Establishment of ICT Specialized Teaching-Learning System in the Era of Superintelligence, Super-Connectivity, and Super-Convergence

  • Joint research on software, electronic engineering, computer engineering, and financial engineering and the use of ICT knowledge through network formation play an important role in strengthening science and technology-based innovation capabilities and facilitating the development and production process of products using new technologies. For the purpose of this study, I would like to strategically propose ICT specialized education in the 4th industrial revolution. To this end, the ICT specialization model, ICT specialization strategy analysis, and ICT specialization operation and effect were explored to establish ICT specialization strategies centered on software, electronic engineering, computer engineering, and financial engineering in the era of super-intelligence, hyper-connected, and hyper-convergence. Secondly, a roadmap for detailed promotion tasks related to efficient ICT characterization based on core strategies, detailed promotion tasks, and programs was proposed, focusing on talent related to ICT characterization. Thirdly, we would like to propose a reorganization of the academic structure and organization related to ICT characterization. Finally, we would like to propose the establishment of a future-oriented education system related to ICT specialization based on the advanced education and research environment.

Critical Success and Failure Factors of e-Government Project Implementation in Kenya (케냐의 전자정부 프로젝트 핵심 성공 및 실패 요인)

  • Use of ICT in Government has ability to improve service delivery to its citizens, and yet many developing countries have lagged behind in the implementation of e-Government. Many e-Government initiatives also failed to achieve their objectives in developing countries. This paper therefore aims to identify critical failure or success factors in Kenya, using Heeks' Factor Model. A survey questionnaire was developed and data were collected and analyzed from officials and interested citizens. The analysis results enabled to highlight seven specific success and failure factors, and their constituent elements in Kenya. The Kenyan overall e-Government implementation score belongs to the Zone of Improvement (3.52 of total 5.0), which means partial success or failure. The enablers of e-Government projects are good strategy formulation, and internal and external drive, whereas main failures of e-Government are weak ICT infrastructure. The areas for improvement are project management, design, competencies and funding. Data analysis highlights both strengths and weaknesses for each factor or variable. In particular, Kenyan government excels at the drive for change by top to bottom government officers as well as external stakeholders, while the government officers who are using e-Government are satisfied with the availability of vision, strategy and plan of e-Government implementation. Both technologies and e-transactions laws were the worst of all the variables in e-Government implementation. Two areas should be improved using immediate corrective action. In-depth study reveals that government officers and citizens can't fully use their laptop and mobile devices due to the lack of both ICT network and its operating technology, and legal system associated with the transaction of business information. Finally, the study ends up with recommendations for policy makers to shape the future of e-Government system in both developing and developed countries.

  • 최근 탄소중립을 위한 친환경 자동차 권장 정책으로 인해서 전기차와 수소차 이용자가 증가하고 있다. 그러나 기존 내연기관차, 또는 전기차와 비교했을 때 수소차에 대한 인프라는 매우 부족한 현실이다. 따라서 출장이나 여행 등 기존 주거지를 벗어나는 상황에서는 수소차 충전소를 찾는데 어려움을 겪을 수 있다. 본 논문에서는 수소차 이용자들에게 편의를 제공하기 위해서 전국의 수소차 충전소의 위치를 구글 지도에서 보여주고 충전소의 사진과 전화번호를 쉽게 확인할 수 있는 애플리케이션을 설계 및 구현하였다.

  • 서버의 정보를 관리하기 위해서 직접 telnet, SSH 또는 서버 관리 프로그램을 통해 접근해야 한다. 이러한 불편함을 해소하기 위해 웹사이트에서 서버의 정보를 확인할 수 있는 시스템을 구현하였다. 이를 통해 사용자는 웹사이트에서 서버의 폴더 정보를 확인하고 관리할 수 있다. 또한 기존의 이기종간의 서버 관리의 불편함을 개선하며, PC와 모바일에서 모두 서버 정보를 확인할 수 있어 편의성을 높였다.

  • It is well known that PMO (Project Management Office)s are effective for successful project performance. Since it takes a long time to develop PMO capability, many public organizations and companies that do not have internal PMOs are increasingly relying on outsourcing of PMO functions in order to introduce mature PMO capabilities in a short period of time. However, it is not verified yet whether outsourced PMO is more effective than internal PMO or not. The objective of this study is to verify the effectiveness of PMO outsourcing. There are many different definitions about PMO function, and even the same PMO function may have different effectiveness depending on the Industry. Thus, this study redefined the PMO functions and Project Performance based on the past studies, and conducted research by focusing on the ICT (Information and Communication Technology) industry. The ICT industry is an important industry economically and has been attracting global attention recently. This study is the first attempt to prove the effectiveness of outsourcing of PMO function in Korea. We found that PMO function outsourcing is effective for certain aspects of project performance, particularly technical support and infrastructure management. Overall, PMO outsourcing is usually more effective than internal PMO for improving project performance. The results of this study are expected to contribute to the development of PMO theories and practices.

