State Ownership of Excavated Cultural Heritage System was originated from the legislations concerning cultural objects during the Japanese colonial period (1910~1945) and was succeeded by the present Buried Cultural Properties Act enacted in 2011. Despite the importance of the system that completes the outcomes of excavations and determines the state-owned cultural properties, the foundation of national heritage, it has been limitedly regarded as administrative area and neglected by the academic scholars or policy researchers. Recently the traditional culture has drawn increasing domestic interest and awareness that the cultural heritage contributes to building cultural identity and vitalizing tourism has led to increasing the demand of a local government's role in management of the state-designated cultural heritage and even fighting for hegemony in securing the cultural objects between the central and local governments. Despite the continuing efforts for improving the selection process of cultural heritage and its management institution, establishment of an advanced objective system has been requested. This paper is intended to suggest the policy direction through demonstrating the problem and assignment caused in the process of implementing the Buried Cultural Properties Act and reviews the State Ownership of Excavated Cultural Heritage System from the legal point of view accordingly. First, I suggest improving the selection process of the state-owned cultural properties. Even though current law states that Administrator of Cultural Heritage Administration reviews the research reports and selects the possible candidates for the state-owned cultural properties almost all the cultural objects listed on the reports are practically selected. In this regard, two possible resolutions can be made; newly establishing a separate process for selecting the state-owned cultural properties after publishing the report or adding the selection process of the state-owned cultural properties during the heritage selection meeting. Either way should contribute to strengthening the impartiality and objectivity of the policy. My second suggestion is improving the operating system of the heritage selection meeting in which the cultural properties to be listed on the reports are determined. Given the present extensive assessment criteria, there is much room for certain experts' subjective opinions. Therefore, in order to enhance the fairness and credibility of the heritage selection meeting, specifying the assessment criteria and advance review of the expert list are necessary. Third, this paper suggests increasing the local government's role in management of the state-owned cultural heritage and diversifying the heritage management institution. Development of a local self-governing system has led to the increased demand for delegating the authority of the state-owned heritage management to the local governments. Along with this, the gradual improvements of public museum management raises the need for expanding the cultural benefits through increasing the local government's role in management of the state-owned heritage. Considering the fact that overall majority of the art collections housed at national or public museums is owned by the central government, developing a variety of heritage contents and vitalizing the heritage tourism are crucial. The true meaning and value of the state-owned cultural heritage hidden at the storage of a museum can be found when they are shared together with the public.

