Objectives: This study's purpose is finding children's activity spaces that demand environmental safety management. Methods: The method of this study is analysing children's life patterns based on a questionnaire survey. Results: This study analyzed children's life patterns through a questionnaire survey. In total, 2,447 questionnaires were provided to analyze children's life patterns. The results of the questionnaire indicated a highly simple form because many children generally stayed in their home (66%) or nursery facility (2%). In the case of other facilities, playground was ranked first and amusement park was ranked second. In addition, kids cafe (including play facilities installed in shopping centers, etc.), library, and internet cafe were among the responses. Conclusions: The priority for new high-maintenance children's activity spaces are academy (rank 1), kids cafe (rank 2), indoor playground (rank 3).

In shipbuilding industry, there is conducting most of works by welding at the shipyard, and the volume of welding is increasing with international trends of green ships. Welding joint is guaranteed quality through non-destructive testing (NDT). The manual welding inspection report is produced by identifying the drawings designed, which results in losses the many workforce and occurs human errors. To solve these problems, this paper covers a system that reports on inspection information is automatically generation by input data based on shipbuilding-specific CAD. The developed system analyzes the shape data from drawings of modeling. Also, the system determines welding joints through expansion of the part boundary and generates tag numbers. In addition, it provides the function to automatically extract the information needed for inspection such as weld length, thickness and etc. We conducted test to verify the usefulness of the developed system and confirmed that the welding inspection information extracted through system matches the information shown in drawings of modeling.

In this era of information and communication technology (ICT), tremendous improvements have been witnessed in our daily lives. The impact of these technologies is subjective and negative or positive. For instance, ICT has brought a lot of ease and versatility in our lifestyles, on the other hand, its excessive use brings around issues related to physical and mental health etc. In this study, we are bridging these both aspects by proposing the idea of AI based mental healthcare (AIMS). In this regard, we aim to provide a platform where the patient can register to the system and take consultancy by providing their assessment by means of a chatbot. The chatbot will send the gathered information to the machine learning block. The machine learning model is already trained and predicts whether the patient needs a treatment by classifying him/her based on the assessment. This information is provided to the mental health practitioner (doctor, psychologist, psychiatrist, or therapist) as clinical decision support. Eventually, the practitioner will provide his/her suggestions to the patient via the proposed system. Additionally, the proposed system prioritizes care, support, privacy, and patient autonomy, all while using a friendly chatbot interface. By using technology like natural language processing and machine learning, the system can predict a patient's condition and recommend the right professional for further help, including in-person appointments if necessary. This not only raises awareness about mental health but also makes it easier for patients to start therapy.

Smart phone zombie or Smombie means pedestrians who walk without attention to their surroundings because they are focused upon their smart phone. Because the traffic accidents and injuries caused by Smombie have been increased rapidly in recent years, the social attention and policies are needed to prevent it. This study was conducted to analyze Smombie's current status and some solutions used before and to propose new improved method through the latest ICT trend. In this study, we did the field survey to check Smombies at several places in Seoul through people counting, and found that a lot of pedestrians still use the smart phone while walking. And we analyzed many case studies about some solutions to prevent Smombies previously. The case studies include legal regulations, government policies, smart phone app services and facilities that are used before. We studied them through internet searches and reference studies and we also checked the current operating situation as visiting several places that the solutions actually has been operated. Therefore, we found there are some limitations in previous solutions in terms of effectiveness and management. To consider new solution that can be expected to overcome the limitations, we analyzed the latest ICT trends focused on features to utilize the Smombie prevention, especially video recognition and digital signage. In these days, video recognition has been developed rapidly with assistance of AI technology and it can recognize the specific pedestrian's characteristics such as holding smart phone as well as hair style, clothes, backpack and etc. On the other hands, the digital signage is the convergence device that includes big display, network connection and various IoT sensors. It can be used as public media in many places for public services as well as advertising. Through these analysis results, we show the requirements and the user scenario for the improved method to prevent Smombie. Finally, we propose to develop R&D technology to recognize Smombie exactly as pedestrian attributes and to spread creative contents to increase pedestrian's interest and engagement for Smombie prevention through digital signage.

Social individualized broadcasting increases rapidly in an environment that combines communication and broadcasting. Real-time individualized broadcasting is a service that is provided by multiple individuals to many and unspecified persons. In contrast, newly introduced individualized broadcasting service is a service that has not been experienced socially and culturally and therefore many problems are expected. The newly emerging real-time individualized broadcasting service may bring about various dysfunctions as well as desirable functions. Establishment of guideline and its implementation based in vulnerability analysis are necessary to prevent the expected dysfunctions and reinforce the desirable functions. Therefore, the purpose of this paper is to examine dysfunctions of the information-oriented society which threaten cyber-norms, cyber-morality, cyber-dangers, cyber-democracy, etc. at the level of social individualized broadcasting service and to propose appropriate guidelines. Through this paper, first, future changes of dysfunctions of the information-oriented society due to individualized broadcasting service can be forecast, and countermeasures and policy directions can be proposed. Second, Dysfunctions of ICT-based service that may emerge in individualized broadcasting service can be forecast and correct guideline can be prepared to reduce potential dangers and increase desirable functions of the service. This paper will analyze in various aspects the characteristics of a new media with the focus on individualized broadcasting service among the new ICT-integrated services, and forecast the appearance and aggravation of the dysfunctions and then draw the guideline.
Since the 1990s, the notion of governance has been introduced as an alternative way of understanding the new trend of public administration. Then, it was followed by the emergence of the concept, e-governance (electronic governance) with the development of information and communication technologies. E-governance means an approach to understanding how to manage state affairs. It emphasizes the notion of governance where various actors (government-market-civil society, etc.) adjust and cooperate through mutual collaborative network, not a unilateral decision-making form of government, in order to solve common problems. It also carries the notion of 'electronic' in the sense that it operates on the basis of utilizing information and communication technology (ICT). This study systematically attempts to analyze research trends and methodologies of e-governance in major Korean journals and proceedings in the field of public administration and policy studies over the last 15 years. Some of the findings are worth noting: first, e-governance studies in Korea are in large measure concentrated on the government-centered perspective. Also, past studies tend to focus on problem-solving by suggesting policy alternatives. Past studies, thus, seem to pay relatively less attention to explanation of the phenomena through rigorous analysis. Under the circumstances, this review is expected to shed light on some of conceptual or methodological issues related e-governance studies, thus, to provide significant implications for future research of e-governance.

