Aid Effectiveness in Practice: A Case Study on the National Data Center in Mongolia

  • The main purpose of this paper is to examine the aid effectiveness of ODA projects through a case of an e-Government ODA. The case at hand is the Mongolian National Data Center project, which was supported by Korea International Cooperation Agency in 2007~2009. In this paper, we analyze aid effectiveness through a case instead of a long-term macroeconomic analysis. By using OECD DAC guideline for performance evaluation of ODA project combined with PRM (Performance Reference Model) for evaluating e-Government, authors undertakes a post-implementation evaluation on the Mongolian NDC project. The result shows that the NDC project has been relevant and implemented effectively and efficiently given the political instability incurred by the election fraud in 2008. However, there have been problems as well. Provision of defected monitors was a critical problem while disagreement on the safety of the building was lasted for two more years to be settled. Some comments on the training program are also worth to hear to ameliorate similar projects. But more fundamental problems are found in impacts and sustainability areas. Low political status of ICTPA as a coordinating organization for ICT ODA and unstable job security of NDC are serious hurdles to increase effectiveness and efficiency of NDC. ICTPA has played very limited roles in coordinating government-wide ICT ODA projects because it lacks actual power and control over them. Other government organizations do not fully trust NDC as a reliable government data center due to low political status and lack of job security. Thus critical factors to affect the effectiveness and efficiency of e-Government ODA projects are political and organizational instead of economic.

Parameter Estimation and Fitting Error Analysis of the Representative Spectrums using the Wave Spectrum off the Namhangjin, East Sea (남항진 파랑 스펙트럼 정보를 이용한 대표 스펙트럼 매개변수 추정 및 분석)

  • The parameters of the modified BM and JONSWAP spectra are estimated using spectral data set off Namhangjin, located in the east coast of Korea, collected during high wave events. The parameters of the modified BM spectrum were estimated to be 1.04 and 0.27, which were similar to the conventional values of 1.098 and 0.30, but showed significant differences in statistical terms. On the other hand, the peak enhancement factor of JONSWAP spectrum was estimated to be 1.4, which was substantially small compared to the conventional value of 3.3. The RMSE differences from the fitted results of the two spectra were small, approximately 0.2. In the frequency range greater than the peak frequency, however, the spectral energy density showed relatively mild decrease with increase of the frequency, compared to the standard forms of the modified BM and JONSWAP spectra.

A Study on the extraction of activity obstacles to improve self-driving efficiency (자율주행 효율성 향상을 위한 활동성 장애물 추출에 관한 연구)

  • Self-driving vehicles are increasing as new alternatives to solving problems such as human safety, environment and aging. And such technology development has a great ripple effect on other industries. However, various problems are occurring. The number of casualties caused by self-driving is increasing. Although the collision of fixed obstacles is somewhat decreasing, on the contrary, the technology by active obstacles is still insignificant. Therefore, in this study, in order to solve the core problem of self-driving vehicles, we propose a method of extracting active obstacles on the road. First, a center scene is extracted from a continuous image. In addition, it was proposed to extract activity obstacles using activity size and activity repeatability information from objects included in the center scene. The center scene is calculated using region segmentation and merging. Based on these results, the size of the frequency for each pixel in the region was calculated and the size of the activity of the obstacle was calculated using information that frequently appears in activity. Compared to the results extracted directly by humans, the extraction accuracy was somewhat lower, but satisfactory results were obtained. Therefore, it is believed that the proposed method will contribute to solving the problems of self-driving and reducing human accidents.

A Study on the Organizational Support for Smart Work (스마트워크 지원을 위한 조직적 준비에 대한 연구)

  • In the case of ICT-enabled organizational changes such as Smart Work, appropriate change management is required. To achieve work-life balance, organizational change management should be conducted from both a structural and a cultural perspective. This study looked at organizational factors that affect Smart Work facilitation through a case study with the view of ICT-enabled change management. From November to December 2019, eight Smart Workers of Company A were interviewed and analyzed for organizational support. The results show that structural support such as institutionalization, ICT infrastructure office environment improvement, Smart Work center as well as cultural support such as enhancing autonomy, communicating style of managers, trusting organizational climate are required. The findings suggest balanced organizational support to provide cultural support along with structural support for activating Smart Work operations. In the future, it is necessary to demonstrate the causality between structural/cultural support factors and outcome factors.

