A Study on the Awareness of Artificial Intelligence Development Ethics based on Social Big Data (소셜 빅데이터 기반 인공지능 개발윤리 인식 분석)

  • Artificial intelligence is a core technology in the era of digital transformation, and as the technology level is advanced and used in various industries, its influence is growing in various fields, including social, ethical and legal issues. Therefore, it is time to raise social awareness on ethics of artificial intelligence as a prevention measure as well as improvement of laws and institutional systems related to artificial intelligence development. In this study, we analyzed unstructured data, typically text, such as online news articles and comments to confirm the degree of social awareness on ethics of artificial intelligence development. The analysis showed that the public intended to concentrate on specific issues such as "Human," "Robot," and "President" in 2018 to 2019, while the public has been interested in the use of personal information and gender conflics in 2020 to 2021.

Korea's Science and Technology Manpower Policy: Focusing on the Special Act on Support for Scientists and Engineers and its Action Plans

  • This paper dealt with the Korean manpower policy in science and technology, focusing on the contents and tools of the Special Act and its Master Plans. After briefly introducing the historical development of the Korean manpower policy from the 1960s to the present, it discussed and analyzed the Special Act and Plans from the framework of personnel development, distribution, utilization and infrastructure. Korea's science and technology manpower policy has focused on fostering and supplying manpower in line with the country's industrial growth strategy. In the early stage of industrial development during the 1960s and 1980s, government research institutes were direct and effective tools for nurturing S&T manpower. Since the 1990s, the importance of university research has increased. The government fostered graduate research manpower through the research-oriented university policy of the BK21 program. After the IMF financial crisis in 1997, the tendency of students to avoid careers in science and technology led to enacting the Special Act (2004) governing the field of S&T human resources. The Special Act has contributed to leveling up the university education system in science and engineering and sophisticated the policy to include entrepreneurship training, spin-off startups, industry-university cooperation, and offering degree programs. The Special Act and the regularly revised Master Plans have been essential tools in systematically managing the science and technology manpower policies of the Korean government.

The Effects of the Material of Pesticide-Proof Clothing on Human Comfort (농약방제복 소재의 차이가 인체 쾌적성에 미치는 영향)

  • The purpose of this study was to evaluate the thermal and subjective comfort of various pesticide-proof clothes made from different material. Seven male adults took part in the study, conducted in a climate-chamber controlled with an ambient temperature of $30^{\circ}C$ and a relative humidity of 60%RH. The thermal and subjective responses of subjects wearing pesticide-proof clothing made of Goretex(coating treatment), polyester (water-repellent treatment), non-woven(coating) and nylon(coating) were measured. The main results were summarized as follows: (1) Change of rectal temperature and clothing microclimate were inhibited more effectively in pesticide-proof clothing made of Goretex, polyester and non-woven than nylon materials. (2) Mean skin temperature at the end of the experiment was significantly higher in subjects who wore nylon than non-woven and Goretex, and was lowest in those with pesticide-proof clothing made of polyester. (3) Change of heart rate was significantly lower in subjects with Goretex and polyester clothiing than those with non-woven, and in those with nylon, it was highest. (4) Subjective comfort was greater in subjects with Goretex, polyester and nonwoven clothing than nylon, except for thermal sensation. Thermal sensation was greater in order of polyester, Goretex, non-woven and nylon. Thus, it was concluded that pesticide-proof clothing made of Goretex, polyester and non-woven material could reduce thermal stress during the spraying of pesticides in summer.

  • Developing countries, including Africa, are experiencing very little human resources development due to the deprivation of equal educational opportunities, poor educational conditions, and the gap in information technology with developed countries. Developing countries that do not have excellent human resources are lagging behind in globalization competition with developed countries, and the problem of 'human resource development' in developing countries can not be avoided. In developing countries, education budgets are too low to meet education needs and compulsory education, and therefore they are not adequately responding to the increasing demand for education. The lack of education budget is due to the lack of education infrastructure. In this study, the NAS based server is configured to configure functions such as educational content and learning management, and the client area is presented with solutions for various media such as tablet, PC, and beam projector. And to support optimized e-learning services in developing countries by constructing a SCORM-based platform.