The rate of traffic accidents that occurred in Korea last year is 10 out of every 100,000 people, ranking it 6th among the 35 OECD member countries. The accident rate of children with disabilities and elderly people is also high. The purpose of this study is to introduce traffic safety facilities which have been developed for the reduction of traffic accidents in non-urban areas in Korea through an analysis of the related literature, the accident factors using traffic accident analysis system data and traffic accident characteristics. Traffic safety integrated facilities for ICT-based pedestrian crossings are subject to cross-sectional coverage of child protection zones. The smart safety fence prevents vehicles from parking illegally and informs pedestrians that there is an access vehicle on the pedestrian crossing. The smart bump is designed to warn drivers who are not aware of the pedestrians. In order to standardize the appropriate form and size of the traffic safety facilities for pedestrian crossings, we constructed a standard model for each type, considering the road function, press classification, power, lane number, geometric form, etc. As a result, the rate of traffic accidents involving vulnerable people was reduced. In addition, it is anticipated that the maintenance costs will be reduced by the use of a solar power supply and their compatibility with the existing installed safety fences.
Recently, there is a need to introduce a Korean-style restriction sandbox system that exempts or suspends existing regulations so that new products or services based on new technologies can be commercialized without restrictions. In response, the government reorganized the relevant statutes to promptly check regulations centering on four fields, including industrial convergence, ICT, FinTech, and regional innovation growth, and to allow experimental, proof and market releases by setting certain conditions(zone, period, scale, etc.). However, despite the same regulatory sandbox application, depending on the nature of the field applied, differences in application subject, whether application of regulatory specifics, system of push ahead decision-making and whether support of financial and taxation are shown. This research is intended to present efficient operation measures for successful settling of Korean-style regulation sandboxes by comparing and analyzing, centering on the Industrial Fusion Promotion Act in the Industrial Convergence Field, ICT field's Information and Communication Convergence Act, FinTech field's Financial Innovation Act and Regional Special Zone Act in the Regional Innovation and Growth Sector.

Plant phenology including flowering, leaf unfolding, and leaf coloring in a forest is important to understand the forest ecosystem. Temperature rise due to recent climate change, however, can lead to plant phenology change as well as snowfall in winter season. Therefore, accurate monitoring of forest environment changes such as plant phenology and snow cover is essential to understand the climate change effect on forest management. These changes can monitor using a digital camera system. This paper introduces the detection methods for plant phenology and snow cover at the mountain region using an unmanned camera system that is a way to monitor the change of forest environment. In this study, the Automatic Mountain Meteorology Stations (AMOS) operated by Korea Forest Service (KFS) were selected as the testbed sites in order to systematize the plant phenology and snow cover detection in complex mountain areas. Multi-directional Internet Protocol (IP) camera system that is a kind of unmanned camera was installed at AMOS located in Seoul, Pyeongchang, Geochang, and Uljin. To detect the forest plant phenology and snow cover, the Red-Green-Blue (RGB) analysis based on the IP camera imagery was developed. The results produced by using image analysis captured from IP camera showed good performance in comparison with in-situ data. This result indicates that the utilization technique of IP camera system can capture the forest environment effectively and can be applied to various forest fields such as secure safety, forest ecosystem and disaster management, forestry, etc.

As the use of smart devices is being increased rapidly by the development of internet and IT technology, the contents production and utilization rate are showing higher increase, too. In addition, the type of contents also shows very diverse forms such as education, game, video, UCC, etc. In the meantime, the contents are reproduced in diverse forms by reprocessing the original contents, and they are being serviced through the contents service platform. Therefore, the platform to make the contents reprocessing easy and fast is needed. As the diverse contents distribution channels such as YouTube, SNS, App Service, etc, easier contents distribution platform is needed, and the development of the relevant area is expected. In addition, as the selective consumption of the contents having easy accessibility through diverse smart devices is distinguished, the demand for the platform and service that can identify the contents consumption propensity by individual is being increased. Therefore, in this study, to vitalize the online contents distribution, the contents reproduction and publishing platform, was designed and materialized, which can reproduce and distribute the contents based on the real-time contents editing technology in URL unit and the consumer propensity analysis technology using the data management-based broadcasting contents distribution metadata technology and the edited image contents streaming technology. In addition, in the results of comparing with other platforms through the experiment, the performance superiority of the suggested platform was verified. If the suggested platform is applied to the areas of education, broadcasting, press, etc, the multi-media contents can be reproduced and distributed easily, through which the vitalization of contents-related industry is expected.
