Evaluation of Results and Workloads of the Horizon Scanning of the Emerging Health Technology in Korea (국내 신개발 유망의료기술 탐색활동 결과 및 업무량 분석)

  • Objectives: To evaluate results and workloads of the horizon scanning of the emerging health technology since 2014 to 2016. Methods: In order to analyze the results of the emerging health technology, we identified the number of research procedure between 2014 and 2016. The sixteen findings were calculated annual workload by person, and categorized by medical phase, classification of disease, and healthcare technology. Results: An average of 5.67 personnel were involved over three years, assessment of each emerging healthcare technology was performed for each person of identifying 54 cases, filtering 2.4 cases, prioritizing 0.9 cases were performed. According to the mapping by healthcare technologies, nine medical devices (56.3%), six drugs (37.5%), and one material of the medical treatment (6.3%) were assessed. Among sixteen findings, fifteen cases were health technologies for treatment and only one case for diagnosis. Conclusion: Future plans of the horizon scanning of the emerging health technology is required appropriate manpower in charge each target number of assessment. And a legal basis should be provided for policy reflection rate. Furthermore, an evaluation criteria and procedures should be transparent to avoid a conflict of interest.

An Analysis of the Relationship between Public Opinion on Social Bigdata and Results after Implementation of Public Policies: A Case Study in 'Welfare' Policy (소셜 빅데이터 기반 공공정책 국민의견 수렴과 정책 시행 이후 결과 관계 분석: '복지' 정책 사례를 중심으로)

  • Horizon scanning that one of the methods for future prediction is adaptable way of establishing the policy strategy based on big data. This study aims to understand the social problems scientifically utilized horizon scanning technique, and contribute to public policy formulation based on scanning analysis. In this paper, we proposed a public opinion framework for public policy based on social bigdata, and then confirmed the feasibility this framework by analysis of the relationship between public opinion and results after implementation of public policy. Consequently, based on the analysis, we also drew implications of policy formulation about 'free childcare for under 5-years of age' as an object of study. The method that collects public opinion is very important to effective policy establishment and make contribution to constructing national response systems for social development.

Future Strategy of the Korean Petrochemical Industry by Analysing Integrated Emerging Issues (한국 석유화학산업의 미래전략을 위한 융합적 이머징 이슈 분석)

  • This study aims to propose a methodology for future strategies of the Korean petrochemical industry. Instead of using static models or trade related statistical analysis, we derived emerging issues of the Korean petrochemical industry through survey in accordance with the STEPPER analysis. The participants of the survey were limited to leading experts of the field, such as businessmen, researchers and professors. Also, I observed whether the current driving forces are suitable in analyzing the future. Furthermore, emerging trends and emerging issues as far as 2040 were also extracted through horizon scanning and expert interviews. Through this study, three factors, which are the global oil prices, economic prospects, and core material development, have been confirmed. In the future, I believe that not only petrochemical industry, but also other industries such as steel, autos, shipbuilding and so on, can be studied for future scenarios and strategies as well.

  • 최근, 데이터가 새로운 기회이자 도전의 기반으로 인식됨에 따라 공공정책 및 정부의사결정에도 데이터를 기반으로 하는 체계적인 접근의 필요성이 증대되고 있다. 다양한 나라에서는 위기에 대응하기 위한 체계적인 정책과 근거 있는 미래전략을 수립하는데 빅데이터를 수집 및 분석하여 이를 적극 활용 하고있다. 본 논문에서는 대표적인 선진국인 싱가포르, 영국, 네덜란드 3국을 중심으로 수집된 데이터를 기반으로 미래 정책 예측하기 위한 호라이즌 스캐닝을 설명하고 이를 정책 수립에 활용한 사례를 비교하고자 한다.

Light and Electron Microscopy Studies Elucidating Mechanisms of Tomato Leaf Infection by Pseudocercospora fuligena

  • The fungal pathogen Pseudocercospora fuligena, known to affect tomatoes in the tropics and subtropics, has been reported from temperate climates including the United States and Turkey in recent years. In this study, an isolate from fresh tomatoes and the disease it causes were characterized and infection mechanisms investigated. Macroscopically, both sides of tomato leaves show indistinct effuse patches but prolific production of fuliginous lesions is conspicuous on the abaxial side first but also on the adaxial side later on as infection progressed. Microscopically, fascicles of conidiophores (11-128 ㎛ × 3.5-9 ㎛) arising from stromata and conidia with up to 12 septations were observed. Molecular characterization of the isolate revealed high homology (99.8%) to other P. fuligena isolated from tomatoes in Turkey. Out of the 10 media tested, P. fuligena grew significantly well and sporulated better on unsealed tomato oatmeal agar and carrot leaf decoction agar, both supplemented with CaCO3. Direct transfer of conidia from profusely sporulating lesions was the easiest and quickest method of isolation for in-vitro studies. Light and scanning electron microscopy on cleared and intact tomato leaves further confirmed stomatal penetration and egress as well as prevalence of primary and secondary infection hyphae. In situ, blocked stomatal aperture areas of 154, 401, and 2,043 ㎛2 were recorded at 7, 12, and 17 days after inoculation, respectively. With the recent expanded horizon of the pathosystem and its consequential impact, such studies will be useful for a proper diagnosis, identification and management of the disease on tomato worldwide.

