A number of efforts had been sought to instrument bridges for the purpose of structural monitoring and assessment. The outcome of these efforts, as gauged by advances in the understanding of the definition of structural damage and their role in sensor selection as well as in the design of cost and data-effective monitoring systems, has itself been difficult to assess. The authors' experience with the design, calibration, and operation of a monitoring system for the Kishwaukee Bridge in Illinois has provided several lessons that bear upon these concerns. The systems have performed well in providing a continuous, low-cost monitoring platform for bridge engineers with immediate relevant information.
Globally, the medical field is growing very fast with technology development and convergence with ICT technology, and Precision Medicine using personal health information, genetic information, and clinical information is growing into a next-generation medical industry. Since Precision Medicine deals with individual health and life, the issues of personal information protection and health and medical information protection are emerging.Accordingly, this paper presents security improvements by domestic and foreign standards, laws, and systems in the cloud and medical field, and proposes a plan to protect healthcare and medicine information protection for safe Precision Medicine.
The challenge facing the Korean National Health Insurance includes what to spend money on in order to elevate the 'value for money.' This article reviewed the changing issues associated with quality of care in the Korean health insurance system and envisioned a picture of an effective pay-for-performance (P4P) system in Korea taking into consideration quality of care and P4P systems in other countries. A review was made of existing systematic reviews and a recent Organization for Economic Cooperation and Development survey. An effective P4P in Korea was envisioned as containing three features: measures, basis for reward, and reward. The first priority is to develop proper measures for both efficiency and quality. For further improvement of quality indicators, an electronic system for patient history records should be built in the near future. A change in the level or the relative ranking seems more desirable than using absolute level alone for incentives. To stimulate medium- and small-scale hospitals to join the program in the next phase, it is suggested that the scope of application be expanded and the level of incentives adjusted. High-quality indicators of clinical care quality should be mapped out by combining information from medical claims and information from patient registries.
In recent years there has been an increasing amount of attention paid to outosourcing of information systems (IS) functions in organizations. The changing and more strategic role of outsourcing in business firms has been given much coverage in academic and trade publications. Trying to remain competitive and up-to-date in the rapidly developing world of computer technology is becoming a financial burden to many organizations in fields such as banking and financial services, health care, and manufacturing. Hiring outsiders to handle part or even all of its information services helps an organization provide better services and maintain a competitive advantage. This paper attempts to provide a benchmark of current IS outsourcing utilization in Korea. A detailed descriptive analysis of survey responses from 78 Korean companies indicates the usage, length of experience, expenditure of outsourcing, and kinds of IS functions being outsourced. The study also analyzes the effects (strategic, economic, and technological) of IS outsourcing with respect to the length of experience, expenditure of outsourcing, and kinds of IS functions being outsourced As a result of the analysis there are significant differences in the strategic, economic and technological effects of IS outsourcing with respect to the expenditure of outsourcing, kinds of IS functions being outsourced and firm size.

