A Redesign of the Military Education Structure of General Universities based on Defense Innovation 4.0 -Focused on Capabilities of Tech-Intensive Junior Officers based on Advanced S&T- (국방혁신4.0 기반의 일반대학의 군사학 교육체계 재설계 방안 -첨단과학기술 기반의 기술집약형 초급 간부 역량 중심으로-)

  • Among the five promotion strategies of Defense Innovation 4.0(DI 4.0), the military structure/operation optimization strategy aims to innovate the military structure based on advanced science&technology(S&T), and to integrate advanced S&T in the field of defense operation such as education&training and human resource development. As the future battlefield expands to AI-based unmanned/robot combat systems, space, cyberspace, and electromagnetic fields, it is necessary to train officers with the capabilities required in these battlefields. It is necessary to develop capabilities from junior officers who will lead the future battlefield to operating core advanced power based on the 4th industrial revolution S&T. We review the education system of the military in universities and propose a method of redesigning the education system that is compatible with DI 4.0 and can develop technology-intensive capabilities based on advanced S&T. We propose a operation plan of major and extra-programs that can develop the capabilities of junior officers required for the future battlefield, and also suggest ways to support the army's practical training.

  • The article examines the formation of the scientific paradigm of transformation of the potential-forming space of the regional economy under the influence of intellectual and innovative determinants. Based on the study of different scientific views on the nature and properties of potential-forming space through the study of approaches to understanding the concept of "space" clarified the complexity and multifaceted nature of the phenomenon and found that its characteristics are relevant to the industrial development model. It is revealed that the leading modern trends related to the spread of globalization and regionalization, rapid development of information and communication technologies, diffusion of innovations accompany the transition from industrial to post-industrial development and its development, which leads to new development: changes production, nature and relations between business entities, etc. It is proved that under such conditions, the region as a key element of the economic system, acquires a leading role in achieving sustainable and balanced development. These processes significantly affect the potential-forming space of the regional economy under the influence of intellectual and innovative determinants, leading to the need for its transformation and change in accordance with modern realities, which is reflected in thorough research on the formation of scientific paradigm based on the formation of its theoretical foundations and methodological basis. This study reveals the essence, role, functions, structure, process of formation of the scientific paradigm of transformation of the potential-forming space of the regional economy under the influence of intellectual and innovative determinants. It is proved that the formation of the modern scientific paradigm of transformation of the potential-forming space of the regional economy under the influence of intellectual and innovative determinants occurs in the context of building a post-industrial model of development, accompanied by consideration of the region as a spatial object territories from the physical plane to the spatial environment in which the development of human capital, innovation and self-development of the region. Taking into account the above, the article outlines the prerequisites and factors of formation of the scientific paradigm of transformation of the potential-forming space of the regional economy under the influence of intellectual and innovative determinants.

Modeling of Damage Effects Caused by Ammonia Leakage Accidents in Combined Cycle Power Plant (복합화력발전소 내 암모니아 누출 사고에 의한 피해영향 모델링)

  • This study focuses on modeling the impact of ammonia leakage from the storage tank in a combined cycle power plant's flue gas denitrification facility. It employs accident impact assessments and diffusion models to determine the optimal scenarios for ammonia storage tank leakage accidents. The study considers the operating conditions of variables as standard conditions for predicting the extent of damage. The Taean combined cycle power plant is chosen as the target area, taking into account seasonal factors such as temperature, humidity, wind speed, atmospheric stability, and wind direction. By utilizing a Gaussian diffusion model, the concentration of ammonia gas at various locations is estimated to assess the potential extent of external damage resulting from a leak. The study reveals that in conditions of high temperature and stable atmosphere within the specified range, lower wind speeds contribute to increased damage to the human body due to ammonia diffusion.

