The Trend of the Standardization of the Urban Guided Transport Management System in Europe (유럽 도시철도 신호시스템의 표준화 동향)

  • Urban railway signaling system is for train operation with safety in the urban crowded area, that has been increasing the demand of use of advanced train control systems with safe. European Commission is supporting the UGTMS(Urban Guided Transport Management System) project for the research and development. The main objective of UGTMS is to provide the European urban guided transport sector (comprising metro, tram and light rail systems) with a common Management System. A key topic is the extent to which the specifications for the successful ERTMS(European Rail Transport Management System) can be adapted to UGTMS needs. Beyond this, it is necessary to define the relevant functional and system requirements for all types of urban guided transport management systems in order to improve interoperability and intermodality. Also to be explored are the prospects for open system standards. In this article, we look into the trend of the standardization through the UGTMS project in Europe and consider any benefit to the project of the standardization for the urban railway signaling system in Korea.

CAN TRUST BETWEEN AN OWNER AND A CONTRACTOR BE ESTABLISHED: A PRINCIPAL-AGENT PERSPECTIVE

  • The cooperation and trust among the project participants play a critical role in the success or failure of any delivery system in construction industry. But it is very difficult to establish trust between an owner and a contractor when rational people only pursue only their own material self-interest. Based on the principal-agent theory, this paper will introduce the altruistic behavior into the traditional principal-agent model, and model the reciprocal behavior between the owner and contractor. We will show that both the owner and the contractor benefit from their reciprocal behavior, and hence trust establishing between them is possible. More importantly, we will proof that the higher the project uncertainty is, the more important trust establishing is.

  • We are faced with the crisis of the R&D investment because of the effects of the IMF conditions. Most of the laboratories are going to restructure by the cutting off of money, man power and the reduction of R&D thema. Therefore it is necessary to allocate the R&D resources effectively to the R&D projects. The evaluation and the selection of the R&D projects have been recognized as the most important process for the allocation of the R&D resources. The result of the KITA(1997) shows that the commercial success rate of the R&D from new-product brain storming is only 5.8%. This study aims to analyze the actual conditions of the cost benefit analysis(CBA) of R&D projects of selected laboratories and to study measure methods of the R&D benefits. The research method of this study reviews the CBA of R&D firstly, and surveys 200 selected high ranking labs of the R&D expenditures. For the comparison of the results between '87 and '97, this survey used the same questionaries for each year. As the result of the survey only 27 labs(response rate 13.5%) responded. The result of the '97 survey is as follows : The CBA is used by 44% of responding labs. The economic evaluation method for the R&D project selection is used by 48% of labs and this numbers increased by over 10 percents points compared with the result of '87. The CBA is used for about 40% about each of the budget preparing and the budget analysis, and by 30% of labs to analyze sales and expenditures of the overall period of the project. As the measurement of benefits of R&D projects, 30% of labs responded that it is impossible to measure the benefits, and 20% of labs measured the benefits between sales and expenditures of the R&D project.

The Effects of Information System Quality on Public Information Project Performance: With a Focus on the Mediating Effects by the Users (정보시스템 품질이 공공정보화사업 성과에 미치는 영향: 사용자의 매개효과를 중심으로)

  • The purpose of this study is to verify the effects of information system quality on business performance (net benefit) in the Korean public informatization business and to verify whether the user has mediating role in the relationship between information system quality and net benefit. In order to prepare empirical tests, factor analyses was conducted and the validity and reliability of the variables were confirmed to be acceptable. The research hypotheses were tested by regression analyses. The mediating effects as well as the main effects were analyzed by SPSS statistical program. The results show that the higher the quality of the information system becomes, the higher the usability by the users of the system increases. Also, it was found that the users had more positive effect on the net benefit of the public informatization project. In addition, it was confirmed that there was a partial mediating effect by the users on the relationship between information system quality and the benefits. The results of the research suggests that we establish a management system to improve the business performance efficiently according to the priorities of detailed success factors from the viewpoint of the public information business, and the users who use the information system quality and system.

  • The research is intended to satisfy two interesting research purposes: one is to examine activities of both BSC adotion phase and implementation phase under carrying BSC project. The second purpose is to analyze the influence from those activities towards innovating business world. This study was conducted thru online questionnaires via online survey system during 3 months for targeting mainly on business users and consultants. The findings of the study suggest that employee's involvement, BSC information sharing, collaboration cross task related teams have major roles to operate BSC successfully. From findings, KPI choice, top-down goal allocation, budgeting allocation have strong influences on upgrading business innovations. Those businesses like to considering adoption of BSC can benefit from the findings of the research.

