Priority Aggregation for AHP Based on Experts Opinions (AHP 가중치 결정에서의 다수 전문가 의견종합 방법)

  • The Analytic Hierarchy Process (AHP) is widely used for evaluation of large projects. If a group of experts with different expertise are involved in a AHP decision, they need some way to aggregate their opinions. In this paper, we suggest a way to aggregate the experts' priorities in a given hierarchy using the concept of the Bayesian decision analysis. A criterion that can be used for screening out unreliable data is introduced, and it is used for priority aggregation. Some numerical results are shown to illustrate the procedure.

A Hidden Key to COVID-19 Management in Korea: Public Health Doctors

  • Public health doctors of Korea contributed significantly to massive coronavirus disease 2019 (COVID-19) testing. They were immediately dispatched to epicenters of the COVID-19 pandemic, and have run tests at screening centers, airport quarantines and hospitals. However, their expertise from in-field experience has been often neglected. It is time to reorganize public health doctor system to better prepare for future epidemics. Transforming and strengthening their roles as public health experts through systematic training is crucial.

  • The persons who realize e-Business should have capabilities of understanding in both information technology and business processes. It is expected that current education policies and systems could not meet needs of e-Business human resources in Korea. In this paper, we define and categorize human resources for e-Business as to application areas and expertise levels. An intensive field survey has been conducted. Based on the survey results, several strategic and practical alternatives are suggested for development of e-Business human resources in Korea.

Evaluation of Applicability of Webtoon Content for Visual Function Education and Consultation for the General Public (일반인을 위한 시각기능 교육 및 상담용 웹툰 콘텐츠의 적용 가능성 평가)

  • The author thought about how to explain visual functions in an easy-to-understand way to customers visiting the optical shops and provide easy customer consultation, and attempted to evaluate the usability and value of the educational webtoon for patient consultation by applying it to the optical shops's visitors. Survey study was conducted targeting 152 customers who visited optical shops A in Incheon from January to December 2023. In this study, consultation was conducted using educational webtoons to help the general public understand concepts that are difficult to understand, such as binocular vision function, the concept of heterophoria, prism lenses, and binocular balance. The areas of 'understanding', 'interest', 'usability', 'necessity', and 'expression of expertise' felt by the visitors who received counseling were scored and evaluated, and differences according to counseling method were evaluated using an independent sample t-test. Statistical verification was performed. When the optometrist only explained verbally, the score distribution was relatively low: 1.96 points for understanding, 2.06 points for interest, 2.96 points for usability, 4.20 points for necessity, and 3.19 points for expertise. When the optometrist provided explanations along with the book, understanding was 4.14 points, interest was 3.28 points, usability was 3.60 points, necessity was 4.17 points, and expertise was 3.55 points. When the optometrist explained with a webtoon, understanding was 4.57 points, interest was 4.96 points, usability was 4.18 points, necessity was 4.65 points, and expertise was 3.15 points. When explanations were given only verbally, all items showed the lowest scores, whereas consultations using webtoons showed 4 points or more (excellent) in all items except the 'expression of expertise' item. It is evaluated that actively using webtoons in various consultation situations that occur in optical shops will help increase customer interest and concentration.

A Study on Pricing Criteria of the Laboratory Safety Inspection and Diagnosis (연구실 점검 및 진단 대가기준에 관한 연구)

  • Laboratory inspection and diagnosis is a means of investigating and assessing various hazards or the state of research equipment in a laboratory, then taking appropriate safety measures to prevent accidents and injury. In many cases, laboratory inspection and diagnosis carried out by agencies are performed in a perfunctory manner that only barely satisfies the legal requirements. The aim of the present study is to provide clearly established pricing criteria for laboratory inspection and diagnosis, so as to prevent recurrence of laboratory accidents and to establish a safe laboratory environment. In order to clarify previously unclear matters, such as the lower limit for bids submitted by laboratory inspection and diagnosis agencies, technical manpower requirements, and number of laboratories inspected and diagnosed per day, a questionnaire survey was administered to agency personnel. First, when asked what the lower limit for bids submitted by agencies should be in order to improve reliability of inspection and diagnosis results and make up for the shortcomings of the lowest-bidder-wins system, 85.5% of respondents answered that the lower limit for bids should stand at no lower than 90% of the estimated price. The level of technical expertise among the technical personnel committed to laboratory inspection and diagnosis was shown to impact the reliability of results, and questionnaire results indicated a need to vary technical expertise levels depending on the degree of hazard, substances handled, and equipment used in a given laboratory. Level of technical expertise(67.1%) and number of personnel(52.6%) were shown to have a greater impact on reliability of diagnosis than on reliability of inspection. According to the results, it is determined that three persons(specialist, advanced and intermediate) should be committed to inspections, while four persons(professional, specialist, advanced and intermediate) should be committed to diagnoses. The respondents indicated a larger number of laboratories could be inspected than diagnosed per day. This can be attributed to differences in the amount of work each task involves, and the time each task takes. Assuming a six-hour work day not counting transportation, paperwork and rest, it is thought that inspection of up to 36 laboratories will be possible if each laboratory is assigned no more than 10 minutes(34.7%), while up to 24 laboratories could be inspected and diagnosed if each laboratory is assigned 15 to 20 minutes(35.1%).

