Applicability Analysis of the HSPF Model for the Management of Total Pollution Load Control at Tributaries (지류총량관리를 위한 HSPF 모형의 적용성 분석)

  • The total maximum daily load (TMDL) implemented in Korea mainly manages the mainstream considering a single common pollutant and river discharge, and the river system is divided into unit watersheds. Changes in the water quality of managed rivers owing to the water quality management in tributaries and unit watersheds are not considered when implementing the TMDL. In addition, it is difficult to consider the difference in the load of pollutants generated in the tributary depending on the conditions of the water quality change in each unit watershed, even if the target water quality was maintained in the managed water system. Therefore, it is necessary to introduce the total maximum load management at tributaries to manage the pollution load of tributaries with a high degree of pollution. In this study, the HSPF model, a watershed runoff model, was applied to the target areas consisting of 53 sub-watersheds to analyze the effect of water quality changes the in tributaries on the mainstream. Sub-watersheds were selected from the three major areas of the Paldang water system, including the drainage basins of the downstream of the South Han-River, Gyeongan stream, and North Han-River. As a result, BOD ranged from 0.17 mg/L to 4.30 mg/L, and was generally high in tributaries and decreased in the downstream watershed. TP ranged from 0.02 mg/L - 0.22 mg/L, and the watersheds that had a large impact on urbanization and livestock industry were high, and the North Han-River basin was generally low. In addition, a pollution source reduction scenario was selected to analyze the change in water quality by the amount of pollution load discharged at each unit watershed. The reduction rate of BOD and TP according to the scenario changes was simulated higher in the watershed of the downstream of the North Han-River and downstream and midstream of the Gyeongan stream. It was found that the benefits of water quality reduction from each sub-watershed efforts to improve water quality are greatest in the middle and downstream of each main stream, and it is judged that it can be served as basic data for the management of total tributaries.

Assessment of Climate Change Impacts on Water Resources in the Gyeongan-cheon Watershed Using Multiple GCMs (다중 GCM 미래 기후자료를 이용한 경안천 유역의 수자원에 대한 기후변화 영향 평가)

  • This study analyzed the effects of future climate change on water resources in the Gyeongan-cheon watershed of the Han River. Considering the uncertainties of GCM climate data, future data using 16 GCMs and SQM downscaling method are used. And SWAT model was applied to simulate the hydrological changes from the past to the future. The maximum to minimum difference according to GCM for the future period (2010-2099) was about 1,500 mm of annual precipitation, 150 mm of evapotranspiration, 1,380 mm of runoff, and the deviation from the mean was -40 % to +60 % of precipitation, ±15 % of evapotranspiration, -60 % to +90 % of runoff, which means that the variability is very high according to GCM. The impacts of climate change over the three future periods showed that precipitation, evapotranspiration, and runoff were expected to increase gradually toward the far future (2070-2099), and would be relatively larger under the RCP 8.5 scenario. On a monthly basis, it was analyzed that precipitation and runoff increased in July to September, while the evapotranspiration decreased in July and August, and increased in September and October. The results of this study are expected to be helpful in understanding the future climate impacts of various GCM data and the uncertainties associated with GCMs.

The Construction of GIS-based Flood Risk Area Layer Considering River Bight (하천 만곡부를 고려한 GIS 기반 침수지역 레이어 구축)

  • Rapid visualization of flood area of downstream according to the dam effluent in flood season is very important in dam management works. Overlay zone of river bight should be removed to represent flood area efficiently based on flood stage which was modeled in river channels. This study applied drainage enforcement algorithm to visualize flood area considering river bight by coupling Coordinate Operation System for Flood control In Multi-reservoir (COSFIM) and Flood Wave routing model (FLDWAV). The drainage enforcement algorithm is a kind of interpolation which gives to advantage into hydrological process studies by removing spurious sinks of terrain in automatic drainage algorithm. This study presented mapping technique of flood area layer considering river bight in Namgang-Dam downstream, and developed system based on Arcobject component to execute this process automatically. Automatic extraction system of flood area layer could save time-consuming efficiently in flood inundation visualization work which was propelled based on large volume data. Also, flood area layer by coupling with IKONOS satellite image presented real information in flood disaster works.

