An Assessment of Readiness and Barriers toward ICT Tools - The Case of Korea National College of Agriculture and Fishery - (정보통신기술 활용에 대한 인식과 장애요인 - 한국농수산대학 학생들을 대상으로 -)

  • This study aims to examine agricultural college students' perception of readiness and barriers towards implementation of ICT program. Data were gathered from 175 student of agricultural college in Korea. Descriptive statistics, exploratory and confirmatory factor analysis, t-test, and one-way ANOVA were applied to analyze the data. Results reveal that technology usefulness perception scores were high among the readiness components, but students readiness and school infrastructure readiness were low. Results also shows that policy and technology factors were also seen as the main barriers of ICT program implementation. Findings show that demographic variables did not significantly affect readiness and obstacles. The results of this study can provide guidance to the government or agricultural college organizations when considering readiness and barriers towards implementing ICT programs. In addition, this study contributes to improve the theory of adoption behavior and contributes to the foundation for future research aimed at improving our understanding of agricultural college students' behavior.

  • The patents trends registered in korea, the USA, Japan and Europe were analyzed to forecast the direction of R&D for the technology of sediment disaster. As a result of portfolio analysis, the number of patents in Korea have continued to rise, but have been placed behind the other countries. The level of technology of each country was investigated. In the survey technology and sensing technology, the Korean and USA situations were classified as a period of growth, and the Japanese situation was classified as a period of decline. In the control technology and protection technology, Korean situation was classified as a period of growth, and the Japanese situation was classified as a period of decline. As a result of analysis for a direction of R&D using blank technologies, standardization of analysis technologies for mechanism, fusion techniques between ICT and conventional techniques, development of eco-friendly materials and evaluation of structure should be developed by R&D in Korea.

A Study on the ICT Construction in Korea through Benchmarking Japanese Systems and Policies - Focused on Earthwork (일본의 제도·정책 벤치마킹을 통한 국내 건설 ICT 시공 방안에 관한 연구-토공사를 중심으로)

  • In order to cope with the decrease of construction manpower caused by the aging population and to improve construction productivity, Japanese Ministry of Land, Infrastructure, Transport and Tourism has been promoting construction methodology using ICT (Information & Communication Technology) since 2016. The ministry has established and implemented new cost estimation standards, delivery systems, and government support policies to boost automated earthwork using ICT, and is expanding the types of automated construction methodology applied at the construction sites. To utilize ICT at construction sites in Korea, as in case of Japan, laws, systems, and policies should be readjusted first. By comparing the ICT-related systems and policies between Japan and Korea, this paper scrutinizes critical benchmarking factors. As a result, we have reached the conclusion that in order to promote ICT methodology at Korean construction sites, Korean government should establish ICT-related cost estimation standards, delivery systems, and economic support policies in advance.

Mapping of Education Quality and E-Learning Readiness to Enhance Economic Growth in Indonesia

  • Purpose: This study is aimed to map the provinces in Indonesia based on the education and ICT indicators using several unsupervised learning algorithms. Research design, data, and methodology: The education and ICT indicators such as student-teacher ratio, illiteracy rate, net enrolment ratio, internet access, computer ownership, are used. Several approaches to get deeper understanding on provincial strength and weakness based on these indicators are implemented. The approaches are Ensemble K-Mean and Fuzzy C Means clustering. Results: There are at least three clusters observed in Indonesia the education quality, participation, facilities and ICT Access. Cluster with high education quality and ICT access are consist of DKI Jakarta, Yogyakarta, Riau Islands, East Kalimantan and Bali. These provinces show rapid economic growth. Meanwhile the other cluster consisting of six provinces (NTT, West Kalimantan, Central Sulawesi, West Sulawesi, North Maluku, and Papua) are the cluster with lower education quality and ICT development which impact their economic growth. Conclusions: The provinces in Indonesia are clustered into three group based on the education attainment and ICT indicators. Some provinces can directly implement e-learning; however, more provinces need to improve the education quality and facilities as well as the ICT infrastructure before implementing the e-learning.

  • While the first step of the comprehensive plan for educational informationization focused on the infrastructure establishment, the second step aims to develop creativity and problem solving skills of students through the use of Information and Communication Technology(ICT). The purpose of this research is to investigate the current status of the educational use of ICT in elementary schools, and to give guidelines for future educational informationization. Four aspects of ICT(i.e., school environments, teachers' abilities to use ICT, methods for using ICT in class, and factors hindering the use of ICT in schools) were examined in the survey. From the survey, it is found that ICT is now used in schools more actively than before. However, it is also found that more efforts need to be made in some areas such as instructional strategies using ICT in class, and the design and the management of teacher training programs.

  • Though the latest ICT technology is expected to serve as a bridgehead for future industrial development as the core of the 4th Industrial Revolution, the gap in ICT technology is still directly connected to the disparity in wealth and it is widening. Training to foster female ICT capabilities in developing countries is an opportunity to foster quality workforce for national development and a means to close the technology gap. The study aims to investigate the status of infrastructure and ICT education at UHP University in Indonesia, as a preparation for educating students in developing countries with ICT skills. Based on this survey, we develop appropriate ICT education contents for female students and provide necessary policies for ongoing education. We will seek ways to improve efficiency in education by comparing and analyzing the results of the previous research, Life University survey.

A Study on the Public Library As a Place of ICT Literacy Training (ICT 리터러시 교육 활용 공간으로서의 공공도서관)

  • This research is part of the Korean-ASEAN Official Development Assistance (ODA) project, specifically exploring the possibility of using public libraries as a place for Information and Communication Technology (ICT) literacy training for women from ASEAN (Association of Southeast Asian Nations) countries. Women from ASEAN countries are often minorities in ICT capacity building. A survey of 1,000 female public library users - 100 people from each of the ten ASEAN countries - and in-depth interviews with librarians from national libraries were conducted. The survey results showed that 68.8% of respondents perceived public libraries as a suitable place for ICT literacy training. 27.5% of respondents visited libraries for ICT-related activities, including information retrieval, e-mail, SNS, etc., Meanwhile, findings from the interviews highlighted the importance of having up-to-date ICT infrastructure - computers, Internet, professional ICT skill training for librarians, strategic planning for policies, budgets, and cooperation with other related institutions - in public libraries in order to provide effective ICT training.

  • This study analyzed the determinants influencing competitiveness of artificial intelligence industry of Korea. Analysis showed that the factors having the greatest influence on the national competitiveness of the artificial intelligence industry were, in decreasing order of importance, R&D, capital, and ICT competitiveness. Given the capital-intensive characteristic of the artificial intelligence technology, it is important to enhance the national R&D capacity in artificial intelligence technology and ICT, and to make substantial investments in the establishment of related infrastructure. Considering that the development and utilization of ICT infrastructure serves as the basis for artificial intelligence technology, the high standards of Korean consumers are expected to have a positive catalytic effect on the acquisition of national competitiveness for the artificial intelligence industry. For companies to respond in a timely manner to the rapid dissemination and high impact of artificial intelligence technology, they must prepare for such advancements by improving their competencies.

  • The introduction of BIM in domestic construction industry has become more active. Library development and standardization in civil-engineering are unexhausted. This research develop and standardize prototype library for railway infrastructure. We define target facility for library based on railway standard drawings and select BIM software according characteristic of each facility. In this research, we develop libraries composed of 199 files and 489 types for alignment, roadbed and track and make specifications as defined attribution item and description. As we consider for application to diverse use case, develop prototype library in low LoD. We expect that library can increase 3D design productivity and ensure consistency of quality.
