IEC는 International Electrotechnical Commission(국제전기표준회의)의 약자로 전기관계의 국제 표준화를 목적으로 설립된 국제단체로서 각국을 대표하는 표준화 기관으로 구성되어 있다. IEC도 국제 표준화기구(ISO)와 마찬가지로 의결권을 갖는 회원은 1국가 1단체 또는 기관으로 국한되어 있다. 전문분야별로 기술위원회(TC), 분과위원회(SC),또는 작업그룹 (WG)을 설치하고 IEC 국제표준(IEC Publication)을 작성, 발표하여 각국에서 국가표준을 정할 때에 통일된 표준을 준거하도록 권고하고 있다. IEC 국제표준은 약 3,000건에 달하고 있다. IEC의 소재지는 제네바이고 비정부 기구이며 스위스 민법 제60조에 따른 사단 법인이다.

Newly published IEC 60601-1-3 ; 2008 2nd Edition has two important meanings. First, Radiation Quality and Dose should make sure for safety of patient and staff in manufacturing diagnostic X-ray equipment. Second, it should be minimized of Leakage Radiation, Residual Radiation, and Stray Radiation. The requirement to make enactment or revision of national standard for diagnostic X-ray Equipment is as follows : 1. It should be adjusted the new standard to the recent IEC Publication under the consideration of the Korea medical circumstances. 2. For focus to the Radiation Safety, IEC 60601-1-3 (General requirements for radiation protection in diagnostic X-ray equipment) could be applied to the new regulation. It should be compact sentence. 3. A sudden Notification change should not be desired. It needs a enough time to make easy the circumstances.

A study has the status of a basic safety publication in accordance with the principles given in IEC Guide 104 and ISO/IEC Guide 51. Provides general rules for the use of certain colours or numerals to identify conductors with the aim of avoiding ambiguity and ensuring safe operation.

For the reduction of electric energy consumption and its efficient use at homes or buildings, a new work item proposal for new architecture and functional requirements of Energy Saving System (ESS) was proposed to IEC TC 100 and accepted as a new project, IEC PT 62654 in 2009. Recently, the final ballot for publication passed without negative votes and IEC TS 62654 was finally published in August 2012. For the verification of this standard, Prototype of ESS system composed of an ESS server, ESS clients, and portable ESS terminal were especially implemented in parallel with the standardization. Electric Power Control and Management (EPCM) protocol for the communication between ESS server and clients was also implemented, which supports self-configuration of ESS network, power consumption monitoring, remote power control, and additional functions for intelligent energy saving services.

The revised draft of IEC Publication 60 "High Voltage Test Techniques" introduced a new calibration system for impulse measurements. In order to corespond to this draft, development of reference measuring systems and investigation of comparison tests are being carried out in Japan. This paper is a preliminary report on the topic.

이 논문은 phenolic resin의 CTI에 대하여 기압을 파라메터로 고찰하였다.(IEC publication 112[습식법]). 1) 기압이 낮아짐에 따라 건조대의 형성 및 미소 불꽃방전을 발생하는 개시 적하수는 300[V] 이상에서 증가되고 있다. 2) 900[mb]에서 Tracking 파괴 적하수가 가장 높으며 기압이 낮아 질수록 CTI의 값은 증가하고 있다.

In this paper, we analyzed the characteristics of insulating material with ELB(earth leakage circuit breaker) through tracking experiment and the study was carried out three different types of samples. The tracking is breakdown phenomenon of material surface that is generated on the organic insulating material. The test method applied IEC publication 587. The result of the sample breakdown by tracking was carbonized and resistance of between the electrodes is approximately 300$\Omega$. In the result of DSC analysis, the caloric peak was detected before 100$^{\circ}C$ in product of tracking. It appeared weight loss of 10.87% at 537$^{\circ}C$ on TGA. IR spectrum analysis showed carbon-hydrogen(C-H)bond on molecular structure that is the sample of tracking.

In recent the XLPE cable has been applied more widely because of its advantages, such as the low-cost and simple installation. For a prefabricated joint, its working time is short, its jointing procedures aγe simple, and its quality control is easy. Electrical performance targets of our developed 66kV cable accessories has been approved through the type test in accordance with IEC publication 840. This paper describes the developmental effort in terms of the design, structure and results of performance verification tests for 66kV XLPE cable system.

The accuracy of impulse voltage measurement has been discussed and revised the IEC Publication 60-2 "High-voltage test techniques Part 2: Measuring Systems". Along with those activity, reference measuring systems have been experimentally investigated on their characteristics by step response method for lightning impulse voltage in our country. In this paper, using EMTP, we enable to clarify dominant factors affecting the unit step response, and to evaluate the construction of measuring system.
