The IEEE 802.11p-based wireless access in vehicular environments (WAVE) [1] communication is a method used exclusively for wireless communication on the road. This technique enables information sharing not only among moving vehicles but also between vehicles and infrastructure [2]. As part of WAVE communication, data is transmitted to and from vehicles in motion; in this case, it is difficult to determine the channel accurately in an outdoor environment owing to the Doppler shift [3]. This paper proposes a new channel estimation scheme for enhancing the reception performance of the IEEE 802.11p-based WAVE system. The proposed technique obtains the initial channel value by estimating the least square in the time domain by inserting a pilot signal for channel estimation into the IEEE 802.11p virtual subcarrier. Subsequently, a least mean square algorithm is applied to the initial channel value to update the estimated channel value. The simulation results obtained using the proposed channel estimation technique confirm its remarkable efficiency.

The overall purposes of this study are to identify actions taken to counter predatory publishing practices as well as to propose an ICT-based model to detect such practices. The need to raise quantitative performance metrics to support career goals has created immense pressure on researchers to publish in the literature as frequently as possible. This "publish or perish" syndrome appears to be fueling a rise in scholarly journals and conferences that provide quicker and easier routes to publication. However, such avenues sometimes involve questionable academic practices with important ethical ramifications. One notable example is the proliferation of predatory publishing, including predatory journals and fake conferences. The widening impact of such activities is beginning to prompt academic societies, publishers, and institutions to take measures. This paper discusses the issues on predatory publishing practices, and some of the actions taken by various stakeholders to address these practices. In order to build a transparent and sustainable scholarly publishing ecosystem, this study highlights multi-dimensional and specific solutions, including reforms to research ethics codes, research management rules, and legal protection from exploitative practices. This paper proposes an ICT-based cooperative model for monitoring of predatory publishers as a potential solution to create a sustainable and transparent infrastructure for a scholarly publication system guarding against misconduct in publishing practices.

Recently, various studies related to ICT convergence have been made. Recently, various studies related to ICT convergence have been made. In the academic field, the demand for ICT convergence is on the rise. For example, Digital Humanities and Area Informatics are representative. Area Studies means to study the culture of a specific area in an integrated way. In this regard, researchers who specialize in researching overseas area generally use websites to obtain information related to the area. The Multilingual Mediterranean Web Service System(MMWS), which is operated by the Institute for Mediterranean Studies of Busan University of Foreign Studies is a web site that provides professional and general information to researchers or ordinary people studying in the Mediterranean area among overseas area. In this paper, we analyzeoverseas web sites the MMWS and discuss how to activate web sites based on the analysis results. In details, it analyze MMWS through log analysis and use Google Analytics, a log analysis system provided by Google for analysis. Also study how to use ICT convergence contents as a website activation method.

Natural disasters destroy decades of human effort and investments, thereby placing new demands on society for reconstruction and rehabilitation. In most case, the natural phenomena triggering the disasters are beyond human control. In order to solve the problems that the information resources can not be shared among disaster management sectors and their work is hard to be coordinated in city, an idea of application of ubiquitous sense network and ICT technology to model the architecture of the disaster prevention system based on the analysis of characteristics of disasters.

With the advent of a recent knowledge-based society, interest in patents is steadily increasing. The patent is an important indicator that can capture the level of R&D investment and technology development. In an era of deepening new protectionism and the pandemic of COVID-19, patents play an important role in sustainable economic development and establishing a strong domestic industrial ecosystem. In this paper, we analyze the impact of patent applications on the corporate performance of the Korean manufacturing industry over the past 21 years from 1999 to 2019. We divide patents into overseas patents and domestic patents and analyze the respective effects on the entire manufacturing industry, ICT industries, and non-ICT industries. Major findings are summarized as follows. First, patents have a positive effect on both exports and sales of Korean manufacturing companies. Second, overseas patents have a greater impact on corporate performance than domestic patents. Third, Patents have a more positive effect on ICT industries than on non-ICT industries.

The purpose of this study was to explore a support model for domestic ICT companies to advance into overseas markets suitable for the post-corona era along with the rapidly changing global economic situation. As a result of the analysis, first, by analyzing the internationalization cases of domestic ICT companies through the realization theory, in the COVID-19 situation, domestic ICT companies organically respond to crisis situations through ad hoc responses, use of international networks, use of external organizations, and resource-based practices. Through qualitative analysis, we were able to confirm that we are growing overseas while achieving our goals. In addition, strategies for domestic ICT companies to grow through internationalization were derived. Ultimately, it was interpreted as a part that required advancement of government policy according to the government's overseas expansion support system.

People can easily use a shared economic service system based on ICT technology. Most of the shared economic services are provided by private companies, and discussion on public goods is insufficient. If we look at the current shared economic service from the point of view of courier service, $\ddot{U}ber^{\prime}s$ system can be an alternative. The post office courier service uses ICT technology but differs from the service of the shared economy. This study uses Delphi analyzer method and AHP methodology to derive important factors in introducing shared economic system. As a result, socioeconomic characteristics were found to be the most important in the upper tier, and the shared economic platform, sharing of idle resources, popularization of smartphone, and increase of e - commerce were the four important factors in the lower tier. In order to maximize efficiency, which is the essence of the shared economy, the necessity of introduction into the shared economic system and important factors in the introduction of public goods are presented.

In this article, we present some derived subjects from the concept of ICT-based DPD concept for the safety of folk villages in both Korea and Japan. First, our deduced topic would rather be a monitoring system design of structures in folk villages. We, therefore, offer an integrated model of maintenance and management monitoring scheme. As another research subject, we submit safety sign or sign system installed in traditional towns and their standardization. We have draw up a plan to make signs upgrade applied to folk villages in Korea and Japan. According to our investigations, we should suggest and focus on flood in the area of traditional town in Korea. We present a water-level expectation model using deep learning simulation. We have applied this method to the area of 'Andong Hahoe' village which had been registered on World Cultural Heritage of UNESCO. The final goal of our research is to propose and realize an integrated disaster prevention and/or safety system based on big data concepts for both Korea and Japan.

In order to broadcast 8K UHD, domestic broadcasting is upgrading production, operation, and transmission technologies in a new way that has various forms such as terrestrial broadcasting, IPTV, mobile, and streaming services. In order to overcome the existing SDI transmission technology that has reached its limit, new transmission technologies using ICT-based convergence such as IT, Network, IOT, and Big Data are developing. Internet Protocol(IP) transmission technology is an IT-based core protocol that transcends various broadcasting infrastructures. Therefore, it can be said that the technology for converting the broadcasting system based on IP is a natural one for preparing for 8K UHD in the future. In this paper, we propose an IP transmission system that adopts a network that can transmit 8K with hardware of 12G Serial Digital Interface (SDI), in order to prepare for the future broadcasting system according to the development of ALL IP interface technology.

The growth of information and communication technology (ICT) has led to a rapid of business paradigm shift incurred in the creation of new social/market value, changes of a value chain and elements producing a value creation, and enlargement of the scope of market competition. It leads to the change and evolution of industrial structure, requiring innovations of policy and institution. However, most studies that have focused on the effect of policy and institution on innovation are based on thick description and qualitative evidence, while paying little attention to these linkages in an empirical way. Hence this study has attempted to empirically analyze policy and institutional factors affecting innovation performance, particularly attention to ICT industry in OECD countries. The findings derived from the empirical analysis provide important implications for catch-up countries in relation to the innovations of policy and institution for effective innovation system and start-up ecosystem.
