Facilitating Health Promotion Programs at the Local Level: An Educational Approach (지방자치단체의 건강증진사업 활성화 방안 -교육적 접근을 중심으로-)

  • This paper will discuss about how we can foster educational support mechanisms to facilitate health promotion programs at the local level. Health promotion in Korea is in the early developmental stage; it has only been since the Health Promotion Act was legislated in 1995, the health promotion programs have been planned and implemented. In the context of the recent decentralization process, local health departments have a major responsibility for developing and implementing health promotion programs at the local level. The short history of health promotion in Korea has meant that local public health departments have limited experience and organizational capacity for health promotion planning & practice. The results of one survey for investigating the progress of health promotion at the local level are instructive. The survey demonstrated that the public health workers recognized that the lack of personnels, insufficient budget, the lack of policy & the organizational support, the lack of skill & knowledge to be effective health promotors, the lack of guidance for health promotion practice were major barriers to implementing health promotion programs at the local level. The object of this paper is to suggest some ways of overcoming barriers to implementing health promotion programs at the local level This paper emphasizes on the importance of educational supports as well as environmental supports - legislative, policy, organizational, economical - in building the organizational capacity and infrastructure of local health department for health promotion. It suggests some ways of providing educational supports to the public health workers at the local level. and supports the positions that educational opportunities for training in health promotion can be better provided to the public health workers at the provincial level rather than at the national level. It argues that the educational & training programs should be developed and based on the educational need assessment; that the application of the main educational principles & theoretical models for health promotion be used to develop educational programs for the public health workers; and that professional health organizations should make plans to provide more educational programs at their annual conferences or at other convenient times. These kinds of educational supports facilitate the ability of public health workers to improve their capacity for health promotion practice at the local level and help to alleviate some of the pressure on state resources.

  • As a sales volume of autonomous vehicle continually grows up, regulations on this new technology are being introduced around the world. For example, safety standards for the Level 3 automated driving system was promulgated in December 2019 by the Ministry of Land, Infrastructure and Transport of Korean government. In order to promote the development of autonomous vehicle technology and ensure its safety simultaneously, the regulations on the automated driving systems should be phased in to keep pace with technology progress and market expansion. However, according to SAE J3016, which is well known to classify the level of the autonomous vehicle technologies, the description for classification is rather abstract. Therefore it is necessary to describe the automated driving system in more detail in terms of the 'Level.' In this study, the functions and characteristics of automated driving system are carefully classified at each level based on the commentary in the Informal Working Group (IWG) of the UN WP29. In particular, regarding the Level 4, technical issues are characterized with respect to vehicle tasks, driver tasks, system performance and regulations. The important features of the autonomous vehicles to meet Level 4 are explored on the viewpoints of driver replacement, emergency response and connected driving performance.

Comparison Analysis on the Informatization Level between Construction CALS and Other Sectors (건설CALS의 정보화수준과 타 부문의 비교분석)

  • Ministry of Land, Transportation and Marine Affairs(MLTM) has implemented Construction CALS project for improving productivity of construction industry and for making construction project management efficient by responding to informatization and knowledge base society in 21st century. CALS has beeb applied successfully to projects form MLTM, however, the outcomes of Construction CALS hasn't been recognized. In addition, there is no way to find how high the level of Construction CALS is when it is compared with other SOC informatization projects. This study found out the informatiziation level of Construction CALS by using the evaluation index proposed in the former study, and by comparing with other sectors. The evaluation on the level was implemented in the three parts such as informatization infrastructure(network, hardware, standardization, data, informatization, informatization security), informatization utilization(information usage, IT performance), and informatization support(informatization goal, organization of informatization, informatization investment, informatization education), and then, this evaluation was compared with "Assessment for level of industry information system", "Assessment for level of small and midium sized industry information system", and "IICI(Informatizaion Index for the Construction Industry)". With the result from the comparison, this study produced superior factors and inferior factors for each sector. These results are expected to be useful for prioritizing budget allocation by finding out the informatization level of Construction CALS.

Long term monitoring of a cable stayed bridge using DuraMote

  • DuraMote is a remote sensing system developed for the "NIST TIP project: next generation SCADA for prevention and mitigation of water system infrastructure disaster". It is designed for supervisory control and data acquisition (SCADA) of ruptures in water pipes. Micro-electro mechanical (MEMS) accelerometers, which record the vibration of the pipe wall, are used detect the ruptures. However, the performance of Duramote cannot be verified directly on a water distribution system because it lacks an acceptable recordable level of ambient vibration. Instead, a long-span cable-stayed bridge is an ideal test-bed to validate the accuracy, the reliability, and the robustness of DuraMote because the bridge has an acceptable level of ambient vibration. The acceleration data recorded on the bridge were used to identify the modal properties of the structure and to verify the performance of DuraMote. During the test period, the bridge was subjected to heavy rain, wind, and a typhoon but the system demonstrates its robustness and durability.