Safety Assessment of Near Surface Disposal Facility for Low- and Intermediate-Level Radioactive Waste (LILW) through Multiphase-Fluid Simulations Based on Various Scenarios (다양한 시나리오 기반 유체거동 수치모사를 통한 중·저준위 방사성 폐기물 표층처분시설 안전성 평가)

  • In the present study, the safety of the near surface disposal facility for low- and intermediate-level radioactive waste (LILW) is examined based on the fluid-flow simulation model. The effects of the structural design and hydrological properties of the disposal system are quantitatively evaluated by estimating the flux of infiltrated water at the boundary of the structure. Additionally, the safety margins of the disposal system, especially for the cover layer and vault, are determined by applying the various scenarios with consideration of possible facility designs and precipitation conditions. The overall results suggest that the disposal system used in this study is sufficiently suitable for the safe operation of the facility. In addition, it is confirmed that the soundness of both the cover layer and the vault have great impact on the safety of the facility. Especially, as shown in the vault degradation scenario, capability of the concrete barrier of the vault make more positive contribution on the safe operation of the facility compared to that of the cover layer.

  • The flooding and deterioration of water quality caused by urbanization and climate change are becoming more serious. In order to respond to this, studies on low impact development (LID) technology, which is designed to restore the hydrological system of the urban basin to its natural state, have been actively pursued all over the world, The announcement of the low carbon green growth law, hydrophilic area special law, etc., highlights the importance of technology such as the LID method. However, whereas various developments have been made in relation to the current LID element technology, there has been little research designed to verify its effectiveness. In this study, we analyzed the optimum spatial distribution of pitcher fire pitcher packing in parking lots using the K - LIDM model to verify the effectiveness of the low impact development (LID) method in the early stages. Using the eight package scenario and the three rain intensity scenarios, it was found that the lower 40% pitcher packaging results in an approximately 90% spill reduction effect, as in the case of the whole pitcher's package. The confirmation of these analyses and experimental verification is expected to ensure that the actual pitcher packaging will be used as a basis for arranging LID facilities such as urban planning and housing development in the future.

  • Juam lake is a major water resource for the industrial and agricultural activities as well as the resident life of Kwangju and Chonnam area. However, the water quality of the lake is getting worse due to a large quantity of pollutant inflowing to the lake. As a preliminary step in making the countermeasure to achieve the water quality goal of the lake. it is necessary to understand how the water quality of the lake will be in future. Several computer programs can be used to predict the water quality of lake. Each of these programs requires a number of input data such as hydrological and meteorological data. and the quantity of the pollutant inflowed. but some or most of the input data contain uncertainty. which eventually results in the uncertainty of prediction value (future level of water quality). Generally. the uncetainty stems from the lack of information available. the randomness of future situation. and the incomplete knowledge of expert. Thus. the purpose of this study is to present a method for representing the degree of the uncertainty contained in input data by applying fuzzy theory and incorporating it directly into the water quality modeling process. By using the method. the prediction on the future water quality level of Juam lake can be made that is more appropriate and realistic than the one made without taking uncertainty in account.

A study on the measures to use Gunnam flood control reservoir through a reservoir simulation model (저수지 모의 모형을 통한 군남홍수조절지의 활용방안에 관한 연구)

  • Due to geographical features of being close to DPRK (Democratic People's Republic of Korea), the Imjin River basin has difficulties in hydrological observation, and is vulnerable to unexpected flood occurrence. As a countermeasure, Gunnam Flood Control Reservoir construction was planned in 2005. Despite such a structural measure, damages by DPRK's illegal release continues to occur. Futhermore the Imjin River's flow has been decreased due to the effect of continuous drought in the Korean Peninsula since 2012 and DPRK's unilateral storage of water. A new operation method is derived for the Gunnam Flood Control Reservoir in order to cope with drought damages on the Imjin River basin and to ensure efficient response time upon flooding. The operation method maintaining Gunnam Flood Control Reservoir's water level by raising from EL.23.0 m to EL.31.0 m during the flood season for securing reservoir capacity enables to secure additional $14,000,000m^3$ water compared to the existing operation methods. The operation method to store inflow by controlling release to $250m^3/s$ in the early stage of flood has increased 2.66% on average in terms of detention effect of reservoir compared to the existing operation methods. The method enables to secure 19 hours to prepare flood compared to the existing methods.

