  • 우리나라 경제 구조는 대부분의 수익이 반도체등 몇 가지 제품에 한정되어 있으며 이들 제품들은 이미 성숙기에 접어들고 있어 성장성을 기대하기 어려운 실정이다. 따라서 다양화하는 시장 수요에 대응하고, 첨단 기술을 개발하기 위해서는 창조성과 시장 변화에 유연한 벤처 비즈니스가 요구된다. 본 연구에서는 벤처비지니스중 통신산업분야의 품질시스템에 대하여 W사 사례연구를 통한 효율적이고 효과적인 구축방안을 제안하고자 한다. W사 ISO9001 품질시스템 요건 및 업무분장에 따른 문서와 기록을 기초로 CSU, ADSL, 광전송장비, HDSL, FDSU, T3 DSU등의 첨단 통신제품들을 품질시스템 유형별로 자체생산제품, 제휴판매제품, 도입판매제품으로 분류하고, 제품 특성별로 비교 분석하여 제품별 유연한 품질시스템 구축방안을 제시하고자 한다.

A cluster analysis of the audit result on quality management system in architectural design and engineering firms (설계 및 엔지니어링분야의 품질경영시스템 심사결과에 대한 유형분석)

  • ISO 9001, the quality management system issued by the International Organization for Standardization, is being used by architectural design and engineering firms in order to strengthen the capability of business activities through the implementation of the international and advanced quality management systems. However, there have been significant problems in stable implementation and settlement of ISO 9001 in construction industry, which seem to be caused by key employees' lack of proper recognition and comprehension. The purpose of this research, accordingly, is to find and analyze nonconformity results which were found when the third party registrars audited the conformity of companies' quality management systems for ISO 9001 certification especially in architectural design and engineering firms. For this purpose this research was conducted by a cluster analysis of 647 audit reports out of representative 15 architectural design and engineering firms that have been audited periodically from 1997 to 2003 by the third party registrars. The analysis showed that the most frequent problems were generated in the areas of $\ulcorner$Design and Development$\lrcorner$ , $\ulcorner$production and Service Provision$\lrcorner$ , and $\ulcorner$General requirements$\lrcorner$ of the quality management system. The following, the areas of $\ulcorner$Monitoring and Measurement$\lrcorner$ and $\ulcorner$purchasing$\lrcorner$ were also analyzed as main factors which caused frequent nonconformity results. This research also shows that the corrective actions for nonconformity results are closely connected with the whole management activities in architectural design and engineering firms. Consequently, corrective actions for disposition of nonconformities should be implemented more specifically in order to settle and activate the quality management systems in architectural design and engineering firms.

  • A prerequisite for improving the quality of a product is to enhance the quality of its parts supplied from outsourced enterprises. An enterprise certified by ISO 9001 Quality Management System is expected to develop their effective quality assurance system and maintain it through continuous control and improvement, thereby ensuring the good quality of products that they produce. However, it is reported that small and medium-sized enterprises certified by ISO 9001 have difficulty establishing an effective quality assurance system. This study aims to propose a new method of improving a quality assurance system that can be more effective in small and medium-sized enterprises. This study collectively considered requirements specified in several international standards on quality system and the results of expert group brainstorming to identify evaluation areas and items for assessing a quality assurance system. Based on these evaluation areas and items, a set of checklists for diagnosing and improving a quality assurance system was developed. In order to demonstrate the usefulness of the proposed method, this study applied it to ten small and medium-sized enterprises and could identify four approaches for improving their current quality assurance system. The presented improvement method, which consists of establishment of quality goals and quality innovation plan, defective products corrective activities, 4M and design change process, improvement of customer quality information management, is expected to be utilized as a useful tool for the enhancement of the quality assurance system of small and medium-sized enterprises.

An Empirical Study on the Effect of International Standards Management System Integration on Business Performance - Focused on Quality, Environment and Health & safety management system- (국제표준 경영시스템 통합이 경영성과에 미치는 영향에 대한 실증적 연구 - 품질, 환경 및 안전·보건 경영시스템 중심으로 -)

  • Purpose: This paper studied about the integration for management system of representative international standard related to sustainable development. The well-known International standards such as ISO 9001, ISO 14001 and OHSAS 18001 (ISO 45001) can be operated in accordance with the organizational situation individually, or in a variety of ways of integration. It can be applied to help organizations utilizing the newly established "ISO IEC Directive Part1 Annex SL", when integrating quality, environmental and safety & health management systems based on international standards. Methods: We conducted an empirical survey of management executives and experts to study how three factors (management systems, organizational capabilities and integration methods) could affect business performance. Results: The questionnaire was analyzed using AMOS structural equation model. Quality, environmental and safety and health management systems affected management performance, and integration methods of management system affected business efficiency, risk performance and financial performance. Integration method is also important because organizational competence affects various aspects of integrated management. However, factors that affect integration should also be considered in terms of organizational capabilities. This is because organizational capacity influences the integration plan. Conclusion: To integrate the document system at the strategic level, management should actively participate in integrated operations to integrate organizations, eliminate duplicate tasks, and foster document integration experts to reflect the characteristics of individual standard. In the case of document integration, quality management is focusing, but once ISO 45001 is issued, the use of Annex SL is increasing, and Quality, environment and safety & health integration will also be expanded. It is possible to increase the effect of integration by strategically approaching and establishing organization document system rather than simple integration according to management system standard arrangement.

