This study will explore the application of the Korean alphabet 'Hangul' and its calligraphy on fashion design. Hangul is well known for its great formative characteristics. Its calligraphy has unique features that express the implicative meaning of the Korean language while simultaneously displays beautiful shapes that draw the viewer's eye. When Hangul calligraphy is applied on the pattern design, it can be an excellent opportunity to demonstrate the visual beauty of Hangul. The purpose of this study is to develop the pattern designs that utilize the Hangul calligraphy and apply them in various fields of fashion. The detailed concepts of this study are as follows. First, the theoretical concepts and characteristics of both Hangul calligraphy and pattern design will be understood. Second, the aesthetic characteristics of calligraphy will be drawn by case analysis on the artworks of famous calligraphers such as Kim Jong-geon, Kang Byeong-in, Lee Sang-hyeon, Lee Gyu-bok and other representative calligraphers who design the beauty of Korean calligraphy by handwriting and brush-writing. The obtained results will be used to explore the desirable direction of fashion design. Third, eight pattern motif fashion works that utilize Hangul calligraphy in accordance with the arrangement of different characteristics of fashion design will be presented.

In this study, it proposes the neural network system for character recognition and restoration. Proposes system composed by recognition part and restoration part. In the recognition part. it proposes model of effective pattern recognition to improve ART Neural Network's performance by restricting the unnecessary top-down frame generation and transition. Also the location feature extraction algorithm which applies with Hangeul's structural feature can apply the recognition. In the restoration part, it composes model of inputted image's restoration by Hopfield neural network. We make part experiments to check system's performance, respectively. As a result of experiment, we see improve of recognition rate and possibility of restoration.

This paper studies on an on-line recognition of handwritten Hangeul characters using the fuzzy inference. To solve the ambiguity due to the variations of writing style by writes, these handwri-tten characters are recognized by means of the fuzzy inference on the production rule which is generated with every relative position information between strokes. In order to reduce the processing time, a subgroup which is previously classified with the number of strokes of reference characters is selected according to the number of strokes of input character, and the tolerance limit of distances between input character and reference characters of a subgroup is introduced to reduce the reference characters which is applied to the fuzzy inference. Experimental results for handwritten Hanguel charters 3990 by 10 writers show the recognition rate of $99.5{\%}$and the average processing time of 0.4sec/character.
Sakhalin, Russia is a very specific area for Korean language education. The imposed separation and isolation in this region means the language in Sakhalin is mixed with South Korean, North Korean, Gyeongsang Province dialect, Japanese, and Russian. Scrutiny of the use of the actual language of Sakhalin Koreans is needed, and it is required in supporting Korean language education. In this study, I will cover: 1. Approach should differ depending on the situation of Korean, foreigners, Korean Language School(Hangeul Hakgyo) and Korean classes in local Schools. 2. Tailor-made textbooks for Sakhalin are required. 3. Korean textbooks to match local circumstances are needed. There should be a basic writing text written by a local Korean department professor and supervision or modification, supplements from Korean language education researchers in Korea. 4. Enlarged Korean training programs are needed. Furthermore, if Korean and Russian university students are to study in Korea, there should be programs offering a dual degree among other things. 5. Methodical, overall examination of overseas Korean regions like Sakhalin is necessary. Also in the case of far east Russia, connectivity between Vladivostok, Khabarovsk and Sakhalin needs to be strengthened.
References in the modern Korean literature in this area to the Korean medicinal plant name written in Chinese script and expressed as Sanggisaeng have been extremely confusing. This name has been considered as six species, specifically Loranthus parasiticus, Loranthus tanakae, Taxillus yadoriki, Taxillus chinensis, Korthalsella japonica, and Viscum album var. coloratum. Recently, it was suggested that sanggisaeng is not distributed in Korea; however, the plant name Sanggisaeng recorded in old Korean literature sources, such as in the Hyang-yak-chae-chwi-wol-lyeong, Hyang-yak-jib-seong-bang, and Dong-ui-bo-gam sources, among others, was identified using the name V. album var. coloratum, whereas in China, Sanggisaeng was referred to as T. sutchuenensis. The Hangeul name of Sanggisaeng had been Ppongnamugyeousali, but now the name Gyeousali is widely used.
HunMinJeongEum, meaning "the right sound to teach the people," was created in 1443 CE by King Sejong the Great, the fourth king of the Joseon Dynasty. In today's modern language, this letter, called Hangeul, is internationally recognized for its linguistic science. However, it is hard to find a comprehensive study on the fact that King Sejong himself created Hangeul, the Confucian perspective on natural disasters and democracy revealed in the process of writing, the independent efforts emphasized from a certain period, and the achievements of King Sejong, who shared the sorrow of the people and carried out national policies despite the extreme opposition of the nobility. Accordingly, I analyzed the consonants of HunMinJeongEum and looked at the essence of humanity and oriental philosophy (Yin-Yang Five Elements, Sangsu Philosophy, Hado). Surprisingly, different meanings from previous studies and interpretations were found, and King Sejong's "Da Vinci Code," which was left behind in the process of making the consonant, is reinterpreted and revealed. King Sejong's achievements were all connected as one. This is the root of democracy in the Republic of Korea today, and this is why King Sejong was selected as the most beloved and respected historical figure by the Korean people. This study will start with more people's understanding of the fundamental perception and philosophy of the world in Asia, including Korea, to reinterpret and reveal the hardships and great achievements experienced by a leader of a country in the process of creating korean alphabet, and to emphasize democracy, which is an important value for Asians and Westerners' mutual respect and co-prosperity.

