Background: In the United States, the dairy product manufacturing industry has consistently had higher rates of work-related nonfatal injuries and illnesses compared to the national average for industries in all sectors. The selection and implementation of appropriate safety performance indicators are important aspect of reducing risk within safety management systems. This study examined the leading safety indicators implemented in the dairy product-manufacturing sector (NAICS 3115) and their perceived effectiveness in reducing work-related injuries. Methods: Perceptions were collected from individuals with safety responsibilities in the dairy product manufacturing facilities. OSHA Incident Rate (OIR) and Days away, restricted and transferred (DART) rates from 2013 to 2018 were analyzed. Results: The perceived most effective leading were safety observations, stop work authority, near miss reporting, safety audits, preventative maintenance, safety inspections, safety training attendance, and job hazard analysis/safety analysis, respectively. The 6-year trend analysis showed that those implementing all eight top indicators had a slightly lower rates than those that did not implement all eight. Production focused mentality, poor training, and lack of management commitment were perceived as the leading causes of injuries in this industry. Conclusion: Collecting leading indicators with the unique interest to meet the regulatory requirements and to document the management system without the actual goal of using them as input to improve the system most probably will not lead to an effective reduction of negative safety outcomes. For leading indicators to be effective, they should be properly selected, executed, periodically evaluated and actions are taken when necessary.

Objectives: This study was conducted in order to evaluate the limitations of the regulations on the safety and health standards for special management materials(SMM) under the Industrial Safety and Health Act in Korea. Methods: Hazardous chemicals management systems in Germany(Hazardous Substances Ordinance), the UK(Control of Substances Hazardous to Health Regulations), Japan(Ordinance on Prevention of Hazards due to Specified Chemical Substances) and Korea(Regulation of Occupational Safety and Health Standards, ROSHS) were investigated and compared in terms of 14 items. Results: Among the 14 items, we eventually found seven items which should be amended: 1) definition and scope, 2) general duties clause, 3) principles of management, 4) preventive measures, 5) control measures, 6) risk assessment, and 7) record keeping. The principal limitations of Korean regulations in comparison with those of other countries were that there were no preventive measures such as substitution, and no principles of good practices for the control of exposure to SMM. In terms of control measures, there were no regulations on suitable workplace design, reducing the number of exposed workers, reducing the level and duration of exposure, and reducing the quantity of hazardous substances in ROSHS. Conclusions: Based on the results of this study, ROSHS should be complemented with preventive measures and the principles of management related to SMM. According to the suggestions, an employer who deals with SMM should preferably consider the possibility of substitution and perform substitution so far as is reasonably practicable.
The public safety management guidelines were introduced in 2019 and continue to be dedicated to advancing comprehensive measures for public safety management, with a primary focus on prioritizing the safety and well-being of the public within governmental institutions. To achieve this goal, our previous study developed a establishment procedure of risk assessment-based safety inspection system for public institutions that order construction projects and applied it to highway construction projects to evaluate its effectiveness. To enhance the practicality of the establishment procedure, it is essential to collect and analyze feedback from stakeholders regarding its performance and suitability. This study conducted a survey involving 200 participants who had experience with the establishment procedure, and performed statistical analyses to evaluate its performance and applicability. The survey results indicated that the participants reported a high level of satisfaction (scoring 4 and above on a 5-point Likert scale) in several areas: specialization of safety inspection items for different types of work (with a satisfaction rate of 65%), the evaluation process for safety ratings (64.5%), and their willingness to recommend the procedure to other institutions (75.5%). In the factor analysis with Varimax rotation, two factors emerged: (1) a specialization factor related to safety inspection items, and (2) a grading factor associated with safety evaluation results. Regression analyses of these factors unveiled significant positive relationships with improvements in safety and health performance, including the prevention of fatal accidents, heightened safety responsibility, and raised safety inspection standards. The establishment procedure of safety inspection system developed in our previous study can play a crucial role in reducing accidents resulting in fatalities and injuries at construction sites, ultimately contributing to a safer working environment for all involved parties.
Background: Some researchers state that they are not yet able to provide a deep understanding of the underlying causes of unsafe behaviors (UBs). Therefore, the present study was conducted to investigate the attitudes and experiences of Iranian workers of UBs. Methods: This present study was conducted in 35 industries using a semistructured interview based on grounded theory. Forty participants were interviewed, including 13 industrial safety and health experts and 27 workers and supervisors. The analysis of the present study consisted of a three-step coding process including open, axial, and selective coding. Results: The results showed that the factors affecting UBs could be classified into three categories: organizational, individual, and socioeconomic factors. Organizational factors were divided into 6 parts: procedure and environmental conditions, communications, monitoring, organizational safety culture, resource allocation, and human resources. Socioeconomic factors had three subcategories: community safety culture, type of organizational ownership, and economic problems. Finally, the individual factors were classified into two categories of personality traits and individual competence. Conclusion: The results showed that organizational factors were the most categorized, and it is estimated that this factor has a more important role in the UBs. Of course, to better understand the close relationship between these factors and find the weight and importance of each factor, it needs to measure it with multicriteria decision systems.

