기술혁신과 정보통신 자본의 역할

  • 본 연구는 1980년부터 2000년 동안 9개 산업에서 정보통신 관련 자본(IT Capital Stock)을 이용하여, 해당 산업의 기술혁신에 기여도를 분석하였다. 순차적 분석방법에 따른 결과는 기술혁신을 나타내는 대리변수인 총요소생산성과 정보통신자본량이 단위근을 갖는 것으로 나타났으며, 두 변수사이에 장기적인 공분산 관계가 성립하였다. 정보통신자본이 기술혁신에 기여도를 분석한 결과는 사용하는 계량 추정량에 따라 정보통신자본의 1단위증가는 0.19에서 0.07까지 기술혁신에 기여하는 것으로 나타났다. 따라서 우리나라의 경우 정보통신자본의 Solow(1989)의 "생산성 역설"가설은 장기적 패널자료를 사용하여 분석한 결과는 정보통신자본의 Solow(1989)의 "생산성 역설"가설을 뒷받침하지 않는 것으로 나타났다.을 뒷받침하지 않는 것으로 나타났다.

The Role of Information Communication Capital Stock to the increase of Productivity (정보통신자본의 생산성증가에 관한 고찰)

  • This Study is to show the impact of IT capital stock accumulation on the total factor productivity in 9 industries during 1980 through 2000. We construct the If capital stock using input and output table provided by Bank of Korea (2000). Using sequence testing methodologies, we investigate the nonstationary characteristics of the relevant data and test the cointegration relationship between total factor productivity and IT capital stock. Over the past two decades, IT capital stock contributed between 0.19 to 0.07 percentage point per IT capital stock on total factor productivity. Our empirical results, therefore, do not support Solow's IT paradox in using the long period panel data case in Korea.

Industrial Economic Growth and IT Investment: Is Economic Growth an Effect of IT Investment, or a Determinant of Decision-making for IT Investment (산업의 경제 성장과 IT 투자: 경제 성장은 IT 투자의 효과인가, 아니면 IT 투자 결정의 요인인가?)

  • Most studies based on production function theory have concluded that economic growth is a result of information technology (IT) capital use. However, some studies have indicated that economic growth is a determinant of IT investment. To determine if these results also hold at the industry level, we use the Granger causality test to analyze bidirectional causality with industry-level data for 1977~2007 from the United States. The results generally reveal that IT investment causes economic growth in many industries under the concept of Granger causality, that economic growth causes IT investment in some industries, and that IT investment is not associated with economic growth in some industries. In the country-level time-series data made by summing up the IT capital and gross output for each industry, the results do not show any causality between IT investment and economic growth. However, they show bi-directional causality between IT investment and economic growth in the panel data. These results may be a source of IT productivity paradox.

  • This study derived a reverse engineering procedure for verifying the design identity of original parts and developed parts for PMA(Parts Manufacturer Approval) and STC(Supplemental Type Certificate) of metal brake pads for transport aircraft, which are critical parts among aircraft parts and equipment. In Korea, the regulations for reverse engineering procedures are regulated by the Parts Manufacturer Approval Guidelines, and in the United States, AC No. 21. 303-4. In the reverse engineering for the brake pad, the detailed procedures for each component were determined by selecting verification test items to confirm identity based on sample quantity, dimensional tolerance, mechanical property measurement, material, weight and volume characteristics for each component. In addition, as a result of analyzing the regulation of Korea and United States, in the case of Korea, it is necessary to establish technical standards for braking systems for transport aircraft and regulations related to flight tests.

  • 본 연구는 국내 제조업체를 대상으로 하여, 공급업체 선택기준 요인으로서 원가 요인과 유연성 요인의 적합성을 검증하고, 그들이 공급사슬 성과에 유의한 영향을 미치는가를 확인하는 것을 첫 번째 목표로 한다. 나아가 IT 중 POS, EDI, ERP의 기술들이 그 과정에서 조정적(moderate) 효과를 나타내는가를 실증적으로 검증하고자 한다. 전국에 소재한 제조업체를 표본조사하고 조정적 회귀분석의 방법에 의하여 검증한 결과, 유연성 요인은 공급사슬 성과에 유의한 영향을 미치고 있으며, IT 기술들의 조정효과는 매우 낮은 것으로 나타났다. 이러한 결과는 IT 투자의 '생산성 역설'과 관련이 있는 것으로 볼 수 있다.

  • IT성과는 정보시스템 구축 가동 후 상당기간이 경과되어야 제대로 나타나는 경우가 일반적이며, 아무리 근거리의 성과지표에 의한다 하더라도 단기적으로는 여전히 조직 내외의 다른 영향요인들에 의해 상쇄 효과(Smooting Effect)가 나타날 수 있다. 특히 IT 성과를 사후적으로 평가하고자 하는 방법론에서 시차를 고려하지 않고서는 정확한 IT 성과를 측정하기 어렵다. 본 연구에서는 정보화 성과평가에 있어 시차적 특성을 어떻게 효과적으로 분석할 수 있는지에 대해 알아보고자 한다. 이를 위해 시차의 개념이 도입된 정보화 성과평가 방법론을 토대로 성과평가를 실시한 공공 기관의 정보시스템 6개를 대상으로 시차분석에 대한 사례연구를 실시하였다.