  • Australia is the world's top gold, nickel, iron ore, lead, zinc and uranium, and is ranked in the top five in many other important minerals. Extension to existing resources will continue to support well-established local production. There are perceptions by some that Australia is a mature exploration destination where the easily won near-surface deposits were largely discovered many decades ago. In recent years, Australia faces increasing global competition for investment spending in all jurisdictions in which mineral exploration is encouraged. Many regional communities face the threat of losing their main economic driver as a number of long-term mines are reaching the end of their economic life. However, given the trend of increasing mineral demand due to the 4th industrial revolution, it is considered that Korea is also an opportunity to acquire global competitiveness of geoscience and mining technology by smart and digital mining, and by ICT-convergence technology R&D.

  • The surrounding environments in which we live are changing from time to time due to the influence of ICT. At the heart of this change is not only the industrial sector, but it appears in most areas of everyday life. At the center of information and communication technology are software, intelligence, and sensing technology. The government and related organizations are promoting policies to foster various software, and with these policies, the software-related industry is steadily developing. There are positive aspects about software development, but also negative ones. The problems of duplication and progress due to software development have been increasing as the software industry has increased in quantity. In this study, we proposed a more objective method based on software engineering as a solution to problems when problems related to development progress occurred during the software development process.

A Scoping Review of Information and Communication Technology (ICT)-Based Health-Related Intervention Studies for Children & Adolescents in South Korea (아동·청소년 대상 정보통신기술(ICT) 기반 국내 건강관련 중재연구의 주제범위 문헌고찰)

  • Purpose: The objective of this review was to identify the research trends in Information and Communication Technology (ICT)-based health-related intervention studies for children and adolescents published in South Korea over the past 10 years. Methods: A scoping review was performed in accordance with the Preferred Reporting Items for Systematic Reviews and Meta Analyses (PRISMA) and the system classification framework for digital health intervention 1.0 of the World Health Organization (WHO) was applied to analyze how technology was being used to support the needs of the health system. Results: A total of 18 studies were included in the final analysis. The participants were mainly children with a variety of diseases. No studies had used innovative technology platforms such as artificial intelligence (AI), the Internet of Things (IoT), and robotics. In addition, the scope of application of the WHO classification criteria was quite limited. Finally, no intervention study considered technical operational indicators, such as the number of website visits and streaming as outcome measurements. Conclusions: Researchers should introduce advanced technology-based strategies to provide customized and professional healthcare services to children and adolescents in South Korea and continue efforts to integrate innovative ICT for various research purposes, subjects, and environments.

Infrastructure 2D Camera-based Real-time Vehicle-centered Estimation Method for Cooperative Driving Support (협력주행 지원을 위한 2D 인프라 카메라 기반의 실시간 차량 중심 추정 방법)

  • Existing autonomous driving technology has been developed based on sensors attached to the vehicles to detect the environment and formulate driving plans. On the other hand, it has limitations, such as performance degradation in specific situations like adverse weather conditions, backlighting, and obstruction-induced occlusion. To address these issues, cooperative autonomous driving technology, which extends the perception range of autonomous vehicles through the support of road infrastructure, has attracted attention. Nevertheless, the real-time analysis of the 3D centroids of objects, as required by international standards, is challenging using single-lens cameras. This paper proposes an approach to detect objects and estimate the centroid of vehicles using the fixed field of view of road infrastructure and pre-measured geometric information in real-time. The proposed method has been confirmed to effectively estimate the center point of objects using GPS positioning equipment, and it is expected to contribute to the proliferation and adoption of cooperative autonomous driving infrastructure technology, applicable to both vehicles and road infrastructure.

  • As the number of security incidents and damages increase steadily, interest in the security of society is growing, and the amount of academic interest and research is steadily increasing. However, despite these concerns and the quantitative increase in research, the terms 'security' and 'safety' have been mixed and studies have been conducted without the conceptual definition of various security terms being clearly defined. As a result, various forms of security concepts based on ICT environments have been misused. Therefore, we tried to derive the consensus of experts among the various security terms which are mixed in this study, and to summarize the concepts based on the analysis of domestic and foreign documents based on the concept of the terms. Through this research, we intend to contribute to the establishment of the academic identity of security by preventing related mistakes caused by the mixed use of terminology.

  • 본 논문에서는 견적 단계부터 공정별 제조 현황을 고객과 공유하고 소통할 수 있는 MRP 시스템과 스마트 사이니지를 이용하여 제조현장 작업자들 중심의 실시간 제조 현황 데이터를 관리 및 활용하여 생산 납품에 대한 예측 관리하며, BOM 중심의 소요 자재 관리는 물론, 소모성 자재를 위한 Part List 개념이 도입된 MRP 기반의 MRO 관리 체계를 마련하는 동시에 고객의 발주 정보를 기초로 유휴 및 유사 금형을 검색하여, 금형의 재활용 및 생산원가와 납기일 등의 코스트 절감에 도움을 줄 수 있는 고객 개방형 제조 관리 시스템 구축을 제안한다.
