최근 IT, BT, NT 등의 융합과 정보시스템의 비약적 발전으로 정보통신 서비스가 활성화되면서 SNS, 클라우드 서비스 등 신규서비스가 증가함에 따라 개인정보의 유출위험이 증대되고 있다. 특히 IT와 의료 분야는 지속적인 경제 발전과 고령화 사회 진입으로부터 발생되는 문제를 해결하고 삶의 질 향상에 대한 요구에 따라 IT 기술을 활용한 새로운 의료기기 및 유헬스 서비스의 새로운 시장을 형성을 기대할 수 있다. 하지만 이러한 IT 기술의 도입으로 대부분의 의료 정보 시스템이 전산화 되면서 의료기관간에도 의료정보정보의 교환 및 전송이 자주 발생함에 따라 의료 정보유출 및 보안에 대한 위험성이 커지고 있다. 따라서 본 연구에서는 개인 의료정보 보호와 관련 주요 법 제도와 관리적, 기술적 보호 방법을 검토 및 분석한다.

Since the introduction of new health technology assessment in 2007, benefit coverage process of health insurance related to new health technology has become an upgraded system through the evidence-based decisions. As a result of enforcing this system for 10 years, however, there have been several rising concerns. It needs to support the insufficient evidence of medical technologies, introduce reassessment system for post management of market entry technologies, and improve evaluation methods and process. In addition, there is the possibility of emerging an unheard-of medical technology, fused various categories like artificial intelligence, robot, information technology, physics and life science in the fourth industrial revolution. Now, new updated system introduced to improve new technology assessment, such as 'limited health technology assessment system,' 'system for postponement of new health technology assessment,' 'one-stop service system,' and 'integrated operation of approval for medical devices and new health technology assessment.' Therefore it needs to prepare the improvement plan for new health technology assessment to be established more advanced system, and we have to resolve concerns by communication with various healthcare experts and patients now and for ever.

This study evaluated the specialization status of Korean hospitals by applying index measures that were developed to determine how hospitals are specialized. In addition, multivariate regression analysis was applied to assess how the measures responded to the internal and external factors of hospitals. National Health Insurance claims for 2004 were used to calculate the information theory index, internal Herfindahl index, number of distinct diagnosis-related groups (DRGs) treated, and percent of the five most common DRGs. Data from the Ministry of Health and Welfare and Korean Hospital Association were used to determine the size, ownership, teaching status, organization type, and location of the hospitals. The four indexes analyzed showed that there were significant differences in the specialization status of providers, depending on the provider size, organization type, and location. Hospitals that were smaller and located in metropolitan areas tended to provide specialized services; this is considered to constitute a competitive strategy for hospitals. It is expected that specialized hospitals will increase given the current market structure. Therefore, policy makers will need an index for measuring how hospital services are specialized. Information from such an index could provide a picture of how hospital services are mixed and change over time.

최근 스마트폰 시장의 성장세가 둔화되면서 IOT 산업을 이끌어갈 새로운 성장 동력으로 웨어러블 디바이스가 부상하고 있다. 본 연구는 웨어러블 디바이스의 확산에 영향을 주는 요인을 파악하고자 소비자 측면에서 웨어러블 디바이스의 제품 속성(지각된 유용성, 지각된 사용용이성)과 소비자의 개인적 특성 요인(혁신성, 유행선도력, 자기효능감, 건강관심도) 가운데 구매 의도에 미치는 영향을 잠재적 이용자를 대상으로 설문 조사를 통해 살펴보았다. 분석 결과, 소비자의 개인적 특성 중에서는 유행 선도력과 건강 관심도, 제품 속성에서는 지각된 유용성과 지각된 사용 용이성이 웨어러블 디바이스의 구매 의도에 영향을 미치는 것으로 나타났다. 이와 같이 웨어러블 디바이스 역시 유용성과 사용 용이성이 구매 의사에 결정적인 영향을 주기 때문에 소비자의 이용 경험을 고려한 제품 개발이 이루어져야 할 것이다.

A special medical compression garment has been developed to be worn after surgery or treatment using an elastic fiber in which the amount of compression can be adjusted to a specified targeted area to reduce the formation of hypertrophic scarring. In order to develop this medical compression garments, specialized technical skill in fiber, compression class and body measurements are needed. This study provides product survey data for the development of medical compression garments. An investigation analyzed medical compression garments of 16 brands from 6 countries sold in the Korean market & online, such as Make Me Heal, Jobst, Bio Concepts, Design Veronique$^{(R)}$ Nouvelle and Leonisa$^{(R)}$ (USA), Respire(Germany), Malcom$^{(R)}$, Holistic garments and Jobskin(UK), Technomed, kanav Healthcare and Sindhoori surgicals(India), Soo medical and C&C medical(Korea), Secondskin(Australia). The main fibers of compression garments were nylon and spandex: in addition, the fiber content was different by country and brand. The number of compression classes of products was USA(4), UK(4), and India(4). For body measurements, USA and many brands used (bust, under bust, waist, hip, thigh, knee, calf, ankle, upper arm, elbow, wrist, armhole bicep) circumference and length.