A Study on Improvement of Feasibility Evaluation for Public Projects (공공사업 타당성 평가의 개선 방안에 관한 연구)

  • The feasibility evaluation of public projects has been carried out mainly in the economic analysis. However, items of political, technological and balanced regional development aspects are further evaluated by applying analytic hierarchy process, This paper suggests to analyzes preliminary feasibility study of construction and research & development project during the past three years and to verify correlation between B/C ratio and AHP weight. The result shows that the correlation between cost benefit ratio and the weight of the hierarchy is 0.744 in construction projects and 0.899 in research & development project. Namely, AHP weight be under the control of B/C ratio and is devoted to its role against expectation. Therefore it must be sufficiently discussed in various designs of studies to maximize the effects of AHP analysis.

  • The safety and health ledger system, which gives the responsibility of safety and health management for construction site workers to the construction project owner, was introduced as part of the overall revision of the Occupational Safety and Health Act. There is a need to explain the system's effectiveness in terms of economic feasibility to solve the execution problem of the system caused by low awareness and implementation rate. In this study, the economic effect of implementing the safety and health ledger system was analyzed using cost-benefit analysis based on the data discussed at the time of the introduction of the system. Results show that creating and managing the design safety and health ledger caused additional costs in implementing the system. As a result of comparing the cost of preparation and the direct and indirect benefits caused by the reduction of industrial accidents, the benefits were evaluated higher than the costs. Thus, it is thought that the safety and health ledger system reduces construction work accidents and generates economic effects.

  • The Bering Strait crossing would link the entirety of Eurasia to the entirety of the Americas, and it can be seen as a natural extension of the historical Silk Road. There are some immense geopolitical benefits to such a project. It would bring about a profound and lasting change to the global economic and political outlook. The most valued function of the Bering Strait crossing and the extension of the associated railroad network would be to release the massive natural resources trapped underneath the tundra and permafrost for the benefit of Russia and the world. Moreover, the railroad project(s) would also build development corridors in those underdeveloped parts of the Russian Federation. The development of the resources and their rapid transportation to the global markets would contribute not only to the overall development of the region but also would be valuable for the resource-poor countries of Northeast Asia such as Japan, Korea, and China (relative to its economic size). This paper will explore the possible impact(s) of the Bering Strait crossing as a formidable infrastructure project for the economic development of the Russian Far East (RFE) from the Russian perspective under the frame of geopolitics. Furthermore, it will equally scrutinize the implications for the adjacent countries in the region.

Economic Analysis of Zero Energy Building in South Korea - focusing on Cost-Benefit analysis considering Social Cost - (공사비 변화에 따른 제로에너지건축물 경제성 분석 - 사회적비용을 고려한 비용편익 분석을 중심으로 -)

  • With the increasing obligation to reduce greenhouse gas emissions to the building sector, the government has been gradually expanding its obligation to zero-energy buildings since 2020. Since the ZEB certification took effect in 2017, 48 preliminary and main certifications have been completed as of March 2019, and most of them are public buildings or even certified, but have earned Grade 5 of ZEB. This means that compared with the number of annual building permits registered in Korea, the figure is insignificant, and that it receives little if not mandatory. Therefore, this study investigated empirical cases of ZEB additional construction cost and conducted cost benefit analysis according to changes in ZEB additional construction cost based on a preliminary feasibility analysis project recently conducted by the KDI. In addition, considering the public buildings, the social costs were considered, and the cost-benefit analysis method was the same as the KDI's preliminary feasibility analysis method. The analysis shows that if the ratio of ZEB additional construction cost is more than 5 percent, it is analyzed that there is no economic feasibility, and considering that the ratio of additional construction cost in the cases of ZEB in Korea is 17 percent to 38 percent, it will not be easy to obtain ZEB certification in terms of cost. Finally, to narrow these differences in cost and economic aspects, the overseas low energy and ZEB incentive examples proposed measures such as the concept of subsidy payment in Illinois and the compensation of social costs to private ZEB.

A Study on the Evaluation Criteria for Feasibility Analysis of Apartment House Development Project (공동주택 개발사업 타당성 평가항목에 관한 연구)

  • When planning and promoting apartment house development project, it is very important to carry on profitability in planning stage through realistic evaluation and analysis about distributability. Especially, the analysis about project feasibility through forecasting the early distribute rate is crucial stage because it could evaluate overall expecting benefit and feasibility of the project. However, researches and studies related with forecasting profitability and distributabilty of construction development project are insufficient. Also there is a big gap of the standard for evaluating early distribute rate between government and individual corporations. So it is necessary to study about the evaluating early distribute rate. In this point, this study aims to present effective evaluating standard(criteria) which is for forecasting profitability and distribute rate through analyzing various factors and weight of apartment house development projects. This study compared and analyzed examples of the real initial rate of private apartment sale based on the government estimated standard. Among estimated index, omitted items and factors to be additionally considered are combined as 33 detail appraisal contents of 4 parts 9 items by allotting them based on the data about priority of all considered factors.