Impact of quality management system process implementation on differentiated competitive advantage and management performance: the moderating effect of company size (창업기업의 품질경영시스템 프로세스 실행이 차별화 경쟁우위 및 경영성과에 미치는 영향: 기업 규모의 조절효과)

  • The purpose of this study is to identify the effect of the start-ups' quality management system implementation on differentiated competitive advantage and management performance, and to verify the effect of the moderating effect of company size between the quality management system implementation and differentiated competitive advantage. A questionnaire was conducted for start-ups and 259 samples were analyzed using SmartPLS 2.0. First, it was found that leadership, planning, support, operation, performance evaluation, and improvement have a positive effect on differentiated competitive advantage, and contexts of organization does not have a positive effect. Second, differentiated competitive advantage has a positive effect on financial and non-financial performance. Third, company size has a moderating effect in the relationship between leadership, support, operation, improvement and competitive advantage. The results of the study can be interpreted that the quality management system improves the quality of start-ups and has a positive effect on management performance. In addition, it implies that the organizational situation and the size of the company should be considered when implementing the quality management system.

Adoption and Efficacy of ISO 15189 in Medical Laboratories for Diagnostic and Research (메디컬시험기관에서 ISO 15189 도입의 필요성과 시행의 효용성)

  • The requirements for medical laboratories ISO 15189 is examined in organization and a quality management system, stressing the importance of evidence, document control, and control of records and clinical material. Medical services are provided from the areas of resource management, and pre-examination, examination and post-examination processes. The main goal of ISO 15189 accreditation is to improve the quality of laboratory services provided for patients and clinical users not only through compliance with consensually developed and harmonized requirements but also by adopting the philosophy of continual improvement using the Plan-Do-Check-Act cycle. Laboratory quality should be evaluated and improved in all steps of the testing process as the state-of-the art indicates that the pre- and post-analytical phases are more vulnerable to errors than the intra-analytical phase. The Korea Laboratory Accreditation Scheme (KOLAS), a national accreditation body, provides medical laboratory accreditations for appropriate approaches to evaluating the competence of a medical laboratory in providing effective services to its customers and clinical users. Adoption of ISO 15189 in 2010s as a government policy has been delayed, and only 5 laboratories have been accredited to date in Korea. The medical laboratories should seek the adoption of ISO 15189 with a positive attitude for quality improvement and strengthening of international competitiveness.

Systematic Approaches to Develop and Improve the Standard Processes of an R&D Organization (연구개발 조직의 표준 프로세스 개발 및 지속적인 개선을 위한 체계적인 접근방법)

  • In today's R&D environment, as the complexity of IT systems increases and the expected quality level for R&D outcomes enlarges, it has been critical issues for us to effectively define and improve the R&D standard processes tailored for our organization and projects. To meet this needs, we defined the R&D standard processes based on the international standards for systems and software engineering and our existing traditional work methods, and then applied them of our ongoing projects. Now, we are improving our defined R&D standard processes continuously by monitoring of the processes and products and through the feedback of the application results. In this paper, we introduce the R&D standard process model developed by our organization (E research Institute in Korea) and the requirements and approaches used for their development and improvement. We compare our defined R&D standard processes with ISO/IEC 15288 which is the international standards for systems engineering and summarize the lessons learned through their development and improvement.

A Study on Certification Activities on Aerospace Quality Management System (항공 품질경영시스템 인증활동에 관한 연구)

  • The AS9100 aerospace standard has become the aerospace quality management system standard instead of ISO9001 and MIL-Q-9858A by international aerospace manufacturing companies. The organization which adopts AS9100 standard is to be certified by an independent third party certification body as IAQG requests. The quality management system certification assessor shall utilize the AS9101 standard prepared by IAQG to assess AS9100 organization. In this paper, AS9101 quality system questionnaire is analyzed and scoring method which characterizes AS9101 is reviewed. Score attained can be utilized as an organizational quality index. Practical data gathered by certified assessors from 2002 to 2007 are analyzed and suggested to improve the organization's system operational efficiency based on the analysis results. Suggestions can be utilized by any organization to prepare assessment or to enhance the level of quality system maturity. This study is applicable to the future as well as present aerospace manufacturing activities throughout the world.

  • This paper aims to explore effective ways to improve inspection service and develop customer-centered inspection administration, by carrying out a case study on the K Society of Ship Inspection. The methods applied for this research project are as follows, 1) sector-based examination of the existence of the ISO 9001 system; 2) evaluation of the operation of the system; 3) conduction of a survey questionnaire with the participation of all staff and inspections institutes to analyze customer satisfaction of their inspection service, and 4) statistical analysis of the data collected from the survey questionnaire.

  • The customer requirements are constantly changing in the hyper-competition and competition is becoming increasingly intensified. In order to ensure the competitive advantage in the industry should focus on the management activities to enhance customer satisfaction. High quality means pleasing customers, not just protecting them from annoyances. It is due to continuous and requires the establishment of a quality management system that meets the characteristics and systematization need to manage a stable quality and productivity, which should be done in a company-wide quality management activities. The purpose of this study is to identify a suitable organizational diagnostic model for considering to adopt ISO 9001 quality management systems. We used the three-round delphi techniques on a panel of 30 experts. A total of 26 assessment indicators were developed through this panel. First, it is important to evaluate the strategy about quality. Second, it is important to evaluate the systems about periodically communicating quality agenda. Third, it is important to evaluate the responsibility of overall business process. In conclusion, this study empirically shows how firms can develop an organizational diagnostic model to increase their quality management systems.