A Proposition of Accident Causation Model for the Analysis of Human Error Accidents in Railway Operations (철도 분야의 인적 오류 사고 분석을 위한 사고발생 모형의 제안)

  • In accident analysis, it is essential to understand the causal pathways of the accident. Although numerous accident models have been developed to help analysts understand how and why an accident occurs, most of them do not include all elements related to the accident in various fields. Thus analysis of human error accidents in railway operations using these existing models may be possible, but inevitably incomplete. For a more thorough analysis of the accidents in railway operations, a more exhaustive model of accident causation is needed. This paper briefly reviews four recent accident causation models, and proposes a new model that overcomes the limitations of the existing models for the analysis of human error accidents in railway operations. In addition, the usefulness and comprehensiveness of the proposed model is briefly tested by explaining 12 railway accident cases with the model. The proposed accident causation model is expected to improve understanding of how and why an accident/incident occurs, and help prevent analysts from missing any important aspect of human error accidents in railway operations

  • This article presents the development and application of educational programs at Chungnam National University(CNU). College of engineering in CNU developed the engineering education program, CNU Engineering Fair, in 2009, and it is annually holding in September or October. The purposes of the fair are to show superiority of the college of engineering students of CNU, to strengthen the industry-university cooperation and to motivate students to lead their engineering interests. As a result of the fair, the opportunity to understand the college of engineering has been increased for students in the college of engineering as well as the public. As the development of human resources has been concerned, it gives us a chance for individual development and career development. Finally, the fair causes interests in engineering to high school students.

  • Vietnam is entering an important phase of urbanization that corresponds to the current economic development. Developing logistics of Vietnam in general, and Haiphong particularly, is urgent in order to meet the need for the economic development of Viet Nam in this period of international integration. Hai Phong's development record over the past 20 years is remarkable. In conjunction with the local government's efforts, external factors, such as increasing direct foreign investment, is turning Hai Phong into Vietnam's logistics hub. However, even though Hai Phong accounted for 98% of North Vietnam's throughput, its logistics services are low level, the ports are fragmented, and the port management scale is backward, with the legal system overlapping. This paper has systematically evaluated the development of Haiphong city during recent years, then offers some solutions to develop logistics for Hai Phong ports.

  • In industrial fields, human works are being replaced by robots. However, as the use of robots is limited in the process industry where they are operated fixedly, humanoid robots with wide applications need to be developed. Currently a great deal of research is being conducted on humanoid robots with the object of replacing humans in the workplace. However, because of the lack of relevant hardware and difficulty in mechanical parts, only very simple and limited progress is being made. In an effort to overcome these limitations, the purpose of the present study is to develop a kinematical mechanism and a controller. To this end, master arms with 3 degrees-of-freedom for the shoulders and the arms were composed which were able to reproduce human-like motions by simulating the characteristics of joint variables and the trajectory of the end-effector.

Acyltransferases for production of industrial oils in transgenic plants (식물의 산업용 지방산 생산을 위한 오일합성 유전자의 기능과 이용 전망)

  • Fatty acids in seed oil from plants are essential for human nutrients and have been used for industrial purpose. The growing demands of seed oil as food resources and feedstocks for industrial uses have attempted to modify fatty acid composition and to increase oil content in transgenic plants. However, production of unusual fatty acids in transgenic plants are limited, which is not synthesized the level same as original plants. This bottleneck was common for production of several unusual fatty acids in transgenic plants and suggests that there is different for substrate preference in oil metabolic pathway enzymes between host oil plants and original wild plants. Review of acyltransferases involved in acyl-editing and seed oil accumulation of oil plant and wild-plant producing unusual fatty acids will design strategies to maximize the production of unusual fatty acids in transgenic plants. In here, we identified eleven acyltransferase genes in castor based on sequence homology, which will be useful to increase hydroxy unusual fatty acids in transgenic plants.

  • Global economic recession, global market reduction, and the deteriorating economic recession are forcing the industry to reconsider the business plan and strategy related to supply chain regardless of the size of the companies. During the economic recession caused by financial anxiety, development of international collaborative producer is the key theme for a manufacturing industry to get over the situation. Especially, development of high-skilled people who are capable of handling global manufacturing management is the key factor in China which shifted from a world factory to a world market. In this background, we started the international project of global manufacturing education and training for Chinese company managers from 2009. In this paper, based on the research conducted by the universities and companies in China, a design of global manufacturing education and training is proposed. This presented design is based on the theory of Japanese production strategy and investigation of actual conditions for Chinese companies and the research methodology of business management practice with efficiency and productive for international level management organization. The effectiveness of the education design is evaluated by applying the international education and training project of Aoyama Gakuin Human Innovation Consulting Inc. and Vigor Management Technology Association.
