  • Harmony search (HS) is a recently developed metaheuristic optimization algorithm. HS is inspired by the process of musical improvisation and repeatedly searches for the optimal solution using three operations: random selection, memory recall (or harmony memory consideration), and pitch adjustment. HS has been applied by many researchers in various fields. The increasing complexity of real-world optimization problems has created enormous challenges for the current technique, and improved techniques of optimization algorithms and HS are required. We propose an improved clustering harmony search (ICHS) that uses a clustering technique to group solutions in harmony memory based on their objective function values. The proposed ICHS performs modified harmony memory consideration in which decision variables of solutions in a high-ranked cluster have higher probability of being selected than those in a low-ranked cluster. The ICHS is demonstrated in various optimization problems, including mathematical benchmark functions and water distribution system pipe design problems. The results show that the proposed ICHS outperforms other improved versions of HS.

  • This study focuses on the margin of human error when a navigator is embarrassed by the psychological fear of collision in a close-quarter situation (CQS) and is unable to perform as per the prescribed collision avoidance measures. The purpose of the study is to identify the effects of the navigator's personal characteristics or factors in relation to on-board career (OC), license rating (LR), and age on the perceived collision risk (PCR) in CQSs. In order to obtain quantified data regarding the collision risk perceived by the navigator in four typical CQSs between their own ship and a target ship, this study measured and collated the heart rate variability of 30 navigators on their own ship when two ships approached each other at a speed of 10 knots from 2.5 nautical miles to a collision situation. According to a multiple regression analysis of the measured values, the navigators' OC and LR factors had negative effects on the PCR, while the age factor had no significant effect on PCR. The t-test results showed that the PCR value was significantly higher for navigators with an OC ≤ 4 years than for those with an OC ≥ 5 years, and the LR factor was significantly higher for a class 4~6 group than for a class 2~3. This finding may be applied to the development of collision risk warning systems, particularly for navigators.

  • With progress in industrialization, facilities for generating, delivering, and receiving high levels of electric power are in great demand. The scale of electric power equipment is increasing in both size and complexity. This has contributed to the development of our modern, high-tech and information-based society. However, if the generation of electric power is suspended due to unexpected accidents at power facilities or power stations, a range of equipment the operations of which are dependent on electric power can be damaged, causing substantial socioeconomic losses in an industrial society. A great deal of time and money would be expended to repair damaged facilities at a power station, causing enormous economic loss.In order to detect the deterioration processes of power cables, and to prevent the destruction of power cables, the operation status of power cables should be monitored on a regular basis. We have installed equipment at Korea Western Power Co., Ltd., located in Taean, in order to predict and prevent the destruction of power cables. This is an entirely new installation: a set of equipment invented specifically to measure the insulation resistance of power cables. Installation of the equipment does not cause the flow of earth fault current. This ensures accurate measurement of insulation resistance values by the equipment. We have been studying this equipment in order to develop preventive technology that would show the deterioration processes of power cables.

  • Recently, the fourth industrial revolution technology has not only changed everyday life greatly through technological development, but has also become a major keyword in the establishment of defense policy. In particular, Internet of Things, cloud, big data, mobile and cybersecurity technologies, called ICBMS, were selected as core leading technologies in defense information policy along with artificial intelligence. Amid the growing importance of the fourth industrial revolution technology, research is being carried out to develop the C4I system, which is currently operated separately by the Joint Chiefs of Staff and each military, including the KJCCS, ATCIS, KNCCS and AFCCS, into an integrated system in preparation for future warfare. This is to solve the problem of reduced interoperability for joint operations, such as information exchange, by operating the C4I system for each domain. In addition, systems such as the establishment of an integrated C4I system and the U.S. military's Risk Management Framework (RMF) are essential for efficient control and safe operation of weapons systems as they are being developed into super-connected and super-intelligent systems. Therefore, in this paper, the intelligent cyber threat detection, management of users' access to information, and intelligent management and visualization of cyber threat are presented in the future C4I system based on big data/cloud.

  • In order to figure out hydrodynamic and water quality changes after completion of dike construction of the Saemangeum, which behaves as a semi-enclosed estuarine lake, numerical simulations based on fine grid structure by using EFDC were intensively carried out. In this study some limitations of precedent study has been improved and gate operation were considered. Also 3 phases such as air-water-sediment interaction modeling was considered. It is clear that inner mixing of the Saemangeum is dominated by Mankyeong and Dongjin riverine discharges rather than the gate opening influence through the Lagrangian particle tracking simulations. Vertical DO structure after the dike completion shows steep gradient especially at Dongjin river estuary due to lessen of outer sea water exchange. Increasing SOD at stagnantly changed man-made reservoir might cause oxygen deficiency and accelerating degradation of water quality. According to TSI evaluation test representing eutrophication status, it shows high possibility of eutrophication along Mankyeong waterway in spite of dike completion, while the index is getting high after final closing along Dongjin waterway. Numerical tests with gate operations show significant differences in water quality. Thus it should be noted that proper gate operation plays a major role in preserving target water quality and management for inner development plan.

