Introduction of Water Safety Plan in Korea (물안전계획(Water Safety Plan)의 국내 도입방안)

  • Recently, drinking water quality has significantly improved with the progress of water treatment technologies, however, customer's trust on tap water is still relatively low. Low trust on water quality is mainly due to vague anxiety. Therefore, to improve customer's trust on drinking water quality new strategy such as water safety plan(WSP) which recommended by WHO and IWA should be introduced. WSP can be defined as an approach which uses comprehensive risk assessment and risk management approach that encompasses all steps in water supply from catchment to consumer to ensure the safety of a drinking water supply. In this study, cases on WSP introduction in other countries as well as strategy for the introduction of WSP in Korea were investigated. In addition, recommendations on the improvement of the current water contamination response manual was suggested based on the analysis of the existing manual at a full scale water treatment plant.

Modeling for the Automation of Start-up Operation in Boiler Plant (보일러 플랜트의 Start-Up 운전자동화를 위한 모델링)

  • Since, human error is a major factor contributing to disaster during start-up of operation in Boiler plant. it is necessary to develop an automation system which prevent mode of operation that are known to be dangerous and to bring a loss of energy. The aim of this study is to suggest a model for the computer-aided synthesis of operation sequence as a part of automation system for start-up operation. Synthesis is accomplished by the formation of a hierarchical network of goals which decide sequence of operations. Hierarchical Network is formed by using method which upper goals ( i.e. upper operation al situation) are classified by the function of themselves into lower goals (i.e. lower operational situation). Knowledge for deciding operation sequence is generated by putting In order the knowledge of hazard operation and energy management.

Mitigating Hazards by Better Designing a Recycling Program: Lessons Learned from South Korea

  • As an effort of mitigating hazards, pro-environmental programs have been vigorously activated with regard to solid waste recycling. It is beneficial for both the environment and resource saving, but implementation and enforcement are hard to achieve voluntarily. The South Korean Government first implemented the Deposit Refund System (DRS) and later the Extended Producer Responsibility Program (EPR) to reduce waste and encourage recycling in South Korea. Un-der the DRS, producers would pay for recycling the wastes of the products. The government then repealed the DRS and implemented the EPR program. Under this program, the producers recycle as much as the Ministry of Environment determines or pay a penalty for an excessive amount of the waste. In the broader perspective of disaster management, such policy programs can mitigate environmental hazards. This paper compares those two programs that facilitated the level of recycling, focusing on how such programs regulate producers and how they were operated from the perspective of implementation and enforcement.

Ultrasound Phantoms to Protect Patients from Novices

  • With the growing use of ultrasound for pain management, we are interested in how to teach and practice ultrasound-guided procedures. Ethically, we should not insert a needle in a patient until after much practice on a phantom. Several types of phantoms have been introduced for ultrasound training, including water, agar/gelatin, elastomeric rubber, and meat phantoms and cadavers. The ideal phantom is similar to human tissue, is readily available and inexpensive, can be used repeatedly, provides tactile feedback, will hold a needle in place, does not generate needle tracks, and is not a health hazard. Several studies have shown the effectiveness of phantoms for improving the proficiency of novices. We hope that the application of phantoms in education leads to improved proficiency and increased patient safety.

Cause Analysis and Prevention of fishing Vessels Accident (어선사고의 원인분석 및 예방대책에 관한 연구)

  • The injury accidents in fishing vessels account for $67.2\%$ of all marine injury casualties$(1997\~2001)$ and is on an increasing trend every year. Also, it is remarkable for the injury accidents to be basically caused by human errors. This study aims to investigate the human error of injury accidents in fishing vessels and presents the injury preventing program in them. Human errors were analysed by the methods such as SHELL & Reason Hybrid Model, GEMS Model adopted by International Maritime Organization(IMO). Based on the analysis, the following propositions were made to reduce the fishing vessels accidents by human errors : improvement of hazard awareness and quality of personnel, establishment of safety management system, and enforcement of vessels inspection.

