A Study on the Legal Standard and Verification Cases for the Judgement of the Tax Tribunal of FTA Conventional Tariffs (FTA 협정관세 심판청구결정의 법적 기준과 검증사례에 관한 연구)

  • The FTA conventional tariffs shall be applied that the imported goods are subject to the conventional tariffs under any agreement, and the origin of the good is the contracting state in accordance with the criteria for determination origin under any agreement. An importer who intends to be eligible for the application of a conventional tariff shall file a request for the application of a conventional tariff with the head of the competent customs house before the relevant import declaration is accepted. The purpose of this study is to examine the legal standard and verification cases for the judgement of the tax tribunal of FTA conventional tariffs. Through this study, this paper is to provide several implications for companies seeking the benefits of FTA conventional tariffs. The Korean companies to do the following: confirm the effective requirements for direct transport of goods through non-parties under the Korea EU FTA, confirm the criterion for application of conventional tariffs such as certificate of origin and claims for ex post facto conventional tariffs under the Korea US FTA, confirm the issuer of origin declaration and the recognition of origin declaration of bill of lading under the Korea EU FTA, utilize the tax appeal system by denial of FTA conventional tariffs, and prepare the discrepancies in interpretation of legal standard under FTA and FTA Special Customs Act.

Verification of Stereotactic Target Point Achieved by Acquisition of MR Image in Actual Treatment Position of Radiosurgery (정위적 방사선 수술시 치료위치에서의 정위적 표적점 확인을 통한 자기공명영상 획득의 정확도 연구)

  • To make practical application of the MR image for stereotactic radiosurgery, the target point-achieved by acquisition of MR image in stereotactic radiosurgery planning system must agree with the actual isocenter of irradiation in real treatment. And the amount of distortion of the MR image must be known to make a correction for the agreement. A radish containing abundant water content was chosen as a homogeneous phantom for the purpose of verification of the agreement in this experiment. A dosimetric film was firmly attached to the small specially fabricated acryl plate and needle puncture was made through the film just into the acryl plate and a drop of oil was dropped into the hole of the film. The acryl plate with film was inserted into the radish and the dorp of oil represented the target point in MR image. After the image acquisition by stereotatic radiosurgery planning system, we achieved stereotactic coordinate of the target point represented by the oil drop. And we proceeded to actual irradiation to the target point according to the procedure of stereotactic radiosurgery. After the irradiation, the film in the radish was developed and processed and the degree of coincidence between the center of the radiation distribution and the target point represented by the hole in the film was measured. The discrepancy between two points was under 0.5 mm. so we could confirm good coincidence in homogeneous phantom such as radish. On the other hand, authors tried to use our home-made device for estimation of distortion of MR image.

Evaluation of Uncertainty of IMRT QA Using 2Dimensional Array Detector for Head & Neck Patients (두경부암에서 2차원 배열 검출기를 이용한 IMRT QA의 불확실성에 대한 연구)

  • Purpose: IMRT QA using 2Dimensional array detector is carried out with condition for discrete dose distribution clinically. And it can affect uncertainty of evaluation using gamma method. We analyze gamma index variation according to grid size and suggest validate range of grid size for IMRT QA in Hospital. Materials and Methods: We performed QA using OniPro I'mRT system software version 1.7b on 10 patients (head and neck) for IMRT. The reference dose plane (grid size, 0.1 cm; location, [0, 0, 0]) from RTP was compared with the dose plane that has different grid size (0.1 cm, 0.5 cm, 1.0 cm, 2.0 cm, 4.0 cm) and different location (along Y-axis 0 cm, 0.2 cm, 0.5 cm, 1.0 cm). The gamma index variation was evaluated by observing the level of changes in Gamma pass rate, Average signal, Standard deviation for each case. Results: The average signal for each grid size showed difference levels of 0%, -0.19%, -0.04%, -0.46%, -8.32% and the standard deviation for each grid size showed difference levels of 0%, -0.30%, 1.24%, -0.70%, -7.99%. The gamma pass rate for each grid size showed difference levels of 0%, 0.27%, -1.43%, 5.32%, 5.60%. The gamma evaluation results according to distance in grid size range of 0.1 cm to 1.0 cm showed good agreement with reference condition (grid size 0.1 cm) within 1.5% and over 5% in case of the grid size was greater than 2.0 cm. Conclusion: We recognize that the grid size of gamma evaluation can make errors of IMRT QA. So we have to consider uncertainty of gamma evaluation according to the grid size and apply smaller than 2 cm grid size to reduce error and increase accuracy clinically.