The significance of Boseong Tea Agriculture System lies in its harmonious coexistence with the surrounding environment, producing high quality teas and maintaining its biodiversity. Boseong Tea Agriculture System has been inscribed as Korea's Important Agricultural Heritage System (KIAHS) in 2018, but the Aging Society of tea farmers is threatening the conservation and succession of tea farming of the region. The study suggests designation of Boseong Tea Agriculture System as one of Globally Important Agricultural Heritage System (GIAHS), objecting conservation and succession of Boseong Tea Agriculture System. The study has reviewed GIAHS, KIAHS, Boseong Tea Agriculture System and surveyed tea farmers of Boseong for 3 months from March to May, 2020. The survey method includes face to face interview, phone interview (ones couldn't be reached for face to face interview) and in-depth interview of community leaders and experts, verifying the Aging Society status in Boseong tea agricultural industry. The survey result includes the following. Average age of Boseong tea farmers is 69.4 years old. Family tea-farming over two generation is 36% (54 household), and 79.4% (119 household) depends on 90% of income from tea production. The in-depth interview shows the aging tea farming society is most serious concern of tea farmers and GIAHS designation will support reliability and recognition of Boseong tea, helping conservation and succession of Boseong Tea Agriculture System. GIAHS designation will enhance and share the value of Boseong Tea Agriculture worldwide and be able to inherit the heritage for our future generation.
To provide effective management policy of geo-heritages, concept of Korean geo-heritage has been organized based on geo-diversity, geo-conservation, geo-tourism, and earth-heritage. In addition, current status of geo-heritage in Korea has been grasped, and categorized. In case GPS (Global Positioning System) coordinates exist, spatial information was constructed as GIS (Geographic Information System). Geo-heritages were classified into a total of six categories of natural monument, scenic site, coastal sand-dune, natural cave, world nature heritage, and other types of geo-heritage. By mapping 991 geo-heritages scattered nationwide using geographical information, all statuses can now be readily identified and enable the analysis of the distribution tendencies and correlation with topography. This study was aimed at searching the political connection based on quantitatively organized and analyzed geo-heritages, which have not been mapped thus far. In addition, this study organized data that have existed only in literature, and presented example verification. Moreover, these can be used as guidelines for the future search, discovery, registration and management of geo-heritage. If additional geo-heritages are discovered in field studies or with satellite images, then more correlations may be identified and help facilitate the research on geo-heritages management plans.
Purpose - The purpose of this paper is to explore the CSR activities of small enterprises in hospitality and tourism industry in South Korea. Since previous research on CSR activities has considerably focused on large enterprises whereas small enterprises have relatively less attention, this study aims to explore the characteristics of small enterprises in hospitality and tourism industry and their CSR activities. Research design, data, and methodology - The population of interest for this study was social enterprises registered in Korea Social Enterprise Promotion Agency (2016), and it was used to verify the social enterprises which has a certification for social enterprises. From 1672 companies in total, the sampling frame was a database with 117 companies in hospitality and tourism industry. This study investigates social enterprises' CSR activities on the company's official websites (e.g., company reports, magazines, the news articles, and interviews). The websites of the selected enterprises in hospitality and tourism industry were analyzed for examining CSR activities by the quantitative content analysis. All of the CSR activities in small social enterprises were classified into six dimensions based on the stakeholder theory. Results - The findings of this study provide the characteristics of the 117 small social enterprises and their specific CSR initiatives. A total of eight main business lines were identified: 1) fair travel, 2) leisure/sports, 3) accommodation/camping, 4) medical tourism, 5) exhibitions/art events/cultural events, 6) leisure activities for vulnerable social groups, 7) Korean traditional culture, and 8) ecotourism/agricultural tourism. The CSR initiatives were classified into six dimensions: 1) environment, 2) employment, 3) multicultural families and vulnerable social groups, 4) local community, 5) economic prosperity, and 6) product. Conclusions - This study revealed the special CSR initiative examples of small enterprises in hospitality and tourism industry. Small social enterprises participate in CSR activities mainly related to their own business lines. Moreover, these enterprises are more closely embedded in their local community development, job creation and education for local residents and vulnerable social groups, and traditional heritage preservation. The findings of this study provide theoretical and practical implications and they can contribute to enrich CSR with literature for small enterprises in hospitality and tourism industry.

In this study, the characteristics of rural tourism image perceived by urban residents were analyzed through text analysis of blog data. In order to examine the images related to rural tourism, blog data written with the keyword "Gochang-gun travel" was used. LDA topic analysis, one of the text mining techniques, was used for the analysis. In the tourism image of Gochang-gun, 9 topics were derived, and 112 major places appeared. This was divided into 3 main activities and 5 object spaces through the review of keywords and the original text of blog data. As a result of the analysis, the traditional main resources of the region, Seonun mountain, Seonun temple, and Gochang-eup fortress, formed topic. On the other hand, world heritage such as dolmen and Ungok wetland did not appear as topic. In particular, the farms operated by the private sector form individual topics, and the theme farm can be seen as an important resource for tourism in Gochang-gun. Also, through the distribution of place keywords, it was possible to understand the characteristics of travel by region and the usage behavior of visitors. In the case of Gochang-gun, there was a phenomenon in which visitors were biased by region. This seems to be the result of Gochang-gun seeking to vitalize local tourism focusing on natural, ecological, and scenic resources. It is necessary to establish a plan for balanced regional development and develop other types of tourism resources. This study is different in that it identified the types and characteristics of rural tourism images in the region perceived by visitors, and the status of tourism at the regional level.