  • The National Agency for Quality Assurance in Higher Education plays a crucial role in education in Ukraine, as an independent entity creates and ensures quality standards of higher education, which allow to properly implement the educational policy of the state, develop the economy and society as a whole.The purpose of the article: to reveal the crucial role of the National Agency for Quality Assurance in Higher Education to create quality management of higher education institutions, to show its mechanism as an independent entity that creates and ensures quality standards of higher education. and society as a whole. The mission of the National Agency for Quality Assurance in Higher Education is to become a catalyst for positive changes in higher education and the formation of a culture of its quality. The strategic goals of the National Agency are implemented in three main areas: the quality of educational services, recognition of the quality of scientific results, ensuring the systemic impact of the National Agency. The National Agency for Quality Assurance in Higher Education exercises various powers, which can be divided into: regulatory, analytical, accreditation, control, communication.The effectiveness of the work of the National Agency for Quality Assurance in Higher Education for 2020 has been proved. The results of a survey conducted by 183 higher education institutions of Ukraine conducted by the National Agency for Quality Assurance in Higher Education are shown. Emphasis was placed on the development of "Recommendations of the National Agency for Quality Assurance in Higher Education regarding the introduction of an internal quality assurance system." The international activity and international recognition of the National Agency for Quality Assurance in Higher Education are shown.

Contemplation of Korean Offshore Wind Industry Development (한국의 해상풍력산업 발전전략 고찰)

  • Offshore wind power generation has significant advantages, including enhanced energy security and job creation. However, despite these benefits, South Korea has not fully utilized its potential in this sector. In contrast, offshore wind power industry development in Europe has been driven by government leadership. Drawing from this experience, South Korea also needs to relax regulations, strengthen necessary infrastructure, and enhance financial support systems to activate the offshore wind power industry. For this, sustained government leadership is absolutely essential. Without addressing the capacity issues in the power grid, we cannot expect offshore wind power generation to succeed. To address grid issues, we propose the enactment of a special law called the "Special Act on Grid Expansion." Considering KEPCO's financial situation, private investment should be encouraged for grid construction. The role of developers is crucial for the successful development and operation of offshore wind power. They manage risks throughout various stages, from site acquisition to construction and operation, which have a significant impact on the success or failure of projects. Since domestic developers currently lack experience in offshore wind power, a cooperative strategy that leverages the experience and technology of advanced countries is necessary. Energy issues should be recognized as important tasks beyond mere political ideologies, as they are crucial for the survival of the nation and its development. It is essential to form a public consensus and implement ways for residents to coexist with offshore wind power, along with the conservation of marine ecosystems and effective communication with stakeholders. Expansion of the offshore wind power industry requires support in various areas, including financial and tax incentives, technology research investment, and workforce development. In particular, achieving carbon neutrality by 2050 necessitates the activation of offshore wind power alongside efforts by major corporations to transition to renewable energy. South Korea, surrounded by the sea, holds significant offshore wind power potential, and it is our responsibility to harness it as a sustainable energy source for future generations. To activate the offshore wind power market, we need to provide financial and tax support, develop infrastructure and research, and foster a skilled workforce. As major corporations transition to renewable energy to achieve carbon neutrality by 2050, offshore wind power must play a significant role. It is our responsibility to fully utilize South Korea's potential and make offshore wind power a new driver of growth.

The Framework of Research Network and Performance Evaluation on Personal Information Security: Social Network Analysis Perspective (개인정보보호 분야의 연구자 네트워크와 성과 평가 프레임워크: 소셜 네트워크 분석을 중심으로)

  • Over the past decade, there has been a rapid diffusion of electronic commerce and a rising number of interconnected networks, resulting in an escalation of security threats and privacy concerns. Electronic commerce has a built-in trade-off between the necessity of providing at least some personal information to consummate an online transaction, and the risk of negative consequences from providing such information. More recently, the frequent disclosure of private information has raised concerns about privacy and its impacts. This has motivated researchers in various fields to explore information privacy issues to address these concerns. Accordingly, the necessity for information privacy policies and technologies for collecting and storing data, and information privacy research in various fields such as medicine, computer science, business, and statistics has increased. The occurrence of various information security accidents have made finding experts in the information security field an important issue. Objective measures for finding such experts are required, as it is currently rather subjective. Based on social network analysis, this paper focused on a framework to evaluate the process of finding experts in the information security field. We collected data from the National Discovery for Science Leaders (NDSL) database, initially collecting about 2000 papers covering the period between 2005 and 2013. Outliers and the data of irrelevant papers were dropped, leaving 784 papers to test the suggested hypotheses. The co-authorship network data for co-author relationship, publisher, affiliation, and so on were analyzed using social network measures including centrality and structural hole. The results of our model estimation are as follows. With the exception of Hypothesis 3, which deals with the relationship between eigenvector centrality and performance, all of our hypotheses were supported. In line with our hypothesis, degree centrality (H1) was supported with its positive influence on the researchers' publishing performance (p<0.001). This finding indicates that as the degree of cooperation increased, the more the publishing performance of researchers increased. In addition, closeness centrality (H2) was also positively associated with researchers' publishing performance (p<0.001), suggesting that, as the efficiency of information acquisition increased, the more the researchers' publishing performance increased. This paper identified the difference in publishing performance among researchers. The analysis can be used to identify core experts and evaluate their performance in the information privacy research field. The co-authorship network for information privacy can aid in understanding the deep relationships among researchers. In addition, extracting characteristics of publishers and affiliations, this paper suggested an understanding of the social network measures and their potential for finding experts in the information privacy field. Social concerns about securing the objectivity of experts have increased, because experts in the information privacy field frequently participate in political consultation, and business education support and evaluation. In terms of practical implications, this research suggests an objective framework for experts in the information privacy field, and is useful for people who are in charge of managing research human resources. This study has some limitations, providing opportunities and suggestions for future research. Presenting the difference in information diffusion according to media and proximity presents difficulties for the generalization of the theory due to the small sample size. Therefore, further studies could consider an increased sample size and media diversity, the difference in information diffusion according to the media type, and information proximity could be explored in more detail. Moreover, previous network research has commonly observed a causal relationship between the independent and dependent variable (Kadushin, 2012). In this study, degree centrality as an independent variable might have causal relationship with performance as a dependent variable. However, in the case of network analysis research, network indices could be computed after the network relationship is created. An annual analysis could help mitigate this limitation.