  • Nowadays every technology is becoming smarter. Consequently, intensive use of ICT in the whole industries and cities enables a sustainable approach to meet enormous productivity, efficiency, transparency and conservation of natural recourses. Likewise, the role of ICT in terms of controlling, monitoring in the energy industry allows integrating potential renewables, bulk energy conservation and reliable optimized operation in the entire system. In this paper outlines challenging issues in renewable energy integration in Mongolia and proposes potential recommendations and conclusions. The author investigated the main technologies used in energy industry mainly smart grid, challenges and policy aspect in Mongolian energy sector by using the primary and secondary approach with case studies and literature based methodologies. Based on the policy aspect and current implementation of smart grid, the paper tries to address the readiness for the main application and future potential ICT driven applications. Furthermore, it concluded that ICT convergence is demanded to overcome the current vulnerabilities and significant momentum to leave behind by using its potential energy recourses and favorable geographical state. Policymakers may find this study useful, as it answers the question of whether ICT investment can ultimately reduce energy consumption and may aid in future planning. Even tough, in order to develop a smart grid and integrating renewables firstly set an appropriate market structure, ICT will key enabler to make energy system more profitable and sustainable. Regarding the result of this study, ICT deployment contribution is a huge demand for future opportunities energy in Mongolia.

  • This paper introduces the results of analysis of questionnaries for developing the effective responding method against social disasters by using ICT technologies. Over 200 peoples including 146 citizens and 55 officials and fireman responded on the questionnaries. In analytical results, approximately 87% citizens answered that the current disaster responding system has some problems, and also over 82% citizens is expecting that ICT is available to reduce the social disaster. For the question of necessity and efficiency of ICT implementation, many officials answered that the information of GIS and facilities would be mostly useful information to respond the social disaster.

Science and Technology ODA Promotion of Korea through ICT of Global Problem Solving Centers -Suggestion on the mid- and short-term projects promotion of science and technology ODA roadmap- (글로벌문제해결거점 ICT화를 통한 한국형 과학기술 ODA 추진 -과학기술 ODA 중·단기 과제 추진에 대한 제언-)

  • The Korean government proposed the K-SDGs in 2019 to promote the UN SDGs, but the role and tasks of science and technology, an important means of implementing the SDGs, have not been materialized. Accordingly, the role of science and technology ODA for the SDGs was established through the Ministry of Science and ICT's policy research project 'Science and Technology ODA Promotion Roadmap for Spreading the New Southern Policy and Realizing the 2030 SDGs'. In addition, goals, strategies, and core tasks for the next 10 years were derived in 10 fields such as water, climate change, energy, and ICT. In this paper, we analyze 30 key tasks of the ODA promotion roadmap for science and technology for the realization of SDGs, and propose mid- and short-term tasks and implementation plans for effective roadmap promotion. Among the key tasks in each field, four common elements were derived: ICT/smartization, a global problem-solving center, cooperation/communication platform, and business model/startup support platform/living lab that can create and integrate roadmap implementation conditions. In addition, the four mid- and short-term tasks, 1) Establishment of science and technology ODA network, 2) Establishment of living lab business platform linked to start-up support business, 3) Local smartization of recipient countries, and 4) Expand and secure sustainability of global problem-solving centers, were set in relation to the implementation of the detailed roadmap. For the derived mid- and short-term tasks, detailed implementation plans based on the ICTization of global problem-solving centers were presented. The implementation of the mid- and short-term tasks presented in this paper can contribute to the more effective achievement of the science and technology ODA roadmap, and it is expected that Korea's implementation of SDGs will also achieve high performance.

  • The utilization of Information and Communication Technology(ICT) has become increasingly important in educational endeavors. The purpose of this paper is to analyze the current status of the utilization of ICT in elementary schools and to investigate problems and tasks to be solved for the effective use of ICT. Concerning the first purpose, a survey was conducted in February 2000, and the results are reported in this paper. For the second purpose, hindering factors are analyzed in relation to hardware, software, teacher training, curriculum, and administrative and financial support. Undoubtedly, ICT has been playing an important role in education. The effectiveness of this role largely depends upon how ICT is utilized in educational setting. Thus educators should carefully consider all aspects of the implementation of ICT, and devote efforts to solve problems occurring in the process of the implementation.

  • In this paper, We designed and implemented a web based PBL system for ICT training. We surveyed special qualities and a learning model which have been researched for web based PBL system. According to the result of preceding research, we designed a web based PBL system consisted of teaming guidance, learning subject, collaboration learning, loaming result, help center, bulletin board. Also, We applied the web based PBL system to beginner. According to the result of this application, it was found that the students had more interest in learning and utilization of the system when using the web based PBL system. And the web based PBL system was very useful in setting up a problem-solving plan and a ICT learning plan.
