The "Belt and Road" economic development strategy provides new ideas for the transformation of my country's higher education. Under the guidance of the new development concept and relying on a good competitive platform, my country's higher education will have more possibilities for internationalization. The analysis of the connotation of the development concept of my country's higher education internationalization is mainly reflected in the development and tolerance of my country's higher education, and the innovation and sharing of development concepts. With this as the direction, my country's higher education institutions can combine the school's own school-running philosophy to formulate new teaching standards that are in line with international rules. Do a good job in the penetration of our country's excellent traditional culture, and handle the relationship between cultures of various countries. Actively learn from international advanced teaching concepts to build a scientific and perfect talent training mechanism.
This study purposes to suggest a next generation research and education environment which is possible by the linkage of two sectors based on cyberinfrastructure. It is to design a new research-education linkage system which can apply the results of R&D to the higher education in natural science and engineering areas. literatures were reviewed on new paradigms of R&D triggered by the advent of cyberinfrastrcuture. A couple of overseas and domestic cases of such paradigm were introduced. With the backgrounds of case studies and theoretical models, a new research-education linkage environment system was suggested. Specially e-AIRS system was introduced as an example of new model in Korea. In addition, some policy issues were discussed as related to the successful promotion of such programs.

The study uses an innovative management perspective to investigate the environment of higher education institutions to ensure the survival of universities in Cambodia. This has led Cambodian universities to expand their educational offerings to students in Years 2, 3 and 4. The data was collected through a Google Forms survey to facilitate and accelerate data collection. The sample of 500 students come from three higher education institution by employing multi-stage sampling technique of probability and non-probability sampling methods to ensure representation of the research population. The data were analyzed by using Confirmatory Factor Analysis (CFA) and Structural Equation Model (SEM) to investigate the impact of these determinants on students' satisfaction and loyalty, via answering 54 questions. The results showed that the three Cambodian universities perform well in terms of satisfactory conditions such as transformative quality and university image. There are four issues to which universities need to pay attention, namely, teaching methods, infrastructure facilities, learning material, and academic environment that are yet to meet the needs of students. This study contributes to the principle of innovative management in the context of Cambodian academic environment. The results help to fathom the depth of enhancing quality and institutional survival.

Purpose: the research aims to analyze the impact of the distribution of knowledge through online learning on the intellectual potential of PhD students and produce recommendations for policy to improve intellectual capacity. During the literature review, it was determined that a large number of studies examined the impact of online learning on the quality of education at different levels. Research design, data and methodology: the research methodology is based on subjective assessment and studying the students' opinions. The basis of the study was a comprehensive analysis of primary data obtained through a sociological survey of PhD students. 324 respondents from humanitarian, medical and natural faculties participated in the survey. Results: the study revealed that online learning helps increase students' intellectual potential. PhD students had a positive attitude towards the transition from traditional education to online learning. It should be noted that, according to the results, the most popular gadgets were laptops and smartphones, which were characterized by high mobility and ease of use. Based on the obtained results, recommendations were developed for the formation of online learning with a focus on increasing students' intellectual potential. Conclusions: based on the results of the assessment of educational and innovative potential, policy recommendations and further research in this area were proposed.

The article substantiates the feasibility of using and actively implementing innovative technologies in the practice of organizing the educational process. The need for the use of telecommunication technologies, which provide constant communication between students and the teacher outside the classroom, has been identified. Particular attention is paid to the latest approaches to the use of various forms of multimedia technologies in student education, which intensify the process of acceptance and assimilation of educational material by foreign students. The advantages of using innovative means of distance education are determined, which thanks to modern electronic educational systems allow students to receive quality higher education. Innovative technologies promote the development of cognitive interest in students, they learn to systematize and summarize the material studied, discuss and debate. In this regard, the reorientation of the system of higher education in Europe towards innovation is becoming the most important tool in ensuring the competitiveness of graduates in the labor market. In addition, the investment attractiveness of a university often depends on the innovative nature of the development of scientific, educational and practical activities of the subjects of the educational process, their inclusion in the national innovation system. The article analyzes that in the universities of the European Union in the training of specialists in the management of basic interactive methods, forms and tools are binary lecture, briefing, webinar, video conference, video lecture, virtual consultation, virtual tutorial, slide lecture, comp. utheric tests. Various classes on slide technology took active forms during the training of management specialists.
The purpose of this study was to investigate the shopping values(utilitarian and hedonic values) sought and the risks(economic, functional, socio-psychological, and privacy) perceived by consumers who participate in Internet auctions by determining the factors that affect their shopping values and risk perceptions. Empirical data were collected by an Internet survey of netizens who were interested in and had experience in Internet auctions. Questionnaires were distributed to the subjects through an Internet survey site and at an Internet auction cafe. A total of 300 questionnaires were analyzed. The results showed that consumers showed a slightly greater pursuit of a utilitarian value than a hedonic outcome in their Internet auction practices; however the outcomes pursued by consumers in their teens and twenties tended to be more hedonic than utilitarian. Consumers with a higher level of innovation, self-confidence in purchase, and need for information searching showed a greater pursuit of utilitarian and hedonic outcomes. The group of consumers with a higher expectation for legal protection pursued a more utilitarian outcome, whereas the group of consumers with higher influence from the reference group pursued a more hedonic outcome. The consumers showed that they perceived functional risk as boing most serious, followed by privacy risk, economic risk, and socio-psychological risk. Subjects with higher degrees of innovation, self-confidence in purchase and self-control perceived economic risk as critical. Functional risk was perceived to be highest in the group of consumers with self-control and a need for information searching, whereas socio-psychological risk was perceived to be highest in the group of consumers showing more self-control. Privacy risk was perceived to be highest in the group of consumers with a higher degree of innovation and lowest in both groups of higher and lower affection. Both economic and privacy risks were perceived to be lower in the group of lower pursuit of a hedonic outcome.

