Study on EBT Implementation and Approval Process in Korea

  • The International Civil Aviation Organization (ICAO) developed Doc 9995 "Manual of Evidence-based Training," with the intention of providing guidance by establishing a new methodology for the development and conduct of a recurrent training and assessment program. The airline pilot training regulations were largely based on the evidence of hull losses from early generation jets, and in order to mitigate a risk, simply repeating an event in a training program was sufficient. At the time, studies concluded that it was time to change the paradigm of training and assessment program for pilots. One airline alone implemented Evidence-Based Training (EBT) program in their flight crew training and assessment program while another airline partially implemented the EBT program. In the regulatory framework of MOLIT, specific EBT regulations have not been established yet. Therefore, it is recommended to develop rules and standards that comply with ICAO SARPs as soon as possible. In this study we review the key steps in the implementation of the baseline EBT, approval process of baseline EBT program, and policy options regarding the implementation of EBT. It will provide guidance to operators, Approved Training Organizations (ATO), and stakeholders.

  • According to the State Safety Program (SSP) of the International Civil Aviation Organization (ICAO), it is essential to establish and manage Safety Performance Indicators (SPIs) which are used for monitoring the safety performance to achieve the national aviation safety goal. There have been enormous efforts to develop the framework of SPIs by considering the current status for each country. In case of Republic of Korea, however, there has been limited research and policy projects related to the framework for SPIs. Furthermore, Korea has used identical SPIs since the SSP was legislated in 2008. With this background, this research is, as part of strategy for the state level of SPI development, the study cases of advanced aviation countries for SPI development plans, such as the European Aviation Safety Agency (EASA) of the EU, the Civil Aviation Authority (CAA) of the UK, the Finish Transport Safety Agency (FTSA) of the Finland and the Federal Aviation Administration (FAA) of the U.S. The comparison between the foreign and domestic policies for SPI development strategies are provided in the conclusion of this study. The results and analyses of the case studies performed in this research will be helpful to provide some valuable development strategies for further SPI research in Korea.

  • Ecumenically, RPAS(Remotely Piloted Aircraft System) operation has been increased and the related accidents also have occurred. Accordingly, national authorities, organizations and industry have been striving for amendment and enactment of policy and regulation related to the RPAS(Remotely Piloted Aircraft System) operation. And ICAO had performed the joint study to make international standards through UASSG(Unmanned Aerial System Study Group). Recently this group has been switched to the panel meeting, RPASP(Remotely Piloted Aircraft System Panel). It has been discussed to make the related annex, SARPs(Standards and Recommended Practices) and etc. in RPASP. In this paper, we investigated the trend of study and development for ICAO RPAS policy and regulation. Based on these results, we suggested considerations to prepare domestic policy and regulations.

Development of maintenance concept and procedures for KASS (KASS 유지보수 정의 및 절차 개발)

  • KASS (korea augmentation satellite system) is an SBAS (satellite based augmentation system) that must ensure the performance of aviation service in accordance with the International Civil Aviation Organization's SARPs (standards and recommended practices) Annex 10 - Aeronautical Telecommunications. In order to guarantee the target service performance, the operating system must be operated, maintained and managed stably, and a maintenance system must be established for this purpose. From the maintenance point of view, the KASS subsystems were developed to consist of replacement units, and the maintenance organization and procedures to manage those subsystems and units were defined. In addition, the maintenance task for each the replacement unit was developed to ensure the availability performance required for the successful KASS operation, and the developed tasks were verified to sufficiently cover the activities to maintain the previously defined replacement units. The maintenance tasks developed through this study will be continuously verified in the actual operation preparation process prior to the full-scale provision of aviation services in the end of 2023, and will be updated accordingly.