  • This study was to identify the influence of knowledge acquisition on creativity in an organization. We selected the learning orientation among variables related to the acquisition of knowledge and analyzed the moderating effects of motivation in the mediating process of learning orientation, professional knowledge, creative thinking ability, and the relationship between them. To this end, a research model and hypothesis were established through literature studies, and 296 questionnaires were distributed and collected from Daegu and Gyeongbuk to test hypotheses. As a result of the verification through hierarchical regression analysis, it was confirmed that learning orientation has a positive effect on creative thinking skill, and expertise has a mediating effect. And in this mediation relationship, the moderating effect of motivation was confirmed. These findings are suggestive by checking the relationship between the elements in the expression of creativity in detail and identifying the influence of learning orientation. It will be able to provide guidelines for organizational management by explaining the process of creativity through the development of knowledge.

Factors Impacting the Work Efficiency and Stress of Case Managers with the Korea Worker's Compensation & Welfare Service (근로복지공단 사례관리자의 업무 효율 및 스트레스에 영향을 미치는 요인)

  • Objectives: The purpose of this study is to objectify the level of case management performance and the factors influencing performance, to improve the case management performance at the Korea Worker's Compensation & Welfare Service (KWCWS) on the basis of the recognition of the objective realities of case management by job coordinators at the KWCWS, to develop a model of case management fit for the KWCWS, and to provide a basis for establishing guidelines for standardized case management. Methods: A total of 156 questionnaires were distributed to job coordinators at the KWCWS's headquarters, six regional headquarters, and 55 branches. One hundred forty-one questionnaires were collected and 126 were analyzed statistically using SPSS 21.0. Factor analysis and reliability analysis were conducted to verify the validity and reliability of the main measurement items in the research model. Frequency analysis was conducted for general characteristics of survey subjects. Frequency analysis or descriptive statistics were conducted to identify the level of independent variables (case manager's individual variables, job variables, institutional and organizational variables). Dependent variables (case management performance) and the degree of correlation were analyzed through correlation analysis between research variables. Multiple regression analysis and hierarchical regression analysis were conducted to examine the effect of independent variables on case management performance. Results: The results of the study showed that the level of overall performance in the five stages of case management was ordinary, with an average level of 3.45 on a 5-point scale. Levels of performance by step were institutional approach and intake (3.69), assessment (3.63), goal setting and intervention planning (3.46), implementation of intervention plan (3.32), and evaluation and termination (3.20), in that order. The explanatory power of case management performance (overall) by case managers with the KWCWS was case manager's institutional and organizational variables, job variables, and individual variables, in that order. At each stage of case management, the explanatory power of a case manager's institutional and organizational variables was found to be the greatest. The model changes at each stage of case management assume similar aspects statistically. In hierarchical regression analysis, it was institutional support that had a significant effect on case management performance (overall), and institutional support had the greatest effect. The results of multiple regression analysis in which all variables are input simultaneously showed that institutional support and expertise as well as self-efficacy had a positive effect. However, case management work experience, expertise (technology), and autonomy were found to have a negative effect during the stage of case management performance. Conclusions: As a result of the study, it was confirmed that raising the case manager's expertise and support from the institution and organization are important factors to improve the level of case management performance. The research also derived practical ways of reinforcement of case manager capacity, institutional and organizational support, operation of rehabilitation-case management teams, and occupational health-related aspects.

  • Interests on collaborative research and academic relationship among researchers have been increased. Collaborative researchers can maximize productivity, time and cost savings, and reduce the risk of research. An empirical study on the research productivity of co-authors' network and review efficiency of the reviewer network was conducted based on co-author networks and reviewer networks in Korea Society of IT Service. This study aims to find the characteristics of the co-author and reviewer networks, and to analyze research productivity and review efficiency in order to draw some implications. The meaning of interactions among professional groups was analyzed. Research productivity index was calculated using 728 authors' papers submitted to the society. In order to verify the effects of indicators of social network analysis on research productivity and review efficiency, correlation and regression analyses were used. As a result, the indicators of network centrality did not affect the review efficiency, but affect the research productivity.

  • This research has its objective in searching for a management plan that is stronger than existing plan for the regional development project in time for the execution of "Regulations on Regional Development and Support". Accordingly, the following plans for improvement are suggested to make improvements in lack of regional development projects management awareness; absence of integrated management system; and lack of reliability in project management information. Firstly, the management of regional development project needs to be operated as a system for project evaluation management based on related legislations. Secondly, various information of regional development project should construct a database, which becomes an information system that can be utilized by the central government and regional governing organizations. Third, to promote efficiency in regional development project management and expertise, it is necessary to prepare a project management system utilizing professional outsourcing organizations and such. Lastly, it is necessary to improve the work environment to enhance the expertise and the responsibilities of those government officials in charge of the project.

Effects of the KMS Adoption Factor and the Compensation Factor on the Business Performance of Public Organization (공공분야의 지식관리 시스템 도입요인과 보상요인이 성과에 미치는 영향)

  • In this research, we analyzed empirically whether the valuation and compensation factor being moderating variable played the role of adjuster between KMS adoption factor(organizational factor, knowledge Informational factor, user factor) and business performance. The results of this research are as follows. First, The valuation and compensation factor affects the usage of KMS in case of organization's flexibility, trust, suitability of knowledge, degree of functional provision and perceived benefit. But it does not affect the usage of KMS in case of easiness of usage and user expertise. Second, The valuation and compensation factor affects the user's satisfaction of KMS in case of organization's flexibility, trust, degree of functional provision and user expertise. But it does not affect the user's satisfaction of KMS in case of suitability of knowledge, easiness of usage and perceived benefit.
