It has been often noted as a problem that as there are no objective and clear criteria for the repair cost estimate of persistent defects, when a claim arises in relation to an apartment construction, significantly different amounts of compensation may be given for similar defects based on the experience and tendencies of the construction experts asked to make a judgment. For this reason, this research aims to present defect managers with a more reasonable and objective estimation criteria and a system to determine the repair cost of defects based on an analysis of relevant factors. The research findings show that the historical cost system is applied first, and then a standard of estimation is used to estimate the cost for the items that are not included in the historical cost system. The criteria for the repair cost for each defect is as follows: the repair cost for defects arising from a regulation violation is determined by calculating the reconstruction cost of the parts in question after demolishing them; the repair cost for progressive defects is determined based on a contribution ratio proportional to the age of the building; the repair cost for repetitive defects is calculated by considering an alternative to maximize the intended function of the defective parts; and the repair cost for value depreciation defects is determined based on the ratio of the warranty period to the lapsed years. However, repair cost estimation for dual value depreciation defects should be studied in future research.

In this paper, we present the results of research on the reconstruction of ancient routes of ancient civilization exchange that were once present in the North Jeolla region, which was undertaken by adopting a convergent approach to develop 'Silkroadpia', which is an online platform for the curation and sharing of archaeological and historical spatial data, and 'MEPTA(Multiple Evidence Based Path and Territory Finding Algorithm)'. The results of the research make it possible to reconsider the region's historical identity and its important role in facilitating cultural exchange on the Korean Peninsula and in East Asia. The results can also be used to provide the theoretical basis for the government's land planning policies and for the production of cultural contents that can be used for local regeneration. The ancient route associated with the Baekje Restoration Movement, that took place after the fall of Sabi in 660 CE, was the case study examined in this paper, which discusses the academic value of reconstructing the ancient route, as well as its future use in providing cultural contents.
The Hyangwonjeong and Chwihyanggyo located in the back garden of Gyeongbokgung Palace have mainly been investigated by referring to historical records about the reign of King Gojong and various drawings thought to have been made in the late Joseon period. Because the current Chwihyanggyo was rebuilt temporarily after being burned to the ground during the Korean War, its form and the location of its reconstruction are not grounded on any accurate historical investigation. Although there are some photos of the Chwihyanggyo that were taken between the end of the Joseon period and the Japanese colonial era, there is no information about the photographer or when they were taken, and it is hard to see which photos show the original Chwihyanggyo Bridge with them. The Cultural Heritage Administration, which is currently promoting the restoration of the Chwihyanggyo, has recognized this problem and initiated research on the matter. In 2017, an excavation survey successfully identified the original location of the Chwihyanggyo, as well as that of Hyangwonji Gado (假島), and the shape of the first foundation stone in the pier. With these findings it was possible to infer the ways in which the Chwihyanggyo has changed over the years. Moreover, by measuring the AMS (Accelerator Mass Spectrometer) of the samples collected in the mounding layer of the Gado where the Hyangwonjeong is located, it was discovered that the Hyangwonjeong was constructed sometime after the Imjin waeran (Japanese Invasion of Korea in 1592), which means that the theory that 'the late Joseon Hyangwonjeong was not the former early Josenn Chwirojeong' is groundless. Judging by the materials found to date, we can reasonably assume that the Chwihyanggyo and Hyangwonjeong must have been built around the same time that Geoncheonggung Palace was founded in the late Joseon period.
This study identified how users of Gwanghwamun Square perceive the space and derived the spatial attributes of Gwanghwamun Square. There are four spatial attributes of Gwanghwamun Square: preservation of the historical environment, beauty of the surrounding landscape, suitability as a resting place, and activation of recreation. The first attribute, preservation of the historical environment, refers to the spaces that reflect the unique characteristics of Gwanghwamun Square and resonate with culture, including the Blue House, Bukaksan Mountain, Gyeongbok Palace, Yukjo Street, King Sejong, and Yi Sun-sin. The second attribute, beauty of the surrounding landscape, is related to the provision of abundant greenery and natural environment without disturbing the surrounding landscape, and includes landscape, sky, and greenery. The third attribute, suitability as a resting place, refers to various landscape facilities and services to enhance visitor comfort, including tables, chairs, shade, planters, rest areas, and fountains. Finally, recreational activation. This is the provision of various experiences, including exhibitions, performances, experiences, and sightseeing. Utilizing the attributes of Gwanghwamun Plaza derived from this study, it will provide important implications for the reconstruction of Gwanghwamun Plaza if future studies on valuation and estimation of Gwanghwamun Plaza are conducted to verify the differences in preferences by type.
