ICT 산업이 국가경쟁력 성장에 일조하는 산업으로 발전하게 되면서 정부 지원을 통해 서울시 강남구 테헤란로 지역이 ICT 산업을 기반으로 활성화되었다. 본 연구는 벤처와 ICT 기업들의 밀집지역으로서 이들 발전에 핵심지역인 강남구 테헤란밸리를 살펴보고자 한다. 특히 테헤란밸리는 계획적으로 조성된 산업단지의 등장 등과 같은 주변 입지 변화로 잠시 쇠퇴하는 모습이 나타났지만 혁신에 앞장서는 스타트업을 위한 지역으로 재도약 하며 새로운 혁신지구의 모습을 나타내고 있는 것으로 보여진다. 따라서 본 연구에서는 강남구 테헤란밸리를 대상으로 대도시 내 새로운 도시형 혁신지구가 등장한 배경과 형성요인을 살펴보았다. 또한 대도시 혁신지구의 지표를 경제적/공간적 물리적/네트워크/인적 자산으로 구분하였고, 이를 바탕으로 대도시 내 새로운 도시형 혁신지구로서 테헤란밸리의 위상을 살펴보았다. 더불어 스타트업과 이를 지원하는 기관들, ICT 기술 기반의 혁신주도 기업과 구성원이 집적된 도시의 혁신 지구적 특성을 살펴보고 이를 통해 지역경제 발전을 위한 시사점을 도출하였다.

제4차 산업혁명이 무엇인지 살펴보고, 그것과 관련된 ICT 기술에 대해 설명한다. ICT의 그동안의 변화에 대해 단계적으로 관련된 기술을 살펴보고, 향후 4차 산업혁명을 대비하기 위해 ICT 입장에서 대응해야할 전략으로 IDX(Intelligent Digital Transformation: 지능적 디지털 혁신)을 제안한다.

The advent of digitalisation has transformed economies into more integrated, but increasingly complex systems. This new trend has brought dynamic changes in the manufacturing sector through advanced ICT infrastructure, smart factories, digitally-controlled logistics, and skilled ICT-labour. The impacts of the digital economy on manufacturing could be best illustrated through "Industry 4.0." With this wave of technological advancement, countries aim to establish an industrial ecosystem where every manufacturing process and function is connected and interacts through digital networks. Industry 4.0 presents opportunities for Emerging Asia, as the region has emerged as a fast-growing manufacturing hub and particularly a production base for ICT goods. However, growing production capacity, increased exports, and increases in FDI in the field of ICT goods manufacturing have so far contributed little to the development and diffusion of ICT. A huge gap exists in the ICT uptake amongst countries and between small and large firms. This paper highlights the level of Industry 4.0 readiness of Emerging Asia and key factors that determine its enhancement.

최근 ICT(Information Communication, Telecommunication)기술이 변화함에 따라 많은 산업에 있어 변이가 이루어지고 있으며 기술혁신이론에서는 이러한 변화의 추동요인에 주목하고 있는 실정이다. 이러한 배경하에서 본 연구는 ICT 산업혁신체제(Sectoral Innovation Systems)의 역동성을 규명하기 위하여 미국 특허 데이터(USPTO)를 중심으로 산업을 구성하고 정의하는 기초 구성체(Basic elements)를 정량적으로 측정하고자 대리변수를 개발하여 활용하였다. 본 연구의 결과로서 지난 30년 동안 ICT 산업 전반에 걸쳐 기술적 체제(Technological Regimes), 기술간 핵심적 연결(Key links)과 산업을 지탱하고 있는 이종촉진자(Heterogeneous agents)의 혁신패턴에 있어서 변화가 발생하고 있으며 특히 ICT 전체 산업에 걸쳐 슘페터 혁신패턴이 Mark 1에서 Mark 2로의 변이가 발생하고 있음을 보여주는 결과를 얻을 수 있었다. 본 연구의 방법 및 결과를 비추어 볼 때, 본 연구의 의의는 특허 데이터를 활용하여 기업과 기술적 관점에서 특정 시점이 아닌 1970년 이후 발생하는 ICT 산업혁신체제의 역동성에 대한 전체적인 그림을 제공하는데 있다.

ICT(information and communication technology) has played a pivotal role in the world economy, and the out look for ICT has improved markedly. One of the noticeable characteristics in the ICT sector Is the global rationalization of its technology and service. Specialization on the specific ICT capability is a pressing problem for many countries. Along the line of classical innovation cluster and network studies, this paper suggests a way to find and analyze the role of core technologies on the ICT network First, technology network is constructed by using patent citation data from USPTO. Then, a couple of cluster is generated by K-means clustering technique. Finally, brokerage analysis is applied to manifest the role of principal technologies. The network visualization and some stylized facts on dynamics are briefly given altogether Based on the role and relationship of technologies across clusters, it is expected that this research could contribute to the ICT cluster formation and the vision-making for ICT specialization at the viewpoint of technology Policy.

