  • The OECD surveys the questionnaire on the background of ICT every three years since 2003. In this study, we compare and analyze the changes in ICT accessibility and ICT usability of Korean students in 2015 and 2018 using the ICT background data of OECD PISA. ICT accessibility refers to the degree of access to ICT equipment at school or at home. There are 10 items of accessibility surveys at schools used by PISA, and 11 items at home. ICT usability refers to how much ICT equipment is used at or outside of school for learning or non-learning purposes. There are ten items for surveying usability at school, and twenty-four items for surveying usability outside of school. In the analysis of this study, the arithmetic mean of the items is used. As a result, Korean students' accessibility at school improved from 25.48% in 2015 to 40.40% in 2018, and from the lowest group in 2015 to below-average group in 2018. In terms of students' usability at school, we analyzed the percentage of students who use the ICT equipment 'almost every day' and the students who use it 'everyday'. Both 2015 and 2018 are among the lowest. Accessibility at home is higher in 2018 than in 2015, and belongs to the average group of OECD countries in 2018. ICT Usability for learning purposes outside of school is the lowest group in both 2015 and 2018. ICT Usability outside of school for non-learning purposes is in the average group of OECD countries. As a result of this study, we can see that Korea's digital literacy education is weak compared to other OECD countries. Prior to education about the Fourth Industrial Revolution, investment in digital literacy education is needed.

  • For the development and better use of information and communication technology(ICT) for promoting health and quality of life in older people, it is important to understand personal factors associated with ICT use. The aims of this study were to describe the pattern of ICT use according to health characteristics of elderly and to investigate significant factors related to ICT use among three age groups. The data of 2017 National Survey of Older Koreans was used for analysis and 10,058 of older adults aged 65 and over were included for study participants. As results, first, the young old(65~74) used more functions of ICT than the middle-old(75~84) and the old-old(85 and over). Second, ICT was more used among older people with good conditions in chronic disease, subjective health, cognition, depression, vision, hearing, walking and IADL. Third, higher prevalence of ICT use was significantly associated with age, education, household income, subjective health, depression, cognitive function, vision limitation and walking limitation. Fourth, factors influencing the use of ICT were a little different among three age groups. For the young-old(65~74), subjective health, depression, cognitive decline, walking limitation, and IADL disability were significant factors affecting on ICT use. For the middle-old(75-84), subjective health, depression, cognitive decline, vision, hearing, and walking limitation were related with their ICT use. For the old-old(85 and over), only cognitive function and depression were associated with their ICT use. Based on these results, this study suggested the need to consider multiple health conditions for developing and using ICT for older adults.

  • This study tried to propose a smart farm technology strategy suitable for the domestic situation, focusing on the differentiation suitable for the domestic situation of ICT technology. In the case of advanced countries in the overseas agricultural industry, it was confirmed that they focused on the development of a specific stage that reflected the geographical characteristics of each country, the characteristics of the agricultural industry, and the characteristics of the people's demand. Confirmed that no enemy development is being performed. Therefore, in response to problems such as a rapid decrease in the domestic rural population, aging population, loss of agricultural price competitiveness, increase in fallow land, and decrease in use rate of arable land, this study aims to develop smart farm ICT technology in the future to create quality agricultural products and have price competitiveness. It was suggested that the smart farm should be promoted by paying attention to the excellent performance, ease of use due to the aging of the labor force, and economic feasibility suitable for a small business scale. First, in terms of economic feasibility, the ICT technology is configured by selecting only the functions necessary for the small farm household (primary) business environment, and the smooth communication system with these is applied to the ICT technology to gradually update the functions required by the actual farmhouse. suggested that it may contribute to the reduction. Second, in terms of performance, it is suggested that the operation accuracy can be increased if attention is paid to improving the communication function of ICT, such as adjusting the difficulty of big data suitable for the aging population in Korea, using a language suitable for them, and setting an algorithm that reflects their prediction tendencies. Third, the level of ease of use. Smart farms based on ICT technology for the development of the Industry6.0 (1.0(Agriculture, Forestry) + 2.0(Agricultural and Water & Water Processing) + 3.0 (Service, Rural Experience, SCM)) perform operations according to specific commands, finally suggested that ease of use can be promoted by presetting and standardizing devices based on big data configuration customized for each regional environment.