  • 최근 항공산업은 항공 기술과 운항환경의 발달로 상당히 안전화되었으나, 인적요인(Human Factor)에 의한 사고 및 준 사고는 계속 발생하고 있다. 따라서 조종사의 훈련은 항공안전을 위한 가장 중요한 과제이나 각국의 규정에서 정하는 훈련과 실제 필요한 훈련 사이에 간격이 있어, 이를 향상하기 위해서 역량기반훈련을 기반으로 한 부조종사 자격제도(Multi-Crew Pilot License, MPL), 증거기반훈련(Evidence Based Training, EBT), 향상된 자격프로그램(Advanced Qualification Programme, AQP)이 개발되었다. 항공 선진국의 항공사들은 기존의 법정 요구량 충족위주 훈련과 항목 중심의 획일적인(One size fits all) 훈련의 패러다임을 개선하여 국제민간항공기구(International Civil Aviation Organization, ICAO)와 국제항공운송협회(International Air Transport Association, IATA)에서 제시하는 데로 개인의 역량을 더 향상 시킬 수 있는 효율적인 훈련 프로그램을 실시하여 사고 유발 인적요인을 감소시키고 있다. 역량을 중심으로 하는 조종사 훈련은 변화하는 복잡한 환경에서 예상하지 못한 위협이 발생하였을 때, 조종사들이 적절히 대처 할 수 있는 레질리언트 크루(Resilient Crew)를 양성하는 데 효과적이다.

  • ICAO(International Civil Aviation Organization) Doc 9803의 국제규정에 의거하여 SMS(Safety Management System-안전관리시스템)의 대표적인 비행안전 모니터링 프로그램으로 인정된 신개념의 운항감사제도인 LOSA(Line Operations Safety Audit-항공운항 안전감사)를 항공사에서 실시하여 정상 운항시의 운항승무원을 관찰하여 실제의 안전취약 및 위협요소, Error를 포착하여 텍사스대학 인적요인 연구소에서 작성한 최종보고서의 분석을 통해 제도와 방안을 개선한다. 본 논문에서는 LOSA실행을 통한 승무원들의 위협 및 error의 유형과 발생율, 관리율 및 관리여부를 분석하여 설명하고 항공사내 개선인 SCP(Safety Change Process)를 소개하는데 있다.

  • Analysis of air accident investigation data led experts from ICAO and IATA member countries to agree on the need for further improvements in flight safety and led to a comprehensive review of pilot training. As a result of this review, emphasis was placed on developing pilots' technical as well as non-technical competencies related to CRM. In 2013, ICAO recommended that contracting countries implement EBT to develop and strengthen pilots' competencies to improve flight safety. This study intend to find out how Korean airlines utilize EBT training programs and how they manage threats and errors when encountering abnormal situations to secure and promote safety, which is the original purpose of operations. We sought to derive ways to improve and develop non-technical core competencies.

Development Trends of North America to Enhance the Flight Safety of Helicopter (헬기 운항안전 향상을 위한 북미지역의 개발 동향)

  • In this paper, the activities of North America to enhance the flight safety of helicopter were introduced. In North America, by 2009, 49% of worldwide civil helicopters are in operation. The development trends of North America to enhance the flight safety of helicopter are expected to have a significant impact to the other helicopter operating areas. The analysis of the case of Gulf of Mexico where large fleet of Helicopter in operations, FAA's NextGen program, and the Canadian plan to comply with the ICAO's Aviation System Block Upgrades plan shows the direction of helicopter avionic development for enhancing the flight safety of helicopter.

  • The International Civil Aviation Organization is recommending the use of SBAS on all aircraft by 2025 to urge PBN implementation around the world. As part of this, Korea is also developing KASS, a Korean SBAS. ICAO grants authority to the host nation aviation authority in the certification and operation of SBAS. The KASS system will be verified after detailed system design, fabrication and installation. In this paper, flight test parameters are derived from the flight inspection regulations and the configuration of the on - board measurement equipment for measuring the parameters has been proposed.

  • In this study, development process of a design program for Instrument Flight Procedure (IFP) is briefly described. Survey results and corresponding analysis are shown to enhance a market competence of the deliverables. Standards and regulations for IFP design are analyzed to derive the system requirements. Detail development processes and test procedures are explained.