  • This paper attempts to identify variables which affect Korean electronic commerce(EC) venture's strategies for the international market entry decision making. Especially in the perspective of quality management perspective, it is highly relevant question which factors are critical when the industry has high technology driven characteristics such as EC, product quality related factors or environmental factors. Technology competence, operational competence, local marketing competence, psychological barriers, domestic competition level, and local infrastructure level are included to generate the explaining model for international market entry decision. The result is that the higher technology competence and local marketing competence are the significant factors. The higher the perception in these factors, the higher the intention to enter the international market in EC industry. These factors play a pivotal role in determining to go abroad the foreign EC market. Our finding implies that the subjective confidence on quality of EC solution(technology competence) and venture's capability of maintaining it(local marketing competence) are the important factors, when EC ventures make the decisions to enter the foreign markets.

  • Due to the rise of Information & Communication Technology (ICT) adoption in many fields, it is necessary to diagnose the informatization situations of corporations in agriculture and give suggestions for improvement. For this goal, surveys were designed and conducted to understand the current informatization situations of agriculture corporations in Korea. The survey covers the plan for utilizing information technology, the establishment of infrastructure for information technology, IT application status, and its effect on their performance. The specific focus of our research is to segment the corporations by their type of industries and their level of sales and give differentiated managerial implications for each segment. This is because the type of informatization and information technology assistance they need highly depends on their industry type and sales level.   • Agricultural tourism is a new kind of industry, which combined agriculture with tourism. It not only has the productive function, but also has the function of improving the quality of ecological environment and supplying people with sightseeing, leisure, vacation. Agricultural tourism is a new kind of industry from the amalgamation of agriculture and tourism: it is based on farm work, characterized by agricultural management, combines agriculture and tourism, and includes the city as a market-place. It satisfies tourist demand with food, lodging, excursions, shopping and entertainment provided by agricultural places and agricultural products. After combining the substance of this study with the primary sources regarding the development of agricultural tourism, I suggest plans for the development of local agricultural tourism on the basis of sustainable tourism theory in case of the Inner Mongolia region. To conduct research, various data such as literature research and surveys are collected and analyzed. According to the result of the research, the Inner Mongolia region has great-wealthy resources for agricultural tourism. However, they have problems as well such as lack of funds, low infrastructure, low business-mind level, low management-mind, the scarcity of mid-supporting organizations for research and education, low awareness, and low service level of the agricultural tourism. In order to solve these problems, have to strengthen publicity, strengthen the county and city communication, educates continuously profession talented person, establish related laws and regulations, increase the integrity of infrastructure. As a developing industry, agricultural tourism is a new field of study which needs more encouraging research. The agricultural tourism of Inner Mongolia Autonomous Region has only just started development resulting in a limited amount of information available for this study. Future planned work entails a continuous in-depth study of Chinese agricultural tourism, considering Inner Mongolia Autonomous Region in particular.

The recognition prioritization of road environment for supporting autonomous vehicle (자율주행차량의 도로환경 인식기술 지원을 위한 우선순위 선정 방안)

  • The era of autonomous vehicles, which drive themselves and in whose operation the driver does not intervene, is fast approaching. The safety of autonomous vehicles can be guaranteed only if they recognize the road infrastructure. However, the road infrastructure consists of road safety facilities, traffic operation systems, and cross-sectional concerns, which include a variety of components, such as types, shapes, and sizes. Therefore, it is necessary to prioritize the road information. This study was conducted to select the priority with which the road infrastructure attributes should be acquired using the AHP (Analytical Hierarchy Process) method. The road infrastructure attributes were categorized into 2 levels, levels 1 and 2, which consisted of 3 and 26 types of attributes, respectively. As a result of the AHP analysis, it was found that the highest priorities of the road infrastructure are the road safety facilities, traffic operation systems and cross sectional concerns. Also, in level-2, the priorities of the safety barriers (road safety facilities), traffic signals (traffic operation systems), and the median (cross sectional) are the highest. Also, this study provides application examples of road infrastructure extraction with the Point Cloud. The results are expected to support the recognition of technology for autonomous vehicles.

  • Currently, the evaluation technology for the security systems of risk analysis level measurement is maintained by only the developed countries including U.S and U.K, and the evaluation technology and its infrastructure are insufficient for the evaluation technology of security threat analysis level measurement in Korea. Therefore this paper presents the development of the security control items and the evaluation tool(ISSPET) for the security level performance. It is expected to evaluate the security management level of the current system and its security environment through analyzing the security management level of security systems using ISSPET.