The Mireuksaji stone pagoda in Iksan is the largest stone pagoda existing in Eastern Asia. It was assumed that originally it had been established in the shape of nine-storied pagoda but as time went by only six-storied pagoda remained partially due to collapsing, repair and reconstruction. According to the reference, we can't make sure when its modification happened. The form that the pagoda is having now, was modified with concrete by the Japanese during the 1910s. The materials mixed in concrete were mixture of Portland cement, all sorts of stone, sand, and a little bit of new building stone, additive and compound. And also these materials were applied to cultural assets without any experiment at the time of 1910s as maintenance, which are still used recently. To prevent the change of its shape, the west side, south side and the north side which is partially destructed was rebuilt and reinforced with concrete and some of the deformed parts were also filled. The amounts of concrete used were about 200 tons. Such method had prevented the pagoda from destructing, however, by choosing a wrong repair method, its surface of the stone has secondary contaminants and precipitation caused by concrete. This kind of contamination speeds up the weathering which accelerates the aging mechanism of the stone to make it even harder to revive the absence of historical nature. Therefore, we are to find the best cleaning method to remove the secondary hazard contaminants.
Jeongamsa Sumano Stupa(Korean National Treasure No. 332) is a brick like stone stupa and it is considered that this stupa was built in the Later Silla period or in the early part of the Koryo period, considering its structure and style. This Buddhist stupa is highly significant in Korean Buddhism since it was built to enshrine Buddhist sarira reliquaries that 'Jajang' brought from China in the 7th century, according to the 『Overlooked Historical Records of the Three Korean Kingdoms, 『三國遺事』』. However, the stupa was positioned at the very unique location. It was positioned not at the center of Jeongamsa Temple, but at the separate edifice. The location of Jeongamsa Sumano Stupa indicates that this stupa embodies the nature of Mahaparinirvana treasure palaces and that this stupa was recognized as a solemn symbol, which reflected a sarira faith. Jeongamsa Sumano Stupa is the only brick stone stupa built in Gangwon province. It is worth noticing that this stupa was mostly made of dolostones, found around this region, and thereby regional characteristics were reflected in this stupa. The other interesting fact about Jeongamsa Sumano Stupa is that there are many records available which include information about stupa's reconstruction, considering that there aren't many records of other stupas. The most representative records are 5 pieces of memorial stones which include information about when and on what ground the stupa was reconstructed as well as information about originators of the stupa. In conclusion, Jeongamsa Sumano Stupar could be regarded as the academically valuable material since it is considered very important and helpful for understanding not only the history of Korean Buddhist stupas, but also so many other things such as construction techniques, styles of brick pagoda and brick stone stupa, and such.
Considering Korean feminist theatre is not successful at all these days, it is needed to find the reasons of its crisis. As two Korean feminist theatre Scholars argued, the crisis owed to the structural problem from the start. That is the Korean feminist theatre started and developed depending on the imported popular feminist plays without social and cultural self-consciousness. Once the imported feminist theatres were flourished, some theatre companies pursued the commercial success blurring the feminist issues. It was resulted into the intentional ignorance in and out of the theatre society. While, some feminist plays were too inclined to the agit-prop without artistic sophistication. This essay tries to examine how the feminist theatres have been developing and what kinds of feminist performances have been made until now. And it intends to emphasize that the play text should be based on the Korean women's past, present, and future reality. Besides, they have to delve into the problem by which the Korean women were trapped in historical, social, and cultural environment. To make the women's matter the social issue at present and fur the future, the Korean feminist theatre should re-find its place as the socio-cultural forum. First, Korean theatre should cooperate with the other women's group crossing the different disciplines of the society, the culture, the politics etc . Secondly, we need to observe and watch where and how the distortion happens in women's matter, and react to correct it. Thirdly, we need to discover, to support, and to protect the women centered perspective of some playwrights as well as the performers. Co-writing or co-performing is also very positive to diversify the women's subjects. Lastly, to protect the feminist theatre against the consumerism, they need to have the financial support from the government or some civil society.
