The Ministry of Education and Human Resources Department of Korea have formulated various policy for development of teacher's ICT competence. But most of efforts expended upon ICT utilization currently, emphasize the ability which can handle computer skillfully than the ability for practical use in instruction, so that cannot induce distinct competence according to the duties and operations of teachers. This study aims to make scales for teacher's ability of ICT utilization in education of Korea. For the original purpose of evaluation, this tool made by job analysis and comparative studies with the existing appraisal standards. It can be the standards for evaluation of teacher's wholly duties on ICT applied education and proper self-evaluation tool for improvement of teacher's ability on ICT utilizing instruction. I processed measurement value of participant of Gwangju and Jeollanamdo area in this system and analyzed the level of teacher's abilities using ICT, a sex gap, regional difference, duty position difference and education career difference etc.

This research is part of the Korean-ASEAN Official Development Assistance (ODA) project, specifically exploring the possibility of using public libraries as a place for Information and Communication Technology (ICT) literacy training for women from ASEAN (Association of Southeast Asian Nations) countries. Women from ASEAN countries are often minorities in ICT capacity building. A survey of 1,000 female public library users - 100 people from each of the ten ASEAN countries - and in-depth interviews with librarians from national libraries were conducted. The survey results showed that 68.8% of respondents perceived public libraries as a suitable place for ICT literacy training. 27.5% of respondents visited libraries for ICT-related activities, including information retrieval, e-mail, SNS, etc., Meanwhile, findings from the interviews highlighted the importance of having up-to-date ICT infrastructure - computers, Internet, professional ICT skill training for librarians, strategic planning for policies, budgets, and cooperation with other related institutions - in public libraries in order to provide effective ICT training.

The requirements for separation between ICT cables and power cables depend upon the electromagnetic immunity of the ICT cable, the construction of the power cable, the quantity of, and type of electrical circuits and the presence of dividers etc. We studied and reviewed the regulations and standards relevant for requirements of this separation in domestic and foreign. And then we would like to suggest the method of separation calculation between ICT and power cabling taking the EMC into consideration.

Future information and communication technology (ICT) is constantly evolving and converging in diverse fields depending on the wireless environment, and the trend is being further developed to increase the speed of wireless networks. Future ICT is needed in many areas such as active senior & solo-economy, hyper-connected society, intelligent machine, industrial boundary collapse, secured self, and the sharing economy. However, a lot of research is needed to solve problems such as machine learning, security, prediction, unmanned technology, etc. Therefore, this paper describes some technologies developed in the areas of blockchain, fault diagnosis, security, agricultural ICT, cloud, life safety and care, and climate monitoring in order to provide insights into the future paradigm.

The core purpose of the paper is to explore perceptual displays of rural India towards the role and impact of ICT in transforming the lives through education and telecommunications. After meticulous review of pertinent literature on ICT, and its policy framework, the researcher administers both quantitative and qualitative field data collected from the villages of Andhra Pradesh, Karnataka, Kerala, and Tamil Nadu with a sample of 250 from each state. More than 90 percent of respondents from the four southern states in India clearly thought that the role and impact of ICT is very momentous. Predominantly, cent percent respondents from Kerala evinced that ICT is the major reason for achieving the tag of "100% Literacy State". And also in the remaining three states viz., Andhra Pradesh, Karnataka, and Tamil Nadu, the literacy rate has crossed mind-boggling figures only because of ICT's reinforcement. Even in the arena of telecommunications, these four states average telecom density is more than the country's average. The paper concentrated only on how ICT function empirically to build human capacity in rural south-India through the sectors of only education and telecom. This study is first of its kind and precious to all stakeholders of the ICT sector like educational institutional, telecom firms, customers, employees, and governments, etc.

Although many studies about start-up existed, It is almost never shown study about ICT convergence start-up enterprise. This study tries to analyze success factor to start-up enterprise in rapidly growing ICT convergence area. Based on 10 entrepreneurial success cases, We figure out the total 29 units success factors utilizing ERIS model. We classify ICT commercialization with 4 types which are software-R&D centric, software marketing centric, software plus hardware R&D centric, software plus hardware marketing centric. Among success factors the most success factor is related entrepreneur;s ability and include major and professional knowledge about ICT's filed, insight through sensitivity about technical paradigm etc. It was derived the success factors indicated in the course of commercialization of ICT Covergence Unlike other forms of the existing start-up entrepreneurs and contributed to typified in four forms startups for ICT Covergence start-up entrepreneurs.

The paper discusses the ICT infrastructure as far as the availability of (computers, local or wide area networks, Internet connectivity and its reliability, size of the bandwidth and its optimization, etc.) in the S&T research institution. It also examined the profile of the research scientists and looked at the type of ICT infrastructure that is available for their use as well as the reliability of the Internet connectivity within these research institutions. It looked at the broadband capacities of the research institutions and the ICT capabilities in respect of the technical and managerial support back-up that are available to the research institutions. The study used the survey research method with a questionnaire as well as personal observation to gather the data. From the data gathered, it was realized that the internet connectivity and the size of the bandwidth that the R&D institutions subscribed to differed significantly. Again, the extent to which the research scientists were able to access the internet in their respective institutions depended on the quality of the local network in place. Generally, the investments in ICT were made for different management objectives, and these were meant to facilitate the generation of new knowledge as well as make measurable improvements in R&D activities.

This study analyzes a phenomenon observed in the problem-solving process using ICT that field learners prioritize functional and logical fields. The purpose of this study is to anticipate the future direction of education utilizing ICT and to explore what effort is needed to increase balanced ability of utilizing ICT in the area of education. To analyze the patterns of ICT usage in education, students were asked to solve the problems including functional and logical requests by using the program of framing document. That results were marked in accordance with standards framed in both functional and logical fields. As a result, students utilized the ICT functional field more than logical one. Therefore, we confirm learning through ICT is more effective on functional sides than on logical sides. We also confirm the excellency of ICT's functional sides in such variables as major, grade, computer capability and qualification, etc.

In this research, we have identified problems and countermeasures when school library provides information literacy service in liaison with school curriculum. The problems were misunderstanding information literacy as ICT skills, lack of books and librarians, and etc. So we emphasize importance of library and information in information literacy. And for countermeasures, we provide online guide to library resources, 'BIG6 problem solving model' for information literacy teaching-learning, teaching-learning plans for information literacy, formats for teaching-learning process.
