국민건강증진을 위한 보건교육 전문인력 활용방안 (Utilization of Health Education Professionals for National Health Promotion Program)

  • The National Health Promotion Act passed in 1995 was a milestone for initiating a national and local health promotion program in Korea. And since then local governments and health centers have been developing and providing health promotion programs for the community population. To apply the effectiveness of community health promotion program, it is important to understand the key issue related to health education and the role of health education personnel. The purpose of this study was to define the responsibility and competency of health education specialist, and to develop the activity areas of health promotion program in Korea. Those who provide the service for health promotion and health education should be properly qualified and professionally trained. However, the skills and responsibilities of those who are in charge of providing health education program have not yet been clearly defined in Korea because the areas of health promotion and health education are composed of multi-academic fields. In case of United States, health education specialist is being developed through professional preparation in colleges and graduate schools, and certified through the examination. Also health education specialist is in charge of the planing, implementing and evaluation of health education program in school, hospital, health center, workplace and health food company. Therefore it is important to develop the programs to train and certify health education specialist. Also to extend the activity areas, the government should support continuously program development for health promotion and health education personnel.

대학생의 건강증진 프로그램 참여의사에 영향을 미치는 주요 요인에 관한 연구 (A Study on the Factors to Associate with the Participative Intention for Health Promotion Programs in a University)

  • This study purposed to examine the participative intention for health promotion program in a university and to find out the factors to associate with the participative intention. The data were based on the self-reported questionnaires from 746 women who study in E university, and this survey performed May, 1998. This study performed to analyze the participative intention for health promotion programs and the factors associate with health promotion program using $chi^2$-test and trend test by the PC-SAS 6.12. The major findings were as follows: 1. The tendency of participative intention for health promotion programs showed that Influenza preventive program was the highest among the health promotion programs, and the next were Weight control program, Rubella preventive program, Fitness program. On the other hand, Smoking preventive program and Non-drinking program were lower than the other program. 2. The four significant factors on participative intention for health promotion programs were grade, concern for health, and behavior change experience through the health education. On the other hand, the cognitive level for health, experience for health education were not the significant factors associate with the participative intention for health promotion programs. 3. The relationship between factors and each health promotion program showed that Rubella preventive program, Influenza preventive program, Weight control program, Smoking cessation program and Non-drinking program were associated with the grade or the health concern. And Chronic diseases preventive program was associated with the grade and the concern for health. Fitness program and Sex education program were associated with the concern for health and the behavior change experience through health education.

지역사회 보건교육 (Community Health Education)

  • Health education aims at behavior change rather than just delivering health knowledge to people. In Korea health education activities in public sector began in 1960 and they were included in the primary prevention program in communities. This article reviewed current health education programs in healthy living practice programs provided by local public health centers in Korea and drew implications for the future role of health education in community setting. Health education has been a core function of the National Health Promotion programs in the nation since the enactment of the National Health Promotion Law in 1995. The National Health Promotion programs are funded by the National Health Promotion Fund which are drawn from tobacco tax. The National Health Promotion programs include healthy living practice programs (smoking prevention and cessation programs, moderate alcohol use programs, physical activity promotion programs, and nutrition programs), chronic disease prevention programs, oral health programs and public hygiene programs. Methods of the National Health Promotion programs include health education, health counseling, health class, health information management, survey and research. Smoking prevention and cessation programs include smoking cessation clinic, smoking cessation education, non-smoking environment program, and non-smoking campaign. Moderate alcohol use programs include alcohol use education, moderate alcohol use campaign, alcohol use counseling, and alcohol free environment programs. Physical activity promotion programs include obesity control, targeted exercise program, and exercise civic group programs. Nutrition programs include nutrition management, obesity management, nutrition education, breakfast eating program, and nutrition counseling and treatment programs. The health education programs in community are not efficient today because there are many overlapping contents and short term goals. Community health education programs needs to be more comprehensive. Workforce development is another big issue at the moment because the National credential program will begin in 2009. Variety of community health education programs should be developed and funded by the national health promotion fund.

국외의 노인 건강증진 프로그램 분석 연구 (A Review of Health Promotion Program for the Elderly)

  • The purpose of this study was to suggest directions for developing a Health Promotion Program for the elderly in Korea for the future. For this, twenty previously developed & implemented health promotion programs were reviewed and analyzed in terms of target population of the program, components of the program, measurement variables for effects of program, the effects of the program. The results were as follows. 1. Most of the target populations were older adults living independently in the community. 2. Components of the program were health education, health assessment and counseling and exercise program. - Health education was done in most of programs. The topics of health education that were often included in the programs were life style changes, medical knowledge, independent living, the concept of health promotion and changes related to aging. - In health assessment and counseling, health professionals discovered their health problems through health assessment or health risk appraisal. Then they developed health recommendations on each health problem and encouraged the elderly to implement the recommendations. 3. Variables measuring the direct effects of the program were health behavior, knowledge, attitude, skill, use of medical/health reference book. Variables measuring the indirect effects, biometric outcome, health status, functional status, medical service utilization, medical cost and wellbeing. 4. The analysis showed that health education was effective for changing health behaviors, improving knowledge, skill and attitude in the elderly. Those results were suggested to be used as guidelines for developing a health promotion program for the elderly in Korea for the future.