3-D Conformal Radiotherapy for CNS Using CT Simulation (입체조준장치를 이용한 중추신경계의 방사선 입체조형치료 계획)

  • Purpose : A new virtual simulation technique for craniospinal irradiation (CSI) that uses a CT-simulator was developed to improve the accuracy of field and shielding placement as well as patient positioning. Materials and Methods : A CT simulator (CT-SIM) and a 3-D conformal radiation treatment planning system (3D-CRT) were used to develop CSI. The head and neck were immobilized with a thermoplastic mask while the rest of the body was immobilized with a Vac-Loc. A volumetric image was then obtained with the CT simulator. In order to improve the reproducibility of the setup, datum lines and points were marked on the head and body. Virtual fluoroscopy was performed with the removal of visual obstacles, such as the treatment table or immobilization devices. After virtual simulation, the treatment isocenters of each field were marked on the body and on the immobilization devices at the conventional simulation room. Each treatment fields was confirmed by comparing the fluoroscopy images with the digitally reconstructed radiography (DRR) and digitally composited radiography (DCR) images from virtual simulation. Port verification films from the first treatment were also compared with the DRR/DCR images for geometric verification. Results : We successfully performed virtual simulations on 11 CSI patients by CT-SIM. It took less than 20 minutes to affix the immobilization devices and to obtain the volumetric images of the entire body. In the absence of the patient, virtual simulation of all fields took 20 min. The DRRs were in agreement with simulation films to within 5 mm. This not only reducee inconveniences to the patients, but also eliminated position-shift variables attendant during the long conventional simulation process. In addition, by obtaining CT volumetric image, critical organs, such as the eyes and the spinal cord, were better defined, and the accuracy of the port designs and shielding was improved. Differences between the DRRs and the portal films were less than 3 m in the vertebral contour. Conclusion : Our analysis showed that CT simulation of craniospinal fields was accurate. In addition, CT simulation reduced the duration of the patient's immobility. During the planning process. This technique can improve accuracy in field placement and shielding by using three-dimensional CT-aided localization of critical and target structures. Overall, it has improved staff efficiency and resource utilization by standard protocol for craniospinal irradiation.

  • A doubly resonant ultrasonic transducer has been designed as an attempt to increase the bandwidth of underwater transducers. The dual resonance conditions were accomplished by attaching a single acoustic matching layer on the front face of a Tonpilz transducer consisted of an aluminum head, a piezoelectric ring, a brass tail and a prestress bolt. A modified Mason's model was used for the performance analysis and the design of transducers, and the constructed transducers were tested experimentally and numerically by changing the impedances and thicknesses of the head, tail and matching layers in the water tank. Two distinct resonance peaks in the transmitting voltage response(TVR) of a developed transducer were observed at 34.3 and 40.4 kHz, respectively, with the difference frequency of 6.1kHz and the center frequency of 37.2kHz. The values of TVR at these frequencies were 136.5 dB re $1\;\muPa/V$ at 34.3 kHz and 136.8 dB re $1\;\muPa/V$ at 40.4 kHz, respectively. Reasonable agreement between the experimental results and the numerical results was achieved. From this result, it is expected that the generation of the distinct resonances at any two desired frequencies can be achieved through the proper choice of the matching layer to provide the impedance transformation between the transducer and the medium.

Development of a Pipe Network Fluid-Flow Modelling Technique for Porous Media based on Statistical Percolation Theory (통계적 확산이론에 기초한 다공질체의 유동관망 유동해석 기법 개발)

  • A micro-mechanical pipe network model with the shape of a cube was developed to simulate the behavior of fluid flow through a porous medium. The fluid-flow mechanism through the cubic pipe network channels was defined mainly by introducing a well-known percolation theory (Stauffer and Aharony, 1994). A non-uniform flow generally appeared because all of the pipe diameters were allocated individually in a stochastic manner based on a given pore-size distribution curve and porosity. Fluid was supplied to one surface of the pipe network under a certain driving pressure head and allowed to percolate through the pipe networks. A percolation condition defined by capillary pressure with respect to each pipe diameter was applied first to all of the network pipes. That is, depending on pipe diameter, the fluid may or may not penetrate a specific pipe. Once pore pressures had reached equilibrium and steady-state flow had been attained throughout the network system, Darcy's law was used to compute the resultant permeability. This study investigated the sensitivity of network size to permeability calculations in order to find out the optimum network size which would be used for all the network modelling in this study. Mean pore size and pore size distribution curve obtained from field are used to define each of pipe sizes as being representative of actual oil sites. The calculated and measured permeabilities are in good agreement.

