Renewable energy deployment policy-instruments for Cameroon: Implications on energy security, climate change mitigation and sustainable development

  • Cameroon is a lower middle-income country with a population of 25.87 million inhabitants distributed over a surface area of 475,442 ㎢. Cameroon has very rich potentials in renewable energy resources such as solar energy, wind energy, small hydropower, geothermal energy and biomass. However, renewable energy constitutes less than 0.1% of energy mix of the country. The energy generation mix of Cameroon is dominated by large hydropower and thermal power. Cameroon ratified the Paris Agreement in July 2016 with an ambitious 20% greenhouse gas (GHG) emission reduction. This study attempts to investigate some renewable energy deployment policy-instruments that could enable the country enhance renewable energy deployment, gain energy independence, fulfill Nationally Determined Contribution (NDC) and achieve Sustainable Development Goals. It begins with an analysis of the status of energy sector in Cameroon. It further highlights the importance of renewable energy in mitigating climate change by decarbonizing the energy mix of the country to fulfill NDC and SDGs. Moreover, this study proposes some renewable energy deployment policy-solutions to the government. Solar energy is the most feasible renewable energy source in Cameroon. Feed-in Tariffs (FiT), is the best renewable energy support policy for Cameroon. Finally, this study concludes with some recommendations such as the necessity of building an Energy Storage System as well a renewable energy information and statistics infrastructure.

A Study on the Validity and Other Issues of Arbitration Clause for ICSID Arbitration (ICSID 중재 이용을 위한 투자계약서상의 중재조항의 유효성과 추가쟁점)

  • The purpose of this paper is to examine the validity or effectiveness of the Arbitration Clause such as Model Clause I, and to confirm how other issues such as arbitrable "investment", appointment of arbitrators and law governing the agreement be reflected in the agreement. However, the parties should be sure that the arbitration clause is valid if they have checked whether, for their particular situation, the ICSID Centre has jurisdiction. For the validity of the Arbitration Clause, first the host country and the country which the investor belong to must be "contracting states" to the ICSID Convention. Second, the specific consent to arbitrate must be expressed in writing in the investment contract or in a national investment law or in an investment protection treaty. The issue of "nationality" of an other contracting state is determined by the place of incorporation or the location of the head office. In case the parties have doubts about a valid consent to arbitrate, Art. 41 of the ICSID Convention provides, regarding ICSID jurisdiction, that the tribunal shall be the judge of its own competence. It follows that ICSID Arbitration has an autonomous and exclusive character. As a consequence, domestic courts may not interfere with the question of ICSID's jurisdiction, which is called as "rule of abstention".

Three-dimensional groundwater water flow in an upland area-groundwater flow analysis by steady state three-dimensional model (홍적지대에 있어서의 지하수의 3차원적 유동-3차원 정상류모델에 의한 지하수 유동해석)

  • A numerical simulation technique of three-dimensional finite difference model is developed to study the groundwater flow system in Dcjima, an upland area which faces Kasumigaura Lake. For general perspectives of the groundwater flow system, a steady state three-dimentional model is simulated. For the sedimentary mud formations which are found in the representative formation, three situations of hydraulic conductivity are considered, representing an isotropic condition and situations where the horizontal permeability is equal to 10 times and 100times of the vertical one. The finite difference grid used in the simulation has 60x50x30=90,000 nodes. A converged solution with a tolerance of 0.001 meter of hydraulic head is set. Having determined the flow net by using a steady state three-dimensional model. the results for the three cases of hydraulic conductivity are compared with the results of tracer methods (Bae and Kayane 1987) With the aid of four representative vertical cross-sections, groundwater flow systems in the study area are assumed. Water balances for the three cases indicate very good agreement between total recharge and discharge in each case Analyses of groundwater flow system based on the tritium concentrations and water quality measurements (Bae and Kayane 1987) are confirmed by the numerical simulation and the results obtained by these two methods appeared to be in close agreement.

