This paper empirically traces out the determinants of Information and Communication Technologies (ICT) progress. Using cross-national evidence, it is found that a country's income level and its distribution affect the ICT progress, through their influences on home market demand pattern. This result holds even when controlling for other variables that affects ICT progress and a sub-sample of less developed countries. Based on the findings, it is possible to conjecture that ICT progress can be a plausible reason for the income polarization in the world. In addition, a country with higher levels of human capital accumulation and financial development is positively associated with the ICT progress, although the effects depend on the sample and model specifications. However, these results are based on crude theoretical backgrounds and estimations, which require for further studies in the future.

본 논문은 우리나라 정보통신 분야의 특허출원인 간 네트워크 특성이 기술혁신에 미치는 영향을 알아보기 위해 연구하였다. 이를 위해 특허 데이터를 토대로 정부 공공기관, 대학교, 대기업, 중소기업 등 각 혁신 주체의 네트워크 특성 요인과 특허피인용 횟수 간 관계를 소셜네트워크분석법(Social Network Analysis)과 부정적 이항분포 모델(Negative Binomial Regression)을 사용하여 분석하였다. 분석 결과, 우리나라 정보통신분야 혁신 네트워크는 밀도 0.009의 좁은세상 네트워크 유형을 보이고 있다. 또한, 연결중심성, 근접중심성은 특허피인용수로 대표되는 혁신 성과에 긍정적인 영향을 미치는 것으로 나타났는데에 반해, 구조적공백 지수 중 효율성은 유의미한 영향을 미치지 못했고, 제약성은 유의미한 부정적인 영향을 미치는 것으로 나타났다. 이것은 본 네트워크의 혁신 주체 간 연결이 매우 가까워 정보 지식의 확산이 빠르다는 것이고, 이에 반해 정보 지식의 원천이 한정되어 있어 다양하고 창의적인 혁신에는 한계가 있다는 것을 의미한다. 이에 이 결과를 토대로 각 혁신 주체의 효율성 및 다양성을 개선하기 위한 정책을 수립해야 한다.

This study aims to analyze the digital performance of Kazakhstan through dynamic analysis of national statistics and international indices as Global Innovation Index and ICT Development Index. The research combines three stages: analysis of digital transformation policies performance, review of ICT industry development, and comparative analysis of the positions of Kazakhstan, Turkey and South Korea as a benchmark in the international indices. This research findings show that despite great efforts of Kazakhstan in digitalization, the ICT industry contribution does not increase, it even falls. The international indices demonstrate that the reason is the weakness of the country in skills, venture capital, and innovation linkages. This leads to low knowledge, technology outputs, and creative outputs. The enablers of digital and overall innovation advancement of economy are identified. According to the international rankings the country has been doing its best in Access and Use areas. Another enablers are good business environment, ease of starting a business, protecting minority investors, and FDI inflows. The findings help to draw recommendations for strategic directions in order to improve the digital performance in Kazakhstan. The main limitation of this study is a lack of dynamic information on positions of Kazakhstan in other international indices related to digitalization.

This study adopts diffusion of innovation theory and analyses product life cycle on two different information communication technology (ICT) products. One is telematics located on introduction and the other one is MP3 located on maturity. The analytical results were mixed. ordinary least square (OLS) result showed that adoption of MP3 player is affected by white noise error ($\varepsilon$) and telematics is influenced by innovation effect (p coefficient) rather than imitation effect (q coefficient) or white noise error. However, nonlinear least square (NLS) result showed that adoption of MP3 player is affected by imitation effect (q coefficient) rather than innovation effect (p coefficient). In addition, the ratio of imitation effect/innovation effect of MP3 player is larger than that of telematics.

