors could be crucial in managing civil engineering projects, since it allows the project stakeholders and quantity surveyors to take precautionary steps to identify the cost management problems and areas for improvement and could even help to avoid cost deviations in engineering projects.

  • The success of building construction projects is dependent on the cooperative ability of site organization members, which related with an organizational communication level. Therefore, the purpose of this study is to study the influence of site organization's communication on the performance of building construction projects. The results of this research are revealed that the communication quality has positive influence on the performance of building construction projects, and the information sharing has negative influence based on the results of the multiple regression analysis. So it needed to improve the performance in building construction projects that the information is shared with a normal level. the communication quality should be also raised in the project site organization. This study is expected to help to structure the site organizational management system in the building construction projects.

  • Although design-build construction projects have recently increased. general conditions of construction contract are not reflecting the characteristic of design-build construction projects neither performing its fundamental roles as implying many claim elements. So. this study aims to propose the basis for improving the general conditions of the domestic design-build construction projects. This study reviews literatures associated with design-build construction contract and analyses domestic general conditions into foreign standard forms of general conditions. Additionally, it is examined the problems of design-build construction contracts and performed questionnaire survey to the practitioner in the construction contract field. In doing so, this study suggests the direction for improving general conditions of domestic design-build construction projects.

A Study on the Causes of Failure of the 'Failed' Modern Housing Projects ('실패한' 근대 집합주거의 실패요인에 관한 연구)

  • This research is an effort to clarify the causes associated with the 'failure' of public housing projects built in the 20th century. Two of the most brutal symbol of failure were selected: the Pruitt-Igoe built in St. Louis, U.S.A. and the Bijlmermeer in the south of Amsterdam, Netherlands. Many critics have attributed the problems of the selected housing projects to architectural failure, and proposed a series of new approaches to architectural design. The claim that many housing projects 'failed' because they were based on an agenda for social reform, derived from the ideas of the CIAM, presupposes that architects were in the position of authority over providing housing for the poor. This research tries to overturn the belief of architectural community which has placed the responsibility for the failure of public housing on designers. The sense of isolation and powerlessness felt by the residents, and the social problems attendant on those feelings, may be reinforced by design but is not caused by Modern Architecture. It should be stressed that the political-economic and social context is more significant than the architectural design for the failure of public housing projects such as the Pruitt-Igoe and the Bijlmermeer.

  • Design-Build, one contractor is responsible for both the design and construction, has become more popular since the government framed the policy on how to activate the design-build projects in 1996. The reality is, however, there are many problems encounted on Contractor Selection Method for Public Design-Build Projects. The purpose of this paper is to improve the problems, no way to meet the goal(value) the owners expect from the design-build projects, for instance, not fully reflecting the characteristics of projects and owners intention, not systematical enough to judge if bidders could carry out the contract. This study will insist we introduce Best Value Procurement, which is being commonly used in some advanced countries recently, so that we would properly select the contractor suitable for Best Value concept which totally depends on the owners, types of work and specified conditions. Furthermore, by passing through the Two-Step Procedures following Pre-qualification in Best Value Procurement, we expect it lighten the bidders' burden for proposal and the owners' complicate bid administration.