Managing Data Set in Administrative Information Systems as Records (행정정보 데이터세트의 기록관리 방안)

  • Records management professionals and scholars have emphasized the necessity of managing data set in administrative information systems as records, but it has not been practiced in the actual field. Applying paper-based records management standards and guidelines to data set management proved to be a difficult task because of technology-dependent characteristics, vast scale, and various operating environments. Therefore, the data set requires a management system that can accommodate the inherent characteristics of records and can be practically applied. This study developed and presented data set management methods and procedures based on the analysis of data set in public administrative information systems operating in public institutions.

  • The purpose of this study is to examine the ethnic phenomenon in the multi-layered context, based upon data collected from my fieldwork in Asella Town, Ethiopia. The town has experienced few ethnic conflicts at the collective level because of ecological conditions, the numerical balance between the two major ethnic groups-i.e., the Oromo and the Amhara-, frequent ethnic intermarriages as well as effects of a unique sociocultural practice of 'breast-feeding.' However, despite positive influences of such a practice, the local community has continuously witnessed discrimination and threats by the dominant ethnic group. Most of my informants feel that ethnic intermarriage contributes to: (i) enforcement of bonds among both ethic groups and community members, (ii) acquisition of different ethnic cultures, (iii) cultivation of the spirit of tolerance among people, and (iv) production of the superior second generation that has hybrid/multiple ethnic identities. However, some informants harbor negative attitudes towards ethnic intermarriage because they perceive it as a selfish choice of two parties and damages ethnic identity. Most informants consider ongoing Oromonization as natural, whereas others insist that it should be understood in the context of coercion, superficiality and survival strategy.

Archival Science and Constitutional Point of View (헌법적 관점의 기록학)

  • Record & archives management is at the heart of archival science. We must be faithful to record & archives management. However, isn't there a paradox that arises the more faithful we are to record & archives management? The paradox is that 'being a responsible manager and efficiently managing records' is rather reduces the interest in the social existence of humans who create and use such records. Why do humans produce and use records? It may be because human beings have been living with the concept of records. The concept is 'the same as the design of thoughts'. There is no need to doubt this direction because as record & archives management develops, more valuable records are preserved more systematically, and they are been served with wider scope and appropriateness. However, if we observe this situation from a human point of view rather than record & archives management, we find that humans appearing in record & archives management are limited to the object of using records. If humans are perceived differently based on the hypothesis of reviewing from the ground up, we can encounter a unique context about the relationship between humans and records or between records and humans. If it reaches the norm that human beings have dignity that cannot be transferred to anyone, have the right to pursue happiness, and must live by enjoying freedom, equality, and social basic rights, in short, if human beings are recognized from a constitutional point of view, we can newly recognize the social role and direction of records. The constitution and international human rights norms document basic human rights as the final norm and clarify that it is the duty of the state to guarantee and practice them. The social role of records from a constitutional point of view is the practice of records that proliferate basic human rights. The practice of archiving, which multiplies basic human rights, may also be a civic consciousness required of experts, but on the other hand, it can be a professional way for archival studies. If record management is a two-lane round trip, it can be said that the interaction between record management and record practice, which multiplies basic human rights, is a pioneering four-lane round trip. This article examines the practice of archiving, which has been developed in and out of record & archives management, by clearly grasping the constitutional perspective from the perspective of archival studies, and examines the social role of archival studies in this context. The social role of archival studies is to provide new linguistic rules for archiving.

Contract Farming Through a Cooperative to Boost Agricultural Sector Restructuring: Evidence from a Rural Commune in Central Vietnam (베트남 농업구조개혁과 협동조합의 계약영농: 중부베트남의 농촌을 사례로)

  • The Vietnamese government has proposed contract farming through a new type of cooperative as an institutional innovation which aims to restructure the agricultural sector. However, policy changes often impact farmers, who bear the primary effects of the transition process. Understanding households' strategies for land use and livelihood is crucial for policymaking in the agricultural development field. This study was conducted in the rural Binh Dao commune in Central Vietnam. We analyzed household members' labor force changes and their livelihood behaviors after their participation in a contract farming scheme using qualitative analysis methods combined with geographic information system (GIS) support, based on secondary data and in-depth interviews of 190 farmers. Simultaneously, we created a digital map of the cooperative's production area to investigate changes in land use and production activities. The findings show that contract farming shaped the vertical coordination of the value chain from the farmers to the cooperative and agricultural product trading companies. Subsequently, it encouraged land use and labor efficiency due to mechanical support. In addition, it also increased productivity and protected farmers from market risks. However, despite its positive effects on agricultural productivity in this case, the contract farming scheme could not achieve the restructuring of the rural labor force toward non-agricultural sectors. Ironically, farmers in the Binh Dao commune tended to increase cultivable land during the agricultural restructuring program, rather than switching their labor forces to non-agricultural sectors. The lack of stable non-farming job opportunities in rural Vietnam results in challenges to the efficiency of agricultural restructuring programs. Consequently, farmers in the Binh Dao commune are still smallholder farmers, depending on the family labor force.
