A Spatially Adaptive Post-processing Filter to Remove Blocking Artifacts of H.264 Video Coding Standard (H.264 동영상 표준 부호화 방식의 블록화 현상 제거를 위한 적응적 후처리 기법)

  • In this paper, we present a spatially adaptive post-processing algorithm for H.264 video coding standard to remove blocking artifacts. The loop filter of H.264 increases computational complexity of the encoder. Furthermore it doesn't clearly remove the blocking artifacts, resulting in over-blurring. For overcoming them, we combine the projection method with the Constraint Least Squares(CLS) method to restore the high quality image. To reflect the Human Visual System, we adopt the weight norm CLS method. Particularly pixel location-based local variance and laplacian operator are newly defined for the CLS method. In addition, the fact that correlation among adjoining pixels is high is utilized to constrain the solution space when the projection method is applied. Quantization Index(QP) of H.264 is also used to control the degree of smoothness. The simulation results show that the proposed post-processing filter works better than the loop filter of H.264 and converges more quickly than the CLS method.

Development and Application of Performance Indicators to Estimate the Service Activities Relating with Water and Wastewater Works: Focus on Water Works Parts (상하수도 서비스 평가지표 개발 및 적용: 상수도 분야를 중심으로)

  • To improve Service quality for water and wastewater works, most water and wastewater utility effort to develop not only facility construction but also operation optimization. The operation is optimized by accurate estimation for ongoing situation. And from the accurate estimation, utility operator gain a information about their service quality and problems, So we developed a evaluation tool (Performance Indicators: PI) for service activity of water and wastewater works. The PI was developed in many countries and some international organizations (World Bank, IWA etc.) for service benchmarking. And ISO (international organization for standardization) just has been making a service standard for water and wastewater system (So called ISO/C224). This proceeding for making a service standard is ongoing now and will be launched in 2007. In our study, PI was composed of 6 parts (A human resource, facility management, operation, service quality, finance and environment). To evaluate water utilities, performance indicators for water was consisted of 100 items. Each 2 water utilities were estimated by this performance indicator. From the study, we just know that the performance indicator was a very useful tool to estimate utility service quality. And from the result, it is possible to know the strong and weak point of estimated utilities.

A Study on the Analysis of Knowledge Management Level in Major Container Terminal Operators (주요 컨테이너 터미널 운영사의 지식경영 수준 분석)

  • The aim of this study is to analyze current level of knowledge management(KM) performance in major container terminals. To achieve this aim, the evaluation criteria and KM performance index from pervious research were adopted. and current levels of KM performance of four leading container terminal operators which is located in Busan port were measured. The results firstly showed that average of KM level of these terminal operators was 67.7. And also, from the results of data analysis, it revealed that the weak point of KM in Korean leading terminal operators is official system and programs such as incentive policies, learning programs, and IT support systems for organizational knowledge sharing and knowledge codification.

  • In this paper, we propose a heterogenous mission allocation technique for multi-UAV system based on discrete event modeling. We model a series of heterogenous mission creation, mission allocation, UAV departure, mission completion, and UAV maintenance and repair process as a mathematical discrete event model. Based on the proposed model, we then optimize the number of UAVs required to operate in a given scenario. To validate the optimized number of UAVs, the simulations are executed repeatedly, and their results are analyzed. The proposed mission allocation technique can be used to efficiently utilize limited UAV resources, and allow the human operator to establish an optimal mission plan.

  • The prevention of marine accidents has been a major topic in marine society and various policies and countermeasures have been developed, applied to the industries. In order to improve the navigational safety level in the coastal waterways, the navigational safety level must be evaluated from the mariner's perception of safety. So far as human beings are concerned, there are many types of fuzziness in the evaluation of navigational safety level. In order to reflect these fuzziness on this evaluation, this paper introduces the fuzzy integral suggested by Choquet to represent the fuzziness in the evaluation process. This paper aims to develop the method for this evaluation from the viewpoint of mariner's operational stress using the fuzzy measure and Choquet integral. In this paper, Korean coastal area is divided into 8 sectors and evaluated the priority for the needs of coastal VTS and navigational aids. The results are found in the order named Mokpo, Yosu, Pohang, Inchon, Busan, Geoje, Gunsan, Donghae coastal area.

  • Most warship combat systems inquire human operator to control several sensor and another equipments as well as decision-modeling. For this reason, many researches with multi-agent based M&S (Modeling and Simulation) have been increasingly conducted. However there cannot find any researches of M&S based analysis for anti-submarine warfare that requires a high level of mission complexity between multiple platforms. In this research, we have been developed various combat platform models such as warship, submarine and helicopter, etc. In order to apply the multi-agent-based M&S technology to the anti-submarine warfare i.e. a HVU (High Value Unit) escort mission scenario. Then we have successfully analyzed the measures of effectiveness according to the different tactics and different situations. In future, the defence engineer maybe employ our methodology and tools to analyze actual tactical problem by simply inserting actual data into our agent model.