Analysis of Urban Inundation Considering Building Footprints Based on Dual-Drainage Scheme (건물의 영향을 고려한 이중배수체계기반 침수해석)

  • This study aims to investigate urban inundation considering building footprints based on dual-drainage scheme. For this purpose, LiDAR data is cultivated to generate two original data set in terms of DEM with $1{\times}1$ meter and building layer of the study drainage area in Seoul and then the building layer is overlapped as vector polygon with the mesh data with the same size as DEM. Then, terrain data for modeling were re-sampled to reduce resolution as $10{\times}10$ meters. As results, the simulated depth without considering building footprints has a tendency to underestimate the inundation depth compared to observed data analized by CCTV imagery. Otherwise, the simulation result considering building footprints revealed definitely higher fitness. The difference of inundation depth came from the variation of inundation volume which was relevant to inundation extent. If the building footprints are enlarged, the possible inundation depth is increased, which results in being inundation depth higher because hydrological conditions such as rainfall depth are conservational. Otherwise, according to comparison of inundation extents, there were no significant difference but the case of considering building footprint was revealed slightly higher fitness. Thus, it is concluded that the considering building footprint for inundation analysis of urban watershed should be required to improve simulation accuracy synthetically.

Analysis of Flood Inundation using WMS and RADARSAT SAR Image (WMS와 RADARSAT SAR 영상을 이용한 유역 침수구역 분석)

  • This study was conducted in order to analyze a flooded area by the overflow of a stream using hydrological and hydraulic models and to estimate the utility of the SAR satellite image by comparing a protected lowland inundation area with a past inundation area map. The research area selected for this study is Sapkyocheon, which was flooded in August 1999. The flood stage was analyzed to select an inundation area by applying flood events in August 1999. By importing analyzed flood stage data into TIN data of WMS, the inundation area of a protected lowland was selected and then compared with an flood hazard map of WAMIS. An inundation area is selected by the SAR satellite image in comparing the image of August 4, 1999 (inundation time) with the image of September 8, 2002 (after inundation). The method of selecting an inundation area with the hydraulic model of HEC-RAS can be used to select an inundation area of external overflow, but it has the limit of selecting an inundation area concerning the internal drainage. The method of using the SAR satellite image can complement the limit of an inundation area of an internal drainage but accuracy of inundation area depends on using SAR satellite image acquired at time of maximum depth.

Effect of Pollutants Control Measures in So-oak Watershed on the Control of Algae Growth in Daecheong Reservoir (소옥천 유역의 오염제어 대책에 따른 대청호 조류저감 효과 분석)

  • This study was aimed to assess the effect of diverse pollutants control measures suggested in the Chuso basin and its upstream of So-oak stream watershed where are the most concerned areas on the control of algal bloom occurring in Daecheong Reservoir. The control measures were classified as watershed measures and in-reservoir measures, and their effects were simulated using a two-dimensional hydrodynamic and water quality model. The watershed measures were made up of 1) point sources control, non-point sources control, and their combinations. The in-reservoir measures were supposed to treat sediment at Chuso basin and to install a phosphorus elimination plant (PEP) at the end of So-oak stream. The results showed that the effect of each measure was influenced by the hydrological condition of the year. In wet year, as the contribution of non-point sources increased, the non-point source control measures (NPS1~NPS4) showed more effective compared to other measures, while, the PEP system to eliminate phosphorus from So-oak stream showed better performance in dry year. In particular, the scenario of NPS1, in which all livestock manures were collected and treated but only chemical fertilizers (NPS1) were used for agriculture fields, showed the best performance for the control of algal bloom in Chuso basin among the watershed measures.