  • Aiming at solving the problems associated with existing wireless paging systems, this paper proposed a 4W1H+L+PI concept to context-aware information structure, based on which, a new wireless paging system named 119 system is developed under ubiquitous environment. Bemuse of the adoption of RFID tags in the wireless paging system, hazard and malfunction rates are reduced, thus accuracy is guaranteed. Besides, response time is shortened comparing with existing systems. In the future, if emergency aid information system can be implemented under the ubiquitous computing environment combined with sensor network, then aid service of good quality will be provided.

  • 합리적인 하천수 사용을 유도하고 하천유량을 효과적으로 관리하기 위하여 하천정보 모니터링, 장기유출, 물수지모형을 통합하고, 이수관련 시스템을 연계하여 유역별 물관리시스템을 개발하였다. 구축된 물관리시스템을 통해 일단위 하천수 모니터링, 하천수 사용체계, 물수급 및 단기전망이 가능하므로 상류 유량공급시설의 운영을 위한 의사결정, 물부족 전망 및 갈수예보 등에 활용할 수 있다. 또한, 향후 시범운영단계를 거쳐 시스템이 현업에 정착되면 하천유량 관리자, 하천수 사용자 및 일반인 등 사용자별 요구정보를 효율적으로 제공할 수 있을 것으로 판단된다.

  • 본 논문은 중소 도시하천을 위한 수해관리시스템 개발에 관한 것이다. 일반적으로 도시하천은 집중호우 발생 시 수위가 급격히 상승하는 특성이 있으므로 하천 재난관리 측면에 있어서 특별한 주의가 필요하다. 따라서 이와 같은 하천의 경우에는 강우와 유출 관계식으로부터 수립된 수문학적 모형을 사용하여 홍수 발생 여부를 예측하는 것 보다는 하천 수위의 실시간 변동 상황을 즉시 감지하고 위험상황 발생 시 이를 신속히 전파하는 것이 재난관리 측면에 있어 더욱 유리할 수 있다. 본 연구에서는 이를 위하여 실시간 센서 데이터를 보다 효율적으로 처리할 수 있는 복합 이벤트 처리기법을 사용하여 수해관리시스템을 개발하였다. 또한, 외부의 재난관리시스템과 정보를 공유하며 연동을 원활히 수행할 수 있으며 경보를 다수의 사용자에게 효과적으로 전파할 수 있는 이벤트 주도적 아키텍처를 적용하였다. 본 연구를 통해서 최근 실시간 데이터 처리기법으로 주목을 받고 있는 복합 이벤트 처리기법이 수해관리에 효과적임을 알 수 있었으며 타 분야의 재난관리에도 널리 적용될 수 있는 것으로 파악되었다.

An Implementation Case of Ergonomics Program at a Shipbuilding Company (조선회사 인간공학 프로그램의 운용사례)

  • Shipbuilding workers are potentially exposed to ergonomic hazards in the manufacturing process. The purpose of this study is to describe the impact of an ergonomic intervention and the implementation effect of ergonomics program at a shipbuilding company. This study portrays an implementation procedure of ergonomics program over a period of two years concerning ergonomic hazard analysis and improvement, along with medical management. After implementation of the ergonomics program, the productivity improved, and the rate of accidental incidents decreased, also the loss of workdays decreased largely. The implementation effect of ergonomics program presented in this study can be used to provide baseline information for the prevention of musculoskeletal disorders in the shipbuilding industry.

  • Risk assessment of a railway system should be periodically conducted managing a large amount of accumulating accident/incident data and scenarios, which generally requires enormous time and efforts. Therefore, special information management system is essential for railway risk assessment, where data needed for decisions on managing the railway safety could be promptly supported. The objective of this study is to develop a railway accident analysis program for risk assessment. The program is application running on the web which links railway accident analysts throughout the railway industry to a central database. Data entered, together with associated code tables. is stored on MS-SQL database. The program uses the concepts of accident, safety events, causes, related factors(vehicle, person, infrastructure, tool/equipment), recommendations to bring together the various elements of railway accidents. The program will be useful in finding hazard conditions, accident scenarios, quantitatively assessing the risk, and providing pertinent risk measures, eventually serving to prevent railway accidents and reduce severities of railway accidents.