Objectives: Biomonitoring programs have been widely implemented in the field of environmental health, both in Korea and worldwide. Recently, it has been suggested that the storage, management, and utilization of biosamples collected from biomonitoring programs should be organized based on a biobank system. Therefore, we attempted to review the current status of representative biomonitoring programs and biobank systems that have been implemented in Korea and in other countries. Methods: We searched for bio-samples collected in domestic and foreign biomonitoring programs and their applications. For this, we referred to research papers, homepages hosted by biomonitoring programs, and project reports. We also checked information for biobanks related with biomonitoring programs, including the operating systems, facilities, technologies, and regulations of biobanks. Results: We summarized six domestic and 32 foreign biomonitoring programs. These biomonitoring programs collected bio-samples to determine the relationship between environmental chemicals and diseases. Domestically, bio-samples from KoNEHS, KorSEP, MOCEH, KoCHENS, and KorEHS-C were stored at -80℃ in a deep freezer at the National Institute of Environmental Research, while KNHANES samples were stored at Korea Biobank, which has a stabilized biobanking system with a well-established database. Nine foreign biomonitoring programs (JECS, China-NHBP, CKB, CHMS, NHANES, GerES, Germaan ESB, MoBa, and UK Biobank) were ongoing for large populations. Among them, CKB, GermanESB, and UK biobank have been maintained for at least 10 years with their own biomonitoring programs as well as advanced systems for the safe storage of bio-samples. Conclusion: Currently on-going biobanks have devoted considerable efforts to managing bio-samples for public purposes. The preceding domestic and foreign biomonitoring programs and biobanks will be great references for constructing biobank facilities and systems for environmental public health in Korea in the future.
Background : This study was attempted to provide us with basic data on how to environmental improvement with patients for examination, and to offer them better treatment. This study was performed to compare the patients, perception between before and after improvement in the diagnostic radiography room. Methods : The data was collected by interviewing 75 patients who underwent the radiography under the diagnostic radiology at Seoul National University Hospital in Korea. The interview ran from August 9 to October 18, 1999. Data were analyzed by percentage and paired t-test. SD(Semantic Differential) method was composed of adjective 13 words. Results : Patients were attending the elementary schools in the Seoul residents. There was no significant difference in kindness unkindness dimension and were significant differences in other dimensions. The mean score of response level to present room was 3.67 and that of improvement room was 2.16. Conclusions : The results of this study suggest a radiography room plan which is considering emotional aspect of children.

In this paper the heat health alert system, which is operated this year by way of showing an example, is a simulator linked to the Geographic Information System (GIS), and it uses meteorological data that are observed at Automatic Weather Systems (AWSs) in Seoul, Korea. Simulation results show that it is possible to use meteorological data observed by AWSs when the Korea Meteorological Administration (KMA) has issued alerting the public to the threat of heat waves, and to connect meteorological data to spatial data when the KMA offers local forecasts and weather-related information. However, most AWSs that were installed to manage urban disasters do not measure humidity, so general humidity is used in all districts. Therefore, to issue heat wave warnings about different localities on a small scale, we will study how to complement this problem and to examine the accuracy of data observed at AWS in the future.
Purpose An increase in the number of fitness apps across the world is a testament to the growing interest in health. As focus on medical services shifted from treatment to prevention, this type of app plays an essential role in promoting one's health and exercise management. Yet little has been known about practical effects of fitness apps in existing literature thus this study searches for factors that affect daily use of fitness apps and examine the relationship between app usage and exercise patterns. Design/methodology/approach This study surveyed people who used Cashwalk, the pedometer app for a minimum of a week to analyze reasons why they used the app. Particpants' exercise patterns were also recorded. By examining survey results of fitness app users and developing a research model based on the Customer Value Theory, this study provides real-life factors to the fitness and smart health care industry that will adopt a proactive lifestyle pattern. Findings Empirical analysis proved properties such as the complexity of fitness apps, monetary rewards, exercise monitoring and the enjoyment of using fitness apps contribute to using fitness apps on a daily basis. Furthermore, more daily use of fitness apps was shown to have a greater impact on exercise. This study also confirmed that social comparison does not affect the daily use of fitness apps and the amount of exercise, and the habitual walking was proved to directly affect the amount of exercise.

With the development of recent IT is spreading and dissemination of smart terminals, telemedicine and electronic medical records (EMR) and other common anywhere due to medical advances are being digitized environment. Objective: Data exchange, interoperability, and access as a service in healthcare information management systems (HIMS) is the basic need to provision health-services. Data existing in various HIMS not only differ in the basic underlying structure but also in data processing systems. Data interoperability can only be achieved when following a common structure or standard which is shareable such as semantics based structures. We propose web-enabler: A Hadoop MapReduce based distributed approach to transform the existing huge variety data in variety formats to a conformed and flexible ontological format that enables easy access to data, sharing, and providing various healthcare services. Results: For proof of concept, we present a case study of general patient record in conventional system to be enabled for analysis on the web by transforming to semantics based structure. Conclusion: This work achieves transformation of stale as well as future data to be web-enabled and easily available for analytics in healthcare systems.