Research Trends for Performance, Safety, and Comfort Evaluation of Agricultural Tractors: A Review

  • Background: Significant technological development and changes happened in the tractor industries. Contrariwise, the test procedures of the major standard development organizations (SDO's) remained unchanged or with a little modification over the years, demanding new tractor test standards or improvement of existing ones for tractor performance, safety, and comfort. Purpose: This study focuses on reviewing the research trends regarding performance, safety and comfort evaluation of agricultural tractors. Based on this review, few recommendations were proposed to revise or improve the current test standards. Review: Tractor power take-off power test using the DC electric dynamometer reduced human error in the testing process and increased the accuracy of the test results. GPS signals were used to determine acceleration and converted into torque. High capacity double extended octagonal ring dynamometer has been designed to measure drawbar forces. Numerical optimization methodology has been used to design three-point hitch. Numerous technologies, driving strategies, and transmission characteristics are being considered for reducing emissions of gaseous and particulate pollutants. Engine emission control technology standards need to be revised to meet the exhaust regulations for agricultural tractors. Finite Element Analysis (FEA) program has been used to design Roll-Over Protective Structures (ROPS). Program and methodology has been presented for testing tractor brake systems. Whole-body vibration emission levels have been found to be very dependent upon the nature of field operation performed, and the test track techniques required development/adaptation to improve their suitability during standardized assessment. Emphasizes should be given to improve visibility and thermal environment inside the cab for tractor operator. Tractors need to be evaluated under electromagnetic compatibility test conditions due to large growing of electronic devices. Research trends reviewed in this paper can be considered for possible revision or improvement of tractor performance, safety, and comfort test standards.

Optimized Trim and Heeling Adjustment by Using Heuristic Algorithm (휴리스틱 알고리즘을 이용한 트림 및 힐링 각도 조절 최적화)

  • Many ships in voyage experience weight and buoyancy distribution change by various reasons such as change of sea water density and waves, weather condition, and consumption of fuel, provisions, etc . The weight and buoyancy distribution change can bring the ships out of allowable trim, heeling angle. In these case, the ships should adjust trim and heeling angle by shifting of liquid cargo or ballasting, deballasting of ballast tanks for recovery of initial state or for a stable voyage. But, if the adjustment is performed incorrectly, ship's safety such as longitudinal strength, intact stability, propeller immersion, wide visibility, minimum forward draft cannot be secured correctly. So it is required that the adjustment of trim and heeling angle should be planned not by human operators but by optimization computer algorithm. To make an optimized plan to adjust trim and heeling angle guaranteeing the ship's safety and quickness of process, Uk! combined mechanical analysis and optimization algorithm. The candidate algorithms for the study were heuristic algorithm, meta-heuristic algorithm and uninformed searching algorithm. These are widely used in various kinds of optimization problems. Among them, heuristic algorithm $A^\ast$ was chosen for its optimality. The $A^\ast$ algorithm is then applied for the study. Three core elements of $A^\ast$ Algorithm consists of node, operator, evaluation function were modified and redefined. And we analyzed the $A^\ast$ algorithm by considering cooperation with loading instrument installed in most ships. Finally, the algorithm has been applied to tanker ship's various conditions such as Normal Ballast Condition, Homo Design Condition, Alternate Loading Condition, Also the test results are compared and discussed to confirm the efficiency and the usefulness of the methodology developed the system.

Cell-Free miR-27a, a Potential Diagnostic and Prognostic Biomarker for Gastric Cancer

  • MicroRNAs (miRNAs) have been demonstrated to play an important role in carcinogenesis. Previous studies revealed that miRNAs are present in human plasma in a remarkably stable form that is protected from endogenous RNase activity. In this study, we measured the plasma expression levels of three miRNAs (miR-21, miR-27a, and miR-155) to investigate the usefulness of miRNAs for gastric cancer detection. We initially examined plasma miRNA expression levels in a screening cohort consisting of 15 patients with gastric cancer and 15 healthy controls from Korean population, using TaqMan quantitative real-time polymerase chain reaction. We observed that the expression level of miR-27a was significantly higher in patients with gastric cancer than in healthy controls, whereas the miR-21 and miR-155a expression levels were not significantly higher in the patients with gastric cancer. Therefore, we further validated the miR-27a expression level in 73 paired gastric cancer tissues and in a validation plasma cohort from 35 patients with gastric cancer and 35 healthy controls. In both the gastric cancer tissues and the validation plasma cohort, the miR-27a expression levels were significantly higher in patients with gastric cancer. Receiver-operator characteristic (ROC) analysis of the validation cohort, revealed an area under the ROC curve value of 0.70 with 75% sensitivity and 56% specificity in discriminating gastric cancer. Thus, the miR-27a expression level in plasma could be a useful biomarker for the diagnosis and/or prognosis of gastric cancer.

A Study on the Rehabilitation Room of Firefighters at Disaster Spot (재난현장 소방공무원의 회복실에 관한 연구)

  • This study intends to provide a model for the establishment of a rehabilitation room for the safety and rehabilitation of firefighters by proposing a basis for the establishment of a firefighter rehabilitation room at disaster sites. To achieve the research objectives, a questionnaire, frequency analysis, and variance analysis were conducted to assess the effectiveness of rehabilitation rooms for firefighters. Based on the results of the research, the policy suggestions for operating an effective rehabilitation room are as follows. An organization of the operation of the rehabilitation room should be established at each firefighting headquarters, and human resources must be secured for the operation of the rehabilitation room. In addition, detailed operating standards such as the operation contents of the rehabilitation room's operation manager and its operator, as well as its operation procedures should be prepared. Additionally, training to improve the rehabilitation room and its understanding is needed.