This study examined the direction that desirable educational direction of science and engineering graduate schools. In order to achieve the purpose, in-depth interviews were conducted with faculty, staffs and students of 'A' science and engineering research-oriented university. As a result of the study, first, independent researchers with international competitiveness, second, intellectuals who fulfill social responsibilities, convergent leaders across various boundaries of knowledge, and fourth, passionate people with a sense of challenge. Conclusions were made on enhancing the competitiveness of higher education and innovating graduate education in South Korea based on research findings.
Achievement of objectives of education and training is one of significant factors influencing quality of life. Higher education institutions use different work, teaching methods and tools; however they are inadequate in many cases. Today higher education institutions have problems concerning sustention and rise of certain level of education by giving the job for graduates, using of new technologies that help to present, manage, evaluate and control knowledge. The main objectives of quality management system (QMS) at higher education institutions are as follow: to assure continuous improvement of education quality; to demonstrate performance results and relevant facts to the interested parties (customers of college or university, social partners, administrative institutions) showing the abilities of education institution to prepare high qualification specialists that fully correspond to changing requirements of labour market. The QMS at education institutions should be designed as continuous process, considering that the quality of final product is the result achieved in primary processes. The process shall involve all interested parties. Parameters and indicators of education quality can help to analyze the efficiency and effectiveness of existing QMS. The results of quality audits should be also taken into account when designing and implementing QMS at organization. Literature review showed that for the assurance of education quality three different approaches prevail: total quality management (TQM); requirements of quality awards and assessment models; and QMS corresponding to the requirements of ISO 9001 standard. The case study of QMS design and implementation at Vilnius Law and Business College is presented in the paper. The peculiarities, difficulties and obstacles of QMS implementation in the higher educations institutions are analysed in more detail in this article.

Students can successfully connect with one another thanks to the introduction of Web 2.0 and the tools and technology linked with it. The fact that rising digital tools are systematically influencing the education system is not a secret. The purpose of the research article efficiently evaluates the influence of incorporation of media in the activities of the scientific library of the higher education institution. The research Methodology is the Concepts, techniques, and procedures to effectively inculcate primary and secondary data to conduct the research effortlessly. It's worth noting that in this case, quantitative primary research was provided in the form of a survey. The researchers have proposed a survey in order to successfully instil a comprehensive view on the "incorporation of media in the operations of the scientific library of higher education institutions." As a result, fifty-one higher education institution principals were asked to attend this session. This is necessary to understand that they are both well-educated and cognizant of the impact of technology innovation on schooling. As a result, the researchers were able to gain a comprehensive view of this situation thanks to this survey. The results effectively showed that most of the participants believe that social media plays a vital role in shaping up higher education and at the same time they believe that the libraries of famous educational institutions must adapt as per the new educational trend so that teachers and students both can tap into its benefit.The practical significance of the result is manoeuvred by the efficient survey analysis and at the same time, peer-reviewed journals have been employed to put forward authentic information. Therefore, efficient insight regarding this topic has been gathered by the researchers.

The national government, as well as many regional governments, have supported the 'Ppuri industries', and the Daejeon region is in need of developing these sectors. Various research studies have examined the ppuri industries. However, there are limited studies concerning innovative activities and difficulties in the industries. Therefore, this paper focuses on firms' innovative activities and difficulties in the ppuri industries in the Daejeon region and provides policy implications. For this purpose, we surveyed firms supported by Daejeon Technopark's Ppuri industries programs, utilizing an innovation survey questionnaire developed by STEPI. We assumed that these firms have high intention for innovation among firms in the Daejeon's ppruri industries, and tried to identify characteristics and problems of innovative activities by comparing results with those of STEPI's Korean Innovation Survey. The results show that the overall pattern of innovative activities of Daejeon's ppuri industry firms do not differ from those found in the Korean Innovation Survey. However, there are a few notable differences. The rate of aborted innovation in the Daejoen's ppuri industries was higher than those found in the Korean Innovation Survey. Lack of financing was a major factor hampering innovation. These results provide policy implications that industrial and regional characteristics of ppuri industries must be reflected in the policy, and also policy measures for lowering the rate of aborted innovation.
