The Concept of Social Exclusion and Underclass and Their Implications for the Poverty Policy in Korea (사회적 배제와 하층계급의 개념 고찰과 이들 개념들의 한국빈곤정책에의 함의)

  • The purpose of this study is to explore the concept of social exclusion and underclass and to find out their implication for the poverty policy in Korea. Social exclusion as a concept, on the other hand, offers a broader perspective in addressing multi-dimensional disadvantage, especially in relation to social policy. The term underclass offers a convenient metaphor for use in commentaries on inner city crises because it evokes three widely shared perceptions: novelty, complexity, and danger. Conditions within inner cities are unprecedented; they cannot be reduced to a single factor; and they menace the rest of us. Open debate on the underclass accelerated in 1977 when Time magazine announced the emergence of a menacing underclass in America's inner cities. Drugs, crime, teenage pregnancy, and high unemployment, not poverty, defined the 'underclass,' most of whose members were young and minorities. With the publication in 1982 of Ken Auletta's Underclass, the word secured it dominance in the vocabulary of inner-city pathology. As implications for Korean poverty policy of the concept of social exclusion and underclass, the establishment of multi-dimensional concept of poverty, development of multi-dimensional approach of social work, improvement of National Basic Life Guarantee System, research on employment policy in social welfare field, and research on housing policy for the poor were suggested.

  • This study intends to find out a solution to the problems with living measure system. Korea with great economic growth increase the demand of lands for housing, factories and public facilities. Under this circumstance, public developments have been driven in, loss compensation has changed from property compensation into living compensation. The improvements on practical compensation business is : First, it is necessary to legally stipulate living measure in the Act on Land. Second, beekeeping compensation should be tightened. Third, preferential hiring, job recommendation and vocational training should be offered to residents'. These living measures will promote smoothly public development projects.

  • Assessment in Socio-economic items should be used to estimate social influence when policies and projects were introduced. To estimate current situation of socio-economic items 19 Environmental Impact Statement (EIS) of large scale projects were analyzed. The projects were selected based on magnitude of social impact when the projects were implemented. Environmental Impact Statement was categorized into line projects(road construction, railroad construction, stream development, etc), and surface projects(energy development, wetland reclamation, recreation and sport development, and housing and residential development, etc) thus being chosen for 19 projects in each categories. This report was based on the analysis of 7 items in socio-economic environmental items(i.e., population, residents, industry, public facilities, education, transport and historical monument). Most EIS did not follow the regulation suggested by Ministry of Environment, and only current circumstances were briefly described. Indifference of in-depth analysis of socioeconomic environmental items would influence the process of social and environment impact negatively in the midst of construction of National Projects such as Outer Circle Seoul Highways, Saemankeum Reclamation Projects, etc. This abrupt halt of construction was mostly based on a lack of public hearing or public participation. Socio-economic items are also very much lacking in quantitative method and strengthening socio-economic environmental items is needed via checklist or matrix that brings decision-makers better ideas objectively.

  • Recently, the expansion of housing developments has reduced green areas in cities. The reduction of green areas caused many negative effects on human beings. For functional improvement of ecosystem, government focuses on artificial ground greening because it gives improving microclimate and saving energy consumption. This research aims to develop the system to support decision making of greening for artificial ground greening. This system consist of rooftop greening, wall greening, and street greening system which can suggest proper type of greening and calculate the effect of the greening considering the proponents inputs. It presents social, economic, and ecological value such as cost, energy saving, and temperature reduction. As it is web-based system users can easily access with internet. This system provides automatic selection modes.As a result, with this developed web-based system, decision makers can evaluate the effect of artificial ground green easily and the support to such movement will increase.

Improvement of the PVC Window Frame Installation Method Integrated with Gangform and Field Applicability Analysis

  • In apartment housing construction, window frame installation work, which is conducted after the structural framework, is very important, because its completion time directly affects the starting time of successive interior finishing works, as well as the overall construction period. Construction delays in interior finishing works might occur due to problems inherent to the conventional window frame installation method, such as the poor verticality of window frames, and the water leakage around them. The primary objective of this study is to analyze the problems of a 'Gangform integrated PVC window frame pre-installation method' based on its pilot test results. Next, this study proposes an improved conceptual model that enables the end users to enhance the field applicability of this method in terms of productivity, time, and cost. The field applicability of the proposed 'Gangform integrated PVC window frame pre-installation method' was also verified through a survey.