The purpose of this study is to explore changing attitudes towards old urban environments, represented in the comprehensive plans of Seoul, from the first 1966 plan through the most recent one of 2014. The results of analyzing all 6 Seoul urban comprehensive plans are as follows. The contents for considerations and actual planning actions for old urban environments were presented from the third comprehensive plan of 1990. The term 'historical heritage' was first applied in the urban park planning of the 1996 plan. In the 4th comprehensive plan of 1997, it began to regard historical landscapes as 'precious heritages' to make plans for using historical heritages in parts of landscape, education, and tourism. The scope of 'historical heritage' in the comprehensive plans has been expanded. This tendency continued to expand in the 5th plan of 2006, and again in the 6th plan of 2014. At the same time, in pursuing the identity of Seoul, 'historical heritage' in old urban environment came to be materialized further as planning objects.

Recent research shows that since the early 2000s, the Chinese Communist Party has increasingly used various cultural heritage sites, including Buddhist sites, as soft power agents. Furthermore, in the context of the Belt and Road Initiative, launched by the People's Republic of China, Buddhist temples, representatives, and practices have been harnessed to play a role in the state's agenda. In this context, White Horse Temple, as a feature of cultural tourism in Henan Province, is facing new opportunities and challenges. The article examines the material particularities of reconstructing the temple in light of this trajectory, building on materials retrieved at the site, and online representations of the temple. The author explores how the temple's unique spatiality and characteristics stress the use of soft power which harnesses online and offline cultural and popular trends for state agenda.
This article is aimed at exploring what factors influence the perception change of the consumers for the cultural heritage values in the case of the cultural heritage policy program entitled with the cultural heritage Yahaeng. The consumers is considered as a key factor in the value creation system of the cultural heritage Yahaeng. It is necessary that the priority of the cultural heritage Yahaeng should be shifted from the supplies to the consumers. The consumer-based model of cultural heritage utilization is used as a theoretical framework. This study examines the influence of cultural heritage authenticity, cultural motivation, management system, loyalty on the perception change of the consumers for the cultural heritage values. This study is empirically examined by the means of a survey conducted on 205 visitors in the case of the Suncheon Yahaeng. The results indicate that the cultural heritage Yahaeng positively influences the perception change of the consumers for the cultural heritage values. In addition, the results indicate that cultural heritage authenticity is the most important factor which positively influences the perception change of the consumers for the cultural heritage values. In addition, the results indicate that cultural motivation positively influences on the perception change of the consumer for the cultural heritage values through the mediating variable of the loyalty. In line with its results, the article recommends that the significance based management system, evaluation system focused on the perception of the consumers for the cultural heritage should be established in the future. The article concludes that the local residents should be importantly considered as consumers and the collaborative partners in the cultural heritage Yahaeng.

There is often confliction between conservation for protected ecosystem assets and development for various stakeholders at wetland protection areas. The concept of Ecosystem Services can be an alternative solution for the conflicts. This paper attempted to measure and evaluate cultural ecosystem services according to the index evaluation approach. For the evaluation, the paper suggested five indicators of ecosystem cultural services including: inspiration, landscape aesthetics, education, eco-tourism, and heritage. The developed indices of cultural services in this study can be also utilized as a policy support tool for conservation of the wetland protected areas. The result illustrates the ranking and correlation of each indicator of ecosystem cultural services and suggestions for useful means of management policy in wetland protected areas.

JejuHaenyeo(women diver) culture has been designated as UNESCO Intangible Cultural Heritage of Humanity(ICH) in 2016. However, the number of new Haenyeo is decreasing due to the hardships and difficulties of Haenyeo job, and the aging factor of Haenyeo is threatening the cultural preservation and inheritance. The study aims to analyze JejuHaenyeo's awareness on self, community and UNESCO ICH designation. The study further aims to check any significant difference in Haenyeo's self-awareness per age group to conclude an effective strategy for permanence of Haenyeo culture. 228 JejuHaenyeo were interviewed at "The 10th JejuHaenyeo World Festival" around the Jeju Haenyeo Museum in Gujwa-eup, Jeju-si. The test result shows the difference per age group on awareness on self and UNESCO ICH designation status. The younger the generation of Haenyeo it gets, the awareness on self and UNESCO ICH designation status of Haenyeo gets lowerer. Without an immediate improvement to supplement JejuHaenyeo's awareness on self and UNESCO ICH designation status, preservation and inheritance of JejuHaenyeo culture may not be an easy task in the future.
