  • Recently because of high-speed operation of trains, railway crossings become more and more hazardous components among the whole ones of railway system. It is desirable to remove all the railway crossings for reducing fatalities at railway crossings. it is impossible to eliminate all the crossings for unrealistic investment, so it should be considered to construct multi-level crossings by the order of priority. In this paper operation conditions, various hazard factors on the train accident at domestic railway crossings and foreign cases of risk-based safety assessment models are reviewed and then necessary record data that be added and modified, some essential considerations for developing railway crossing safety assessment software program are proposed.

Studies on the Contents of Trace Metals in Bean Sprouts (콩나물중의 미량 중금속 함유량에 대한 조사연구)

  • Bean sprouts is one of the popular traditional foodstuffs as a subsidiary articles of diet in Korea. As the need arise from restaurents, bean sprouts were produced by forcing culture in manufacture. In oder to prevent of the hazard' by trace metals such as Hg, Cd, Pb, Cu and Zn, the contents of these metals were analyzed. Hg, Cd, and Pb were not . detected , but the mean contents of Cu and Zn were O.33ppm and 0.356 ppm, respectively. It seems that the higher oontents of Cu and Zn in beas sprouts was the results of relative high concentration of itself. These contents has no problean in now, but the more sanitary management in manufacture and in bean producing region will be needed.

  • The study was carried out to improve and regulate the drinking water quality standard and drinking water quality monitoring substances. For the reliability and safety of finished water, It has been monitored for trace organic and inorganic compounds of 333 in finished water of water treatment plants during 1989 to 2003. As a result of monitoring, 51 compounds were detected from 333 compounds, and it has been regulated the drinking water quality standard of 26 substances and 20 mitoring substance. Improvement and regulation method of the drinking water quality standard was performed by comparing and analyzing with detection concentration, detection frequency, risk assessment and foreign drinking water quality standard.

  • We constructed the regional flood risk and damage magnitude using hazard and vulnerabilities which are climatic, hydrological, socio-economic, countermeasure, disaster probability components for DB construction on the GIS system. Also we developed the Excess Flood Vulnerability index estimation System(EFVS). By the construction of the System, we can perform the scientific flood management for the flood prevention and optional extreme flood defenses according to regional characteristics. In order to evaluate the performance of system, we applied EFVS to Anseong-chen in Korea, and the system's stabilization is appropriate to flood damage analysis.

The Evolution of Seismic Engineering and Design of Ultra Tall Buildings in China Innovations and Sustainability

  • With the booming of construction and property industries in China, the demand for high-rises and mega-scale buildings with more integrated building functions, open- and tailor-shaped outlooks, better connections to municipal infrastructures, and higher grades of building importance has been increasing in the past two decades. The seismic design and engineering of such modern mega-buildings face engineering challenges such as hazard mitigation of extreme actions and surroundings, integrated structural frameworks and building skins, complex connections, and overall construction efficiency. It is the work of a new generation of civil and structural engineers to enhance engineering efficiency and achieve overall engineering, environmental, and economical effectiveness for these high-rise projects. This paper elaborates the above topics through case studies on the design and construction of four such developments in China. Some rethinking is conducted on evolution in modern seismic engineering and design through innovation to achieve an acceptable level of overall sustainability and building effectiveness.

  • In Korea, the management and remedial system of the slope near national road and highway has been studied actively. But in case of the slopes exist at the residential area and local government, there is not exact record of them. So in this study, we carried out analysis about nearly 14000 slopes which were reported by local government as the dangerous area. and went to the field work some of them.

Theoretical Overview of Housing Welfare and Future Policy Issues (주거복지에 대한 이론적 개관 및 향후 정책과제)

  • The purposes of this study are to define 'housing welfare' which constitutes an important theme of discussion today and to present some future policy issues. Recently, the expression 'housing welfare' is widely used in our daily life and written in some laws, but its concept is still ambiguous. Housing welfare can be defined as 'the situation in which citizens gain access to a decent housing and adapt themselves well to the community life. In this context, the goals of housing welfare policy should be as follows: reduction of the number of households living below the minimum standard in housing, promotion of the right to housing, housing provision and management based on housing needs, linkage of housing and other welfare measures, realization of social integration and social justice. But, there are still some controversies on such questions as target group, moral hazard of beneficiaries, social equity, etc. To get all the policy alternatives more effective, efforts should be made to improve the general infrastructure of welfare policies, to prevent NIMBY phenomenon of local actors, and so on.

  • Investigation of the environmental impact of widespread pesticide use has revealed a virtue/vice relationship. Although many pesticides perform their function and disappear without harm to the environment, others persist beyond their useful purpose and cause direct of indirect hazard to man, domestic animals and wildlife. Concurrently, many pests have rapidly adjusted to chemical control practices through changes in behavior that avoid exposure to pesticides of throuth genetic selection for populations resistant to the toxicants. The prospect of losing control over insect herbivores and desease vectors and returning to the days of global hunger and disease is unthinkable. Fortunately, from basic studies of insect and plant biology many opportunities for the development of safe, selective and environmentally pacific strategies for insect pest management are being realized.

The Novel Concepts for Reliability Technology

  • Starting with the meaning of the word quality, diverse concepts connoted by the term are examined. Instead of a bathtub curve, the desirable shape of a failure rate covering the entire life of a good product, which might be called hockey-stick line, is introduced. From the hockey-stick line and the definition of reliability, two measurements are extracted. The terms r-reliability (failure rate) and durability (product life) are explained. The conceptual analysis of failure mechanics explains that reliability technology pertains to design area. The desirable shape of hazard rate curve of electronic items, hockey-stick line, clarifies that Mean-Time-to-failure (MTTF) as the inverse of failure rate can be regarded a nominal life. And Bx life, different from MTTF, is explained. Reliability relationships between components and set products are explained. Reshaped definitions of r-reliability and durability are recommended. The procedure to improve reliability and the reasons for failing to identify failure mode are clarified in order to search right solutions. And generalized Life-Stress failure model is recommended for the calculation of acceleration factor.

  • Railroad systems can be divided into the primary function for transporting passengers or freight and secondary function covering diverse environmental factors and interfaces. So, the most biggest and important reason and the goal of railroad systems is to satisfy the need for transportation based on the production and consumption of energy. Especially, the operation of safe systems is the inevitable element for achieving this objective. Performing this can be ultimately satisfied only when the relationship among operators, contractors, suppliers and assessors is established according to their missions. Therefore, we are trying to finding the way of approaching it systematically by reviewing which procedures and methodologies mission performers in various domains have to follow.
