Researches on the business value of IT and ICT in the past has been focused on static content researches such as study of IT ICT itself and study of the relationship between IT ICT and performance. In recent years, however, the need for discussions on the "process of IT and ICT making economic value (performance) difference between companies" is growing. In particular, there is a need for an framework to analyze the process of qualitative change (progress, evolution, improvement) of IT and ICT affecting the competitive advantage. In this paper, we present a framework for analyzing the process of creating competitive advantage by IT ICT and show the structure of how IT and ICT resources lead to the creation of competitive advantage. In order to achieve these objectives, this paper proposes a framework for the process of creating competitive advantage by linking IT and ICT related resources, value activities, value chains, and business processes.

President Park Geun-hye Administration has established the Ministry of Science, ICT and Future Planning (MSIP) to build a creative economy using Information and Communication Technology (ICT). July 2, 2013, The National Assembly has legislated the special act on the ICT promotion and convergence so called special ICT Act. This special ICT Act has reduced the legal basis through legislative process and departmental agreement. Therefore many experts worried that since the MSIP's key functions and roles are being reduced, there will be a limit to the MSIP's endeavor for the advancement of science technology and the ICT promotion and convergence. The establishment of the Agency, together with the formation of 'IT Strategy Committee', is considered to be one of the core items of the Special Act on ICT. MSIP originally planned to integrate the ICT R&D functions scattered across many governmental organizations, including Korea Communications Agency (KCA), KEIT and Korea Creative Contents Agency (KOCCA), into the Agency to separate the national ICT R&D from private R&D and streamline the process of 'discovery-selection-evaluation-commercialization'. The analytical results in this study are supposed to the establishment of efficient ICT governance systems as the practical strategies to actively cope with the changes of ICT convergence environment. It is also expected to the revision on the special ICT Act in the ICT budget and governance. Therefore, MSIP should cover research and development (R&D) as well as major ICT promotion functions to a creative economy.

본 연구는 생태계 중심으로 변화하는 ICT 산업 환경 하에서 국내 ICT 기업들이 생태계 경쟁력을 갖기 위해 필요한 정책을 제안한다. 이를 위해 본 연구에서는 ICT 사용자들의 특성 및 소비 트렌드 변화를 분석하고, 비즈니스 생태계 이론을 바탕으로 글로벌 ICT 기업인 애플과 구글의 생태계 추진 전략을 살펴보았다. 또한, 국내 ICT 산업의 문제점을 살펴보고 해외 ICT 정책을 분석하여 국내 기업들이 생태계 경쟁력을 강화하기 위해 필요한 정책 방향을 스마트한 생태계 조성, 전략적인 생태계 육성, 그리고 지속가능한 생태계의 3단계로 구분하여 제안하였다. 본 연구의 결과는 ICT 생태계 조성을 지원하기 위한 정부 정책 수립에 유용한 지침과 시사점을 제공할 것이다.

In several industries, including the agriculture industry, information and communication technology (ICT) expenditure has been gradually increasing. This study explores the ICT investment of Korean agricultural corporations, and examines the effect of ICT investment on their profitability using an IT portfolio framework. As the organizational capabilities and environment in which ICT is used is critical in examining its impact, the IT-savvy level is used as a moderator. An increase in ICT investment size results in a significantly positive effect on profitability in organizations with higher IT-savvy levels, whereas there is no effect in organizations with lower IT-savvy levels. This study shows the necessity of understanding the structure of ICT investments in the agriculture industry, and suggests the importance of organizational capabilities and environment in making best use of ICT.

유비쿼터스 컴퓨팅 네트워크와 함께 IT 및 ICT 융합 서비스 개발을 통하여 미래 신성장 동력을 발굴하기 위한 정부, 기업 및 학계에서의 관심이 높다. 본 논문에서는 2000년 중반 이후 ICT 융합 키워드에 대한 트렌드 분석을 통하여 일반인들의 이해와 관심도를 측정하고 효율적인 정책 추진 방안을 제시한다. 이를 위하여 융합의 개념과 발전 단계를 짚어보며, 한국정보통신기술협회에서 선정한 ICT융합 서비스들에 대한 검색어를 분석한다. 융합 서비스를 스마트 홈 워크 교통, Health ICT, RFID USN, M2M IoT, e-Navigation, 지능형 로봇으로 분류하여 키워드 트렌드를 분석한 결과, 시간의 흐름에 따라 관심도가 바뀐 서비스와 일정하게 유지되는 서비스들을 알 수 있으며 M2M IoT, 원격진료, 스마트워크, 지능형 로봇 등과 같이 최근에 검색 트렌드가 높은 서비스들과 가전 로봇, Health ICT, 스마트 교통 등과 같은 새로운 개념의 서비스들을 구분할 수 있다. 효율적인 ICT 융합 서비스를 제공하기 위해서는 최신 정보기술의 개발, 표준화 문제, 법 제도 규정의 정비 및 정책 지원과 함께 수요자들의 원하는 맞춤형 ICT 융합 서비스 발굴이 요구된다.

본 연구는 지식기반사회의 필수적 요소인 ICT가 초 중등교육에 있어서 단순한 도구적 위치가 아닌 초 중등 교육과정 전체 체계 속에서 위상과 역할이 재정비되어야 한다는 관점에서 교육과정과 ICT를 통합하는 방안을 탐색하였다. 우선적으로 현행 교육과정에 ICT가 어떻게 수용되어 있는지를 살펴보았다. 그 결과 현행 7차 교육과정 개정의 의도와 배경에는 지식기반사회의 관점을 포함하고 있으나 실질적인 교육과정 총론의 구성에는 반영하지 못하고 있는 것으로 파악되었다. 이와 함께 교육과정과 ICT 통합의 의미를 짚어보고, 그 원리를 ICT가 교육과정 구성 변인으로서 갖는 역할에서 찾아보았다. 마지막으로 ICT를 통합할 때에 현행 교육과정이 어떻게 변화해야 할지를 ICT 통합적 관점에서 유형화하여 제시하였다.