본 연구의 목적은 정보통신(ICT) 같은 혁신을 도입함으로써 생산성에 어떻게 영향을 미치는지를 살펴보는데 있으며, 방법을 원인-결과 하나만의 분석이 아닌 혁신투자활동-혁신-생산성 이라는 일련의 과정에서 나타나는 효과분석을 목적으로 한다. 이를 위하여 중소기업을 7개 분야 업종으로 구분하여 설문조사를 실시하였다. 구체적으로 기업들이 정보통신(ICT)이라는 혁신 제고를 통해 경쟁력 확보를 할 수 있는 요인을 밝히고, 나아가 혁신투자 결정에서부터 생산에 이르는 일련의 과정을 실증분석 함으로써 중소기업 육성을 위한 정책적 시사점을 도출하기 위한 것이다. 분석모형은 CDM 모형을 사용하였고, 결과 도출을 위해 다중회귀 분석과 다항로짓 분석과 같은 계량경제학적인 방법을 적용하였다. 구체적으로 정보통신(ICT)과 생산성의 관계를 분석하기 위하여 혁신투자활동 결정요인, 혁신 결정요인, 생산성 결정요인 등의 모형을 수립하고 분석하였다.

Despite a commonly held belief that standards obstruct innovation, recent research shows that they can actually play critical roles in supporting various activities of technological innovation. Thus, providing an innovation-friendly environment through standardization has been gaining much attention in recent years; however, there is as yet limited understanding, due to complex dynamics and high uncertainties associated with innovation, as well as a variety of different types and functions of standards with various stakeholders involved. The problem becomes even more challenging for standardization in highly complex systems, such as Information and Communication Technology (ICT) systems, where a large number of domains and components are involved, along with various types of stakeholders. In order to deal with such complexity and variations, a systematic approach of standardization roadmapping has been used in many technology-leading countries as a strategic policy tool for supporting effective management of standardization. Despite its wide adoption, the current understanding of standardization roadmapping is somewhat limited, leaving significant challenges for policymakers and standards organizations in terms of how to structure and manage roadmapping exercises, and how the government should get involved. In this regard, the current research explores existing standardization roadmaps in various contexts related to ICT systems (ICT in Korea, Smart Grid in the US, and electromobility in Germany), as there is a particular need for systematic development of strategies for such complex systems of ICT. Focusing on various aspects of standardization roadmapping exercises such as their structures, processes, and participants, their common features and key characteristics are identified. Comparing these roadmaps also reveal distinct differences between standardization roadmapping approaches adopted by different countries in different contexts. Based on lessons learnt from existing practices, the study finally provides insight for the Korean ICT standards community on the ways in which their standardization roadmapping approach can be improved to support anticipatory management of standardization activities more effectively. It is expected that the current research can not only provide increased understanding of standardization roadmaps, but also help policymakers and standards organizations to develop more effective strategies for supporting innovation through the systematic management of standardization.

The case company has driven the six sigma innovation programme company wide for the last seven years without any stop in spite of the CEO change. There was neither any benchmark nor the sufficient number of internal experts during the initial stage of driving six sigma. However, the company raised a lot of innovation experts such as MBB, BB and GB, thereby successfully changed the way of employees' doing work and reaped an enormous amount of either visible or invisible performances as a result of implementing the six sigma innovation programme. This paper deals with both main activities undertaken at each stage of the innovation life cycle of six sigma and their performances in a ICT (Information Communication Technology) industry. The performances are described from the four aspects of a balanced score card (BSC) and finally some strategic implications suggested.

The research shows how the technological change of 'Information and Communication Technology' (ICT) is accompanied with the usage change. It aims to provide a better conceptualization with empirical findings about the fact that the technological development of ICT is a convergence process of ICT factors with the usage of ICT moving from a limited coverage toward a general-purpose. The research adapts a descriptive methodology on a historical matter and demonstrates how it can be conducted through analytical description of Input-Output tables (I/O) the over periods. The case is about the UK with sequential I/O during 1970s- 90s.

빠르게 변화하는 경쟁 환경에서 ICT 기업은 다른 산업 기술과의 결합을 통해 경쟁 우위를 얻으려 하고 다른 산업의 기업 또한 ICT와의 결합을 통해 혁신을 얻고자 한다. ICT 공급자에게 이전에는 완전히 다른 산업이 일단 ICT가 적용되면 그들의 시장으로 볼 수 있는 융합 현상이 나타나는 것이다. 본 연구는 ICT 기업이 기술 융합을 위해서 어떠한 노력을 해야 하는지에 대한 연구문제를 가지고 진화론적 관점에서 ICT 공급자의 행동과 기술 융합과 관계에 관심을 갖는다. 실증적으로 ICT 융합이 가장 활발하게 진행되는 자동차 분야를 대상으로 나스닥 등록 기업의 특허활동에 따른 10년간의 기술 변화를 관찰하였다. ICT 공급자에 의한 기술적 시도의 혁신성은 기술 융합의 가능성을 높이지만 그 다양성은 그렇지 못하다는 결론을 얻음으로써 급변하는 환경에 대응하기 위해서 ICT 기업은 다양한 대안을 마련하는 것 보다는 집중이 필요하다는 시사점을 전달한다.