4차 산업혁명에 대한 국가적 관심이 높아짐에 따라 ICT산업 분야의 연구개발(R&D)는 앞으로의 국가 성장에 핵심적인 역할을 할 가능성이 크다. 우리나라의 경우도 빠르게 변화하는 ICT 산업에 대응하기 위해, 국가차원에서는 중장기 전략을 수립하고 있으며, 민간차원에서는 관련 인력풀(pool)을 늘리는 등 다각화된 대처를 하고 있다. 하지만 미국과 중국 등 선진국들의 기술수준과 가격 경쟁력을 결코 무시할 수 없어, 우리나라의 ICT산업은 낙관할 수만은 없는 상황이다. 그러므로 지금은 오히려 우리나라 ICT산업에 대한 명확한 진단을 통해 효율적이고 효과적으로 기술기회와 R&D기회를 발굴하는 것이 보다 실효성 있는 정책 수립에 도움을 줄 수 있다. 본 논문에서는 한국과학기술정보연구원(KISTI)에서 개발한 교역활동 프로파일 분석 시스템을 통해 ICT산업에 관련된 상품들 전체를 거시적인 관점에서 확인함으로써 우리나라의 ICT산업 전반을 진단하고 분석하고자 한다. 이로 인해, 증거기반(evidence-based)의 과학적인 방법으로 연구개발 기회를 파악하여 효율적이고 효과적인 정책수립에 기여하고자 한다.

본 연구는 산업조직이론과 자원기반관점을 통합하여 사업 다각화에 대한 산업환경요인과 기술역량의 결정요인들로 구성한 통합모형을 설계하고, 제안한 모형을 스마트공장 ICT융합기술(애플리케이션 및 플랫폼 분야) 특허 출원기업 272개사의 6개년(2010년~2015년) 특허 및 재무데이터를 이용하여 실증적으로 분석하였다. 고정효과 패널모형을 분석한 결과, 기업의 사업다각화 의사결정에 영향을 미치는 요인들 가운데 기술경쟁력은 사업다각화 수준을 높이는 긍정적 효과가 검증되었다. 추가적으로 2단계 최소자승 고정모형을 분석한 결과, 출원특허수 보다 특허의 기술융합수준이 기술경쟁력을 증대시키는 유의미한 긍정적 효과가 있음을 검증하였다. 본 연구 결과에 근거하여 기업의 ICT융합기술자원 및 역량을 바탕으로 한 사업 다각화 전략기획방향과 정부 R&D 정책과 관련하여 융합기술자원의 사업화 지원방안에 대한 시사점을 제공하고자 한다.

본 연구에서는 한국전자통신연구원에서 운영 중인 ICT 분야 중소기업 기술지원 프로그램의 수혜를 입은 기업에 대한 기술지원 효과를 분석하였다. 데이터 수집을 위하여 167개 기업을 대상으로 설문조사를 실시하였고, 군집분석을 통하여 기업을 3개의 집단으로 분류하였다. 이후 집단 간의 차이를 검증하기 위하여 분산분석을 실시한 결과 매출액 규모가 높은 그룹에 속한 기업은 기술지원 효과가 높게 나타났고, 매출액 규모가 낮은 그룹에 속한 기업은 정보제공 효과가 높게 나타나는 결과를 도출하였다.

ICT분야는 지난 20여 년간 산업촉진 및 효율성 제고 측면에서 강력한 정부주도로 정보화를 추진하여 많은 성과를 거두었고, 현재에도 국내 산업을 견인하고 있다. ICT분야가 주목을 받는 만큼 특허 분쟁도 심화되었고 ICT분야의 특허 확보도 매우 중요해졌다. 특허는 기업의 기술혁신의 수준을 평가하는 대표적인 척도로 인식되어 기업의 성과를 측정하는데 많이 활용되고 있다. 그러나 기존의 연구는 특허의 양(量)적인 성장이 기업 경영성과에 영향을 미치는가에 대한 연구가 대부분으로 질(質)적 수준에 대한 연구는 미진하였다. 본 연구에서는 국가산업을 기인하는 ICT 기업이 보유한 특허의 질적 수준이 경영성과에 영향을 미치는지 분석하였다. 즉, 특허의 질적 수준을 측정하는 척도인 기술혁신 활동 집중도가 기업의 성장성과 수익성에 영향을 미치는지 분석하였다. 연구결과, 기술혁신 활동 집중도의 현시기술우위 지수(RTA)와 집중률 지수(CRn)는 기업의 성장성과 수익성에 유의한 영향을 미치는 것으로 나타났다. 본 연구를 통하여 ICT분야에서 특허의 질적 수준이 높을수록 기업의 성장성 및 수익성에 정(+)의 영향을 미칠 수 있다는 것을 검증한 바, 특허의 질적 수준 연구가 미미한 상황에서 차후 연구에 대한 새로운 출발점을 제시할 수 있을 것으로 기대된다.