WiBro 서비스가 이동 중 초고속 인터넷 서비스를 제공함으로써 무선 인터넷 시장을 견인, 주도하고 HSDPA와 본격적인 경쟁관계를 형성할 것이라는 당초 기대와는 달리 2006년 상용화 이후 2010년 3월말 현재 가입자수는 약 30만명에 그치고 있다. 본 논문은 현재 WiBro 성장에 장애가 되는 요인이 무엇인지를 체계적으로 살펴보고, 향후 통신산업의 성장 동력으로서 WiBro 서비스가 성공적으로 성장하기 위한 새로운 서비스 발전 방향을 제안하였다. 분석 결과 텔레매틱스(Telematics) 등의 서비스와 WiBro의 융합 서비스를 통해 현재 WiBro 성장 저해 요인들이 상당부분 해소되어 WiBro의 성장가능성을 실증적으로 증가시킬 수 있을 것으로 나타났다.

The paper aims to facilitate a discussion around how big data technologies and data from citizens can be used to help public administration, society, and policy-making to improve community's lives. This paper discusses opportunities and challenges of big data strategies for government, society, and policy-making. It employs the presentation of numerous practical examples from different parts of the world, where public-service delivery has seen transformation and where initiatives have been taken forward that have revolutionized the way governments at different levels engage with the citizens, and how governments and civil society have adopted evidence-driven policy-making through innovative and efficient use of big data analytics. The examples include the governments of the United States, China, the United Kingdom, and India, and different levels of government agencies in the public services of fraud detection, financial market analysis, healthcare and public health, government oversight, education, crime fighting, environmental protection, energy exploration, agriculture, weather forecasting, and ecosystem management. The examples also include smart cities in Korea, China, Japan, India, Canada, Singapore, the United Kingdom, and the European Union. This paper makes some recommendations about how big data strategies transform the government and public services to become more citizen-centric, responsive, accountable and transparent.

Antibiotic resistance has emerged as a global threat to modern healthcare systems and has nullified many commonly used antibiotics. β-Lactam antibiotics are among the most successful and occupy approximately two-thirds of the prescription antibiotic market. They inhibit the synthesis of the peptidoglycan layer in the bacterial cell wall by mimicking the D-Ala-D-Ala in the pentapeptide crosslinking neighboring glycan chains. To date, various β-lactam antibiotics have been developed to increase the spectrum of activity and evade drug resistance. This review emphasizes the three-dimensional structural characteristics of β-lactam antibiotics regarding the overall scaffold, working mechanism, chemical diversity, and hydrolysis mechanism by β-lactamases. The structural insight into various β-lactams will provide an in-depth understanding of the antibacterial efficacy and susceptibility to drug resistance in multidrug-resistant bacteria and help to develop better β-lactam antibiotics and inhibitors.

In the current era of rapid digitization of the fashion industry, this study aims to facilitate the digitization of local Hawaiian fashion products. The research compares and analyzes the patterns and colors of digital clothing products sold on Zepeto, a metaverse platform, and those of physical products sold both, online and offline, by six specialized brands with stores in Honolulu, Hawaii, or Hawaiian signature clothing products. The following results were obtained: First, physical products generally display various patterns, such as animals, plants, geography, regions, and beaches. However, the pattern diversity of digital products is relatively limited, with a tendency to focus on plant and animal designs, which are Hawaii's signature patterns. Second, the color analysis results demonstrate that chromatic color groups, such as blue and red, were the most popular in physical products, whereas digital products used mostly green and neutral colors. Considering that physical products are sold both, online and offline, this is presumed to be due to differences in expression techniques and customer responses to digital and physical products, rather than market differences. To facilitate the digitization of Hawaiian local fashion products, a library that accommodates physical products in a variety of patterns and colors must be secured, and continuous modifications must be made to match the overall fashion trends.

최근 개인의 생체 데이터를 수집·활용하여 적시에 효과적인 예방과 치료를 제공하는 맞춤형 의료 및 서비스가 가능하며, 사용자의 헬스케어에 활용되고 있다. 실시간 건강관리 서비스로 개발하여 스마트폰, PC 태블릿 등을 활용하여 각 개인에게 정보를 제공·수집된 데이터를 통해 경보하고 관리자에게 분석 데이터 및 결과를 알려서 양방향 커뮤니케이션을 지원하며, 이에 따른 건강관리를 구성할 수 있는 시점에 직면하고 있다. 본 연구에서는 생체신호를 통한 헬스케어 디바이스와 실시간 건강관리 시스템을 포함하는 스마트 웨어러블 헬스케어 기술 동향을 분석하여 현재 시점에서의 기술개발 특허 출원에 대비하고자 한다. 스마트 웨어러블 헬스케어 기술 관련 특허는 연구개발 집중도가 비교적 높은 것으로 조사되었다. 분석 구간 전반에 걸쳐 한국은 실시간 헬스케어 시스템에 대한 특허 활동에 집중하고 있으며, 미국 및 유럽은 생체기술을 통한 헬스케어 디바이스에 대한 특허 활동을, 일본은 생체기술을 통한 헬스케어 디바이스 및 시스템 전반에 걸쳐 특허 활동을 활발하게 하는 것으로 나타났다. 생체기술을 통한 헬스케어 디바이스와 실시간 건강관리 시스템에 대한 특허는 최근 한국에서 시장을 주도하고 있으며, 해당 기술에 대한 특허 및 시장을 확보하고 있는 것으로 나타남에 따라 스마트 웨어러블 헬스케어 기술은 시장진입 장벽이 높은 분야로 판단된다. 향후 기술을 상업화시킬 계획이 있다면 제품의 형상, 제조방법 및 기타 관련 기술 시스템에 대한 특허권을 획득하여 특허 포트폴리오를 구축하는 것이 중요하다.