The Analysis of Mitochondrial DNA in the Patients with Essential Tremor and Parkinson's Disease (본태성 수전증과 파킨슨병 환자에서 미토콘드리아 DNA 비교 분석)

  • Essential tremor(ET) is the most common movement disorder however there has been little agreement in the neurologic literature regarding diagnostic criteria for ET. Familial ET is an autosomal dominant disorder presenting as an isolated postural tremor. The main feature of ET is postural tremor of the arms with later involvement of the head, voice, or legs. In previous studies, it was reported that ET susceptibility was inherited in an autosomal dominant inheritance. As with previous results, it would suggest that ET might be associated with defect of mitochondrial or nuclear DNA. Recent studies are focusing molecular genetic detection of movement disorders, such as essential tremor and restless legs syndrome. Parkinson's disease(PD) is a neurodegenerative disease involving mainly the loss of dopaminergic neurons in substantia nigra by several factors. The cause of dopaminergic cell death is unknown. Recently, it has been suggested that Parkinson's disease many result from mitochondrial dysfunction. The authors have analysed mitochondrial DNA(mtDNA) from the blood cell of PD and ET patients via long and accurate polymerase chain reaction(LA PCR). Blood samples were collected from 9 PD and 9 ET patients. Total DNA was extracted twice with phenol followed by chloroform : isoamylalcohol. For the analysis of mtDNA, LA PCR was performed by mitochondrial specific primers. With LA PCR, 1/3 16s rRNA~1/3 ATPase 6/8 and COI~3/4 ND5 regions were observed in different patterns. But, in the COI~1/3 ATPase 6/8 region, the data of PCR were observed in same pattern. This study supports the data that ET and PD are genentic disorders with deficiency of mitochondrial DNA multicomplexes.

  • In the democratic country, it is the very natural principle that political party makes the candidate. In spite of that the nomination of political party abolition issue is not in the local election the problem of is being easily solved. Therefore, the recent argument about the nomination of political party of the basic local election and overseas case were organized and the reasonable alternative was sought for. As to the argument related to the nomination of political party, the discussion in which the groping of the waste paper or new alternative is needed stops so that the existing politicians can overcome the nomination of political party evil in spite of the opposition position. In the positive investigation, the populations which are many in the waste paper of the system of public nomination by party agree. However, the bad effect that can be shown up according to the waste paper of the nomination of political party is the woman allocation door. Therefore, some alternatives were presented in the bad effect that can be shown up according to the waste paper of the nomination of political party. This alternative is the participation subject expansion, the introduction of political party claim to support, the introduction of local political party system, the application of upward official nomination procedure, and etc. The participation subject expansion presented logically as the optimum alternative among this method, the decision of the alternative should be confirmed through the social agreement procedure.

Development of a new test method for the prediction of TBM disc cutters life (TBM 디스크 커터의 수명 예측 방법 개발)

  • Wear prediction of TBM disc cutters is a very important issue for hard rock TBMs as number of cutter head intervention. In this regard, some model such as NTNU, Gehring model, CSM models have been used to predict disc cutter wear and intervention interval. There are some deficiencies in these models. This paper developed a new test method for wear prediction for TBM disc cutter and proposed a new abrasion index. In this regard, different abrasivity indices along with their testing methods are explained. A comparative study is performed to develop the predictability of different cutter life evaluation methods and index. The evaluation of the new methods proposed in this paper shows a very good agreement with the actual cutter life and intervention interval length. The proposed tester and index can be easily used to predict the intervention interval length and cutter wear evaluation in both planning and construction stages of a TBM tunneling project.

Numerical Analysis of Supercavitating Flows of Two-Dimensional Simple Bodies (2차원 단순 물체의 초공동 유동에 대한 수치해석)

  • In this paper, a numerical analysis is carried out to study the characteristics of supercavitating flows and the drag of relatively simple two-dimensional and axisymmetric bodies which can be used for supercavity generation device, cavitator, of a high-speed underwater vehicle. In order to investigate the suitability of numerical models, cavity flows around the hemispherical head form and two-dimensional wedge are calculated with combinations of three turbulence models(standard $k-{\epsilon}$, realizable $k-{\epsilon}$, Reynolds stress) and two cavitation models(Schnerr-Sauer, Zwart-Gerber-Belamri). From the results, it is confirmed that the calculated cavity flow is more affected by the turbulence model than the cavitation model. For the calculation of steady state cavity flows, the convergence in case of the realizable $k-{\epsilon}$ model is better than the other turbulence models. The numerical result of the Schnerr-Sauer cavitation model is changed less by turbulence model and more robust than the Zwart-Gerber-Belamri model. Thus the realizable $k-{\epsilon}$ turbulence model and the Schnerr-Sauer cavitation model are applied to calculate supercavitating flows around disks, two dimensional $10^{\circ}$ and $30^{\circ}$ wedges. In case of the disk, the cavitation number dependences of the cavity size and the drag coefficient predicted are similar to either experimental data or Reichardt's semi-empirical equations, but the drag coefficient is overestimated about 3% higher than the Reichardt's equation. In case of the wedges, the cavitation number dependences of the cavity size are similar to experimental data and Newman's linear theory, and the agreement of the cavity length predicted and Newman's linear theory becomes better as decreasing cavitation number. However, the drag coefficients of wedges agree more with experimental data than those of Newman's analytic solution. The cavitation number dependences of the drag coefficients of both the disk and the wedge appear linear and simple formula for estimating the drag of supercavitating disks and wedges are suggested. Consequently, the CFD scheme of this study can be applied for numerical analysis of supercavitating flows of the cavitator and the cavitator design.
