There have been growing concerns about whether proper measures are in place to ensure the delivery of quality services and the operations in research and educational institutions. This paper describes various quality models and discusses their relevance into the total quality concepts and quality management systems (QMS) in education. It then illustrates how a QMS and the accompanied quality manual be developed in a research and educational institution using the Centre for Enterprise Research Integration (ERI) at The University of the West Indies, Trinidad as a case. Through personal interviews with the Centre's personnel, views on the operations and determinants of the QMS were acquired. Results showed that the people's resistance to changes, conflicts on academic freedom, and difficulties on measuring performance were the obstacles to QMS implementation. People involvement and proper communication are determinants of QMS implementation. The system also rests on having a tailored quality manual that entails the documentation of processes and procedures for ascertaining the delivery of quality services and operations in the Centre. The development of quality manual is briefly described in the paper.
This purpose of research is to offer basic materials for analyzing organizational structure in an effort to develop a standardized model that considers regional characteristics with the ultimate goal being the establishment of a National Health and Family Support Center. Research methods include aliterature survey data. The research target is 94 centers run by the National Health Family Support Center training. These are assessed in terms of their regional characteristics. The objectives of this paper are as follows: 1. To look at the present National Healthy Family Support Center's yearly conditions investigate the regional characteristics. 2. To analyze the National Healthy Family Support Center's annual organizational managements and operations characteristics. 3. To analyze the National Healthy Family Support Center's regional characteristics (Urban-only-, Urban-Rural Integration, Rural-only-) in terms of its organizational management and operations. First, at the national, county, and ward levels, Health and Family Support Center can have family intervention purpose. Regional Center should be operated to keep pace with custom of different regions. Standardization can also be beneficial, including considerations such as agricultural needs and a type center. Amidst dynamic business environment, creating competitive advantage, source of competitiveness, is a critical issue for international port operations. To overcome limitations of prior studies adopted cross-sectional approach, this study reviews a way to continually sustain and create competitive advantage, based on the case of Busan port in South Korea. Development plans, operations and management practices from2005 to 2014 were investigated and reviewed. Results revealed that enhancement of infrastructure, new engine to sustainable growth, green and safety, and partnership enhancement were a source of creating competitive advantage. The results help theoretical advances on competitiveness and its durability, and provide useful insights for creating competitive advantages and future improvement in international port operations.

The Korea Pathfinder Lunar Orbiter (KPLO), also known as Danuri, successfully entered its mission orbit on December 27, 2022 (UTC), and is currently performing its mission smoothly. To mitigate potential contingencies during the flight and to navigate the spacecraft into the desired lunar orbit, the KPLO flight dynamics (FD) team analyzed major trajectory-related contingencies that could lead to the violation of mission requirements and prepared operational procedures from the perspective of trajectory and FD. This paper presents the process of preparing contingency trajectory operations for the KPLO, including the identification of trajectory contingencies, prioritization results, and the development of recovery plans and operational procedures. The prepared plans were successfully applied to address minor contingencies encountered during actual operations. The results of this study will provide valuable insights to FD engineers preparing for space exploration mission operations.