The purpose of this paper is to establish the Standard Korean Vocal Sound into Character Conversion Rule (Standard VSCC Rule) by reversely applying the Korean Standard Pronunciation Rule that regulates the way of reading written Hangeul sentences. The Standard VSCC Rule performs a crucially important role in Korean speech recognition. The general method of speech recognition is to find the most similar pattern among the standard voice patterns to the input voice pattern. Each of the standard voice patterns is an average of several sample voice patterns. If the unit of the standard voice pattern is a word, then the number of entries of the standard voice pattern will be greater than a few millions (taking inflection and postpositional particles into account). This many entries require a huge database and an impractically too many comparisons in the process of finding the most similar pattern. Therefore, the unit of the standard voice pattern should be a syllable. In this case, we have to resolve the problem of the difference between the Korean vocal sounds and the writing characters. The process of converting a sequence of Korean vocal sounds into a sequence of characters requires our Standard VSCC Rule. Making use of our Standard VSCC Rule, we have implemented a Korean vocal sounds into Hangeul character conversion system. The Korean Standard Pronunciation Rule consists of 30 items. In order to show soundness and completeness of our Standard VSCC Rule, we have tested the conversion system with various data sets reflecting all the 30 items. The test results will be presented in this paper.

In this paper, we proposed a Hangeul detection method using structural features of histogram, consonant, and vowel to solve the problem of Hangul which is separated and detected consonant and vowel The proposed method removes background by using DoG (Difference of Gaussian) to remove unnecessary noise in Hangul detection process. In the image with the background removed, we converted it to a binarized image using a cumulative histogram. Then, the horizontal position histogram was used to find the position of the character string, and character combination was performed using the vertical histogram in the found character image. However, words with a consonant vowel such as '가', '라' and '귀' are combined using a structural characteristic of characters because they are difficult to combine into one character. In this experiment, an image composed of alphabets with various backgrounds, an image composed of Korean characters, and an image mixed with alphabets and Hangul were tested. The detection rate of the proposed method is about 2% lower than that of the K-means and MSER character detection method, but it is about 5% higher than that of the character detection method including Hangul.
The Belt with Rhinoceros-Horn Ornaments(known as a seodae in Korean) from the family of Princess Deokon's descendants housed in the National Hangeul Museum underwent emergency treatment for a special exhibition in 2019 upon the request of the National Hangeul Museum. Priority was given to the restoration of the original form of the severely damaged belt and the repair of its detached horn ornaments. Prior to the conservation treatment, researchers conducted a theoretical study of the belt with rhinoceros-horn adornments to learn the names of its structural components and the changes in form that the type experienced by period, thereby establishing a plan for conservation treatment and setting a direction. Among the belts worn by officials from the Joseon dynasty, rhinoceros-horn ornaments were attached to those of officials of the first rank and were considered the most precious behind the king's belt with its jade ornaments. The rhinoceros horn adorning the belt is classified into three categories according to quality. This belt has horn adornments of the highest quality, falling under the "grape design" category with dark brown dots concentrated in the center. The belt has a rectangular shape and lacks a buckle, reflecting a popular form from the nineteenth century. The structure of the belt was identified over the process of conservation treatment, offering information about its method of production. In addition, comparison of the relic with belts with rhinoceros-horn ornaments depicted in Joseon-period portraits of officials allowed the identification of changes in formal features and the detailed structures of belts with rhinoceros-horn ornaments by period. It confirmed that the belt subject to conservation treatment shows the features of belts with rhinoceros-horn ornaments produced in the nineteenth and twentieth centuries.
한글 문자 인식에 관한 연구는 통계적 방법과 구조적 방법, 신경 회로망 등 다양한 방법론이 제시되어 왔다. 그러나 한글은 영문이나 숫자에 비해 방대한 문자수와 복잡한 구조로 인하여 인식에 많은 어려움을 가지고 있다. 따라서 본 논문에서는 한글을 가장 단순한 구조인 자음과 모음으로 분리한 뒤 각 개체의 픽셀 분포를 파악하고, 한글의 구조적 특징을 이용하여 자소의 행과 열에서의 peak값과 픽셀의 분포를 그룹으로 나누어 한글을 인식하는 방법을 제시한다.