This paper aims to research the historical development of the archival systems in the Soviet Union from 1917 to the 1920's. The Russian revolution was the turning point not only for the political and social changes but for the archival administration in Russia, as it provided the new Soviet regime with the chances to reorganize the archival institutions under Bolshevik rule. However, we must not forget the fact that the Russian Archival Workers' Union had taken part in the organization of the archival systems together with the Bolshevik revolutionaries. The Soviet government intended to transform the decentralized and poorly organized archival systems in the prerevolutionary years into the centralized and bureaucratized ones. In this meaning, the decree signed be V. I. Lenin on 1 June 1918 was estimated as the real basis for the Soviet archival centralization. Lenin's archival decree of 1918 encompassed the entire national documentary legacy, which was gradually extended to all types and categories of manuscripts and archival records by successive legislation. The concept of state proprietorship of all documentary records was designated "Single State Archival Fond"(Edinyi Gosudarstvennyi arkhivnyi fond), which was renamed as "Archival Fond of the Russian Federation" after the collapse of the USSR. The independent state administrative agency, that is, "Main Administration of Archival Affairs"(Glavnoe upravlenie arkhivnym delom) was charged with the management of the entire "Single State Archival Fond". While the Soviet Union reorganized its archival systems in the twenties, the archival institutions became under the severe control of the government. For example, M. N. Pokrovskii, the well-known Marxist historian and the political leader, headed the organizational work of archives in the Soviet Union, which resulted in the exclusion of the prerevolutionary specialists from the archival field in the Soviet Union. However, the discussions over the concept of "the Archival Fond" by B. I. Anfilov helped to develop the archival theories in the USSR in the twenties. In conclusion, the Soviet Union, having emphasized the centralization of the archives, developed its archival systems from the early period, which were the basis of the systematic archival institutions in Russia.
It is the responsibility of the government organization in the field of history and archives to control preproduction of records and their production sphere. Moreover, it should also manage all kinds of archives and presidential records as its function is to manage and share public information, and carry out compilations of historical records. With this, this study explains how having all these functions would make the ideal reorganization of the government. It should correspond to principle of Government's reorganization such as transparency, responsibility, communication. A plan for reformation needs two-track approach. I would like to propose the establishment of the 'Ministry of National Archives' or the 'National Memory Committee' at the organization that is in charge of national records and memory management. It means that the National memory isn't limited to public sphere. In terms of Total archives, the organizations should contain the whole community's memory. This organization should be formed independently.

Recently there was an incident that military radars, coastal CCTVs and other surveillance equipment captured a small rubber boat smuggling a group of illegal immigrants into South Korea, but guards on duty failed to notice it until after they reached the shore and fled. After that, the detection of such vessels before it reach to the Korean shore has emerged as an important issue to be solved. In the fields of marine navigation, Automatic Identification System (AIS) is widely equipped in vessels, and the vessels incessantly transmits its position information. In this paper, we propose a method of automatically identifying abnormally behaving vessels with AIS using convolutional autoencoder (CAE). Vessel anomaly detection can be referred to as the process of detecting its trajectory that significantly deviated from the majority of the trajectories. In this method, the normal vessel trajectory is gridded as an image, and CAE are trained with images from historical normal vessel trajectories to reconstruct the input image. Features of normal trajectories are captured into weights in CAE. As a result, images of the trajectories of abnormal behaving vessels are poorly reconstructed and end up with large reconstruction errors. We show how correctly the model detects simulated abnormal trajectories shifted a few pixel from normal trajectories. Since the proposed model identifies abnormally behaving ships using actual AIS data, it is expected to contribute to the strengthening of security level when it is applied to various maritime surveillance systems.