An Exploratory Study on the Legislation of the Right for Cultural Welfare (문화복지의 법적 권리화에 대한 탐색적 연구)

  • Cultural welfare is the cultural activity provided and supported by state, a local autonomous entity, and private organizations to improve the quality of people's life. And as a basic concept as well as a premise of discussion on cultural welfare, cultural right is a social right, a right which can make cultural express, gain access to cultural activities. A statue concerning cultural activities contributed to the promotion of our people's cultural welfare interwoven with cultural right. But laws were made for the purpose of enforcing national policy and supporting regime rather than promoting fundamental human rights, and they became effective and were understood as a mere part of national government, not as perspective of their execution, security of right or realization of them. On the other hand, based on laws concerning social welfare, cultural life means human life consisting of minimum welfare system, and minimum level of life which guarantees least cultural life is becoming an objective standard. This means the standard level of cultural right, and for the handicapped cultural rights are concretely guaranteed as a right in that they will not be discriminated for their approaching to cultural activities. However, laws concerning cultural activities have limitation in that there are ambiguous concept and limitation of cultural life, and there are no concrete and active laws about cultural rights to guarantee cultural life. In a constitution and laws concerning social welfare, cultural welfare must have concrete contents about the range and the level of cultural rights. In order cultural rights to be turned into complete ones which can assert its rights, as seen in the Supreme Court, a court has to try to understand the violation of cultural rights as the violation of legal rights.

A Desirable Corporate Culture under Smart Work Environment (스마트워크 환경 하에서의 바람직한 기업문화)

  • The purpose of this research is to create a preferable corporate culture under the SmartWork environment. There is growing interests in SmartWork, which can satisfy the compatible conditions of government's carbon emission restriction policy, corporate efficient expense reduction, productivity maximization, and each individual's work and a family. Due to the interests and the rapid development of IT technology, a realistic condition for SmartWork is established but the promotion without a sufficient preparation, such as legal examination and relevant systems, created much confusion and very few companies are introducing it. This paper discusses that a social agreement should be reached through adjustments among parties interested, such as government, companies, and employees, studies the WIN-WIN plan that individuals and organization can grow together, and proposes a new corporate culture under the SmartWork environment. SmartWork has more than the simple meaning of 'remote working'. SmartWork, a method of smart working, means a transition to a new paradigm that minimizes moving for work and work & human move together, and a change from a work-oriented culture to a human-oriented culture. This paper summarized the role of government and companies for the successful introduction of SmartWork, and proposed that a government level 'SmartWork Activation Executive Committee (tentative name)' with a strong promotional power would create a new culture of SmartWork and form a civilian consultative body to support SmartWork corporate culture creation & expansion in the private corporate area, in a tuning with Ministry of Public Administration & Security, Ministry of Labor, Ministry of Gender, and Communications Commission.