Occupational health and safety (OHS) is a broad field of professional practice, which involves specialists from different disciplines including but not limited to engineers, occupational health physicians, physical and biological scientists, economists, and statisticians. The preventive systems required to ensure workers are protected from injuries and illnesses dwell heavily on engineers; however, the extent to which the engineer can go regarding planning and implementing preventive measures is dependent on specific legal requirements, leadership commitment from the company, organization, and nation. The objective of this paper is to identify the areas of opportunities for improvements in OHS management in Ghana with regard to the nation's legal requirements, commitment of the Ghana government, and Ghanaian leadership as well as appropriate structuring of Ghanaian institutions responsible for monitoring and managing OHS in Ghana. This paper identified Ghana's fragmented legal requirements concerning OHS, which are under different jurisdictions with unclear responsibilities and accountabilities. The paper also highlights the training needs of Ghanaian academic institutions regarding OHS. Among other recommendations made including structuring of Ghanaian institutions to manage OHS in line with the ILO-OSH 2001, this paper aligns the recommendations with the articles and elements of International Labour Organization convention number 155 and OHSAS 18001 elements.

Backgrounds: Occupations are grouped on the basis of similarity in tasks and duties performed. Standard occupational classification (SOC) is a tool for organizing all professions into a clearly defined set of groups according to the tasks and duties undertaken in the respective jobs. Objectives: The major objective of this study is to comprehensively review how a SOC system is used in occupational and safety fields such as surveillance, exposure monitoring, occupational epidemiological study, management of carcinogens and analysis of occupational accidents. Methods: We summarized the cases, policies and regulations used in SOC systems in advanced countries and as they appear in articles Results: We found that SOC systems have been widely used in various areas of occupational safety and health in the US, the UK, Finland, and the EU. In general, it is highly common to use SOC in the analysis of occupational accidents and diseases and to identify factors causing those accidents. The SOC system is also used not only for surveillance of exposure to hazardous agents and occupational health, but to manage carcinogens. In order to adjust the effects of a particular job, SOC is used in the general population health area. The Ministry of Employment and Labor (MOEL) has never used or introduced an SOC system. There have been no cases of the application of a SOC system to either the occupational safety and health field or to health surveillance for the general population in Korea. Conclusions: We suggested a need to introduce an SOC system in several occupational safety and health activities, such as work environment measurement, analysis of occupational accidents, specific physical examination and surveillance systems, etc.

An effective safety program can substantially reduce accidents because it can help management to build up safer means of operations and create safe working environments for the workers. Furthermore, by having an effective safety programs, good safety culture can be embedded in organization because it can encourage mutual cooperation between management and workers in the operations of the programs and decisions that affect their safety and health. The focus of this research is development methodology of Analytics Hierarchy Process (AHP) in construction safety factors and investigates the levels of some effective elements in SMS in Malaysian construction industries.

The purpose of this study was to empirically verify the correlation between the characteristics of safety officers and managers handling disaster and safety management, competence, and performance among disaster and safety work-level officers in medium-sized companies in South Korea. For this study, the researcher surveyed 509 disaster and safety management officers of various companies and analyzed the resultant data. The results of the analysis showed that, first, the characteristics of the safety officers handling the disaster and safety management systems had a significantly positive impact on performance. Second, the characteristics of the safety officers handling the disaster management systems had a significantly positive impact on competence. Third, the disaster and safety management competence of the safety officers had a significantly positive impact on performance. Fourth, in the relationship between the characteristics of the safety officers handling the disaster and safety management systems of businesses and their performance, the competence of the safety officers had a mediating effect.
Objective of this paper is to introduce a new technology known as prognostics and health management (PHM) which enables a real-time life prediction for safety critical systems under extreme loading conditions. In the PHM, Bayesian framework is employed to account for uncertainties and probabilities arising in the overall process including condition monitoring, fault severity estimation and failure predictions. Three applications - aircraft fuselage crack, gearbox spall and battery capacity degradation are taken to illustrate the approach, in which the life is predicted and validated by end-of-life results. The PHM technology may allow new maintenance strategy that achieves higher degree of safety while reducing the cost in effective manner.