21세기를 맞아 컴퓨터와 정보 통신 기술의 발달로 사회는 빠르게 변화하고 있으며, 기하급수적으로 증가하는 인터넷의 사용은 교수 학습의 패러다임을 변화시키고 있다. 따라서 새로운 정보통신기술을 이용한 학교 교육 현장 및 교육방법의 변화는 불가피한 것이 되었다. 21세기의 지식정보사회에 주역으로 살아갈 학생들에게 최첨단 매체를 이용하여 폭발적으로 증가하는 정보를 효과적으로 수용할 수 있도록 하기 위해서는 정보 소양 교육뿐만 아니라 활용 교육, 더 나아가 평생학습 사회 실현을 위한 정보화 조기 교육이 무엇보다 절실히 필요하다. 이에 본 연구에서는 ICT 활용 교육의 가장 중심에 있으면서 ICT 활용 교육을 주도해 나가는데 가장 앞장서야 할 초등학교 교사들의 ICT 활용 능력에 대해 좀 더 구체적으로 파악해 보고 ICT 활용 교육의 실태와 문제점을 알아봄으로써 ICT 활용 교육의 개선 방안을 제시한다.

This study analyzed the policy dilemma for ICT SMEs venture companies that changed after COVID-19 based on the results of the cognitive map analysis for ICT SMEs venture policies. First, as a result of analyzing the cognitive map of ICT SMEs venture companies that have changed since COVID-19, ICT venture companies are expanding support for ICT venture companies due to the threat of COVID-19. However, in order to convert COVID-19 into an opportunity factor, it also shows a policy direction to achieve innovative growth by creating a new market through non-face-to-face industry revitalization based on digital transformation (digital new deal). As a result of the study, the policy measures of supporting DNA-centered convergence innovation technology, digital transformation (digital new deal), fostering ICT startups (K-Global project), and expanding support for ICT SMEs did not have a policy dilemma. However, although many support has been expanded for ICT SMEs due to COVID-19, it is difficult to find and foster ICT start-up companies, and globalization problems are occurring due to the decrease in exports to COVID-19, making it difficult to create new markets. There is a negative (-) perception of causality that ICT SMEs venture companies may face risks as jobs decrease and innovative growth cannot be led to the revitalization of the non-face-to-face industry. Therefore, it was found that both the flow of causal relationship between the expansion of support for ICT SMEs and the high growth of ICT SMEs is not + and has a policy dilemma in part.

컴퓨터 및 정보통신 기술의 발달은 의류산업 현장 시스템에 많은 변화를 가져왔으며 교육현장에서도 양질의 의상디자인 전문 인력을 양성하기 위하여 컴퓨터를 활용한 다양한 교과가 개설되어있는 실정이다. 그러나 학습자의 ICT소양의 부족으로 인하여 교육내용 중 상당부분을 ICT교육에 할애해야 한다. 이는 초 중등 교육과정 및 대학의 교양교육과정에서 ICT교육이 제대로 이루어 지지 않았기 때문이다. 본 연구는 급변하는 산업 환경과 그에 따른 교육환경에서 의상디자인 전문 교육과정을 이수하기 위하여 학습자가 갖추어야 할 ICT소양능력을 규정하고, 그러한 ICT소양능력이 갖추어졌다는 전제하에 정보화 사회에 적합한 ICT를 활용한 의상디자인 교육과정을 설계하였다.

최근 국내 교육계의 최대 관심인 ICT 활용 교육은 활용 측면이 지나치게 강조되고 있고, ICT 활용 교육에 대한 연구도 실용적인 측면만이 부각됨에 따라 기능적인 활용으로 치우칠 수 있다는 우려를 낳고 있다. 본 연구는 이에 대한 대안으로서 ICT 활용을 이론적 차원에서 모색하여 효율적인 ICT 활용을 위한 구체적인 전략을 마련하고자 하였다. 먼저, 효율적 ICT 활용의 개념을 정의하였고, 전략 도출을 위한 기초 준거로 인간의 고등 사고를 설정하여 비판적 사고를 포함한 Iowa 교육부의 통합 사고 모형을 분석하였다. 이를 통해 효율적 ICT 활용을 위한 종합적 사고를 범주화하였다. 또한, 효율적 활용을 위한 ICT를 소프트웨어, 하드웨어, 활용 기술 영역으로 분류하여 각각의 개념과 상호 관계를 살펴보았다. 이렇게 분류한 ICT의 각 영역과 종합적 사고 범주와의 관련성을 규명하기 위해 '사고 영역과 ICT 영역간의 관련성 결정 준거'를 논의하였고, 이를 구체화한 'ICT-EUS 도출을 위한 분석 매트릭스'를 설정하여, 도출 과정의 타당성과 도출 결과의 명확성을 확보하고자 하였다. 이와 같은 과정을 통해 최종적으로 ICT의 영역 중 학습 자원, 학습 도구, 학습자, 탐색, 의사소통, 생산, 표현에 대한 ICT-EUS(Efficient-Use Strategy of ICT; 효율적 ICT 활용 전략)를 도출하였다. ICT-EUS는 ICT의 단순한 활용을 넘어서 학습 자원, 도구, 활용 기술 등에 대한 인지적 해석을 통해 학습 목표 달성의 효율성과 효과성을 제고할 수 있는 가능성을 제공할 수 있을 것으로 기대한다.