Epigenetic Regulation of Fungal Development and Pathogenesis in the Rice Blast Fungus

  • Fungal pathogens have huge impact on health and economic wellbeing of human by causing life-threatening mycoses in immune-compromised patients or by destroying crop plants. A key determinant of fungal pathogenesis is their ability to undergo developmental change in response to host or environmental factors. Genetic pathways that regulate such morphological transitions and adaptation are therefore extensively studied during the last few decades. Given that epigenetic as well as genetic components play pivotal roles in development of plants and mammals, contribution of microbial epigenetic counterparts to this morphogenetic process is intriguing yet nearly unappreciated question to date. To bridge this gap in our knowledge, we set out to investigate histone modifications among epigenetic mechanisms that possibly regulate fungal adaptation and processes involved in pathogenesis of a model plant pathogenic fungus, Magnaporthe oryzae. M. oryzae is a causal agent of rice blast disease, which destroys 10 to 30% of the rice crop annually. Since the rice is the staple food for more than half of human population, the disease is a major threat to global food security. In addition to the socioeconomic impact of the disease it causes, the fungus is genetically tractable and can undergo well-defined morphological transitions including asexual spore production and appressorium (a specialized infection structure) formation in vitro, making it a model to study fungal development and pathogenicity. For functional and comparative analysis of histone modifications, a web-based database (dbHiMo) was constructed to archive and analyze histone modifying enzymes from eukaryotic species whose genome sequences are available. Histone modifying enzymes were identified applying a search pipeline built upon profile hidden Markov model (HMM) to proteomes. The database incorporates 22,169 histone-modifying enzymes identified from 342 species including 214 fungal, 33 plants, and 77 metazoan species. The dbHiMo provides users with web-based personalized data browsing and analysis tools, supporting comparative and evolutionary genomics. Based on the database entries, functional analysis of genes encoding histone acetyltransferases and histone demethylases is under way. Here I provide examples of such analyses that show how histone acetylation and methylation is implicated in regulating important aspects of fungal pathogenesis. Current analysis of histone modifying enzymes will be followed by ChIP-Seq and RNA-seq experiments to pinpoint the genes that are controlled by particular histone modifications. We anticipate that our work will provide not only the significant advances in our understanding of epigenetic mechanisms operating in microbial eukaryotes but also basis to expand our perspective on regulation of development in fungal pathogens.

Studies on the Current Ideas and Institution of Natural Environmental Conservation in Japan -Policy and Institution of Open Space and Forest - (일본의 자연환경보전사조 및 관련제도의 변천에 관한 연구)

  • ^x As mentioned above, I consider the change of role that is related with Japanese thought of Natural Environmental Conservation, and I divide each part of periods into forest, farmland, open space, urban planning, environmental conservation etc. To summary the content of each period of Natural Environmental Conservation thought is as follows. 1) Previous period before formation(before 1919) In the previous period of Meiji, it could be said that the consciousness of the Natural Environmental Conservation was coming to existence. In this, so called, Natural Environmental Conservation, the thought of Forest Preservation was the main current and it was the thought of territorial integrity for the security of resource, the forestry conservancy and flood control in the forestry farmland. Since the age of Meiji, the theory of Natural Conservation appears from the theory of Japanese landscaping and systematic management about public parks was enforced, but the regular theory of Natural Environmental Conservation did not attain full growth. 2) The period of formation(1919~ 1954) In the period of formation, the base of Natural Environmental Conservation had been established. Parks and Open spaces were admitted as a public facilities in each city, and legislations which supported it had been continuously enacted and so on. In this period, the afforestation counter plan was emphasized on the side of territorial integrity. In the mountainous district. tree planting was emphasized to recover the forest which had been destroied by war. 3) The period of development(1955~ 1974) In the period of development, varied policies was institutionalized for the Natural Environmental Conservation. However, all sorts of development policy had performed simultaneously, thus development had complicated relation with preservation. But after 1970's the framework of system of Natural Environmental Conservation improvement was constituted to control the many kinds of development, and the spontaneous campaign of nature preservation by private lead was being taken root. This is the more progressive period. 4) The pried of root(after 1975) After the latter of 1970's, the role of Natural Environmental Conservation began to take root not in the direction of control but inducement, and, getting out of development - oriented policy, aimed at relation between human being and natural environment and the side of amenity of human environment. Besides, the current of Natural Environmental Conservation had been seperately progressed in the cities and forests. Since this period, it was the character that cities and forests began to be unified as 'amenity'space of man.