학령전기 아동의 시력건강증진 프로그램 효과 (The Effects of Visual Health Promotion Program for Preschool Children)

  • Purpose: The purpose of this study is to identify the effects of visual health promotion program for preschool children. Method: The experimental group participating in the visual health promotion program was 32 preschool children and the control group consisted of 34 preschool children by homogeneous age. The visual health promotion program was based on articles related to childern's visual health promotion and previous education program. Data were collected with 3 questionnaires that modified by the investigator. The data was analyzed by the SPSS win 10.0 program using descriptive statistics, $x^2$ test, t-test. Result: The level of knowledge about visual health promotion of preschool children who participated in the visual health promotion program was significantly higher than preschool children who did not participate(t=.02, P<.001). The level of behavior about visual health promotion of preschool children who participated in the visual health promotion program was significantly higher than preschool children who did not participate(t=.31, P<.001). Conclusion: The visual health promotion program developed in this study is an effective strategy for nursing intervention by increasing knowledge and behavior about visual health promotion of preschool children.

국민건강증진사업 활성화를 위한 보건교육사 자격인정제도 도입방안 (Establishment of Credential on Health Educator for Activation of Health Promotion Program)

  • Health education is essential service of health promotion program, and health promotion is external extension of health education. However, the implementation of health education in community is not well because of lack of budget and health education specialist, deficient cognition for health promotion. Hence, introduction for the credential on health educator is to assist community and school health through the training of the specialist This study was carried out to establish the credential health educator for activation of health promotion program in Korea. In detail, this study aimed at 1) to confirm the law for health education, 2) to understand the credential on health education specialist in U. S. and the certification on other parts in Korea, 3) to establish the proper credential on health educator in Korea. Finding the results were as follows: The law on health education was Regulation on Health Promotion which has defined the health educator and responsibility of health education. In case of U. S., the credential on health education specialist has implemented since 1992, and the sort of credential on health education specialist were community health educator, public health educator, school health educator, and health promotion specialist. Therefore, major opinion to introduce the proper credential on health education in Korea were suggested: the first, establishment of educational processing on the training of specialized health educator, the second, introduction of examination on the evaluation for ability as health educator. the last. planning for application of health educator in community.

의료보험 적용대상자의 질병예방 및 건강증진사업 활성화 방안 (A Study on Program Development for Disease Prevention and Health Promotion)

  • The Korean people are all the beneficiaries of medical insurance or medical aid. It is important and needful to develop the preventive health program such as health examination and health education for disease prevention and health promotion of the beneficiaries. This paper diagnoses the status and problems of the current preventive health services to the beneficiaries and recommends how to develop the preventive health program in the medical insurance. This paper suggests that the government should strengthen the political support and supervision in order to develop the preventive health program in the medical insurance. In addition to the above suggestion, the following are recommended ; 1) to designate the large number of qualified hospitals for health examination. 2) to use the supplementary methods such as the health questionnaires in order to give the accurate health examination services. 3) to combine the health examinations by both laws of medical insurance and industrial health. 4) to arrange the manpower in charge of health education and to establish the health promotion centers. 5) to develop the effective mass media and materials for health education by use of TV, radio, VTR and slide projector.

학교건강증진사업의 주요 영역과 전략 개발을 위한 선진사례 분석 (Analysis of Advanced School Health Promotion Policies and Programs for Developing Effective School Health Strategies)

  • The role of school as a key setting for health promotion practices should be empathized. However, there were limitations for the effectiveness of school health promotion practices in Korea because of the lack of recognition about its importance, social support, guiding principles of the school health promotion services by the school health related law, and cooperation between school and community. The purpose of this study was to analyse the advanced cases from The United States, Japan, Europe and Australia, and to evaluate the applicability to school health promotion services in Korea for establishing the strategy for effective implementation of school health promotion program in Korea. Four cases of school health program were selected for analysis, including Coordinated School Health Program and National School Health Strategies in the USA, Healthy Japan21, National School Health Initiative in Australia and the European Network of Health Promoting Schools. Major conclusions were as follows: 1. Advanced cases of school health programs were comprehensive in nature. 2. Integrated school and community health promotion efforts was emphasized. mostly. 3. Governmental agencies played an active role in conducting surveillance activities to monitor priority health risk behaviors, developing school health program and training manual, providing periodic program evaluation. 4. Life skill focused health education was the key component for the comprehensive school health program. For the improvement of efficiency in school health promotion practices, above advanced strategies for school health promotion program would be necessary.

농촌지역사회의 보건교육 요구도에 관한 연구 (A Study on the Health Education Need Assessment of Rural Community)

  • At the opening of a new millennium and a new century, health promotion and education services in Korea are in the early developmental stage. The National Health Promotion Act legislated in 1995 was a milestone for initiating a national and local health promotion program in Korea. And since then local governments and health centers have been developing and providing health promotion program for the community populations. The short history of health promotion and education in Korea has meant that local governments and health centers have a limited experience and organizational capacity for health promotion and education planing and practice. This study was attempted to measure health education need of rural community and to analyze the factors for health education need assessment. Surveyors interviewed 1250 subjects randomly selected. Subjects were 2.17% of men and women in Changnyung county and older then 20 years old. Data were collected from April 17, 2000 through April 27, 2000. The questionnaire consisted of general characteristics, health educational experiences, health educational method, health educational content and health educational needs for rural community residents. The questions on the health educational needs of content consist of 36 questions in 8 fields. The statistical methods used for the analysis were $X^2$-test, t-test, F-ratio and ANOVA using SPSS program. In conclusion, despite more needs to the respondents who are in the low education level and socioeconomic state, in the old age, in the low health knowledge, they required less health education. To enjoy a more healthy life after more community residents actively understand and are interested in health education and health promotion, we certainly require a designed and systemic health education. The resources of health department in Korea are limited and the investment involved in health promotion and health education is severely reduced. Particularly this situation is more severe in the rural community. To select and perform an effective health education methods that the nature and reality of the rural community are considered, well use the resources to invest in health promotion affairs as effectively as possible and then they will take the responsibility of healthy community.