A Study on the Collision Behavior of Fairy Cycle to Vehicle (어린이용 자전거의 차량 충돌거동에 관한 연구)

  • Recently the usage of bicycle has increased steeply in Korea owing to traffic culture of well- being. In a car to bicycle accident investigation, the throw distance of bicycle is very important factor for reconstructing of the accident. The variables that influence on the throw distance of bicycle can be classified into the factors of vehicle and bicycle. Simulations and collision tests in actual car to bicycle accident were executed for obtaining throw distance of bicycle. The simulations were done by PC-$CRASH^{TM}$ and for actual crash tests sand bags were used for the behavior of bicyclist instead of dummy. Factors considered were vehicle velocity and the moving angles of bicycle, also the types of bicycle and vehicle were fairy cycle and automobile, respectively. From the results, the throw distances of a head-on tire collision of $0^{\circ}$ direction was longer than that of tire crash test of $45^{\circ}$ direction, and the throw distances of a head -on frame crash test of $90^{\circ}$ direction was longer than that of frame crash test of $45^{\circ}$ direction. In addition restitution coefficient between vehicle and bicycle was estimated as about 0.1 with based on actual crash tests. Finally the increaser vehicle velocity the longer the throw distances of bicycle, and the results of simulation were relatively good agreement to the experimental results.

Analysis of added resistance and seakeeping responses in head sea conditions for low-speed full ships using URANS approach

  • The KVLCC2 and its modified hull form were investigated in regular head waves using Unsteady Reynolds Averaged Navier-Stokes (URANS) methods. The modified KVLCC2 (named KWP-bow KVLCC2) is designed for reducing wave reflection from the bow. Firstly, the original KVLCC2 is studied for verification of the present code and methodology and the computed time history of total resistance and 2DOF motions (heave and pitch) for the selected two wave length conditions are directly compared with the results obtained from KRISO towing tank experiment under the identical condition. The predicted added resistance, heave and pitch motion RAOs show relatively good agreement with the experimental results. Secondly, the comparison of performance in waves between KVLCC2 and KWP-bow KVLCC2 is carried out. We confirmed that newly designed hull form shows better performances in all the range of wave length conditions through both the computation and the experiment. The present URANS method can capture the difference of performance in waves of the two hull forms without any special treatment for short wave length conditions. It can be identified that KWP-bow KVLCC2 gives about 8% of energy saving in sea state 5 condition.

Study on Scaling Analysis and Design Methodology of Passive Injection Test Facility (피동 주입 시험 장치의 척도 해석 및 설계 방법론 연구)

  • A design methodology of the modeled test facility to conserve an injection performance of a passive safety injection system is proposed. This safety injection system is composed of a core makeup tank and a safety injection tank. Individual tanks are connected with pressure balance line on the top side and injection line on the bottom side. It is important to conserve the scaled initial injection flow rate and total injection time since this system can be operated by small gravity head without any active pumps. Differential pressure distribution of the injection line induced by the gravity head is determined by the vertical length and elevation of each tank. However, the total injection time is adjustable by the flow resistance coefficient of the injection line. The scaling methodology for the tank and flow resistance coefficient is suggested. A key point of this test facility design is a scaling analysis for the flow resistance coefficient. The scaling analysis proposed on this paper is based on the volume scaling law with the same vertical length to the prototype and can be extended to a model with a reduced vertical length. A set of passive injection test were performed for the tanks with the same volume and the different length. The test results on the initial flow rate and total injection time showed the almost same injection characteristics and they were in good agreement with the design values.

An Applicable Method of an Electromagnetic Wave Absorber for SAR Reduction in the Human Head Exposed to Electromagnetic Fields Radiated by a Cellular Phone (휴대폰 전자파에 노출된 두부내 SAR 저감을 위한 전자파 흡수체 적용 방법 연구)

  • In order to reduce the specific absorption rate(SAR) in a human head exposed to electromagnetic fields radiated by a cellular phone, we have analyzed an electromagnetic wave absorber attached to the handset. A manufactured electromagnetic wave absorber was composed of Mn - Zn, which had complex relative permittivity of 7.30-j0.05 and permeability of 2.20-i1.55. The SAR value from the electromagnetic wave absorber attachment was calculated by using the nonuniform finite difference time domain(FDTD) algorithm and measured by phantom model at 835 MHz. The SAR reduction due to the electromagnetic wave absorber are about 18 % at 835 MHz. The V.S.W.R and radiation pattern of antenna are good agreement with the normal antenna. The gain reduction due to the electromagnetic wave absorber are only 0.3 dB at 835 MHz. But the sensitivity of cellular phone generally improves about 1 dB.