  • Silicone rubber has very excellent chemical stability and hydrophobicity. A hydrophobic surface can prevent the formation of continuous water films on the surface in wet and heavily contaminated conditions. This phenomenon contributes to the suppression of leakage current and partial discharges on insulator surfaces. Silicone rubber has been used much for housing materials of polymer insulators. ATH is added to the silicone rubber for improvement of its resistance against surface discharge. In this paper, ATH with different particle size and content was added to the silicone rubber during compounding. Silicone rubber was deteriorated by a corona treatment. Hydrophobicity recovery rate after corona treatment and arc resistance of silicone rubber were investigated. Hydrophobicity recovery rate of silicone rubber was evaluated by the measurement of contact angle. Arc resistance was evaluated by measuring weight loss of silicone rubber after arc resistance test. It was observed that the hydrophobicity recovery rate and arc resistance of silicone rubber were different when different particle size and content of ATH were added.

Evaluation of Condensation Resistance of Steel Stud Wall Corner Details in Modular Buildings (스틸 스터드 모듈러 건축물 접합부위의 결로방지성능 개선방안 평가)

  • Modular systems are widely used in various building types including housing, dormitory, and barracks. Steel studs have many advantages over other materials as construction components of modular buildings in terms of seismic performance, durability and maintenance. However, steel stud modular systems also have weakness in condensation resistance due to high thermal conductivity of steel. The purpose of this study is to investigate the condensation resistance of steel stud wall corner details in modular buildings by thermal simulation. The condensation resistance was evaluated by temperature difference ratio according to ISO 13788. The result showed that there was little difference between the alternatives of adding cavity and insulation. Separation of interstitial steel studs showed outstanding effect on the improvement of temperature difference ratio.

A Study on the Intention of One-person Households Selection in Male and Female University Students. (남녀대학생의 1인 가구 선택의향에 관한 연구)

  • The purpose of this study is to identify the intention of one-person households' selection in the university students. The survey was analyzed with factor analysis, reliability, cross tabulation analysis, t-value, and regression analysis with SPSS version. 18.0. The total of 237 male and female university students participated in the survey. The results were summarized as follows. First, there were significant differences between male and female students in the important factors, problems and reasons when selection of the one-person households in the future, and the perception of one-person households. Second, gender, perception of one-person households, the importance of self-improvement, housing expenses, and family rite had significant effects on the intention of one-person households' selection. The result of the study can be used as basic data for social discussion about one-person households.

  • The purpose of this study is to analyze the characteristics of planning community facilities of public rental apartments by basic and qualitative factors for the last ten years from the year of 2000. This study analyzed the processes and trends of change of the following: land use, tenant satisfaction with the residential environmental amenities, the quantitative increase in accordance with social paradigms, improvement in the quality of residential life, and acceptance of the needs of residents. Therefore, this study will suggest effective and archivable improvements in them. Methods of this study include drawing analyses, literature surveys, and interviews with experts. This study aims to provide essential primary data for planning community facilities for public rental apartments in order to differentiate them from public sales apartments. In the results, community facilities of public rental apartments have been increasing in their size and in the number of their programs as well. It is certain that community facilities are important influence on improving residential environments and the quality of the life. Based on this study, it is more effective to plan community facilities to be connected or extended to other external spaces. And tenant satisfaction should be carried out and put into consideration to help determine if community facilities are adequate. Space compositions should be designed to be flexible per social paradigms and customers needs.

A Study on the Development of Energy Simulation Program for Non-specialist to Enhance Green Remodeling (그린리모델링 활성화를 위한 비전문가용 에너지 소비량 산정 프로그램 개발연구)

  • To receive financial support for the Green Remodeling, applicants must submit an energy simulation report. However, many of the applicants are not green remodeling specialist and energy simulation services are too expensive for them. For this reason, this study was to develop an energy simulation program to enhance green remodeling for the non-specialist such as housewives. Firstly, to enhance understanding and accessibility improvement energy simulation, simulation process was designed four steps and reducing input data. Specifically, input data was reduced by categorizing the following for the area, plan type, hot water load, electricity load, statistical inference. And then, to accurately verify the calculation result, the heat and hot water demand were derived and compared with ECO2 and Energy # program. Lastly, the calculation shows that there is a difference of 4% for the heat load and 15% to 33% for the hot water load respectively.