Socio-National Issues Detection Modeling based on Domain Knowledge - Focusing on the Issue of Increase in Domestic Inflow Infectious Diseases (도메인 지식 기반 이슈 탐지 모델링 - 해외 발생 감염병 국내 유입 이슈를 중심으로)

  • As the big data technologies advance, there is an increasing interest in systematic methodologies for data-based policy determination especially in the public health area. This study proposes a method to develop an issue detection model through the collaboration with domain experts in order to intelligently detect major socio-national issues on infectious diseases based on data. At first, the factors influencing the 'domestic inflow of foreign infectious diseases' are determined and variables representing the factors are set. Thereafter, by using system dynamics methods, the causal analysis is made to find causal map indicating main influential factors. In this process, an empirical modeling is conducted through collaboration between data analysts and experts in the infectious disease domain. The proposed issue detection approach based on domain knowledges will make it possible to make a decision on policies more efficiently if the detection system is capable of continuos monitoring of the related issues.

Radiation Characteristics of Microstrip Antenna on the Superstrate-Loaded Cylindrical Bianisotropic Substrated (덮개층을 갖는 원통형 쌍이방성 기판 위의 마이크로스트립 안테나의 방사특성)

  • In this paper, the effects of superstrate on the radiation patterns of dipole on cylindrical bianisotropic substrates were studied. Special constitutive relations are used to describe the bianisotropic properties of a material, such that the Green's function can be formulated. Electromagnetic fields and boundary conditions in spectral region were used to find Green's function of the spectral representation and electromagnetic fields in space region were derived through inverse Fourier transformations of fields in spectral region using asymptotic formula for far zone. Radiation characteristics of axial Hertzian dipole on superstrate loaded cylindrical bianisotropic substrates were obtained. The effects of bianisotropic superstrate on the radiation properties of the antennas including beam scanning, directivity enhancement, dark-region illumination, and on horizon radiation, are discussed.

Asbestiform Tremolite Formed by Chert-Dolomite Reaction and Its Morphological Characteristics (처트-백운석 반응에 의한 석면상 투각섬석의 생성과 형태적 특성)

  • Diagenetic black chert nodules occur in the Paleozoic dolostone in Susan, Jecheon, Korea. They reacted with dolomite to form alteration rim around the nodules during the contact metamorphism probably related to the intrusion of biotite granite. In the earlier stage of alteration, talc and calcite replaced both the chert and dolomite, which were subsequently replaced by tremolite. Significant mass of tremolite occurs along the horizon enriched with chert nodules. Scanning electron microscopy and optical microscopy of the tremolite specimens revealed the elongated morphology of diverse aspect ratios coexisting in several mm scale. Non-asbestiform tremolite columns were also common as well as asbestiform fibrous bundles. Quantitative estimation of asbestos should be more cautious for naturally occurring materials because all the tremolite particles in the outcrop are not asbestiform. The occurrence of asbestiform tremolite in the Susan area indicates that a combination of chert-bearing dolostone, heat source, and aqueous fluids is one of the geological environments for the formation of asbestiform tremolite.

Interpretation of Construction Procedure and Physicochemical Characteristics for Soil Layers from Sowangneung (Small Royal Tomb) of Ssangneung (Twin Tombs) in Iksan, Korea (익산 쌍릉 소왕릉 봉분 토층의 물리화학적 특성과 조영과정 해석)

  • The Iksan Ssangneung (twin tombs), a pair of tombs comprising the Daewangneung (large royal tomb) and the Sowangneung (small royal tomb), were constructed in the typical style of stone tunnel and chamber tombs in the Baekje Kingdom during the Sabi period (538 to 660 AD) of ancient Korea. Soil layers exposed during excavation of Sowangneung in a trench east of the tomb are: the bottommost layer, the ground level layer, the Panchuk (rammed earth) layer of the Baekje, the layer created by a grave robbery, and soil recovered during the Japanese colonial period. Soil samples were obtained by segmenting an easy stratigraphic horizon into sub categorized soil layers, and their material properties were analyzed; they are composed mainly of sandy loam based on the particle size distributions. In the site foundation, loamy sand is packed in the bottommost layer, and sandy loam with high sand and silty sand fills most of the overlying layer. The central and topmost portion of the Baekje layer is composed of loam with high clay content. All soil layers show geochemical behaviors similar to those of the bottommost layer. X-ray diffraction analysis verified kaolinite in all layers, also observed in soil layers displaying high crystallinity. Kaolinite and halloysite were identified by scanning electron microscopy. Thus, we conclude that the Baekje layer of the Sowangneung is composed of sandy loam containing kaolin procured from near the site. An impermeable middle to upper layer was created using viscous loam. The top of the tomb was closed tightly.
