현재 IMO에서는 자율운항선박의 상용화를 위해 국제표준 규정 개발을 위한 논의 중이며, 이러한 규정을 개발하기 위한 사전작업으로서 기존 협약을 자율운항선박에 적용하였을 때 발생하는 조치를 식별하기 위한 RSE 작업을 수행하고 있다. RSE 작업은 해사안전위원회(MSC), 법률위원회(LEG) 그리고 간소화위원회(FAL) 별로 각 위원회에서 담당하고 있는 협약들을 대상으로 수행하고 있다. 본 논문에서는 각 위원회별로 수행한 RSE 작업 결과를 기반으로 자율운항선박의 상용화를 위한 국제표준 규정 개발 단계에서 향후 추가적인 논의 및 검토가 필요한 잠재격차 및 주제들을 종합적으로 분석하여 제시하였다.

IMO is treating various and numerous agenda with time, and the contents of agenda have been tending to achieve international standardization for details of technology, for example GBS(Goal based new ship construction standards), PSPC(Performance Standards of Protective Coating), LRIT(Long-Range Identification and Tracking of Ships), etc. This paper presents the latest agenda trend of IMO committees and analyzes the ROK's activities in response to IMO committees. In the result of analysis, ROK lacks in performance ability as a A-category council member as well as infrastructure to support the government activities in IMO continuously. Therefore, ROK should be conscious of policy approaches to international maritime tendency and needs to complete the internal/external infrastructure which leads the international maritime policy.

자율운항선박의 등장으로 국제해사기구는 기존 IMO 협약의 개정사항 식별이나 관련 국제협약의 통일해석과 제개정이 필요한 사항을 논의하고 있다. 제105차 법률위원회에서는 MASS 규정식별(RSE) 작업에 대하여 2022년 완료를 목표로 제106차 법률위원회부터 논의하기로 결정한 바 있다. 이와 관련하여 MSC RSE 작업결과와 방법론 개발을 통하여 자율등급, 방법론, 협약리스트, 작업계획 등을 확정할 계획이다. 우리나라에서는 헌법 제6조의 규정에 따라 국제법규는 국내법과 동일한 효력을 가지고 IMO 회원국감사제도에서 회원국이 국제협약을 국내법으로 수용하여 이행하고 있는지를 감사하고 있기에 국제협약이 국내법으로 수용하는 작업이 얼마나 중요한지를 알 수 있다. 이번 연구에서는 IMO 국제협약 RSE 작업을 기반으로 자율운항선박의 자율화 정도구분 및 기술발전단계에 다라 개정소요가 필요한 국내법을 식별하고 비교·분석하여 자율운항선박이 상용화되기 위한 새로운 법안 마련의 필요성을 제시하였다.

For the application of fuel cell systems on ship which is future eco-friendly ship technology, it is need that the modification of relevant laws and regulations with relevant technical development. This paper reviews the trend of fuel cell development, SOLAS and IACS UR/UI as a international regulations, international standardization trend such as IMO MEPC, IMO BLG and major classification rules, the consideration for the standard development of ship fuel cell systems, the implications for application of fuel cell systems on ships in Korea. The IGF Code which is developing in the IMO included fuel cell, and thus Korean government and related company should participate in the codification. The analysis of development of IMO's relevant regulations also needed for the preparations.

The utilization of gas as ship fuel requires a new set of regulations by IMO and society of classification. Maritime Safety Committee(MSC) and the subcommittee Bulk-Liquids and Gases(BLG) in IMO developed "Interim Guidelines on Safety for Natural Gas-fueled Engine Installation in Ships(Res.MSC.285(86))" for the use of natural gas in internal combustion engine. According to the requirement of Res.MSC.285(86) for natural gas-fueled engine installations in ships, several parts of ships should follow safety criteria in terms of Fuel bunkering, Gas safe Machinery spaces, Gas Fuel Storage and etc. In this thesis, details of the IGF code shall be described and development of the IGF code in IMO shall be illustrated.

Development of e-navigation strategy which was proposed by seven member states coordinated by United Kingdom in MSC committee of IMO has been conducted for user needs definition, gap analysis cooperating with NAV, COMSAR and STW sub-committee. After prominent progress of development was done in Correspondence group, MSC 85 has approved the result of the group and conducted the development of e-navigation implementation plan to be finished in 2012. It is necessary to prepare the strategy and plan of our country identifying and perceiving the core objects and basic concept of e-navigation developed in the international community. This paper presents the progress of e-navigation development work until this stage and gives some recommendations for the domestic plan to cope with e-navigation.