  • Sustainable growth of hydroelectric power plants is expected in consideration of climate change and energy security. However, hydroelectric power plants always have a risk of water hammer damage, and safety assurance is very important. The water hammer phenomenon commonly occurs during operations such as rapid opening and closing of the valves and pump/turbine shutdown in pipe systems, which is more common in cases of emergency shutdown. In this study, a computational numerical model was developed using the MOC-FDM scheme to reflect the mechanism of water hammer occurrence. The proposed model was implemented in boundary conditions such as reservoir, pipeline, valve, and pump/turbine conditions and then applied to simulate hypothetical case studies. The analysis results of the model were verified using the analysis results at the main points of the pipe systems. The model produced reasonably good performance and was validated by comparison with the results of the SIMSEN package model. The model could be used as an efficient tool for the safety assessment of hydroelectric power plants based on accurate prediction of transient behavior in the operation of hydropower facilities.

  • A fire station and scuba have operated filling facilities for respiratory high-pressure cylinder without getting authority or reporting according to High-Pressure Gas Safety Control Act. They need facility improvement and special management to make provision for the time of accident during filling process. The Government have strived to correct illegal operations and suggested an alternative, establishing and operating the safety cabinet. It insures a safety being distance from danger caused by overpressure and a safety provoked by the protective wall equals or superiors. The safety cabinet is required to have an internal structure that smoothly distribute overpressure at the time of rupture. Plus, it needs to minimize fragments. It is also equipped with the performance of protective wall that makes overpressure to outside vent on the place where there is no person (top or bottom). This study calculated the consequence of physical explosion damage and built a prototype of safety cabinet. In addition, through the gas burst test, it derives for the ways to mitigate the physical explosion damage.

  • Currently, the permanent road traffic volume surveys under Road Act are conducted using a intrusive Automatic Vehicle Classification (AVC) equipments to classify 12 categories of vehicles. However, intrusive AVC equipment inevitably have friction with vehicles, and physical damage to sensors due to cracks in roads, plastic deformation, and road construction decreases the operation rate. As a result, accuracy and reliability in actual operation are deteriorated, and maintenance costs are also increasing. With the recent development of ITS technology, research to replace the intrusive AVC equipment is being conducted. However multiple equipments or self-built DB operations were required to classify 12 categories of vehicles. Therefore, this study attempted to prepare a method for classifying 12 categories of vehicles using vehicle specification information of the Vehicle Management Information System(VMIS), which is collected and managed in accordance with Motor Vehicle Management Act. In the future, it is expected to be used to upgrade and diversify road traffic statistics using vehicle specifications such as the introduction of a road traffic survey system using Automatic Number Plate Recognition(ANPR) and classification of eco-friendly vehicles.

  • Increasingly, the emphasis in regional Passenger rail Planning is finding ways to more efficiently use existing facilities, with particular attention being Paid to Policies designed to spread Peak-Period travel demand more evenly throughout the week with consideration of train classification. In this context the individual's choice of time to travel is of crucial significance. This paper investigates the use of multinomial logit analysis to model ridership by rail classification using data collected for travel from Seoul to Busan during the one week in October 2004. The Particular model form that was successfully calibrated was the multinomial logit (MNL) model : it describes the choice mechanism that will Permit rail systems and operations to be planned on a more reliable basis. The assumption of independently and identically distributed(IID) error terms in the MNL model leads to its infamous independence from irrelevant alternatives (IIA) property. Relaxation of the IID assumption has been undertaken along a number or isolated dimensions leading to the development of the MNL model. For business and related rail travel patterns, the most important variables of choice were time and frequency to the chosen destination. The calibrated model showed high agreement between observed and Predicted market shares. The model is expected to be of use to railroad authorities in Planning and determining business strategies in the Increasingly competitive environment or regional rail transport.

  • The Korean military is preparing for successful manpower reduction using advanced science and technology, in addition to carrying out the initiative of the Defense Innovation 4.0. Accordingly, studies on core technologies related to defense reform have been conducted both internally and externally in the military, and the corresponding results have also been applied. Nevertheless, compared to the development of such technologies, it is considered necessary to have more preparation for the policies related to the operation of the newly introduced equipment. As for the placement of personnel and the organization of time in service (TIS) with respect to the operation of surveillance equipment, there has been a tendency to sustain the conventional practice. Therefore, this study intends to suggest the schemes for facilitating policy improvements in the operation of manpower and security regulations in the field of information for the purpose of introducing a successful next-generation coastal guard system. To do this, the approach of this study was focused on the policies for the operation of the guard system. This is in contrast to previous studies that centered on its equipment and technologies. In addition, how to efficiently operate the guard system was also studied in view of cognitive science by deriving the most efficient time for a person to execute surveillance through the monitor based on the previous studies.
