전 세계적인 기후변화에 대한 관심 고조로, 이에 대한 대응 방안으로서 그린 ICT 관련 기술 개발이 진행되고 있다. 그린 ICT 관련 기술 개발과 함께 해당 기술의 국제표준화가 ITU-T를 비롯해 ISO, IEC, ISO/IEC JTC 1 등 국제 표준화 기구와 ETSI, ATIS, Ecma International, GHG Protocol, The Green Grid, GreenTouch등 지역표준화 기구 및 사실 표준화 기구를 통해 진행되고 있다. 이에 본고에서는 그린ICT의 의미를 살펴보고, ITU-T의 주요 표준화 그룹들의 그린 ICT 표준화 현황과 전망에 대해 소개한다.

Countries are promoting Green New Deal policy to cope with global warming and climate change as a result of economic growth and overcome the economic crisis caused by the coronavirus 19. The role of ICT technology is crucial in realizing the Green New Deal policy, and standardization of ICT technology should be preceded. This paper examines domestic and foreign Green New Deal policies and analyzes trends in ICT standardization activities. Based on the analysis, we propose standards that should be developed for the eight major projects in order to successfully realize the Korean Green New Deal. A strategy to promote ICT standardization for the zero energy project in public facilities as an example was proposed. In addition, we present ways to resolve difficulties in realizing ICT standardization policies related to Korean Green New Deal. Through this study, it is expected that the Korean Green New Deal policies, which is being promoted at the pan-government level, will be effective based on ICT standard technology.

TTA에서는 급변하는 세계 ICT 환경변화에 대응하기 위해 매년 ICT 표준화전략맵을 수립하고 있다. 2015년도(Ver.2016)에는 IoT, 빅데이터, 클라우드, 5G이동통신, SW 등 K-ICT 전략분야를 중심으로 25개 중점기술을 선정하고, 이에 대한 구체적인 국내외 표준화 추진전략을 마련하였다. 본 고에서는 K-ICT 표준화전략맵 Ver.2016의 주요내용을 소개하고자 한다.

TTA는 국제표준화 환경변화에 적극 대응하고 국내기술의 국제표준 반영을 통한 글로벌 표준화 경쟁력을 제고를 위해 매년 중점기술을 선정하여 국내외 표준화 추진전략을 제시하는 K-ICT 표준화 전략맵을 개발하였으며, 이를 토대로 전문가 설문과 인터뷰를 진행하여 '2017년 ICT 표준화 10대 이슈'를 선정하였다. 본 고에서는 제4차 산업혁명을 이끌 초연결사회 플랫폼과 지능형 융합서비스 분야에서 선제적 표준화가 필요한 전략분야의 국내외 표준화 전망에 대해 소개하고자 한다.

산업화 이후 온실효과에 의한 지구 온난화 현상 발생으로 전 세계적으로 기후변화에 대해 관심이 높다. 또한, 최근들어 기상이변 등은 기후변화에 대한 대응이 시급함을 실감하게 한다. 컴퓨터, 랩탑, 휴대폰과 같은 정보통신(ICT: Information Communication Technology) 기기도 이산화탄소와 같은 온실가스를 배출하고 에너지 소비가 많아, 정보통신 부분에서의 기후변화에 대한 대응이 중요하다는 인식이 급증하고 있다. 그린 ICT(Green ICT)는 이러한 정보통신 부분에서의 기후변화에 대응하는 방법으로 그 표준화 추진이 요구되는 상황이며, 본 고에서는 특히 국내 그린 ICT 표준화 추진 현황에 대해 알아본다. 국내 그린 ICT 표준화는 한국정보통신기술협회(TTA) 단체표준 및 표준화 포럼을 중심으로 이루어지고 있으며, 국제전기통신연합(ITU) 등의 국제 표준화 기구에 대한 대응 연구반을 통해서도 이루어지고 있다.

Currently, our country has promoted sustainable growth in agriculture field by expanding the growth engine which is going to creat new value through agrifood industry & ICT convergence, the deployment of computerization in rural areas and the efficiency increase of agricultural administration system. Since the level of domestic agriculture-ICT convergence technology focusing on production areas is at early stage, it is necessary to deploy the successful models through the systematic development of technology and standardization including production, distribution and consumption phase. In addition, because the management and control systems of large glass greenhouse are mostly foreign products with no standardization and related small domestic companies, there is a limit to agri-food & ICT convergence activation led by the agri-food private sector. Also, it is vital to increase productivity & efficiency and improve quality throughout the entire agricultural process including production, distribution and consumption by the fusion of information technology, automatic control technology and unique ICT on existing agricultural technology, Therefore, in this paper we propose the agricultural-ICT convergence technology fields in which our country can lead technology and the standardization plans through analyzing the development, policy and standardization trends on agricultural-ICT convergence technology.

국제표준화 기구 및 표준화 단체는 각국에 1개씩 존재하고 있다고 보면 된다. 그중 표준화활동을 어느 정도 체계적으로 관리, 활동하는냐에 따라 수많은 표준(안)이 개발되고, 국제표준화기구의 승인을 요청하느냐에 따라 ICT 기업 매출과 직접적인 영향을 받을 것이다. 국제적으로는 ITU, ISO, ISO/IEC JTC1, ATIS, BSI, AFNOR, DIN, TTA 등 무수히 많은 표준화기구 및 단체 등이 활동하고 있다. 본고에서는 정보통신 분야의 최고 기구인 ITU-PP를 중심으로 논의하고자 하며, 이러한 국제표준화기구와 ICT 기업과의 생존관계를 위한 국제회의 유치가 ICT 분야 및 산업 발전에 미치는 영향을 분석 제시하고자 한다.

남북한 간 ICT산업 표준화를 통한 교류협력은 상호 공동의 경제적 이익을 추구할 수 있는 실질적인 분야이다. 특히 ICT산업표준은 경제협력의 촉매제가 될 수 있으며, 체제에 대한 부담이 덜하고 양측의 협력을 통해 적은 비용으로 큰 파급효과를 기대할 수 있으며, 남북 경제통일의 기초가 될 수 있다. 아울러 정부 및 민간 차원의 실질적 교류를 여는데 용이하면서도 필수적인 사업이기도 하다. 본 연구에서는 남북한 ICT산업 교류협력을 위한 양측의 기술 및 산업현황, 실현가능성 등을 분석하여 표준화 과제를 도출하였다. 남북한 ICT산업 교류협력을 위한 우선과제는 낙후되어 있는 북한의 기술수준을 선진화하기 위한 노력이 필요하다. 이에 남한의 첨단 정보화 인프라를 적극 제공하여 기술격차를 줄이는 것이 선행되어야 한다. 본 연구에서는 남북 ICT산업의 국가기술규격 및 표준의 통합과 기술적 제도적인 중 장기적 협력체계를 통합방안을 제시하였다.