Maximum diameter versus volumetric assessment for the response evaluation of vestibular schwannomas receiving stereotactic radiotherapy

  • Purpose: To explore the feasibility of maximum diameter as a response assessment method for vestibular schwannomas (VS) after stereotactic radiosurgery or fractionated stereotactic radiotherapy (RT), we analyzed the concordance of RT responses between maximum diameters and volumetric measurements. Materials and Methods: Forty-two patients receiving curative stereotactic radiosurgery or fractionated stereotactic RT for VS were analyzed retrospectively. Twelve patients were excluded: 4 did not receive follow-up magnetic resonance imaging (MRI) scans and 8 had initial MRI scans with a slice thickness >3 mm. The maximum diameter, tumor volume (TV), and enhanced tumor volume (ETV) were measured in each MRI study. The percent change after RT was evaluated according to the measurement methods and their concordances were calculated with the Pearson correlation. The response classifications were determined by the assessment modalities, and their agreement was analyzed with Cohen kappa statistics. Results: Median follow-up was 31.0 months (range, 3.5 to 86.5 months), and 90 follow-up MRI studies were analyzed. The percent change of maximum diameter correlated strongly with TV and ETV (r(p) = 0.85, 0.63, p = 0.000, respectively). Concordance of responses between the Response Evaluation Criteria in Solid Tumors (RECIST) using the maximum diameters and either TV or ETV were moderate (kappa = 0.58; 95% confidence interval, 0.32-0.85) or fair (kappa = 0.32; 95% confidence interval, 0.05-0.59), respectively. Conclusions: The percent changes in maximum diameter and the responses in RECIST were significantly concordant with those in the volumetric measurements. Therefore, the maximum diameters can be used for the response evaluation of VS following stereotactic RT.

Experimental investigation of aerosols removal efficiency through self-priming venturi scrubber

  • Self-priming venturi scrubber is one of the most effective devices used to collect aerosols and soluble gas pollutants from gaseous stream during severe accident in a nuclear power plant. The present study focuses on investigation of dust particle removal efficiency of the venturi scrubber both experimentally and theoretically. Venturi scrubber captures the dust particles in tiny water droplets flowing into it. Inertial impaction is the main mechanism of particles collection in venturi scrubber. The water injected into venturi throat is in the form of jets through multiple holes present at venturi throat. In this study, aerosols removal efficiency of self-priming venturi scrubber was experimentally measured for different operating conditions. Alumina (Al2O3) particles with 0.4-㎛ diameter and 3950 kg/㎥ density were treated as aerosols. Removal efficiency was calculated for different gas flow rates i.e. 3-6 ㎥/h and liquid flow rates i.e. 0.009-0.025 ㎥/h. Experimental results depict that aerosols removal efficiency increases with the increase in throat velocity and liquid head. While at lower air flow rate of 3 ㎥/h, removal efficiency decreases with the increase in liquid head. A theoretical model of venturi scrubber was also employed and experimental results were compared with mathematical model. Experimental results are found to be in good agreement with theoretical results.

Study of the RBTRAN Code for Upper Plenum Analysis in Very Small LOCA (매우 작은 규모의 LOCA에 있어서 Upper Plenum분석을 위한 RETRAN코드의 연구)

  • In the application of the RETRAN code to the analysis of very small LOCA one of main concerns is placed on use of the bubble rise model in the upper plenum, because the bubble rise model nay cause a numerical divergence problem and coefficients used to describe it are based on experimental results of large LOCA. In order to solve this problem, a method, which enables us to predict the mixture level in the upper plenum without use of the bubble rise model, was proposed. For this method the local void distribution in the core and upper plenum was derived by using a simplified slip model. It was shown that results predicted from the derived equation are in excellent agreement with experimental data. Additionally it was found that local void in the upper plenum has a uniform distribution unlike a linear distribution in large LOCA. Communication between the upper plenum and upper head was investigated. By introducing the concept of Taylor instability, it was proved that counter-current Hon between them is possible.