This paper is focused on the development of the DFX system which can support the task that designer or project teams analyse and evaluate the feasibility of the product concept quickly, and then improve the problem of the product and process design before the manufacture in the M-T-O (make-to-order) environments. In this paper, we importantly treated three points for the effective development of the DFX system. The first, we proposed the procedure and architecture of the DFX system which fit with the M-T-O environments. The second, we designed and implemented the DFX prototype system on the WWW, in order to allow the multi-accessing and multi-processing regardless of time and position. The last, we described the benefits of the Web-based DFX system.
The United States (US) National Science Foundation's (NSF's) National Ecological Observatory Network (NEON) is a continental-scale observation facility, constructed and operated by Battelle, that collects long-term ecological data to better understand and forecast how US ecosystems are changing. All data and samples are collected using standardized methods at 81 field sites across the US and are freely and openly available through the NEON data portal, application programming interface (API), and the NEON Biorepository. NSF led a decade-long design process with the research community, including numerous workshops to inform the key features of NEON, culminating in a formal final design review with an expert panel in 2009. The NEON construction phase began in 2012 and was completed in May 2019, when the observatory began the full operations phase. Full operations are defined as all 81 NEON sites completely built and fully operational, with data being collected using instrumented and observational methods. The intent of the NSF is for NEON operations to continue over a 30-year period. Each challenge encountered, problem solved, and risk realized on NEON offers up lessons learned for constructing and operating distributed ecological data collection infrastructure and data networks. NEON's construction phase included offices, labs, towers, aquatic instrumentation, terrestrial sampling plots, permits, development and testing of the instrumentation and associated cyberinfrastructure, and the development of community-supported collection plans. Although colocation of some sites with existing research sites and use of mostly "off the shelf" instrumentation was part of the design, successful completion of the construction phase required the development of new technologies and software for collecting and processing the hundreds of samples and 5.6 billion data records a day produced across NEON. Continued operation of NEON involves reexamining the decisions made in the past and using the input of the scientific community to evolve, upgrade, and improve data collection and resiliency at the field sites. Successes to date include improvements in flexibility and resilience for aquatic infrastructure designs, improved engagement with the scientific community that uses NEON data, and enhanced methods to deal with obsolescence of the instrumentation and infrastructure across the observatory.

Recently expanded and enhanced software system inevitably demands serious managerial considerations on its maintenance cost. This study proposes a systematic and thorough assessment model for software development methods to the end of maintainability, incorporation ISO 9126 quality standards-based criteria. The Analytic Network Process (ANP) is employed in our model to find the effect of any dependency among the items of the criteria and the alternative methods. This study then applies the model empirically in order to evaluate the efficacies of the Structured Method and the Objected-Oriented Method. At first, this study performs the test on the existence and direction of any dependency under the three types of assumptions, and then determines the relative dominance of the two methods.

Two reasons for the low success rate of the practical implementation of BPR are the lack of good models and consideration of information system development stage in a BPR project. This paper suggests an Integrated Business Process Model (IBPM), which incorporates two distinct but interrelated points of view: form and business process. By integrating the form model with the business process model, the IBPM has advantages in performing BPR projects; it helps to build the model, to analyze and redesign business processes, and to do requirement analysis of information systems. This paper also suggests a new BPR supporting tool, BRAWII(Business Reengineering Assistance Workbench version 2.0). BRAWIIsupports IBPM and manages full stages of BPR project. In the design of BRAWII, the linkage between results of a BPR project and requirements for information system development is considered.
Generation of electricity using wind power has received considerable attention worldwide in recent years mainly due to its minimal environmental impact. However, volatility of wind power production causes additional problems to provide reliable electricity to an electrical grid regarding power system operations, power system planning, and wind farm operations. Those problems require appropriate stochastic models for the electricity generation output of wind power. In this study, we review previous literatures for developing the stochastic model for the wind power generation, and propose a systematic procedure for developing a stochastic model. This procedure shows a way to build an ARIMA model of volatile wind power generation using historical data, and we suggest some important considerations. In addition, we apply this procedure into a case study for a wind farm in the Republic of Korea, Shinan wind farm, and shows that our proposed model is helpful for capturing the volatility of wind power generation.

This study addresses basic requirements for mathematical programming software, discusses considerations in designing these software, implementation issues facing in these types of applications development, and shows some examples of codes being developed in the course. This type of projects requires long and ever-changing evolutionary phases. The experience is therefore, valuaable in suggesting some useful hints which may be salvaged for similar projects as well as providing reusable codes. In particular, scanning and parsing the free-format inputs, symbol table management, mixed-language programming, and data structures dealing with large sparse matrices are indispensable to many management science software development. Extensions to be made are also discussed.
